Il/elle sera basé (e) à AfricaRice-Cotonou, Bénin. A propos d'africarice AfricaRice est l'un des 15 Centres internationaux de recherche agricole qui sont membres du Consortium du CGIAR. AfricaRice est aussi une association intergouvernementale composée de pays membres africains. Responsabilités Sous la supervision des Assistants de recherche, le/la Technicien (ne) de Laboratoire (RT Soils Lab) s'occupera des activités suivantes : Préparer des réactifs et des solutions standards pour l'analyse de sols, des eaux et des plantes ; Extraire et digérer des échantillons des sols et des plantes ; Manipuler les instruments et équipements de laboratoire ; Saisir les données d'analyse ; Exécuter toute autre tâche demandée par le superviseur. Qualifications Diplômes: Etre titulaire d'un BTS ou équivalent en chimie, biologie ou en agriculture. Expérience : 3 ans Minimum d'expérience dans un laboratoire analytique ; une expérience dans un laboratoire de sol serait un atout. Compétences et aptitudes requises : Avoir des connaissances de base dans l'utilisation d'un ordinateur : Microsoft Excel, Word ; Être capable de travailler en équipe dans un contexte multiculturel ; Etre capable d'apprendre rapidement ; Etre capable de fournir du résultat sous une supervision minimale ; Langues : Les candidats (es) choisis (es) devront avoir une parfaite maîtrise du Français et/ou de l'anglais avec une connaissance pratique de l'autre langue. Specific duties include: Monitoring sub-recipient progress in various health areas; Developing monitoring and evaluation work plans; Liaising with the Regional Research team to develop, implement and monitor research for maternal and child health and family planning studies with a focus on both public and private health sector performance, including study designs, questionnaire development, analysis and dissemination; Monitoring the program's management information system (MIS) for the public and private sectors; Training country-level researchers and strengthening capacity to design studies, oversee data collection, and analyze results; Establishing networks of information collection and sharing, and strengthening overall M&E capacity within the country; Monitoring quantitative studies that focus on segment populations, social marketing activities and evaluate intervention effectiveness; Monitoring qualitative studies through communication concepts, pretest communication strategies, and evaluation of programs;

Documenting and disseminating research findings through peer reviewed publications, policy briefs, leaflets and other methods; Providing technical assistance to the research and program teams on using mapping activities to measure coverage and access to IFHS services, as well as field activities through mapping; Providing technical assistance to local government bodies and agencies in undertaking joint national assessments; Providing the evidence base for IFHS systems and specific interventions within the program and using appropriate means to train country researchers in communicating research results to policy makers; Increasing the capacity of, and providing technical support to local government staff and local partners to build their skills in interpreting research results and using a research-to-action approach to guide programmatic decisions and activities; Developing and implementing a training curriculum to strengthen identified gaps, along with a benchmarked calendar of implementation. QUALIFICATIONS: Masters Degree or equivalent experience in social, medical, or biological sciences; Minimum 5 years of experience in monitoring and evaluation programs; Experience in the design, management, analysis, and dissemination of behavioral research in public health, especially maternal child health and family planning; Experience in performance monitoring of large public health programs in developing countries; Experience in monitoring management information systems at private and public sector clinics preferred; Excellent organizational and multitasking capabilities; Fluency in French and English required; Demonstrated ability to produce results. Project Accountant, Closing Date: Monday, 15 April 2013 Responsibilities Analyze project expenditures and prepare quarterly cash flow and semi-annual as well as annual financial statements including variance analysis for submission to Lead Centers; Liaise with Marketing and Communications Office on the report deadlines and submission; Monitor funds utilization of project and schedule of installments to ensure up to date funding status information necessary is readily available;

Prepare documents required to support the financial report for submission or as requested by donor and other users, internal and external; Interact with Project Coordinators to clarify issues on the financial reports, answer queries, give updates on the financial status such as over/under spending of the projects, and ensure compliance to donor requirements; Project Management Maintain complete record of project documents such as Program Participant Agreement (PPA), Program Implementation Agreement (PIA), Letter of Agreement (LOA), Memorandum of Agreement (MOA), other agreements and materials relevant to the CRPs and coordinate with Project Coordinators to ensure adherence to the financial implementation aspects of the project agreements; In coordination with the Project Coordinators, develop the external annual budget of the CRP for submission to the Lead Centers as well as the internal budget that is part of the Center budget for BOT approval; 1 Review requests for official mission authorizations, purchase requests, staff recruitment requisitions (regular, temporary, and consultant) and fund transfers if consistent with the work plan, check availability of funds, and ensure utilization of correct account to charge; Ensure valid transactions are timely and properly recorded during month-end and year-end closing of books; Systematically reconcile accounts on a regular basis through review and verification of expenditures of projects to ensure adherence to budgetary requirements; Monitor cumulative project funds flow, expenditures by disbursement category and component in accordance with the CRP template; Analyze the variances against approved budgets on a monthly basis and determine the main reasons for major variations and discuss corrective steps with the Project Coordinators in close liaison with the PBM; Facilitate the transfer of resources to NARS partners or collaborators; assist NARS partners/collaborators' counterparts in preparing financial reports and monitor compliance to reporting requirements as set forth in the sub-agreements; Prepare invoices as needed. Others Prepare the CRP related reports for submission to the Consortium Office including schedules that form part of the Center's Annual Audited Financial Statements; Perform other relevant tasks that may be assigned by the supervisor in relation to the implementation of the project such as preparation and submission of the CRP annual financing plan and forecasts;

Prepare the semi-annual and annual reports on Cost Sharing Percentage (CSP) collections; Similarly manage other CRP bilateral as well as non-crp projects as may be deemed necessary by the supervisor. Qualifications/Selection Criteria Education: A Bachelor or equivalent university degree in accountancy, finance, or related fields. Work Experience: five (05) years 'experience in the field of accountancy, finance and/or administrative works. Key Competencies Required: Appropriate knowledge of computer systems is necessary; experience in Sunsystem software will be an advantage; good interpersonal and communication skills with a pleasing work ethic to be able to interact with all divisions within the Africa Rice Center. Language The candidate should communicate fluently (orally and in writing) in English with a good working knowledge of French. Terms and Conditions This is a locally recruited position.
