10. Summary of the Main Recent Progresses of USTH a. USTH structure 35 Vietnamese members (including the two Vice-rectors) plus the 3 French members (Rector, Director General of Services (DGS) and Director of Research and Innovation (DRI)) by the end of 2012. b. UIU structure The University Implementation Unit for Hoa Lac High Tech Park is organizing and sharing the responsibilities for outputs 1 and 2 of the ADB project. c. General numbers for student enrolment We will recruit this year between 210 and 250 new students at USTH. The overall number of students at USTH in 2012-13 should tentatively be in the range 380-420, distributed half/half between the Undergraduate School and the 6 Masters. d. Bachelor Thanks to the very supporting recent visit of the French Agency for Evaluation of Research and Higher Education (AERES), our Bachelor curriculum and Diploma will be under evaluation for international accreditation by summer 2013. e. Masters The first graduated master students (5 in Nanotechnologies and 12 in Biotechnologies). 2 new masters: Space and Applications and Renewable Energies. Nuclear Energy Program of Vietnam... f. Research and Innovation technology Thanks to the MOET, tovast and to the financial support of France (1 Million USD in 2011 and 2012) for equipments, and thanks to the different agreements and supporting grants (MOST), research has effectively started in the BIO and EEO domains will start in Nano before the end of 2012. USTH will be the training center for Vietnam for Dassault Systems products, not only for our students but for all industry partners as well as administrations in Vietnam. A 3 years position for aspecialized professor is provided by the French Ministry of Higher Education and Research (starting summer 2013). g. Senate and Councils the Senate (12 members) has been established and firstly met on April 10, 2012. Several important issues have been validated in all fields of the University: h. International USTH has signed a main MOU with the higher education department of the MOES of Lao in the frame of the Strengthening Higher Education Program of ADB to welcome at USTH Master students from Lao. Since July 2012, USTH is a partner of an Erasmus Mundus Network (PANACEA) involving 10 European and 8 Asian Universities.
11. Demands of USTH to the Deputy Prime Minister Supporting the availability of the VAST Education and Services building for USTH by July 2013 Implementation of the last year of 322 and first year of 911 programs for USTH PhD s in France Validation of the internal regulation of spending, and ensuring the high salary level for returning PhD's from France on assistant professor positions at USTH. The first PhD students doing their thesis in France will come back by Fall 2013 to become Assistant Professors at USTH. In order that this very important step for the implementation and the development of USTH is succeeded we need two things: - validate the special financial mechanism so that we can issue the internal regulation for spending. - consider and approve the corresponding wages (1.000 USD/month) of these 21 assistant professors in the annual budget for 2013 in addition to the annual training cost of 4.000 USD per student. Ability of UIU to Disburse ADB and Counterpart Funds. Up to now the UIU did not obtain its own seal from the Ministry of Public Security. AsecondconstraintontheUIU s ability to disburse funds is that the Ministry of Finance (MOF) considers the UIU a third-level implementation unit, which means that it cannot directly receive or spend ADB project funds.

Positionnement de l USTH Adhésion de l'établissement à la CPU en cours (accord de Louis Vogel). L USTH accueillera du 27 au 1er mars 2013 le CA du GISGUF (groupement des secrétaires généraux universités francophones), désireux de s'implanter dans la région. L'USTH sera présente au salon de l'enseignement Supérieur (Franco-Allemand) (organisé par p g p ( )( g p Campus France) à Hanoï et Ho Chi Minh Ville les 7et 8 décembre prochains.

L USTH LUSTH partner of PANACEA Erasmus Mundus Program (since July 2012) Man, Environment, Health, Bio-Diversity. 12 third countries universities in: Myanmar, Cambodia, Vietnam (USTH), Laos, Thailand, Indonesia and China. 8 European universities in: Belgium, Italy, Greece, Spain, France, Sweden, Finland, Poland and Lithuania. Kick-off meeting in Montepellier, October 21-24, 2012. (48 months) USTH will get 15 scholarships including: 4 Bachelor (6-10 months), 6 Master (6-10m), 3 PhD (10-20m) 2 staff (1 month).
L USTH a été choisie comme centre de formation et d expertise au Vietnam sur les outils PLM (Dassault Systemes) Partenariat Dassault Systèmes/MESR (DREIC)/USTH. Dassault Systèmes apporte un soutien logiciel et technique. Le MESR met à la disposition du projet, pour une période de trois ans, un enseignant français ayant une forte expertise sur les outils PLM. L'USTH fournit les locaux, le matériel et le personnel. Calendrier Le projet officiellement lancé entre DS et USTH en Décembre prochain (déplacement du DG) Un séminaire sur les applications de l'énergie est organisé conjointement par UbiFrance et DS le 14 Novembre en partenariat avec lusth. l'usth Premier semestre 2013: installation du PLMCC à la VAST (USTH) Octobre 2013: début des cours 9 octobre 2012 22

Quelques défis à relever pour l USTH: -Continuer à nous développer sur le campus de la VAST - Continuer de recruter du personnel de qualité. - Mise en place rapide de services essentiels (SI, Dir. Rel. internationales, DRH, renforcement marketing/communication..) - Avancer dans la structuration administrative/ académique de l USTH en parallèle avec (et grâce à) la mise en place des structures UIU. - Identifier et mettre en place de bons coordonateurs académiques. - Mettre en place à tous niveaux des normes d Assurance Qualité. - Faire accréditer notre licence sur le plan international (AERES) fin 2013-2014. 2014. - Mettre en place et développer nos écoles doctorales. Premières thèses USTH (co-tutelles..) - Nouer rapidement un partenariat effectif avec les entreprises FR, internationales et vietnamiennes. Avancer au plus vite vers l implication (l appropriation) des entreprises dans nos masters, puis recherche en commun, puis innovation. - Mise en place des groupes de réflexion sur chacun des 6 axes. Quels thèmes scientifiques pour chaque UMI? Associer les industriels à notre réflexion. - Penser Hoa Lac en relation avec notre plan stratégique. Aide française.
DIFFICULTES - Livraison du Bâtiment Education and Services de la VAST pour l été 2013 Rentrée 2013: 650 étudiants. - Respect des engagements vis à vis du recrutement des 400 PhD. Ouverture effective du programme 911. Jurys USTH prévus les 13-14 Décembre 2012. - Maintien du soutien financier recurrent du Vietnam. Actuellement 4000 $/étudiant - Maintien du soutien des universités françaises pour les formations pendant encore..au moins 2 ans. - Fondation : où en est-on? - Decision française (?) sur la formation nucléaire.
