The Special Issue of the Newsletter (Fall 2003) to mark FCCP's 10th anniversary was quite an accomplishment for us in terms of size and content. We are happy to know that it has been well received and read. As we start the next decade of FCCP, the Newsletter will make every effort to continue to report on FCCP news and offer articles of interest to members and the general readership in the three languages that concern us. Kok Yew-Chong gives highlights of the celebration at FCCP's 10th anniversary gala dinner for those who were unable to attend. Howard Tan, our new President, sets out the priorities for FCCP to increase membership (especially at the student level) and its profile within the Chinese community. In the same vein, Walter Tom and Mitchell Yang explain that the FCCP scholarship rules have been changed to attract a wider range of applicants. Mitchell Yang also reports on the successful student-professional exchange cocktail, a joint activity of FCCP's youth wing with the Vietnamese Canadian Youth Association, that allowed students to speak with professionals from various disciplines. Hopefully, these students will join FCCP and go on to practice their chosen profession in Quebec (at least for a little while). Cultural and charitable events are well represented by FCCP members in organizing committees. Cynthia Lam writes about the recent fundraiser for the Montreal Symphony Orchestra that featured Yo-Yo Ma, and Helen Law on the annual gala ball for the Montreal Chinese Hospital. Janet Lumb announces the activities for the Asian Heritage Festival set for May to June We also have a philosophical query from Millie Lum on what would be your translation and interpretation of a passage from the classical text Tao Te Ching. Nicole Giguère introduces her documentary film about Chinese children and their adopted Quebec families, entitled "Alice au Pays des Gros Nez / Alice in Big Noses' Land" and named after her own adopted Chinese daughter. The documentary has already been broadcasted on CBC's French cable station RDI. The completion of English and Chinese versions of the film will certainly allow for its appreciation by a larger audience. The film touches on a reality that is of interest to us all and for FCCP's future membership. Immigration to Quebec is an experience that is shared by many FCCP members. To ensure that the Quebec government's resources and policies are properly applied to meet the special needs of immigrants of Chinese origin, FCCP joined with the Chinese Family Service of Greater Montreal and Sino-Quebec (South Shore) to present a brief at the Minister of Relations with Citizens and Immigration's public consultation on immigration to Quebec for We are pleased to reprint the brief in its entirety as submitted to the government along with explanatory notes by Walter Tom in English and Xixi Li of Sino-Québec in Chinese. William Dere provides a summary of the Last Spike Campaign organized by two national organizations, the Chinese Canadian National Council (CCNC) and the National Congress of Chinese Canadians (NCCC) to honour Chinese pioneers in Canada.

2 PRESIDENT S REPORT Howard Tan About six years ago, I was invited by Douglas Yip, the then current FCCP President, to sit in on a meeting of its board of directors. I had just joined FCCP as a member. I had never participated in any organization as a member or as an executive. If not for a chance meeting with some FCCP members at a banquet in Chinatown, I might still not have known that FCCP exists. Back then, I certainly never imagined that I would one day assume the post of the president. Last year, FCCP celebrated its ten year anniversary. In order to ensure that this association thrives and continues its mission for the foreseeable future, we have to identify and develop the next generation of capable individuals who will succeed us. Some FCCP scholarship recipients have become committee members and chairs. Last year, Virginia Chan, our President, and I made an overture to the Young Chinese Professionals Association. Although there were no tangible results from such a discussion, I would try again to initiate contact if the opportunity arises. We also tried to build links with various student groups at the cegep and university levels. We hope that by making students aware of FCCP and have their participation in some of our activities, a fair number of them will become regular members when they graduate and enter the workforce. In the coming months, I intend to meet with as many of our community leaders as possible to promote FCCP and to find out if there are any areas of common interest so that we may collaborate together. Finally, I would like to devote some resources to make FCCP more bilingual in terms of our internal and external communications, and in particular, our website. We want to be more accommodating to those members who are more at ease in French. Membership Data - At the end of 2003, we had 92 paid-up members. The student members and special members (non-chinese professionals) made up 35 % of our membership. This year to date, we have received eight new applications. Upcoming Events - On May 6, 2004, our counterparts from the Jewish Chamber of Commerce will be the host of our annual multi-cultural networking cocktail. Other ethnic business and professional associations will be participating at this occasion. On May 31, 2004, we invite you to our introduction networking cocktail with a special presentation from a guest speaker on the topic of how to enhance one s self image. Please see the announcement in this Newsletter for more details. I would like FCCP to enter a team in the annual Montreal Dragon Boat Race Festival. The Festival draws a large crowd during the two day event in July, and it would be good public exposure for us. We need to recruit approximately 25 individuals for the team, and raise approximately $ 1, to defray the operating cost. Alternatively, we could form a team with other community organizations if we are short of either rowers or funds. ξ ξ ξ ξ ξ ξ ξ ξ Il y a tout près de six ans maintenant, que j étais invité par Douglas Yip, Président à cette époque de la F.C.C.P., à siéger aux réunions du Conseil d administration. J étais un membre très nouveau de la F.C.C.P. Je n avais jamais auparavant fait partie d un organisme soit comme membre ou comme exécutif. Ce fut par chance que j ai rencontré quelques membres de la F.C.C.P. lors d un banquet dans le Quartier chinois, sans quoi je n aurais jamais connu la F.C.C.P. Il va sans dire que je n aurais jamais pensé à cette époque qu un jour j assumerais le poste de président. La F.C.C.P. a célébré son dixième anniversaire, l an dernier. Afin que cette association prospère et assure sa mission tel que prévue, nous devons identifier et développer une prochaine génération d individus qui assureront la relève. Nous avons des récipiendaires des bourses d études de la F.C.C.P. qui ont adhéré à l association et siègent même au Conseil. L an dernier, Virginia Chan, notre Présidente, et moi-même, avons fait une présentation auprès des membres de l Association des jeunes professionnels chinois. 3 d une telle discussion, j accepterais, si on m en faisait l offre, de renouveler le contact. Nous avons aussi tenté de créer des liens avec différents groupes d étudiants aux niveaux collégial et universitaire. Nous espérons qu en familiarisant les étudiants avec la F.C.C.P. et en les impliquant dans certaines de nos activités, un certain nombre d entre eux deviendront des membres réguliers après leur graduation et leur entrée sur le marché du travail. Dans les mois qui suivent, j ai l intention de rencontrer un grand nombre de chefs de file de notre communauté afin de promouvoir la F.C.C.P. et d identifier les intérêts communs que nous pourrions exploiter ensemble. Finalement, j aimerais créer quelques ressources susceptibles de rendre la F.C.C.P. plus bilingue tant à l interne qu à l externe et en particulier sur son siteweb de façon à accommoder les membres qui sont plus à l aise en français. Adhésion : A la fin de l an 2003, nous avions 92 membres en règle. Les membres étudiants et les membres spéciaux (professionnels non Chinois) formaient 35% du membership. Vers la fin du mois de mai, nous vous invitons à l introduction de notre activité de réseautage ayant comme invité spécial un conférencier sur l art de s apprécier. Cette présentation sera offerte en anglaise. Je voudrais que la F.C.C.P. forme une équipe participante pour le Festival international de courses de bateaux dragon de Montréal, Le festival attire des foules durant sa durée de deux jours en juillet et représenterait une bonne source de sensibilisation pour notre association. Nous devrons recruter une équipe d environ 25 personnes et recueillir à peu près $ pour couvrir les coûts d opération. 4 FCCP'S 10TH ANNIVERSARY GALA Kok Yew-Chong Kok Yew-Chong co-chaired the 10th Anniversary Gala Dinner with Lynette Lim. Both are past presidents of FCCP. The Federation of Chinese Canadian Professionals (Quebec) celebrated its 10th anniversary on October 25, 2003 in the ballroom of the Holiday Inn Select (Chinatown). We had about 200 members, friends and guests attend the celebration - a delicious 10-course Chinese dinner, music, dancing, a Chinese folk dance performance, presentations and door prizes. Special thanks go to many people for making the celebration so successful: Dr. Rosalinda Go and her daughter, Natasha for the lovely table decorations; Howard Tan, our master of ceremony; 2003 FCCP scholars for ushering duties, distributing complimentary gifts from Avon Canada and the Newsletter's Special Issue and selling raffle tickets; Arthur and Crystal Lau, Raymond Liew and Ruby Dam for decorating the ballroom; and John Chen, Millie Lum, George Ng, Frank Chan, Denise Siew, Warren Lee, Virginia Chan (2003 President), Walter Tom (Scholarship Chair) and Lynette Lim (Gala Co- Chair) for a job well done. Finally, thanks to Virginia Lam and the Newsletter Committee for the 10th anniversary special issue of PASSAGES to commemorate this milestone event. Speeches were kept short so that everyone could enjoy the festivities and food. The dance floor was open during dinner and there was an ongoing slide show with photos covering 10 years of FCCP events for everyone's entertainment. Arthur Lau, FCCP's founding president, welcomed everyone and gave highlights of FCCP's accomplishments in the past 10 years. Walter Tom, Scholarship Chair, then presented FCCP's 2003 scholarships to Nga Man LAU, Amy Ying Xin YU and Cynthia Xin-Ya QIAN. Virginia Chan, FCCP's 2003 president, spoke about the future of FCCP and expressed her appreciation to Howard Tan, the executives and all for their tremendous support and participation in FCCP events. Angela Chen, a student of the Montreal Chinese (Mandarin) School, performed a special Chinese folk dance which was greatly enjoyed by all. appreciation to members who have dedicated and contributed to FCCP since it was founded on November 26, Awards of service (10, 7, and 5 years) were presented to the following members who have served as directors and/or committee members: Ten Years Award of Service Athur Lau, Virginia Lam, John Chen, Raymond Liew, Walter Tom and Peter Wong. Seven Years Award of Service: Kok Yew-Chong, Norman Law, Lynette Lim, Warren Lee and Millie Lum. Five Years Award of Service: Virginia Chan, Margaret Fung, Helen Law, Denise Siew, Howard Tan and Douglas Yip. We also acknowledged the contributions of FCCP Honorary Directors Nim Jup Fan, Henry Ng and Dr. Stanley Seah and presented them with commemorative plaques. In addition, an Award of Merit was also presented to the Montreal Chinese (Mandarin) School represented by Michael Huang, its President, for the School's outstanding contribution to the community. There was an enormous birthday cake decorated with the FCCP logo which was served after we all sang the traditional "Happy Birthday" song. Warren Lee then made a surprise and entertaining presentation of a plaque to our out-going president, Virginia Chan in appreciation of her dedication and contribution to FCCP. The evening continued with raffle of prizes generously donated by members and friends (please see acknowledgements below). Congratulations to FCCP members for a memorable evening. The 10th anniversary celebration showcased FCCP's accomplishments. It also allowed Chinese professionals to get to know one another better and promote FCCP which belongs to all Chinese professionals. 8 FCCP SCHOLARSHIP CHANGES Walter Tom and Mitchell Yang Walter Tom and Mitchell Yang are the co-chairs of the FCCP Scholarship Committee. For the year 2004, four FCCP scholarships of $500 each will be made available. In addition, the Chen/Lee Scholarship amount will be generously increased from $500 to $750 by John Chen. In order to address concerns of the Board and to encourage more academic diversity amongst the applicants for FCCP scholarships, the Scholarship Committee made the following recommendations: apart from the usual selection criteria, FCCP scholarships will be awarded by preference in the following four university- level academic fields: Commerce/Management, Health Sciences, Pure and Applied Sciences, Social Sciences/Arts. provided that there are sufficient applicants for each of these academic fields and the applicants have met the usual selection criteria and are deserving, it is possible for a representative of each of these four academic fields to receive a scholarship. however, if there are no applicants for a specific academic field, or the applicants for that specific academic field have not met the usual selection criteria, then exceptionally, the scholarship tagged for the unrepresented academic field may be reallocated to a deserving applicant of any of the remaining academic fields. These changes to the FCCP Scholarship Programme will be made public in the materials to be distributed to students and educational institutions. They will also be posted on the FCCP web site. Committee members will be contacting certain schools and newspapers about these changes. We will be asking local and Chinese newspapers to do a community announcement to publicize the FCCP scholarships. We hope to see an increased participation from all academic fields as a result. Kenneth Yeung, a new Scholarship Committee member, has generously pledged to donate an annual amount of $500 for the FCCP Business/Commerce Scholarship Award for at least the next 5 years. We encourage other FCCP members to follow Kenneth s example and undertake to contribute towards a FCCP scholarship in their chosen academic or professional field. As well, again with the view to encourage more academic diversity among scholarship applicants, the points weight for the selection criteria was reassessed and reallocated in the following way: 40% academic 30% extracurricular (increase from 20%) 20% volunteer work (increase from 30%) 10% introduction letter (instead of character references). 9 STUDENT-PROFESSIONAL EXCHANGE COCKTAIL 2004 Mitchell Yang Mitchell Yang is the current FCCP Scholarship Co-Chair and a medical student (McGill Medicine Class of 2006). The first 2004 FCCP event took place at the Holiday Inn in Chinatown. For the first time, the youth wing of FCCP associated itself with another organization to plan a joint event. The Vietnamese Canadian Youth Association for culture and education (VCYA), an organization that focuses on the promotion of Vietnamese literature, combined forces with FCCP to provide a career fair type of event that covered a broad range of professional fields. The two MCs - Howard Tan, FCCP President, and Anh-Thu Tran Duc, Chief Editor of VCYA's publication - addressed the audience of over 60 people on February 22, This was an excellent turnout for a Sunday afternoon! Students from universities, CEGEPs and even high schools, attended the event. By all accounts, they enjoyed the exchange very much. The discussion was divided into 4 sessions, namely, management careers, social science careers, health careers, pure and applied science careers. Each session had a panel of different speakers who briefly described their field and personal career path. A total of over 30 speakers and resource persons were at the event, including doctors, pharmacists, engineers, lawyers, accountants, teachers, politicians, etc. Among the FCCP members who participated, there were Walter Tom, Peter Wong, Warren Lee, Lawrence and Margaret Fung, Howard Tan, Dr Andrew Mok, and many others. Nicely packed gifts (hard work from the organizing committee!) were given to each speaker. Punch cocktail and coffee were served after the speeches, and students and young professionals could ask questions one-to-one with the panelists. This was followed by workshops with speakers for those students planning to go into medicine or law. The event lasted for 4 hours and would have continued for longer (except that the time reserved for the room was up!). Many donations were given to finance the project, including a generous one from Margaret Fung, a great supporter of student events. We were also sponsored by École des Technologie Supérieure who had a stand at the event. Numerous people volunteered their time to help organize the event, including Amy Yu (current FCCP Youth Chair) and Ngan Man Lau, two of 2003 FCCP scholarship winners. It was a great experience with the VCYA. The event permitted FCCP to get its name known in other communities and among students of various backgrounds. I would like to thank everyone who were involved or participated in this event. I encourage other students and young professionals to take the initiative to organize other events of this kind. FCCP TRADEMARK We are pleased to announce that the FCCP logo has been formally registered as a Canadian trademark with the Canadian Trade Marks Office under Registration No. TMA603,794 on March 2, 2004 in association with use in Canada since 1995 on the wares and services of FCCP, namely: wares of pins, banners, T-shirts and newsletters, and services of an organization to promote the cultural and professional interests of Chinese Canadians, and more particularly, in Quebec, as well as the exchange of professional knowledge and the development of professional opportunities for Chinese Canadians in Canada and around the world. 10 2004 MONTREAL CHINESE HOSPITAL FOUNDATION BALL Helen Law, C.A. The annual Montreal Chinese Hospital Foundation Ball represents an important fundraising event for the Hospital. Along with the annual Golf Tournament and Mailing Campaign, the funds raised are used to maintain the Hospital s tradition of excellence. This includes the purchase of medical equipment, electric control levers for beds and electric beds as well as the provision of medical services and exercise machines for this long-term chronic care hospital. The mission of the Montreal Chinese Hospital is to provide long-term care services to the elderly population of Chinese or Southeast Asia origin. The Hospital also offers the services of an out-patient clinic and a day centre for the Chinese community. It is a public institution with an operating budget that is 100% subsidized by the Quebec Minister of Health and Social Services. Medical equipment requirements unfortunately receive very limited funding. However, all of the Hospital s 128 patients have been provided with an electric bed thanks to generous donations over the past three years. This year s 15th Annual Foundation Ball took place on Saturday, March 13, 2004 at the Hotel Centre Sheraton. Over 375 guests attended the black tie event which raised almost $80,000 in net proceeds. The ball began with cocktails and open bar, followed by dinner. The Blacksmith Sounds provided the evening s music entertainment. The Arthur Murray School of Dance generously donated dance performances. Table prizes were sponsored by Florist Florateria for centrepieces, donation of copies of his book entitled A Musical Journey by Liow Kah Joon, and CDs by Donald K. Donald. The Centre Japonais de la photo sponsored souvenir photos taken during the evening. The HSBC Bank sponsored the wine served during dinner. Silent auction items were graciously donated by many supporters of the Hospital, including Automobile Silver Star, Avon Canada, Canada Post, Dr. Joseph A. Schwarcz, Holiday Inn Select Sinomonde, Hotel Sheraton, Jan Wong, Prof. Hang Lau, Les Alouettes de Montréal, Orchestre Symphonique de Montréal, Salon de beauté Edith Serei, Hasbro Canada, La Maison Kam Fung, Financière Banque Nationale, and CAE (a flight simulator ride). The Organizing Committee was headed by cochairpersons Helen Law and Raymond Tsim. Committee members were Allen Phung, Angela Yun Lu, Claude Chan, George Wong, Kevin Hum, Richard Walsh, Shirley Quantz, Teresa Huang, Victor Dun Wang, and Warren See. Johanne Pelletier acted as the Secretary. The co-masters-of-ceremonies were Angela Lu and Warren Lee. Honorary guests included Jacques Saada (MP-Brossard-Laprairie, Minister Responsible for Democratic Reform and Leader of the Government in the House of Commons), Fatima Houda-Pepin (MNA- LaPinière), Alan De Sousa (City of Montreal councillor and member of the Executive Committe) and Christos Sirros (MNA-Laurier-Dorion). Limitation Who recognizes his limitations is healthy; Who ignores his limitations is sick. The sage recognizes this sickness as a limitation. And so becomes immune. There is nothing better than to know that you don't know. Not knowing, yet thinking you know -- This is sickness. Only when you are sick of being sick, can you be cured. The sage's not being sick, is because she is sick of sickness. Therefore she is not sick. To know unconsciously is best. To presume to know what you don t is sick. Only by recognizing the sickness of sickness it is possible not to be sick. The sages freedom from ills was from recognizing the sickness of sickness, So they didn t suffer from sickness. Vocabulary: Know not yet disease also sage person as such man alone is *Tao Te Ching (or dao de jing, meaning: the classics of the Way and its virtues) is believed to have been compiled around 500 BC, and is still a major influence in Chinese culture. The author of this work is Lao Tzu (or Lao Zi, meaning old master ), and he is considered one of the greatest teachers of Taoism. Page 11

12 MSO NOTES Cynthia Lam Cynthia Lam was the co-chair of the 2004 fundraising gala concert which featured the internationally acclaimed cellist Yo-Yo Ma as soloist. The organizing committee included many Chinese professional and business leaders. The January 26, 2004 gala concert raised a net amount of over $200, March Wow, it is NAGANO!! The big secret surrounding the future maestro for the Montreal Symphony Orchestra is finally out! Seeing Kent Nagano's picture and the story all over the front page of the newspaper in the morning, I was so pleased and eager to attend the noon time reception at Place des Arts in his honour. The place was already buzzing with excitement when I got there. One selection committee member, obviously elated, was recounting how Nagano was unanimously the first choice by the committee and the board, and, most importantly, the musicians of the orchestra. Why did it take the committee more than a year's time to make this happy announcement today, and why the hush-hush about the new conductor of the MSO in the past long months, someone asked. The answer: March 2, 2004 was the first day that MSO could do so without jeopardizing Nagano's current contracts with another symphony orchestra! It turned out that the journalists who swamped over to the Pierre Elliott Trudeau International Airport for the triumphant homecoming of the Oscar winning stars and the crew of Les Invasions Barbares, spotted the easily recognizable Nagano, who flew into Montreal on the same flight from Los Angeles. He became the media focus immediately and thus, the headlines everywhere on morning papers!! In fact, it was a news leak, as the MSO had been working painstakingly to keep it confidential all this time, and planned to make this big announcement only at the noon time press conference and the reception. And now, Nagano was walking down the stairs to the podium in the centre of the Salle Wilfrid Pelletier. He was smiling, though looking a bit tired, with his trade mark of a full head of hair. We all exploded, shouting "Bravo! Bravo!" He was cool, gracious, and very "Asian" to me. Speaking in French, he said he was very appreciative of the warm expression of our welcome to him and the opportunity to work with the MSO (which he complimented as being of great calibre and charisma). For a moment, it was like a mutual admiration club! We were all basking with great expectation in the coming months and years of wonderful music making. Between nibbling the finger foods that were passed around, I was chatting with some musicians who were also present at the reception. I asked them what they would like to see happen for the MSO with Nagano at the helm. Li-Ke Chang, a cellist, hoped for more international tours which they have not done in the past 5 years! His wife, Xiao-Hong Fu, a violinist, added that she felt pretty upbeat with MSO now - she noted that the food quality of the reception was a great upgrade and that she was looking for good things to happen soon! Meeting Nagano reminded me of another delightful recent activity with th MSO. On January 26, I had the great pleasure of being a co-chair for its annual benefit concert, featuring one of today's most loved and respected musicians - Yo-Yo Ma! What made the gala concert an even more special event was the participation of many committee members and attendees of Chinese origin. It would not be an understatement to say that Ma is the most famous and internationally recognized Chinese musician of our time. His musical accomplishments are not limited to the Western classical repertoire. Ma's performance of the main theme from Ang Lee's film, Crouching Tiger, Hidden Dragon, composed by Tan Dun, is simply haunting. For the concert, Ma played the Schumann cello concerto with the MSO with much expressive power and elegance. Afterwards, he gave an even more precious gift by spending time chatting with the attendees of the special fundraising reception. Ma is all the wonderful things you have heard about him and more. He was relaxed, smiling, engaging, and was just enjoying himself in meeting us. He greeted us as the "Chinese contingent" and came straight to us to shake our hands. Oh, we were ever so pleased with this ready acknowledgement of camaraderie of his Page 12

13 compatriots, and did that ever make us proud of being of Chinese origin that memorable evening!! Yes, our Chinese community did come out in full force, making sure to signal that we are an integral part of the Montreal community, and yes, that the MSO being Montreal's principal artistic institution is just as important to us! 14 ALICE AU PAYS DES GROS NEZ (un mot de la réalisatrice) Nicole Giguère J'ai produit mon film ALICE AU PAYS DES GROS NEZ de manière complètement indépendante avec la collaboration de Vidéo Femmes, un organisme à but non-lucratif basé dans la Ville de Québec. Le film existe maintenant en version française et en version anglaise. Prochaine étape: une traduction chinoise, pour laquelle je cherche présentement le financement! Ce désir de produire une version chinoise est né en grande partie lors de la présentation du film dans le cadre de la Soirée Asiatique organisée par la Fondation Cynthia Lam, le 30 mai 2003 à la Salle du Gésù de Montréal. Je n'avais à ce moment que la version originale du film, tournée en français. Le public était composé en majorité de gens de la communauté chinoise, dont plusieurs n étaient pas à l aise avec la langue française. L accueil réservé à mon film a été quand même très positif, et les témoignages exprimés après la projection m ont beaucoup touchée. Les Chinois d ici démontrent beaucoup de curiosité et d intérêt envers le phénomène des nombreuses petites filles de Chine adoptées par des familles québécoises, et je crois qu avec ce film, nous avons en mains un outil privilégié pour créer des ponts entre les deux cultures, susciter des échanges pertinents sur plusieurs sujets. J'aimerais donc effectuer une version chinoise du film, ce qui nous permettrait de toucher beaucoup plus de personnes des communautés chinoises d ici et d ailleurs au Canada. Lors d un récent séjour à Vancouver j ai d ailleurs reçu plusieurs demandes pour mon film en anglais et en chinois. On sait que la communauté chinoise est très importante dans cette ville et les adoptions de plus en plus nombreuses suscitent là-bas aussi beaucoup d intérêt. Une traduction chinoise du film nous permettra également de le proposer à des chaînes de télévision en Chine. Vidéo Femmes a signé récemment une entente avec Distribution La Fête (une importante compagnie de distribution internationale) et la responsable Xiaojuan Zhou, elle-même d origine chinoise, a déjà des contacts avec certains représentants de la télévision en Chine. Nous prévoyons donc approcher plus spécialement les télévisions du Hunan et celles des autres provinces d où viennent principalement nos enfants Nous avons réussi à compléter la version anglaise du film et à entreprendre la traduction en mandarin grâce à des investissements de Vidéo Femmes, de Distribution La Fête, de la Fondation Cynthia Lam et de moi-même. Pour finaliser notre version chinoise, nous devons encore trouver une somme d'au moins $3 500, ce qui s'annonce bien difficile malgré toutes les démarches effectuées auprès de nombreux organismes et institutions depuis plusieurs mois. C est pourquoi nous nous adressons aux lecteurs de ce Newsletter qui voudraient nous supporter en apportant leur contribution financière à notre projet. The subject matter is especially close to Nicole and to the Chinese community in Quebec, as it looks at the journey travelled by Chinese children and their adopted Quebec families towards a mutual acceptance and integration in Quebec society as well as a discovery of their cultural heritage with the help of the local Chinese community. These children are true beneficiaries of two cultures and part of the future of Quebec society and the Chinese community in Quebec. The documentary has just been translated from French. Page 14

This documentary follows Alice over a span of ten years, as she and many of her friends face the challenges of growing up in a white world. The one hour program presents Big Nosed parents and their Chinese daughters, sharing their love, concerns and expectations as they learn to adopt each other. Members of Quebec s long established Chinese community also express their views on this emotional and sometimes controversial issue. Walter gives a brief summary of the brief presented by the Chinese Family Service of Greater Montrea;, Sino-Québec and FCCP to the Minister of Relations with Citizens and Immigration (Quebec) The brief is reproduced in its entirety below. In its opening remarks, the brief presented by the Chinese Family Service of Greater Montreal, Sino- Québec and FCCP to the Minister of Relations with Citizens and Immigration (Quebec) supports the proposal to increase the number of immigrants to be admitted to Quebec, especially given that the Quebec government has already acknowledged and stated that immigration can and must serve as an essential tool in the development of Quebec society. The brief however puts the following question to the Quebec government: if immigration is so important to Quebec's future, then what does Quebec have to offer in return to these new immigrants who have been lured here by promises of a better life but who are then expected to take jobs which Quebecers themselves do not want to do, settle in regions where Quebecers do not want to live, and give birth to children that Quebecers are not willing to have. The brief submits that ethnic community organizations play a key role in the successful social and economic integration of new immigrants and the Quebec government should back up its words of praise with concrete actions. Instead of cutting back their funding and leaving new immigrants to fend for themselves, the Quebec government should instead be investing more money in ethnic community organizations who have an intimate knowledge and understanding of the cultural, social and economic difficulties facing immigrants. As well, the brief criticizes the Quebec government s heavy emphasis on attracting Frenchspeaking European immigrants to the exclusion of immigrants from non- francophone developing nations such as those in Asia. In conclusion, the brief proposes that Quebec immigration policy should be less focused on the acceptance or rejection of immigrants, but should be viewed more like an equal partnership which can be mutually beneficial for all parties. Ils desservent par différents programmes, événements et activités une clientèle aux caractéristiques socioéconomiques, culturelles et linguistiques considérablement variables. Les 2 centres travaillent donc à faire reconnaître le pluralisme et la diversité ethnoculturelle du Québec, comme un atout dans le développement de la société. Sa position d interlocuteur privilégié pour la communauté asiatique a exigé des partenariats multiples et diversifiés. Un défi constant auquel les équipes du personnel s'appliquent avec dévouement. AVANT-PROPOS La population chinoise est constituée de près de membres dont environ 30 % est établie sur la Rive-Sud. Près de douze pour cent (11.4 %1) des personnes immigrantes du Québec résident en Montérégie, principalement concentrée à Brossard et Longueuil. Il s agit de la deuxième région d établissement après Montréal. Cet apport massif, surtout lorsque les nouveaux venus proviennent de cultures très éloignées de la société d accueil et c est le cas de la communauté asiatique - exige des efforts pour amener à une capacité d assurer une intégration harmonieuse et le maintien de la cohésion sociale. Cela fait beaucoup de personnes qui ont choisi le Québec comme nouveau lieu de résidence avec l espoir assuré d y (re)vivre décemment et harmonieusement avec ses nouveaux concitoyennes et 1 Ministère des Relations avec les citoyens et de l Immigration, Direction de la planification stratégique, Statistiques régionales de l Immigration au Québec, avril concitoyens. Cependant, chacune et chacun selon ses investissements émotifs et financiers rencontrent, à des degrés divers, des facilités et des difficultés. Nous en sommes les témoins privilégiés à chaque jour par l entremise de nos divers services et programmes. Et ce, peu importe le sexe, l âge, les statuts civil ou social, etc. Nous portons à votre attention nos préoccupations partagées par plusieurs. Soient, celles des immigrants asiatiques/chinois y vivant, celles des nouveaux arrivants qui se trouvent démunis devant leur nouvelle réalité et de plus en plus, celles d une partie de la population québécoise pour qui l immigration représente une solution. PLUS D IMMIGRANTS AVEC MOINS? L immigration constitue un enjeu majeur pour l avenir du Québec, pour son développement, pour son ouverture au monde, pour sa capacité de résister à l érosion démographique : «La décision du gouvernement du Québec d intervenir dans la gestion de l immigration se destinant à son territoire procède de la conviction que l immigration peut et doit servir d instrument de développement de la société québécoise»2 Des constats brutaux l y incite obligatoirement : «Juste pour empêcher la baisse de la population, il faudrait tripler le nombre d immigrants, et encore, on ne ferait que retarder l échéance Pour contrer le vieillissement, il faudrait décupler, centupler leur nombre». 3 D emblée, nous supportons la croissance des volumes d augmentation des admissions d immigrants. À titre de source majeure d'immigration au Québec, nous ne pouvons qu en souhaiter et croire en sa réussite. 18 Nos organismes veulent leur offrir le meilleur, mais comment puisqu en ne répondant pas aux demandes de soutien financier permettant le soutien des augmentations de demandes de services, on nous place donc en situation, de plus en plus, de faire plus avec moins. Ainsi, la question de savoir que : «recourir plus ou moins fortement à l immigration dépend grandement de la volonté et de la capacité du Québec à intégrer harmonieusement les immigrants accueillis»5 est faussée au point de départ. La question est plutôt de se demander COMMENT nous allons améliorer ou développer notre capacité d intégration? Si l on regarde d autres grandes villes du pays, bien que la responsabilité de l immigration relève du gouvernement, on découvre que les principaux facilitateurs de l immigration viennent du secteur privé. Si les indicateurs du succès de l intégration sont l employabilité et la sécurité économique, pour la communauté chinoise, plusieurs emplois et occasions d affaires pour les nouveaux immigrants viennent de la communauté chinoise elle-même dans d autres régions du pays pendant que le gouvernement continue d assumer sa responsabilité dans la promotion de l intégration linguistique, éducationnelle et des valeurs sociales. Toutes les régions que l on considère comme prospères ont toujours été des régions cosmopolitaines et très diversifiées, en raison de la présence des immigrants. La création de masses critiques s avère très pertinente en considérant qu à partir du moment qu une communauté représente un groupe important, cela génère des emplois pour leur propre communauté. Après s être installer, ils invitent les autres membres de leurs réseaux familial et amical à immigrer et s entraident de multiples façons sans recours à l intervention gouvernementale. Les histoires d intégration réussies sont des publicités valent des économies substantielles en investissements gouvernementaux. Ainsi, pour faciliter l'intégration de tout cet apport asiatique, dont la langue est la plus éloignée de celle de la communauté d'accueil, nous croyons qu il faut investir fortement dans l accueil et l établissement. Un investissement efficace et rentable pour l établissement des immigrants asiatiques, toutes classes sociales confondues, est un investissement dans les organismes communautaires qui facilitent 5 MRCI, «La planification des niveaux d immigration », p. 5 l'établissement de l immigrant peu importe son statut et niveau de richesse. L investissement dans l établissement, c'est un investissement dans l objectif de rétention pour rentabiliser ces ressources que représentent, pour le Québec, les nouveaux arrivants. Nous sommes constamment en situation de défi pour atteindre cet objectif de faire en sorte que des immigrants ne veulent plus quitter le Québec. Nous sommes des agents et des modèles d établissement réussis. Ainsi, un investissement dans les organismes offrant des services spécifiques aux immigrants demeure l assurance de la réussite du processus d établissement. Un investissement doit être fait dans l établissement des nouveaux arrivants par toutes sortes de mesures incitatives, dont la majeure reste la création d opportunités de travail qui deviennent une motivation d apprendre la langue. PLUS DE TRAVAIL AVEC MOINS? En Occident, le statut social des individus est largement déterminé par la nature de l emploi. Les personnes aux prises avec «l épreuve du chômage» c est-à-dire sans emploi, aptes au travail et désirant travailler6 et qui ont un niveau éducationnel supérieur constituant dans une plus forte mesure leur identité à partir de leur travail, sont davantage vulnérables aux effets psychologiquement délétères. Qui plus est, ayant investi tout au cours de leur formation énormément d efforts, de temps et d argent - ce qui constitue la majorité des nouveaux arrivants - ils nourrissent des attentes élevées quant à leur possibilité de dénicher un emploi intellectuellement stimulant et socialement valorisé7. Les individus instruits possèdent davantage de ressources que les autres pour affronter les situations difficiles, ce qui ne s applique pratiquement pas. en ce qui concerne les nouveaux arrivants qui se trouvent plus démunis devant l étrangeté de leur nouvelle réalité à apprivoiser quotidiennement. 19 accompagnement sécurisant et rigoureux : «Dans l ensemble, la ministre entend bien démontrer l importance et la nécessité d accueillir à bras ouverts ces gens qui ont un bagage d expérience à nous offrir -».8 Nous sommes ces bras ouverts importants et nécessaires mais en manque de moyens. Les capacités du nouvel arrivant de répondre adéquatement à ses propres sollicitations psychiques et à son environnement social, se trouvant restreintes, voir diminuées, le mets en position de plus grande vulnérabilité lorsqu il essaie d allier l équilibre psychique à l adaptabilité sociale. Les différentes dimensions de sa personne s en retrouvent accentuées : peurs, craintes, sentiment d échec, pessimisme, mécontentement, antipathie de soi, fatigabilité, critique d autrui, désespoir, etc. Nous voulons être des endroits où du fait de retrouver des personnes aux codes culturels familiers, lui permettront d apprivoiser sa nouvelle réalité - et repartir - avec la sécurité que procure l existence de tels endroits familiers pour demeurer optimiste tout au long de cette étape cruciale de recherche d emploi. En étant ces endroits, nous contribuerons : «à la mise en oeuvre d une vigoureuse stratégie de soutien à l intégration économique s articulant autour des interventions visant à faciliter la reconnaissance des acquis et à lever les différents obstacles à l emploi, notamment par l entremise d un accompagnement plus personnalisé du nouvel arrivant dans son parcours d intégration économique».9 Dans cet optique, le mécanisme gouvernemental PSIE (programme de soutien à l insertion à l emploi) du Ministère des Relations avec les citoyens et de l Immigration sert, par l intermédiaire d organisme communautaire comme nos Centres, d apprivoisement harmonieux de l approche vers le milieu du travail. Avec l arrivée de ces milliers de nouveaux arrivants chaque année, un tel service se doit d être non seulement maintenu mais largement bonifié. C est un exemple de cercle de motivations aux multiples retombées. Par ailleurs, nous applaudissons les initiatives prises par le gouvernement en regard de la reconnaissance des diplômes et des expériences antérieures acquises avant l arrivée au Québec. Cependant, il faut encore fournir des efforts convaincants en ce qui a trait aux ingénieurs et médecins. PLUS EN RÉGION AVEC MOINS? Au niveau de la régionalisation, un investissement doit être fait à d'autres lieux et niveaux pour que les actions/implications des différents intervenants, oeuvrant de près ou de loin auprès de la clientèle immigrante, aient un impact plus durable et contribuent à l'augmentation du taux de rétention des immigrants, ressources importantes pour le Québec. C est un fait, que des immigrants viennent au Québec et s en vont, c est l offre et la demande du marché global et plus près, entres autres, de la compétition des cerveaux avec les États-Unis. Des immigrants quittent mais d autres viennent au Québec, sont intéressés pour et par le Québec, et y restent : «Le solde migratoire net, a connu des fluctuations importantes Ainsi, des déficits constants ont été enregistrés au chapitre des migrations interprovinciales, déficits qui, cependant, s atténuent depuis Par ailleurs, des surplus se sont dégagés chaque année au chapitre des migrations internationales».10 Ces immigrants valent la peine de l'investissement, en formation linguistique ou professionnelle. Nous avons initié des programmes mais en souhaitons très ardemment d'autres. Ce que nous devons faire au Québec, spécialement dans les régions, c est encore là, de créer des masses critiques d immigrants (incluant du travail et des services pour eux), afin que les immigrants contribuent pleinement au développement social et économique de la région d accueil et par le fait même du Québec. Nos organismes communautaires peuvent être des tremplins facilitant le saut harmonieux vers les régions. Une expérience récente en fait foi. L année dernière le Service à la famille chinoise du Grand Montréal a présenté une séance de recrutement pour une compagnie chinoise située à Drummondville. 20 250 participants, seulement la moitié des 40 postes disponibles ont trouvé preneurs. Les raisons évoquées pour refuser de postuler sont éloquentes : si après s être installés en région, nous perdions notre emploi, nous n aurions aucun appui, pas d organismes communautaires pour nous aider, pas d université pour faire un diplôme canadien, etc. Hormis le fait qu il soit important de faire la promotion du français, il ne faut pas que le français soit indirectement utilisé pour discriminer les immigrants qui ne parlent français. À cet égard, nous demeurons perplexe devant le propos : «le développement d activités de promotion qui a grandement favorisé le soutien de l offre d immigration, plus particulièrement en France et en Europe orientale.»11, que nous considérons à caractère raciste du fait qu il vise seulement les pays où la population est à majorité blanche. Premièrement, aucune étude ne démontre que les immigrants parlant français s intègrent mieux que ceux qui ne le parlent pas. Deuxièmement, nous devons évaluer l important support du réseau des familles et des amis, qui manque au Québec. Troisièmement, les immigrants de talents différents peuvent contribuer grandement au développement de la société québécoise, exception faite de la langue, par exemple, les artistes et les techniciens. Quant à la langue asiatique considérée comme éloignée de la langue française, elle nécessite des déboursés qui sont plutôt des investissements très rentables. Le pays d origine ayant déjà investit la grande partie au niveau de l éducation, la société d accueil doit se donner la peine d investir pendant quelques années pour la formation linguistique sur mesure de ses futurs citoyens. ET ENCORE PLUS AVEC MOINS Par ailleurs, il faut désigner d autres enjeux et d autres considérations qui demeurent des priorités pour nos organismes sensibles et engagés envers la défense des droits humains et des lois internationales. Nous parlons de l intégration des enfants chinois adoptés, du support aux étudiants étrangers qui apportent une contribution importante à l économie du Québec, du support aux gens d affaires immigrants, du maintien des portes ouvertes aux réfugiés et de l accueil de gens en péril sur une base humanitaire et de compassion. EN GUISE DE CONCLUSION Toutes considérations énoncées, c'est d'une autre façon de penser l'immigration qui nous préoccupe. Il faut penser autrement qu'en fonction d'acceptation et de rejet de l'immigrant. Nous devons faire la promotion d'une autre conception du phénomène migratoire soit d'apport et d'offre mutuels; d une vision de choix mutuel; d un mode d'accueil basé sur une image réceptive et incitative et enfin d un mouvement explorateur de la vie. En ce qui concerne précisément la communauté asiatique, ces "acquisitions" humaines et économiques perçues comme stratégiques pour l évolution du Québec doivent aussi être considérées comme des agents multiplicateurs participant pleinement et agissant à titre de messagers servant de liens entre le Québec et les autres. Ainsi, dans une perception et une projection de participation québécoise à part entière à l'économie mondiale, la publicité doit montrer les avantages des apports humains, socio-économiques et culturels asiatiques afin de changer cette vision de peur provoquée par tous les changements majeurs comme, dans le cas présent, de l équilibre du nombre. C est le maintien entre cet équilibre et celui de l intégration qui doit demeurer la priorité et qui exige des investissements dans l intégration des immigrants. À l échelle de l engagement communautaire, cet investissement exige de l énergie et des ressources du dont le gouvernement du Québec doit contribuer expressément.
