3 Page 1 Objectives of the training course Objectives of the sub regional training course were: To review the guidelines for the river monitoring To train national trainers on the matter To review state of-the-art river monitoring in Algeria, Tunisia and Morocco To provide experts with a methodology for the quantification of pollutant inputs from rivers into the Mediterranean sea. Introduction 1. The subregional training course on Mediterranean river monitoring was held at the premises of the Centre International pour la Technologie de l Environnement de Tunis (CITET), from March The training course was undertaken in French. Attendance 2. The training course was attended by 15 national experts from Algeria, Morocco and Tunisia and 2 trainers. A list of participants is attached as Annex 1 to this report. Opening and objectives of the training course 3. On 25 March 2004 at 9.15 a.m. Mr Abdel Rahamn Zennoun, Directeur de l Agence National pour la Protection de l Environnement (ANPE), opened the training course and welcomed the participants. He stressed the importance of this type of training course for the development of environmental issues in the Mediterranean, and finally he expressed his wishes for the success of the training. 4. Mr Ante Baric, GEF Project Manager welcomed the participants and introduced the GEF Mediterranean Project, whose main aim is to create a sound ground at the regional and national levels for the implementation of the revised LBS Protocol and SAP MED. Within the project a series of regional and national training courses were planned for capacity building, and some of them have been organized so far. Finally, Mr Baric expressed his thanks ANPE and CITET, and particularly to Mr S.Kaabi from ANPE for the effort and support he gave in the organization of the training course, and for hosting the training course. 5. Mr Fouad Abousamra, MED POL Programme Officer, welcomed all participants of the training course on behalf of himself and Mr Civili, MEDPOL Coordinator. He thanked ANPE and CITET for hosting the training course. He explained the relations between SAP MED and the revised LBS Protocol with special emphasis on the inclusion of rivers into the monitoring programme. He stressed the importance of rivers as one of the major sources of pollutants to the Mediterranean Sea and the necessity of the estimation of inputs of rivers in order to take the convenient measures to reduce their inputs according to the SAP. Finally, he explained the objectives and the structure of the training course. The Agenda of the training course is attached as Annex 2 to this report. 6. All participants introduced themselves in a round table presentation.

4 Page 2 Overview of rivers in the Mediterranean 7. Mr Wolfang Ludwig, CEFREM, gave an overview of the Mediterranean rivers, their characteristics and their inputs in to the Mediterranean Sea. He particularly pointed out problems of the lack of data from the south and east of the Mediterranean, the dispersion of data between different institutions, policies in many Mediterranean countries to keep data on rivers classified, hiding the data on river pollution, and the lack of political will for the establishment of a relevant data bank on rivers. A common Mediterranean goal should be for all data on rivers to be made available. Presentation of the guidelines for the monitoring of river 8. Mr. M. Benhassine from ANPE, presented the guidelines for river monitoring, including an estimation of inputs into the Mediterranean Sea, which was prepared in the framework of the GEF project. Its aim is the harmonization of the methodology of river monitoring between the Mediterranean Countries. The document comprises elements of the state-of- the-art of river monitoring and overview of the existing methodologies for the quantification of river inputs of nutrients and pollutants into the sea. Estimation of inputs of materials from rivers into the Mediterranean Sea 9. Mr Wolfang Ludwig, CEFREM, introduced the current situation concerning the estimation of river inputs from the scientific and technical point of view highlighting the positive and negative aspects of each method. Case study on estimation of inputs from rivers into the Mediterranean Sea 10. Mr. Wolfgang presented the French experience in the quantification of the inputs into the Sea of major French rivers, including information on the methodologies, implementation, data base and the reporting system. State-of-the-art of river monitoring in the Mediterranean region 11. The representatives of Tunisia, Morocco and Algeria presented their national experience in river monitoring. Most of the experience is implemented in the framework of national water resources management. Most of the rivers are diurnals and there is no permanent input of water into the Mediterranean Sea. Only in flood periods, water reaches the sea. The situation of monitoring programme differs from country to country according to the national needs which is, in most cases, not in line with the objectives of the SAP. Quantification of rivers inputs is not included in almost all national monitoring programmes Round Table Mr Abousamra opened the round table with several comments based on the national presentations. All the participants agreed on the need to develop a comprehensive river monitoring programme for the most important ones focusing on major pollutants and materials. There is a lack of knowledge and know how regarding the quantification of river inputs. Consequently MED POL was urged to develop this activity during the biennium
