Hoffman and Giroux were present to request permission to hunt on the lands of the Vankleek Hill Lagoon and after a brief discussion and the issue of municipal liability and responsibility, Mayor Wilson indicated no action on behalf of Council to permit hunting and therefore the policy of No Hunting on municipal property would remain. Mary Gourlay and Robin Maloni - VCI School Parents Association Ms. Gourlay and Maloni made a presentation of which a copy of the same is attached hereto and identified as Schedule A to the minutes of Council. It was mentioned that they advise the Municipal Council as to when they would be making a presentation to the Upper Canada District School Board for financial assistance for the Vankleek Hill Collegiate Institute (VCI). Roch Hoffman - Pratique de la chasse sur les propriétés municipales Messieurs Hoffman et Giroux étaient présents afin de demander la permission de chasser sur les terres du lagon municipal de Vankleek Hill. Après une brève discussion concernant les responsabilités civiles le Maire Wilson indiquait qu aucune action de la part du Conseil ne serait entreprise et par conséquent la politique d interdiction de chasser sur les propriétés de la municipalité demeurerait. Mary Gourlay et Robin Maloni - Association des parents de l école VCI Mesdames Gourlay et Maloni faisaient une présentation dont une copie est attachée sous-pli et identifiée sous l annexe A de ce procèsverbal. Il a été question qu elles avisent le Conseil municipal lorsqu elles effectueront leur présentation auprès du Upper Canada District School Board afin de recevoir une aide financière pour l Institut Collégial de Vankleek Hill (VCI). 1

2 PETITIONS, DELEGATIONS, VISITORS Mr. Robert Gauthier - Place Riveria Subdivision Mr. Gauthier was present to request Council s permission to allow for the development of Phase 12 in the subdivision. PÉTITIONS, DÉLÉGATIONS ET VISITEURS M. Robert Gauthier - Subdivision Place Riviera M. Gauthier était présent afin de demander au Conseil la permission de développer la Phase 12 du projet. The Clerk-Treasurer indicated to Council that the Township Engineer had no objection to Mr. Gauthier s proposal. In addition, the Clerk-Treasurer also stated to Council that what would be required would be the adoption of a municipal by-law dedicating the one-foot reserves as public highways and that the subdivider deposit with the Township a proper irrevocable letter of credit. Mr. Gauthier also requested that Phase 7 of his plan of subdivision be permitted to proceed even though the drainage of surface water would outlet in the petition drain proposed to be constructed. Mr. Gauthier indicated that his engineer had no objection to this proposal which represented a total of approximately seven (7) acres of the total 350 acres of the drainage area. Mr. Gauthier stated that if the Township Engineer had an objection that Council should retain the services of another engineer due to potential conflict of interest. The Clerk-Treasurer stated that the request from the Engineer of Mr. Gauthier had only been received yesterday and that a copy of the request had been submitted to the Township Engineer for his comments. After discussion by the Members it was the consensus that Council had no objection to the dedicating of roads (1-foot reserves) as public highways for the opening of Phase 12 and that the would await the comments of the Township Engineer regarding the request for development of Phase 7 in the subdivision. Le greffier-trésorier indiquait au Conseil que l ingénieur du Canton n avait aucune objection concernant la proposition de M. Gauthier. De plus, le greffier-trésorier indiquait aussi au Conseil que l adoption d un règlement municipal dédiant la réserve d un pied à titre de route publique serait requise et que l entrepreneur dépose auprès du Canton une lettre de crédit irrévocable. M. Gauthier demandait aussi que la phase 7 de ce plan de lotissement soit autorisé à être entreprise même si le drainage des eaux de surface se dirigerait vers le drain proposé d être construit. M. Gauthier indiquait que son ingénieur n avait pas d objection pour cette proposition laquelle représente approximativement sept (7) acres sur un total de 350 acres du secteur de drainage. M. Gauthier indiquait que si l ingénieur du Canton avait une objection alors le Conseil devrait retenir les services d un autre ingénieur afin d éviter un conflit d intérêt potentiel. Le greffier-trésorier indiquait que la demande de l ingénieur de M. Gauthier avait seulement été reçue hier et qu une copie de la demande avait été soumise à l ingénieur du Canton afin qu il émette ses commentaires. Après discussion des membres du Conseil, il était de l avis de tous qu il n y avait aucune objection à dédier la réserve à titre de route publique (1 pied) pour l ouverture de la Phase 12 et que le Canton de Champlain attendait les commentaires de l ingénieur du Canton en ce qui concerne la demande de développement de la phase 7 de la subdivision. PRESENTATIONS Presentations were made to retiring Councillor Gordon Allen for his continuous thirty-three (33) years of service and to Mayor Wilson for his eighteen (18) years of continuous municipal services which included six (6) years as the inaugural Mayor for the Townshp of Champlain. PRÉSENTATIONS Des présentations étaient effectuées pour le conseiller Gordon Allen se retirant après trentetrois (33) ans de services continus et pour le Maire Wilson pour ses dix-huit (18) ans de services municipaux continus, lesquels incluent six (6) ans à titre de premier Maire du Canton de Champlain. 2

3 REPORT OF HEADS OF DEPARTMENTS RAPPORTS DES CHEFS DE DÉPARTEMENTS The Clerk-Treasurer presented the reports of the various Department Heads and Mr. Raymond Villeneuve responded to the questions of the Members of Council regarding his Report. Council discussed the recommendation of Mr. Villeneuve regarding no parking on Hamil Street due to its narrow width and the problem of winter maintenance. After discussion, it was the general consensus that at present the status quo remain for Hamil Street. The Clerk-Treasurer indicated that Mr. Mario Lalande was present this evening regarding the comments of the Chief Building Official for non-compliance issuances on Mr. Lalande s property. The Clerk-Treasurer indicated that the same was only made available to the Township municipal employees yesterday and that no opportunity existed to review the revised site plan. The Clerk-Treasurer also indicated that Mr. Jacques Gauthier had requested a fire inspection report from the Township s Fire Prevention Officer. The Clerk-Treasurer mentioned to Council and Mr. Lalande that the same would be resubmitted to Council after all information had been obtained. Water System - Vankleek Hill Le greffier-trésorier présentait les rapports des différents chefs de départements et M. Raymond Villeneuve répondait aux interrogations des membres du Conseil au sujet de son rapport. Le Conseil discutait de la recommandation de M. Villeneuve traitant de l interdiction de stationner sur la rue Hamil en raison de son étroitesse et des problèmes de l entretien hivernal. Après discussion il était de l avis général du Conseil que le statu quo soit maintenu pour la rue Hamil. Le greffier-trésorier indiquait que M. Mario Lalande était présent ce soir en ce qui concerne les commentaires du Chef du service du bâtiment pour l émission d avis de non respect des règlements sur sa propriété. Le greffier-trésorier indiquait que cette question n a été disponible pour les employés municipaux du Canton que seulement hier et qu ils n avaient pas eu l opportunité de réviser le plan du site. Le greffiertrésorier indiquait de plus que M. Jacques Gauthier avait demandé un rapport d inspection d incendie à l officier de prévention des incendies du Canton. Le greffier-trésorier mentionnait au Conseil et M. Lalande que cette question serait soumise de nouveau au Conseil lorsque toutes les informations auront été reçues. Système d eau - Vankleek Hill Mr. Harold Wilkinson stated that the Certificate of Amendment had been received to permit the commencement for the use of chloramine to reduce THM s within the Vankleek Hill Water System and that the same could begin January 12 th, 2004 for a four (4) week trial period. The Clerk-Treasurer submitted to Council a draft notice that would be circulated to all affected residents. After further discussions on the reports submitted to Council, it was M. Harold Wilkinson indiquait que le certificat de modification avait été reçu afin de permettre le début de l utilisation de la chloramine afin de réduire les trihalométhanes à l intérieur du système d aqueduc de Vankleek Hill et que ce changement pourrait débuter le 12 janvier 2004 pour une période d essai de quatre (4) semaines. Le greffier-trésorier soumettait au Conseil l ébauche d un avis qui serait circulé à tous les résidents affectés. REPORT OF LIAISON Drainage The Clerk-Treasurer indicated to Council that a public meeting would be required to consider the revisions made by the Township Engineer regarding the Little Rideau Creek / W.J. Douglas Municipal Drain and it was the consensus of Council that a date for this meeting be established by the new Municipal Council. The Clerk-Treasurer also indicated that the contractor had commenced the works for the Smith Municipal Drain. Library Mayor Wilson indicated that the Champlain Library Board would be requesting Council to amend their policy for representation of all Wards on the Library Board due to the difficulty in obtaining membership by wards. Mayor Wilson also indicated that the Head Librarian Margaret Higginson was retiring in mid-december of this year. RAPPORT DE LIAISON Drainage Le greffier-trésorier indiquait au Conseil qu une réunion publique serait requise afin de considérer les révisions effectuées par l ingénieur du Canton concernant le drain municipal Little Rideau Creek / W.J. Douglas et il était de l avis de tous les membres du Conseil qu une date soit déterminée par le nouveau Conseil municipal pour cette réunion. Le greffier-trésorier indiquait aussi que l entrepreneur avait débuté les travaux pour le drain municipal Smith. Bibliothèque Le Maire Wilson indiquait que le Conseil de la bibliothèque demanderait au Conseil de modifier leur politique pour la représentation de tous les quartiers en raison des difficultés rencontrées afin d avoir une représentation de tous les quartiers. Le Maire Wilson indiquait aussi que la bibliothécaire en chef, Margaret Higginson, prenait sa retraite à la mi-décembre de cette année. Environment / Recycling Mayor Wilson indicated that a meeting of the recycling committee was scheduled for tomorrow evening. CEONET Deputy-Clerk Jeanne Charlebois indicated that CEONET had not received approval for funding under the BRAND program and that they would be submitting another application in the next round for funding. Environnement / recyclage Le Maire Wilson indiquait qu une réunion du Comité de recyclage était prévue pour demain soir. CEONET La greffière-trésorière adjointe, Jeanne Charlebois, indiquait que CEONET n avait pas reçu l approbation pour le financement sous le programme Brand et qu ils soumettraient une autre demande dans la prochaine ronde de financement. 4

Recreational Bike Trail Committee Councillor Franche and Mayor Wilson indicated that they would be attending a meeting this Thursday of the Recreational Bike Trail Committee. Optimization / L Orignal Water System The Clerk-Treasurer submitted to Council a complete and projected costing of the L Orignal Water System with the total final cost estimated to be under the budget by approximately $25,000. Crossing Guards - St Grégoire The Clerk-Treasurer re-submitted the request for an additional crossing guard at the intersection of Main and Home Avenue. The Clerk-Treasurer indicated that an advertisement had been placed in the local newspaper with only one (1) application being received and that no replacement personnel would be available. As considerable discussion it was the consensus that this matter be submitted to the new Municipal Council. Brigadiers scolaires - St Grégoire Le greffier-trésorier soumettait de nouveau une demande de brigadiers scolaires additionnels à l intersection des avenues Main et Home. Le greffier-trésorier indiquait qu une annonce avait été publiée dans le journal local et que seulement une (1) demande avait été reçue et qu aucune personne pour le remplacement ne serait disponible. Après de considérables discussions, il était de l avis de tous les membres du Conseil que cet item soit soumis de nouveau au nouveau Conseil municipal. 7

8 NEW BUSINESS (continuation) User Fees The Clerk-Treasurer indicated that should Council wish to adjust its user fees or establish new user fees that a notice of a public meeting would be required immediately in order that the same may be considered at the December 2003 meeting. It was the consensus of Council that the same be re-submitted at the December regular meeting.
