5 RÉSOLUTION DE MEMBRE / MEMBER S DATE : Juin /June Item # : 10.1 : Diane Choinière : René Campeau Objet / Subject : Avis de decision de la Corporation de la Cité de Clarence- Rockland sous le paragraphe 51(37) de la Loi sur l aménagement du territoire, Plan préliminaire de subdivision, Partie des lots 19, Concession 5, Dossier D / Notice of decision of the Corporation of the City of Clarence-Rockland under Subsection 51(37) of the Planning Act, Draft Plan of Subdivision, Part of Lots 19, Concession 5, File D ATTENDU QUE le conseil de la Corporation de la Cité de Clarence-Rockland a adopté la résolution numéro le 9 e jour d août 2010 conformément aux paragraphes 51(25) et 51(31) de la Loi sur l aménagement du territoire; ATTENDU QU une des conditions d approbation du plan préliminaire de subdivision (Partie des lots 19, Concession 5, Dossier D ), étant la condition numéro 43, est spécifiquement en lien avec la demande d une étude d impact du trafic ; 43. Le propriétaire doit entreprendre une étude d impact de trafic certifiée par un ingénieur professionnel avec l expertise d entreprendre une étude de ce type, avec les mesures et les analyses d impacts de trafic, les impacts sur le transport en commun et les implications du trafic sur les intersections existantes entre le chemin de comté no. 2 (rue Laval et chemin Russell) et le chemin Marcil; également entre le chemin de comté no. 8 (rue Champlain) et la rue Levis. Elle doit être à la satisfaction du directeur du département des travaux publics des Comtés Unis de Prescott- Russell et du directeur du service de l aménagement du territoire de la Cité de Clarence-Rockland. Si l étude est WHEREAS the Council of the Corporation of the City of Clarence-Rockland adopted Resolution Number , the 09 th day of August 2010, according to Subsections 51(25) and 51(31) of the Planning Act; WHEREAS one of the new conditions of approval to the Draft Plan of Subdivision (Part of Lots 19, Concession 5; File D ) being Condition Number 43 deals specifically with the request of a Traffic Impact Study; 43. The Owner shall undertake a Traffic Impact Study certified by a Professional Engineer with expertise in undertaking such studies which measures and analyses traffic impacts, transit impacts, and implications for traffic on existing intersections between County Road No. 2 (Laval Street and Russell Road) and Marcil Road; and also between County Road No. 8 (Champlain Street) and Levis Street. This shall be to the satisfaction of the Director of Public Works Department of the United Counties of Prescott-Russell and the Director of Planning, City of Clarence- Rockland. If the study is sent to a private consultant, the consulting fees will need to be reimbursed by the

WHEREAS the Council of the Corporation of the City of Clarence-Rockland approved a Traffic Count Study to be done in 2014 in various locations in the City; BE IT RESOLVED that the condition of approval Number 43 which applies to Part of Lots 19, Concession 5, File D , be removed. 7 RÉSOLUTION DE MEMBRE / MEMBER S DATE : Juin /June Item # : 10.2 : Marcel Guibord : Bernard Payer Objet / Subject : Abroger la décision du conseil concernant le projet pour la création d un plan maître de la gestion des eaux pluviales / Rescind the decision of the Council concerning the Stormwater management plan creation project ATTENDU QUE le conseil de la Corporation de la Cité de Clarence-Rockland a adopté la résolution numéro le 20 e jour de mai 2014 visant à reporter en 2015 du projet de création d un plan maître de la gestion des eaux pluviales; ATTENDU QU il est recommandé par l administration municipale que cette décision soit abrogée et que l adoption du règlement soit considérée; QU'IL SOIT RÉSOLU que le règlement , étant un règlement pour autoriser la création d un plan maître de la gestion des eaux pluviales soit adopté. WHEREAS the Council of the Corporation of the City of Clarence-Rockland adopted Resolution Number , the 20 th day of May 2014, which postpones to 2015 the Stormwater management plan creation project; WHEREAS it is recommended by the municipal administration that this decision be rescinded and that the adoption of the by-law be considered; BE IT RESOLVED that By-Law , being a by-law to authorize the Stormwater management plan creation project be adopted. ATTENDU QUE le rapport d ingénieur du drain municipal Régimbald doit être révisé afin que M. Prud homme puisse modifier la direction du drain municipal pour maximiser le potentiel de son terrain. QU IL SOIT RÉSOLU que le conseil autorise à Leroux Consulting de mandater Lascelles Engineering afin de préparer un amendement au rapport d ingénier associé au drain municipal. WHEREAS the engineer's report of the Régimbald municipal drain should be revised in order that Mr. Prud'homme can change the direction of the municipal drain to maximize the potential of his land. BE IT RESOLVED that Municipal Council authorizes Leroux Consulting to mandate Lascelles Engineering to prepare an amendment to the Engineer report associated with the municipal drain.

12 DATE : Juin / June Item # : 12.3 Resolution # : Services Communautaires / Community Services Directeur par intérim / Interim Director : Pierre Boucher Représentant/Representative : Guy Félio Objet / Subject : Parc Des Champs Achat des Structures de jeux Purchase Play Structures Des Champs Park ATTENDU QUE le conseil municipal lors de l adoption du budget 2014 a approuvé un montant de $ des fonds de redevances pour le projet d aménagement d un parc dans le village Morris; et ATTENDU QUE le comité du parc en collaboration avec les services communautaires ont reçu les soumissions, évaluer leurs composantes et offres de service; et QU'IL SOIT RÉSOLU que le conseil municipal accepte que les Services communautaires procèdent avec l achat des structures au montant de $ incluant la TVH avec Playground Planners, tel que recommandé. WHEREAS Municipal Council has approved in the budget 2014 an amount of $ from the development charge funds for the development of a park in the Morris Village; and WHEREAS the Park Committee in collaboration with the Community Services received the tender documents, evaluated their components and their services; and BE IT RESOLVED that Municipal Council hereby accepts that the Community Services proceeds with the purchase of the play structures in the amount of $ including H.S.T. with Playground Planners, as recommended.

13 DATE : Juin / June Item # : 12.4 Resolution # : Services Communautaires / Community Services Directeur/Director : Pierre Boucher Représentant/Representative : Guy Félio Objet / Subject : Demande location salle gratuite Aréna Clarence Creek Request free of charge hall rental Clarence Creek Arena ATTENDU QUE les Services communautaires ont reçu une demande de Dame Carmelle Gareau pour avoir accès à la salle communautaire de Clarence Creek gratuitement; et QU IL SOIT RÉSOLU que pour ne pas créer de précédent, le conseil municipal applique les tarifs établis dans la politique LOI98-01 en vigueur pour la location de la salle communautaire de Clarence Creek, tel que recommandé. WHEREAS the Community Services received a request from Dame Carmelle Gareau asking to have access to the Clarence Creek Community Hall at no charge; and BE IT RESOLVED that in order not to create a precedent, the Municipal Council hereby applies the rate as established in the Community Halls Policy LOI98-01 for the rental of the Clarence Creek community hall, as recommended.

ATTENDU QUE les Services communautaires ont reçu une offre de Développement JML Inc. (Jean-Marc et Luc Lalonde de Hammond) la possibilité d acheter une parcelle de terrain pour fin de parc de stationnement ou autres; et QU IL SOIT RÉSOLU que le conseil municipal refuse l offre de Développement JML Inc. pour l achat d une parcelle de terrain identifié comme Block 71 Plan 50M- 300 situé dans le village de Hammond, tel que recommandé. WHEREAS the Community Services received an offer from Development JML Inc. (Jean-Marc and Luc Lalonde from Hammond) the opportunity to purchase a parcel of land for the purpose of a parking lot for a park or others; and BE IT RESOLVED that Municipal Council hereby refuses the offer from Development JML Inc. for the purchase of a parcel of land identified as Block 71 Plan 50M-300 located in the village of Hammond, as recommended.

15 DATE : Juin / June Item # : 12.6 Resolution # : Services Communautaires / Community Services Directeur/Director : Pierre Boucher Représentant/Representative : Guy Félio Objet / Subject : Demande location de glace gratuite Aréna Clarence-Rockland Request free of charge ice rental Clarence-Rockland Arena ATTENDU QUE les Services communautaires ont reçu une demande de Mme Ginette Piquette (présidente de de la fondation Kevin Lalande) pour avoir accès à la location de glace de l aréna de Clarence- Rockland gratuitement pour les trois heures d activités; et QU IL SOIT RÉSOLU qu afin de ne pas créer de précédent, le conseil municipal applique les tarifs établis dans la politique LOI en vigueur pour la location de la glace, tel que recommandé. WHEREAS the Community Services received a request from Mrs. Ginette Piquette (President of the Foundation of Kevin Lalande) to have access to the ice rental to the Clarence-Rockland Arena at no charge for their 3 hours activity; and BE IT RESOLVED that in order not to create a precedent, the Municipal Council hereby applies the rate as established in the policy LOI for the ice rental, as recommended.

16 DATE : Juin / June Item # : 12.7 Resolution # : Service : Services communautaires / Community Services Directeur/Director : Pierre Boucher Président/President: Objet / Subject : Demande de financement Tournoi de golf du maire Funding request Mayor s Golf Tournament ATTENDU QUE les profits du tournoi de golf du maire vont pour l allocation de bourses pour la jeunesse de Clarence- Rockland; ATTENDU QU Antoine Cantin participera le 1 er, 2 et 3 août prochain au championnat américain de cube Rubik à Jersey City dans l état du New Jersey et qu il a fait une demande conformément aux termes de référence du tournoi de golf afin d obtenir une aide financière pour l aider avec ses dépenses; QU'IL SOIT RÉSOLU que le conseil municipal alloue un montant de 2 000$ à Antoine Cantin provenant du fonds de réserve du Tournoi de golf du maire, tel que recommandé. WHEREAS the Mayor s Golf Tournament profits goes towards the allocation of scholarships for Clarence- Rockland youths; WHEREAS Antoine Cantin will participate on August 1 st, 2 nd and 3rd to the American championship of Rubik s cube in Jersey City in the state of New Jersey and has made a request under the terms of reference of the golf tournament to obtain financial assistance to help him with his expenses; BE IT RESOLVED that Municipal Council hereby gives an amount of $2,000 to Antoine Cantin coming from the Mayor s Golf Tournament reserve fund, as recommended.

17 OF THE / DE LA CITÉ DE DATE : Juin/June 16, 2014 Item # : 12.8 Resolution # : Service de l aménagement du territoire Directrice/Director : Marie-Eve Bélanger Objet / Subject : Représentant/Representative : André Henrie Demande de modification du nom du parc Des Champs Park Request to Amend the name of parc Des Champs Park ATTENDU QUE le conseil a approuvé la résolution le 13 février 2012 nommant ainsi le parc à l intersection du Boulevard Docteur Corbeil et de la rue Mercury «parc Des Champs Park» afin d honorer la famille Deschamps; ET ATTENDU QU UNE demande a été soumise à la Cité par le Comité du parc Des Champs, afin de changer le nom du «parc Des Champs Park» pour le «parc Magalie St-Martin Park»; QU IL SOIT RÉSOLU QUE le conseil municipal accepte l option, tel que mentionné dans le rapport AMÉ R; et QU IL SOIT ÉGALEMENT RÉSOLU QUE le conseil municipal mandate le Service de l aménagement à modifier le Règlement nommant les rues et les parcs, si nécessaire. WHEREAS Council approved Resolution No on February 13 th, 2012 naming the park at the intersection of Docteur Corbeil Boulevard and Mercury Street, parc Des Champs Park to honor the Deschamps family; AND WHEREAS a request was submitted to the City by the Parc Des Champs Committee, to modify the name of the parc Des Champs Park to parc Magalie St-Martin Park ; BE IT RESOLVED THAT the municipal Council hereby accepts option, as mentioned in the report AMÉ R; and BE IT ALSO RESOLVED THAT municipal Council mandates the Planning and Construction Department to modify By-law naming the streets and parks, if necessary.
