3 MESSAGE FROM PRESIDENT A fter our long, stretched-out winter weather, we finally feel a little bit of what is expected from the Canadian Spring, such as more sunshine and warmer temperatures. But, at the time of writing this message, it was still raining on and of with heavy winds at times. The melting of the mountains of snow and ice, combined with the extended rain periods are causing havoc in many low-lying areas near the rivers, where flooding has caused many families to be evacuated and their properties damaged or ruined. But, the warm weather will come, whether we like it or not. ICAO s change in the company processing health insurance claims from Sun Life to Vanbreda International has been the cause of some confusion and misunderstanding during the past couple of months. Effective 1 April 2011, the company processing the health insurance claims of ICAO Staff and ICAO retirees, is Vanbreda International. All retirees serviced by Vanbreda received a letter to that effect and received also the Vanbreda card containing their ID number(s) A presentation to ICAO staff and ICAO retirees by the representatives of Vanbreda International on processing health insurance claims was given at ICAO Headquarters on 18 March 2011.A report by John Northcut on the presentation is included in this Bulletin. In spite of the explanations given at that meeting, many questions were still asked. The ICAO Administration is preparing a letter to ICAO staff and retirees covered by the ICAO medical insurance plan serviced by Vanbreda International. The letter deals with items concerning the Vanbreda International (VBI) Medical Claim Form and contains replies to Frequently Asked Questions regarding the change from Sun Life to Vanbreda International (VBI). The letter indicates that in principle, coverage of the medical insurance plan remains the same. It contains items that may be emphasized when making a claim to VBI. For instance: a) There is only one claim form that is available to use for submitting claims to VBI. The same form covers medical, dental and vision care. b) An English version of the Benefit Booklet is published on the VBI website. Once the French translation has been completed, the French version will also be posted to the website. A printed copy of the booklet in English and French will then be mailed to retirees without computer access. c) Claims may be submitted electronically/on line or by regular mail. Instructions are contained in the letter. Retirees who decide to file their claim by regular mail should place their claim in a sealed envelope addressed to ICAO, 999 University Street, Montreal, QC, H3C 5H7, with Vanbreda claims clearly written on the envelope below the ICAO address. A weekly courier service has been established between ICAO and Vanbreda International. To ensure that your claim is included in the weekly dispatch to Vanbreda International, it should be received by ICAO before 2 pm on Fridays. We are looking forward to receive the letter from the ICAO.Administration. 3

4 4 The CAFICS General Assembly for 2011 has been scheduled to take place on Wednesday 17 August 2011 at the ICAO Headquarters building in Montreal. The invitation to attend the General Assembly will be sent to you in due course. One of the Agenda Items deals with the election of four members of the Executive Committee, who have finished their two-year term. They are Francine Detière, Roger Laissy, John Northcut and Geoffrey Thompson. This time the Executive Committee will see a few vacancies among themselves. Roger Laissy, responsible for the French language version of all CAFICS publications, has decided to return to his native France and Geoffrey Thompson, in charge of Social Activities has decided to hand over the planning and organising of the CAFICS Social activities to another volunteer. Furthermore, Valerie Smith, who was not due for re-election this year has resigned her seat in the Executive Committee for personal reasons. The Committee has appointed Rachel Saavedra to finish Valerie s term. A Nominating Slip for nomination of candidates will be distributed with this Bulletin. If you live in or around Montreal and you wish to stand for election to the CAFICS Executive Committee, please fill in the Nominating Slip and send it to CAFICS. As in previous years, the General Assembly will be followed by a wine and a bit more than cheese get-together to allow us to relax among friends and ex-colleagues of the UN family. The 40 th Session of the Council of the Federation of Associations of Former International Civil Servants (FAFICS) will be held from 4 to 7 July 2011 in Geneva. CAFICS will be represented at that meeting by John Northcut. Several interesting items will be taken up at the Council Session. John will also attend an informal working group on taxation of UN pensions. There will also be the opportunity to discuss some matters with the Secretary/CEO of the United Nations Joint Staff Pension Fund (UNJSPF) and the Representative of the UN Secretary General on Investments. A Summary report of the Council Session will be available at the CAFICS General Assembly and a full report will be included in the next Bulletin. As mentioned above, Valerie Smith resigned from the Executive Committee after much soul searching and deliberation. It was a pleasure to work with Valerie. She was always very active in organizing and working with the catering of our special events and relieving Carol by writing minutes of the Executive Committee. For the Pre-retirement Seminars she collected information on Retiree Clubs and other information of interest to retirees. She will be missed. On behalf of the Executive Committee I wish her all the best and a life full of happiness and in excellent health. Enjoy the Canadian Spring! Arthur de Smit MEMBERSHIP A detailed review of our membership list retroactive to 31 December 2010 was carried out in connection with the payment of CAFICS dues to FAFICS for Despite efforts to contact members whose 2010 dues were outstanding by , telephone calls and reminder notes sent out with Bulletins Nos. 79 and 80 the review resulted in 48 members being dropped. Five later applied for reinstatement. Since 1 January, 18 new members joined, while sadly we learned of the deaths of three (one of whom left no

5 surviving spouse). As a result of these changes, as of 30 April our membership stands at 574. That number includes 80 Life Members, an increase of eight since our last report. Two of these joined CAFICS as Life Members, while six opted for Life Membership on renewing for In addition to the Life Members, 324 have already paid dues for 2011; 71 have paid in advance for 2012, 21 for 2013, 11 for 2014, five for 2015, two for 2016 and 2017; and one for Membership cards of new and renewing members whose dues were received since our last mailing will be sent with this Bulletin, as will the usual notice to those who have not yet paid for We do our best to keep accurate records, but if you receive a 2011 notice and have already paid, please let us know when the payment was sent so that we can verify and confirm that it was in fact received and deposited with apologies for our error. As is all too obvious, preparation of the 2011 edition of the DIRECTORY OF CAFICS MEMBERS has been seriously delayed (with, again, our apologies). It will accompany this Bulletin and contain all up-to-date information available through the revised cut-off date of 30 April. Please check your entry and call attention to any additions/deletions/corrections required, which will be reflected in subsequent updates. Eadie (UNPD/ILO) Mr. James Orr (ICAO - Chief, Project Operations Branch, TAB) Date unknown 4 March March 2011 HEALTH INSURANCE CLAIMS PROCESSING CHANGES FOR ICAO RETIREES N.B.: Information in this article is based on a presentation given at ICAO Headquarters on Friday, 18 March E ffective 1 April 2011, ICAO switched its health insurance claims processing from Sun Life of Canada to Vanbreda International based in Antwerp (Belgium). It is important for retirees of ICAO to recall that their health insurance has been a self-administered scheme and remains so. As such, ICAO assumes all risks associated with insuring its employees and retirees. ICAO then

6 6 contracts with a commercial insurance company to process claims in order to: a) maintain confidentiality (no employees of ICAO have access to medical information or medical claims); and b) provide expertise in processing of health claims. It had become necessary to consider changing firms since the ICAO Procurement Code calls for retendering periodically. In addition, the level of satisfaction with the present supplier had declined in the view of ICAO as had their capability to service the world-wide needs of a United Nations agency such as ICAO. Vanbreda, the new supplier, is already doing business with ICAO by providing health insurance coverage for its field staff; in addition, it does claims processing for a number of other UN agencies. Vanbreda provides 24 hour, 7 day a week (24/7) call centre support through its offices in Belgium, the USA and Malaysia both in English and in French. It can be contacted by at mcc361@vanbreda.com, by toll-free call at +1 (855) within Canada or by placing an operator-assisted call to Belgium at and reversing the long-distance toll charges. If it is necessary to contact Vanbreda in writing, their mailing address is: Vanbreda International NV Plantin en Moretuslei 299 B-2140 Antwerpen BELGIUM / BELGIQUE After 1 April 2011, the Vanbreda service centre should be contacted regarding any question related to claims processing. In addition to telephone and contact, Vanbreda naturally has a web site located at that can be accessed using the Member Number on your Vanbreda ID Card which you should have received by mail early in April. If you have not received your Vanbreda ID Card, contact ICAO at ser@icao.int [or telephone +1 (514) and select extension 8113] to inquire. Vanbreda s web site has a Restricted Portion available to registered users only that provides (in a choice of languages including all the official languages of the United Nations): 1. Facility to submit claims on-line if your computer system is able to scan the originals of your health care invoices (in this case the originals must be kept in your possession for several months in case your claim is audited); 2. on-line settlement advices for all claims, which is important (particularly in Canada) in order to claim medical expenses on your income tax returns; 3. an overview of all direct deposit transfers in the settlement of claims; 4. a facility to submit complaints; 5. fraud reporting if you discover, for example, that you have been grossly overbilled, doublebilled or billed for a health service not provided (always remember that if fraud is committed, premiums will rise); and

7 6. an ability to notify if an accident occurred that caused a health care problem (this is important in order for Vanbreda to bill the insurance company of the liable party which assists in keeping premiums low). Members of the ICAO insurance scheme can register online at the Vanbreda web site by entering your Personal Reference Number which is listed on your Vanbreda ID Card. All retirees should note that coverage does not change with the switchover to Vanbreda. Annual deductibles will remain the same (year-to-date deductible information will be transferred from Sun Life to Vanbreda). Premiums for the year 2011 will not change and remain payable to ICAO, to be mailed to the special post office box specified by ICAO. Retirees without the capability to submit claims for on-line processing may submit claims by mail but should always take care to use only the individualized claim forms supplied to them (and not claim forms borrowed from any other employee or retiree) since the individualized claim forms contact a bar code with the insured s personal details to be used by Vanbreda s processing centre. The Vanbreda contract with ICAO has performance guarantees in that Vanbreda undertakes to settle claims quickly after receipt (provided everything is in order) with payment made by cheque or by direct deposit in a choice of a number of widely-used currencies. Vanbreda will also assume all bank charges associated with direct deposits unless the receiving bank (the retiree s bank) categorically refuses to bill the bank charge back to Vanbreda as it has been instructed to do. If your bank charges for a Vanbreda deposit in settlement of an insurance claim, you should consider contacting your bank manager to question why. Within Canada, all Vanbreda payments will be processed as domestic direct deposits (and not as international payments from Belgium) since Vanbreda has made the necessary banking arrangements to facilitate this. Procedures for doctor visits, planned hospital stays, emergency hospital visits, pharmacy bills and secondary insurance claims are as follows: Outpatient Doctor Visits (including Dentist) The insured pays the Doctor (or Dentist) and submits the claim with an original invoice to Vanbreda. If the procedure involves a high-cost item (for example, expensive dental work), then Vanbreda should be contacted in advance. In this case, an estimate of payment (and if needed direct payment to the Doctor or Dentist) is obtained. Forms to obtain estimates are available in English, French, Dutch, Italian, Spanish, German, Portuguese and Chinese. Planned Hospital Stay Contact Vanbreda in advance to obtain an estimate of payment and if needed direct payment to the hospital. Vanbreda recommends that you always contact their hospitalisation unit in case of hospitalisation or day surgery (which will necessitate an insurance claim) by to admissions@vanbreda.com or by fax at

8 8 Emergency Hospital Stay You should always carry your Vanbreda ID Card in your wallet or handbag. In an emergency, the Hospital Insurance Coordinator should contact Vanbreda (collect calls are accepted) to obtain a payment guarantee. If you are travelling, please note that the Vanbreda web site contains details of more than 10,000 medical centres worldwide (the Vanbreda Network). Why not print out a list of the medical centres for the countries that you plan to visit and keep it with your travel documents or in your handbag? Pharmacy The originals of the prescription receipts filled in Canada should be submitted (or scanned for online submission and retained by you) for the Vanbreda claim. The same procedure should be followed for prescriptions filled outside Canada, but please be aware that Vanbreda may ask also for a copy of the Doctor s prescription. It is recommended that you photocopy your prescription before it is filled (or ask your pharmacist for a photocopy at the time it is filled) if this can be easily done. Secondary Claims The procedure for secondary claims remains unchanged. For example, if you have primary coverage (as a dependent of an ICAO retiree) with another insurance or you are covered by US Medicare or Canadian Medicare while being treated in the USA, then the settlement notice from the primary insurance (or Medicare) should be submitted as a claim to Vanbreda if there is a remaining balance not paid by the primary insurance. In summary, the role of ICAO vis-à-vis its health insurance scheme remains protection of its employees and retirees, determination of coverage and associated rules, monetary contributions and implementation of the plan. The role of Vanbreda is limited to information about the scheme, claims handling, call centre support, provision for a worldwide medical network and fraud detection. SOCIAL ACTIVITIES SPRING 2011 Lunch at Restaurant Guido & Angelina, 3 March The introduction of a lunch in March proved to be very popular as twenty three members arrived at the Restaurant Guido and Angelina. Its proximity to a metro station, the numerous cinemas in the Forum and the opportunity to celebrate the approach of spring probably helped. The restaurant was spacious and well-lit without being too garish. The food was good and the servings generous, with a wide selection of wines available.

9 9 Lunch at L Arrivage Cafe-Restaurant, 14 April The location of this restaurant over the Pointe-à-Callière Museum is convenient for a visit to the exhibitions held there. Some members had visited the exhibits related to the history of Ste-Catherine Street during the morning and were already enjoying a glass of wine at the CAFICS table in L Arrivage by when we arrived. In all, 14 members enjoyed an excellent lunch that was well up to the usual standard of this restaurant. Future events After including Le Fou d Epices in the programme for 9 June, we have had some reservations but, at the time of writing, we have yet to check it out. If it proves unsuitable, we may have to substitute another restaurant. Restaurant Saffron closed unexpectedly and, as we were about to leave on vacation and time was not available to try an alternative, we had to advance the lunch at Le Taj to May. We shall be looking for a new venue for 14 July and will issue a notice in due course. The CAFICS General Assembly will be held on Wednesday, 17 August at ICAO Headquarters and further details will be circulated nearer the date. Geoff Thompson REGIONAL ACTIVITIES Ottawa Group The Spring bi-annual lunch of the Ottawa CAFICS group was organized by Liz Ross at the Courtyard Restaurant, an 1827 heritage stone building in the Byward Market area of Ottawa, where a number of successful CAFICS lunches have been held in the past. The food was good though the service was perhaps a little slow, but nobody seemed to care as we all engaged in animated conversation.

10 10 Toronto Group The Toronto GTA CAFICS branch met on May17 at the Old Mill Restaurant for lunch. Ten retirees came, some accompanied by their spouse. The group enjoyed the presence of John Northcut who travelled from Montreal and gave updates on tax and insurance issues. We are pleased to publish the following photo. 11 11 Victoria/Vancouver Group Report on the 15th special anniversary UN/CAFICS luncheon June 14, 2011 The Gatsby Mansion, Victoria, British Columbia, Canada As you can see from the above we characterized this luncheon as a special anniversary to celebrate our 15th get together since The Chef presented a truly delicious and elegant luncheon to the absolute delight of our guests and we concluded our luncheon with special ice wine truffles from our local premier chocolate maker, Rogers Chocolates, an institution in Victoria dating back to 1885 ( Our guests were from ESA / FAO / IAEA / IATA / ICAO / ILO / UNCOPUOS / UNCTAD / UNESCAP / UNESCO / UNFPA / UN-HABITAT and UNHCR. These organizations are all extremely interesting and serve a most valuable and challenging global need, they have mission statements on their websites and we encourage all our readers to explore them. Our next luncheon will be Tuesday, December 13, 2011 when we look forward to seeing everyone once again. Evelyn and Gerry Nye gerrynye@shaw.ca WHAT YOU NEED TO KNOW ABOUT SHINGLES S hingles is a painful skin rash which often occurs with blisters. It is commonly found in people 50 years of age or older and particularly those with weakened immune systems. However, only someone who has had chickenpox (or very rarely has gotten the chickenpox vaccine) can get shingles. The virus stays in your body and can cause shingles many years later. If you have never had chickenpox, you do not need to worry about having shingles. For about one in five people with shingles, severe pain can continue long after the rash clears up. This is called post-herpetic neuralgia.

12 12 A vaccine for shingles was licensed in 2006 and experience has shown that the vaccine reduced the risk of shingles by 50% for those vaccinated. It has reduced pain in people who still get shingles after being vaccinated. In spite of the introduction of the new vaccine, many family doctors do not advise their older patients about the availability of the vaccine for those who have had chickenpox. Therefore, patients themselves may wish to discuss with their doctors whether they should have the vaccine (if you have previously had chickenpox). Over one million people a year in North America get shingles. Bear in mind that you cannot get shingles from another person with shingles; you only get it if you previously had chickenpox (usually several decades earlier as a child). Very rarely, a person who has never had chickenpox (or the chickenpox vaccine) could get chickenpox from someone with shingles. Therefore, if you have shingles it is wise to stay away from newborn babies or others who have never had chickenpox or its vaccine. A single dose of shingles vaccine is recommended for adults 60 years of age or older (who have previously had chickenpox) but you will need a doctor s prescription to get the vaccine which is administered under controlled conditions since it must remain deeply frozen until shortly before being used. ROGER RETIRES Unbelievable. Roger Laissy has decided to retire and return to his native France. He has left me with the task of translating his following message. To translate a parody of a famous aria is challenging and I am sure my attempt has departed far from the original. What a shame Bulletin doesn t rhyme with destiny, as in the French. But you can always enjoy Roger s original text in the French version of this Bulletin. 16 3 MESSAGE DU PRÉSIDENT A près un hiver qui semblait ne jamais vouloir finir, nous commençons enfin à ressentir un tout petit peu de ce que l on peut attendre du printemps canadien, c est-à-dire un peu plus de soleil et des températures très légèrement plus chaudes. Mais, au moment où j écrivais ce message, il continuait de pleuvoir et les vents étaient parfois violents. La fonte des neiges et de la glace venue des montagnes s est alliée à un déluge de pluie pour faire des ravages dans les basses terres proches des fleuves et des rivières, où les inondations ont forcé à évacuer des familles en laissant sur place des propriétés endommagées ou ruinées. Mais, qu on le veuille ou non, la chaleur va finir par arriver. Pour le traitement de ses demandes de remboursement au titre de l assurance maladie, l OACI a changé de compagnie, passant de la Sun Life à Vanbreda International, ce qui n a pas manqué d entraîner une certaine confusion et des malentendus depuis ces derniers mois. À compter du 1 er avril 2011, la compagnie qui traite les demandes de remboursement au titre de l assurance maladie pour le personnel actif et les retraités de l OACI est Vanbreda International. Tous les retraités desservis par Vanbreda ont reçu une lettre à cet effet, ainsi que la carte de Vanbreda indiquant leur(s) numéro(s) d identification. Le 18 mars 2011, les représentants de Vanbreda International ont présenté au siège de l OACI un exposé sur les demandes de remboursement au titre de l assurance maladie devant le personnel actif et les retraités de l OACI. On trouvera dans le présent Bulletin un compte rendu de John Northcut sur cet exposé. Malgré les explications données lors de cette réunion, de nombreuses questions ont continué d être posées. L Administration de l OACI est en train de rédiger une lettre pour les membres du personnel et les retraités de l Organisation qui sont couverts par le régime d assurance maladie de l OACI dont le service est assuré par Vanbreda International. Cette lettre traite des points relatifs au formulaire de demande de remboursement des frais médicaux de Vanbreda International (VBI) et contient des réponses aux questions fréquemment posées concernant le changement de Sun Life à Vanbreda International (VBI). Cette lettre indique que, dans son principe, la couverture du régime d assurance maladie reste la même. Elle contient des points qu il y a peut-être lieu de souligner lorsqu on présente une demande de remboursement à VBI. Par exemple : a) Il y a un seul formulaire de demande de remboursement utilisable pour présenter des demandes à VBI. C est le même formulaire qui sert pour les soins médicaux, les soins dentaires et les soins des yeux. b) Une version en anglais de la brochure sur les prestations est publiée sur le site web de VBI. Dès que la traduction française sera terminée, elle sera également publiée sur ce site web. Pour les retraités qui n ont pas accès à un ordinateur, des copies imprimées de la brochure en anglais et en français leur seront adressées par la poste. c) Les demandes de remboursement peuvent être présentées électroniquement/en ligne ou par courrier postal. Les instructions figurent dans la lettre. Les retraités qui décident de présenter leurs demandes par la poste doivent les placer sous enveloppe cachetée adressée à «OACI, 999 rue

Un service de courrier hebdomadaire a été établi entre l OACI et Vanbreda International. Pour faire partie de l envoi hebdomadaire à Vanbreda, les demandes de remboursement doivent arriver à l OACI le vendredi avant 14 heures. Nous attendons maintenant la lettre de l Administration de l OACI. L Assemblée générale de l ACAFI est inscrite au calendrier pour se tenir le mercredi 17 août 2011 au siège de l OACI, à Montréal. L invitation à cette assemblée vous sera envoyée en temps utile. L un des points de l ordre du jour concerne l élection de quatre membres du Comité exécutif qui sont arrivés au terme de leur mandat de deux ans. Il s agit de Francine Detière, Roger Laissy, John Northcut et Geoffrey Thompson. Cette année, le Comité exécutif trouvera quelques postes vacants parmi ses effectifs. Roger Laissy, responsable de la version en langue française de toutes les publications de l ACAFI, a décidé de rentrer dans sa France natale et Geoffrey Thompson, responsable du Comité des loisirs, a décidé de passer le flambeau de la planification et de l organisation des activités de loisirs de l ACAFI à un autre volontaire. En outre, Valerie Smith, qui n était pas censée se présenter à la réélection cette année a démissionné du Comité exécutif pour raisons personnelles. Le comité a désigné Rachel Saavedra pour terminer le mandat de Valerie. Vous trouverez ci-joint un bulletin de candidature pour la présentation de candidats éventuels. Si vous habitez Montréal ou la région et si vous souhaitez vous présenter à l élection au Comité exécutif de l ACAFI, veuillez remplir le bulletin de candidature et l envoyer à l Association. Comme les années précédentes, l Assemblée générale sera suivie d une petite réunion où vous pourrez prendre un verre de vin et un peu plus que du fromage, ce qui vous permettra de relaxer parmi les amis et anciens collègues de la famille des Nations Unies. La 40 e session du Conseil de la Fédération des associations d anciens fonctionnaires internationaux (FAAFI) se tiendra du 4 au 7 juillet 2011 à Genève. L ACAFI y sera représentée par John Northcut. De nombreux points intéressants seront soulevés à cette session. John participera aussi à un groupe de travail informel sur l imposition des pensions des Nations Unies. Il aura aussi l occasion d examiner certaines questions avec le Secrétaire/Administrateur de la Caisse commune des pensions du personnel des Nations Unies (CCPPNU) et avec les Représentant du Secrétaire général de l ONU sur les investissements. Un compte rendu résumé de la session du Conseil sera disponible à l Assemblée générale de l ACAFI et un compte rendu complet paraîtra dans le prochain Bulletin. Comme nous l avons signalé plus haut, Valerie Smith a démissionné du Comité exécutif «après mûre réflexion et un profond examen de conscience». Il était très agréable de travailler avec Valerie. Elle s affairait toujours activement à organiser nos activités spéciales et travaillait avec les traiteurs et, par ailleurs, elle soulageait Carol en écrivant les procès verbaux du Comité exécutif. Pour les séminaires préretraite, elle recueillait les renseignements sur les clubs de retraités et autres informations d intérêt pour les retraités. Elle nous manquera beaucoup. 18 5 L ASSOCIATION ET SES MEMBRES À l occasion du paiement de la cotisation de l ACAFI à la FAAFI pour 2011, nous avons procédé à un examen détaillé de la liste de nos membres rétroactive au 31 décembre Malgré tous les efforts que nous avons déployés pour entrer en contact avec les membres dont les cotisations de 2010 restaient impayées par courriel, par téléphone et au moyen des rappels qui accompagnaient les Bulletins n 79 et 80 nous avons été amenés à exclure 48 membres. Cinq d entre eux ont ensuite demandé leur réadmission. Depuis le 1 er janvier, 18 nouveaux membres ont adhéré à l ACAFI, tandis que, malheureusement, nous avons appris le décès de trois membres (dont un n a pas laissé de conjoint survivant). Compte tenu de ces changements, l Association compte 574 membres à la date du30 avril. Ce nombre comprend 80 Membres à vie, huit de plus qu à la date de notre dernier compte rendu. Deux de ceux-ci ont directement adhéré à l ACAFI en qualité de Membres à vie et les six autres ont choisi de devenir Membres à vie lors du renouvellement pour Abstraction faite des Membres à vie, 324 membres ont déjà payé leur cotisation pour 2011, 71 ont aussi payé pour 2012, 21 pour 2013, 11 pour 2014, 5 pour 2015, 2 pour 2016 et 2017 et un jusqu en Des cartes seront envoyées avec le présent Bulletin aux nouveaux membres et aux anciens dont le renouvellement n a été reçu qu après notre dernier courrier, tandis que des rappels seront adressés comme d habitude à ceux qui n ont pas encore réglé leur cotisation pour Nous faisons de notre mieux pour tenir nos registres à jour et avec exactitude mais, si vous recevez un rappel pour 2011 alors que vous avez déjà réglé votre cotisation, veuillez nous indiquer à quelle date vous avez envoyé votre règlement de façon que nous puissions vérifier et confirmer que nous l avons effectivement reçu et déposé avec toutes nos excuses pour notre erreur. Comme il n est que trop évident, la préparation de l édition 2011 de l ANNUAIRE DE L ACAFI a pris beaucoup de retard (une fois encore toutes nos excuses). Elle accompagnera le présent Bulletin et contiendra tous les renseignements à jour dont nous disposions à la date limite révisée du 30 avril. Veuillez vérifier les données qui vous concernent et appeler notre attention le plus rapidement possible sur les divers changements nécessaires, additions, suppressions et corrections, qui paraîtront dans les mises à jour suivantes. 19 6 MODIFICATIONS DANS LE TRAITEMENT DES DEMANDES DE REMBOURSEMENT AU TITRE DE L ASSURANCE MALADIE POUR LES RETRAITÉS DE L OACI N.B. : L information qui figure dans cet article est extraite d un exposé donné au siège de l OACI le vendredi 18 mars À compter du 1 er avril 2011, le traitement des demandes de remboursement au titre de l assurance maladie de l OACI est passé de la Sun Life du Canada à Vanbreda International qui a son siège à Anvers (Belgique). Il est important que les retraités de l OACI n oublient pas que leur assurance maladie a toujours été un régime auto-administré et qu il le reste. C est donc l OACI qui encourt les risques liés à l assurance de ses employés et de ses retraités. Cela étant, l OACI se lie par contrat avec une compagnie commerciale d assurance pour traiter les demandes de remboursement de manière à : a) assurer la confidentialité (aucun employé de l OACI n a accès aux renseignements d ordre médical ni aux demandes de remboursement); et b) s assurer de l expertise nécessaire en matière de traitement des demandes de remboursement au titre de l assurance maladie. Le moment était venu d envisager de changer de compagnie car le code des achats de l OACI exige que des appels d offres soient refaits périodiquement. De plus, le niveau de satisfaction à l égard de la compagnie actuelle avait baissé aux yeux de l OACI, ainsi que son aptitude à répondre aux besoins mondiaux d une institution des Nations Unies comme l OACI. Vanbreda, le nouveau prestataire de services, travaille déjà avec l OACI en fournissant la couverture de l assurance maladie de son personnel régional et, par ailleurs, cette compagnie traite déjà les demandes de remboursement d un certain nombre d autres institutions des Nations Unies. Vanbreda assure une permanence de 24 heures par jour, 7 jours par semaine (24/7), en anglais et en français, par les centres d appel de ses bureaux en Belgique, aux États-Unis et en Malaisie. 20 7 Le site web de Vanbreda comporte une section confidentielle réservée aux usagers inscrits, qui assure (dans un grand choix de langues comprenant toutes les langues officielles des Nations Unies) : 1. la possibilité de présenter les demandes de remboursement en ligne si votre système informatique est en mesure de «scanner» les originaux de vos factures de soins médicaux (en ce cas, vous devez conserver les originaux en votre possession pendant plusieurs mois pour le cas où votre demande ferait l objet d une vérification comptable) ; 2. des conseils sur le règlement en ligne pour toutes les demandes, ce qui est important (particulièrement au Canada) afin de pouvoir faire état de vos dépenses médicales sur vos déclarations de revenus ; 3. une vue générale de tous les transferts de dépôt direct dans le règlement des demandes de remboursement ; 4. la possibilité de déposer des réclamations ; 5. le signalement des fraudes si vous découvrez, par exemple, que vous avez été facturé beaucoup trop cher, que vous avez fait l objet d une double facturation ou que vous avez été facturé pour un service médical qui n a pas été fourni (n oubliez jamais que, si une fraude est commise, les primes vont augmenter) ; 6. la possibilité de rendre compte s il s est produit un accident qui a entraîné des problèmes de soins médicaux (cela est particulièrement important pour que Vanbreda puisse facturer la compagnie d assurance de la partie responsable, ce qui aide à maintenir les primes au niveau le plus bas). Les participants au régime d assurance de l OACI peuvent s inscrire en ligne au site web de Vanbreda en indiquant leur numéro de référence personnel qui figure sur leur carte d identification Vanbreda. Tous les retraités doivent savoir que la couverture ne change pas par suite du passage à Vanbreda. Les franchises annuelles resteront les mêmes (les renseignements concernant les franchises pour l année en cours seront transférés de Sun Life à Vanbreda). Les primes pour l année 2011 ne changeront pas et resteront payables à l OACI, en les adressant à la boîte postale spéciale désignée par l OACI. Les retraités qui ne sont pas en mesure de présenter leurs demandes de remboursement pour être traitées en ligne peuvent présenter ces demandes par la poste, sans oublier qu ils ne doivent utiliser que le formulaire individualisé qui leur a été fourni (et ne jamais en emprunter un à un autre employé ou retraité) car ces formulaires individualisés comportent un code à barres contenant les renseignements personnels sur la personne assurée qui sont utilisés par le centre de traitement de Vanbreda. Le contrat entre Vanbreda et l OACI présente des garanties d efficacité en ce que Vanbreda s engage à régler les demandes de remboursement rapidement après réception (dans la mesure où tout est en ordre), les paiements étant effectués par chèque ou par dépôt direct avec le choix d un certain nombre de devises d usage répandu.
