2 RESUME EXECUTIF * Préliminaire Dans le cadre de la préparation de la restructuration de JIRAMA, le Gouvernement Malagasy en collaboration avec la société a mis au point un Plan de redressement qui comprend un Programme d'investissements pour la période Le Programme d'investissements concerne toutes les activités de JIRAMA: électricité, eau ainsi que les activités liées aux fonctions administrative, financière et commerciale. Le Programme d'investissements de JIRAMA s'effectuera sur deux phases dont la première pour la période et la seconde de Toutefois, une des conditionnalités des financements est de procéder à une évaluation environnementale de ce Programme d'investissements. La présente étude concerne la phase 1 du Programme d'investissements. Toutefois, il est prévu que la phase 2 fera aussi l'objet d'une étude analogue lors de l'exécution de la phase 1. Les objectifs de l'étude sont: - Principalement, de réaliser l'examen environnemental préalable des projets d'investissements contenus dans le Programme pour (1) définir la nécessité ou non d'une étude environnementale complémentaire, et, le cas échéant d'en définir la portée, (2) analyser l'application des politiques de sauvegarde environnementale de la Banque à chacun des projets. - Secondairement, de procéder à un pré - audit environnemental d'un échantillon des sites concernés par les projets d'investissement pour identifier les questions environnementales pertinentes. La méthodologie adoptée pour atteindre ces objectifs a comporté les étapes suivantes - Etude du Programme d'investissements - Revue du cadre juridique, réglementaire et institutionnel - Revue des sites - Analyse des impacts - Proposition de mesures environnementales - Analyse des politiques de sauvegarde environnementale de la Banque - Définition du cadre de gestion environnementale des projets d'investissement Programme d'investissements - Phase 1 Les projets prévus dans le Programme d'investissements - Phase 1 de JIRAMA peuvent être regroupés en 4 catégories: - Catégorie 1: Projets relatifs à la réhabilitation des centrales thermiques. - Catégorie 2 : Projets relatifs à la réhabilitation des centrales hydroélectriques. - Catégorie 3 : Projets relatifs à la réhabilitation des lignes de transport (distribution et lignes de transport). - Catégorie 4: Projets relatifs au renforcement de l'adduction d'eau potable (AEP). 3 Une cinquième catégorie comprend les activités administratives, financières et commerciales telles que la réalisation d'un Plan directeur informatique, l'acquisition de différents compteurs pour l'amélioration du système de comptage, la mise en place d'un plan de formation du personnel et d'un système d'amélioration contenue, ainsi que, des opérations de ratissage pour la réduction des pertes commerciales. Cette catégorie d'activités n'a pas fait l'objet de la présente évaluation environnementale étant donné que ces activités ne constituent pas des investissements physiques et sont, à priori sans impacts sur l'environnement. Les projets d'investissements évalués dans l'étude concernent essentiellement à la réhabilitation et au renforcement des installations existantes tels que des changements de pièces d'usure, une révision générale... Revue du cadre juridique, réglementaire et institutionnel La revue des textes concerne à la fois les textes malagasy et les textes internationaux que Madagascar a ratifiés. Textes sur l'environnement A priori, en application des dispositions des textes relatifs à l'environnement, les projets d'investissements prévus sont en deçà des seuils de déclenchement des procédures environnementales. Toutefois, il apparaît que toutes les installations existantes, notamment les centrales thermiques et hydroélectriques, sont soumises à une étude d'impact, une EIE ou un PREE, selon le cas. Autres textes pertinents Pour le secteur électricité, des directives techniques d'installation et de maintenance des lignes de distribution sont consacrées dans des décrets. L'exploitation de JIRAMA actuelle est conforme à ces dispositions. Pour le secteur eau, le Code de l'eau confirme la nécessité de procéder à une étude d'impact environnementale pour les projets d'installation de centrale hydroélectrique. Par rapport aux aspects «gestion de l'eau», JIRAMA disposait d'un délai de deux ans après la publication du Code de l'eau pour négocier des contrats de concession. Il semble que cela n'est pas le cas bien que ce délai soit largement dépassé. Dans le domaine de la pollution, les normes sur la qualité des rejets s'appliquent aux installations de JIRAMA, notamment, aux centrales thermiques. En effet, celles-ci peuvent être assimilées à des installations industrielles. Le respect de ces normes n'est pas encore en vigueur au niveau de JIRAMA. Quant aux Polluants Organiques Persistants (POP), notamment, les Polychlorobiphényles contenus dans les huiles des transformateurs de JIRAMA, Madagascar étant signataire de la Convention de Stockholm, des mesures devraient être prises en vue de limiter la production et de gérer ce type de polluant. Il en est de même des émissions atmosphériques des centrales thermiques, du fait que Madagascar a signé la Convention des Nations Unies sur le changement climatique, dont l'objectif principal est de réduire les émissions des gaz à effet de serre. Pour les travaux relatifs aux AEP et aux lignes de transport et de distribution électriques, des prescriptions d'urbanisme sont à respecter par JIRAMA. GLW Conseil - 21, rue Fredy Rajaofera. 4 Politiques de sauvegarde environnementale de la Banque Mondiale La revue des politiques de sauvegarde environnementale de la Banque Mondiale consiste à examiner le champ d'application ainsi que le contenu de chacune des politiques suivantes Evaluation environnementale Habitats naturels Pest management Patrimoine culturel Populations autochtones Déplacement involontaire de population Forêts Sécurité des barrages Voies d'eaux internationales Projets dans les zones en litige Cadre institutionnel Pour la gestion environnementale, au niveau ministériel, la cellule environnementale assure la gestion des dossiers environnementaux : évaluation et suivi des PREE et délivrance du permis environnemental. Pour les EIE, l'évaluation et le suivi sont assurés par le Comité Technique d'evaluation (CTE) qui comprend des représentants du Ministère de l'environnement, du Ministère sectoriel ainsi que l'office National pour l'environnement (ONE). Le permis environnemental est dans ce cas, délivré par l'one. Au sein de JIRAMA, organisation. la fonction «Gestion environnementale» est absente de son Projets de réhabilitation de centrale thermique Description des projets Les projets faisant partie de cette catégorie consistent à des remplacements de pièces de rechange ou même de groupes, à la réhabilitation des circuits et des auxiliaires et à une révision générale de groupes. Ils concernent les centrales thermiques d'ambohimanambola, Mahajanga, Toamasina, Toliary, Antsiranana ainsi que les petites et moyennes centrales thermiques ayant des groupes déclassés ou ayant dépassé leur durée de vie. Questions environnementales La revue des sites d'ambohimanambola et de Mahajanga a soulevé les principales questions environnementales suivantes: - le bruit: le port de protection auditive par les employés n'est pas systématique alors le niveau sonore ambiant l'exige, - les émissions atmosphériques : des troubles respiratoires et oculaires sont reportées par les employés des centrales, des signes de corrosion sur les toits près des cheminées sont observés, ID GLW Conseil - 21, rue Fredy Rajaofera. 5 Examen environnemental préalable - la pollution du sol et des eaux en raison d'une gestion des effluents non performante, - la gestion des risques et des dangers: absence de plan d'urgence. L'examen environnemental préalable des projets relatifs à la réhabilitation de centrale thermique révèle que les impacts environnementaux sont généralement neutres. Cependant, les projets ainsi que leurs impacts ne peuvent pas être considérés indépendamment de l'ensemble des installations et de la situation environnementale actuelle dans laquelle elles se trouvent. Les préoccupations environnementales liées à une centrale thermique ne peuvent pas être occultées même si les projets ne concernent qu'une ou plusieurs composantes de la centrale. De ces faits, les projets d'investissements entrant dans la catégorie de réhabilitation de centrale thermique sont classés dans la catégorie B de la Banque Mondiale. Ils requièrent alors une évaluation environnementale sous forme d'étude d'impact environnemental de portée plus restreinte. Dans la législation malagasy, une telle étude est synonyme d'un Programme d'engagement Environnemental (PREE). A l'exception de l'op sur l'évaluation environnementale, aucune autre politique de sauvegarde environnementale de la Banque Mondiale ne s'applique aux projets. Projets de réhabilitation de centrale hydroélectrique Description des proiets 4b Les projets relatifs à la réhabilitation de centrale hydroélectrique concernent celles d'antelomita 1, Ankazobe, Tsiazompaniry, Vatomandry, Andekaleka et Volobe. Il s'agit de remplacement des pièces usées, de roue de turbine, d'hydroréfrigérants ; de révision générale de groupe, d'alternateur; et, de rénovation des équipements et des ouvrages. Questions enviornnementales Pour les centrales hydroélectriques d'antelomita 1 et d'ankazobe, les principales questions environnementales rencontrées sont relatives à la sécurité des sites (ex.: les transformateurs ne sont pas verrouillés), à la vétusté des dispositifs de lutte incendie et à l'envasement des barrages à cause de l'érosion des bassins versants. Examen environnemental préalable L'analyse des impacts environnementaux des projets aboutit à la conclusion selon laquelle ceux-ci sont non significatifs à l'exception des impacts environnementaux des travaux de rénovation des ouvrages de génie civil prévus pour la centrale hydroélectrique de Vatomandry. Toutefois, ceux-ci sont pour la plupart réversibles. Les impacts de ce projet méritent d'être analysés un peu plus en détails. Aussi, le projet de réhabilitation de la centrale hydroélectrique de Vatomandry est classé dans la catégorie B et requiert ainsi une évaluation environnementale sous la forme d'un PREE. Les politiques de sauvegarde environnementale de la Banque Mondiale qui s'appliquent à ces projets sont l'o.p.4.01 sur l'évaluation environnementale et l'o.p.4.37 sur la sécurité des GLW Conseil - 21, rue Fredy Rajaofera. 6 barrages. Cette dernière dispose d'une obligation de l'emprunteur, pour chaque projet, de faire appel à un spécialiste qualifié et indépendant pour: - inspecter et évaluer le niveau de sécurité de chaque barrage, - examiner les procédures de fonctionnement et de maintenance de ces barrages, - le cas échéant, recommander des mesures correctrices de mise à niveau de sécurité. Projets de réhabilitation de lignes électriques Description des projets Les projets de réhabilitation de lignes électriques comprennent le renforcement des réseaux, le remplacement ou la permutation des transformateurs ainsi que le remplacement des équipements défaillants. Ces projets concernent la réhabilitation des réseaux de distribution MT et BT du réseau interconnecté d'antananarivo (RI Tanà) et de quelques centres, la réhabilitation de la ligne de transport de 63kV de RI Tanà. Questions environnementales Les problèmes actuels ont surtout trait à des actes de vandalisme, au non respect de l'emprise du réseau de distribution, à la rouille des pylônes de la ligne 63kV et à la vétusté des équipements. Examen environnemental préalable D'une manière générale, les impacts environnementaux probables sont non significatifs pour la ligne de transport 63kV. Cependant, pour le réseau de distribution, une attention particulière est à accorder aux transformateurs au rebut pour le risque environnemental que représente les PCB que contiennent leur huile, ainsi qu'aux risques de dérangement de la population pouvant être soulevés par les travaux. C'est pourquoi, le Consultant a classé le projet dans la catégorie B et recommande une PREE avant l'exécution du projet. L'O.P sur l'évaluation environnementale est la seule politique de sauvegarde environnementale applicable. Projets de renforcement des Adductions d'eau Potable Description des projets Les projets de renforcement des AEP comprennent: - le remplacement de conduites vétustes pour 13 centres, - le raccordement des forages F4 et F5 aux zones d'extension de la ville de Mahajanga, - renforcement de la capacité de traitement de l'eau potable à Antsiranana, - l'acquisition de matériels et d'équipements GLW Conseil - 21, rue Fredy Rajaofera. 7 Questions environnementales Les problèmes majeurs des AEP de JIRAMA actuels sont les pertes par fuite des installations en raison de leur vétusté, l'insatisfaction de nombreuses demandes de branchement à cause d'une capacité limitée des réseaux. Examen environnemental préalable L'analyse des impacts probables des projets révèle plus des améliorations et des bénéfices que d'effets néfastes, mis à part les quelques désagréments pendant la phase des travaux. De ce fait, les projets de cette catégorie sont classés dans la catégorie C et ne nécessitent donc pas d'évaluation environnementale. En effet, une entité au sein de JIRAMA devrait être responsable de toutes les actions environnementales de la Société. La proposition du Consultant est de rattacher à la Direction Générale, un Département Environnement qui sera en charge de garantir la gestion environnementale au sein de la Société, éventuellement, de définir la politique environnementale de JIRAMA. Le Département Environnement sera l'interlocuteur principal de l'administration environnementale et représentera la Société pour toutes les questions relatives à l'environnement. Des Services environnementaux seront mis en place dans les directions en charge de l'électricité (production, distribution, transport) et de l'eau (production, distribution). 8 ea seront responsables de la gestion environnementale au niveau de ces directions. A cet effet, ils assureront l'examen préalable de tous les projets de leur direction ainsi que le monitoring environnemental des installations existantes. Sur le terrain, les actions environnementales seront assurées par les chefs d'exploitation qui feront rapport aux services environnementaux. Ces actions concernent la mise en oeuvre des mesures environnementales ainsi que le suivi des impacts environnementaux des activités. Au niveau sectoriel, I'existence des cellules environnementales au sein du Ministère chargé des Mines et de l'energie devrait être suffisante pour gérer les dossiers environnementaux de JIRAMA dans le cadre de cette première phase du Programme d'investissements. En conclusion, certains des projets prévus dans le Programme d'investissements - Phase I de JIRAMA nécessitent des évaluations environnementales simplifiées et requièrent un réaménagement dans l'organisation de JIRAMA. Pour les autres projets, des prescriptions techniques de sécurité au travail et quelques mesures relatives à la gestion des déchets (pièces de rechange au rebut, encombrants) sont suffisantes. e * GLW Conseil - 21, rue Fredy Rajaofera. 9 EXECUTIVE SUMMARY Preliminary In the framework of the preparation of the reorganization of JIRAMA, the Malagasy Government in collaboration with the company developed a Plan of straightening which includes/understands an investment Plan over the period The investment Plan relates to all the activities of JIRAMA: electricity, water, as well as, the activities related to the administrative offices, financial and commercial. The investment Plan of JIRAMA will be carried out on two phases of which the first for the period and the second of However, one of the conditionality of the financings is to carry out an environmental evaluation of this investment Plan. The present study relates to phase 1 of the investment Plan. However, it is expected that phase 2 will be also the subject of a similar study during the execution of phase 1. The aims of the study are: - Mainly, to carry out the environmental assessment of the projects of investments contained in the Program for (1) defining the need or not complementary environmental study, and, to define the range of it if necessary, (2) to analyze the application of the policies of environmental safeguard of the Bank to each project. - Secondarily, to proceed to pre - environmental audit of a sample of the sites concemed with the projects of investment to identify the environmental issues. Methodology adopted to achieve these goals comprised the following stages: - Study of the investment Plan - Re-examined legal, lawful and institutional framework - Review of the sites - Analysis of the impacts - Proposal for environmental measurements - Analysis of the policies of environmental safeguard of the Bank - Definition of the framework of environmental management of the projects of investment Investments Plan - Phase 1 The projects envisaged in the investments Plan - Phase I of JIRAMA can be gathered in 4 categories: - Category 1: Projects relating to the rehabilitation of the power stations. - Category 2: Projects relating to the rehabilitation of the hydroelectric power stations. - Category 3: Projects relating to the rehabilitation of the lines of transport (distribution and lines of transport). - Category 4: Projects relating to the reinforcement of the drinkable water conveyance (AEP). The projects of investments concern primarily with the rehabilitation and the reinforcement of the existing installations such as changes of wearing parts, a general revision... 10 A fifth category understands the administrative, financial and commercial activities such as the execution of a data-processing Master line, the acquisition of various meters for the improvement of the system of counting, the installation of a plan of staff training and of a system of improvement contained, like, of the operations of raking for the reduction of the commercial losses. This category of activities was not the subject of this environmental evaluation since these activities do not constitute physical investments and are, a priori without environmental impacts. Review of legal, lawful and institutional framework The review of the texts relates to at the same time the international texts malagasy and texts that Madagascar ratified. Texts on the environment A priori, relating to the texts of environment, the projects of investments envisaged are in on this side threshold of release of the environmental procedures. However, it appears that al] the existing installations, in particular the power stations and hydroelectric, are subjected to an impact study, a EIE or a PREE, according to case's. Other relevant texts For the sector electricity, technical directives of installation and maintenance of the lines of distribution are devoted in decrees. The exploitation of current JIRAMA is in conformity with these provisions. For the sector water, the Code of Water confirms the need for making an environmental impact study for the projects of installation of hydroelectric power station. Compared to the aspects «management of water ", JIRAMA had a two years deadline after the publication of the Code of water to negotiate contracts of concession. It seems that that is not the case although this time is largely exceeded. In the field of pollution, the standards on the quality of the rejections apply to the installations of JIRAMA, in particular, with the power stations. Indeed, those can be comparable with industrial facilities. The respect of these standards is not yet in force on the level of JIRAMA. As for the Persistent Organic Pollutants (POP), in particular, Polychlorobiphenyl contained in oils of the transformers of JIRAMA, Madagascar being signatory of the Convention of Stockholm, measurements should be taken in order to limit the production and to manage this type of pollutant. It is the same for the atmospheric emissions of the power stations, owing to the fact that Madagascar signed the Convention of the United Nations on the climatic change, whose principal objective is to reduce the emissions of gases for purpose of greenhouse. For work relating to the AEP and the lines of electric transport and distribution, regulations of town planning are to be respected by JIRAMA. Policies of environmental safeguard of the World Bank The review of the policies of environmental safeguard of the World Bank consists in examining the field of application as well as the contents of each following policy: GLW Conseil - 21, rue Fredy Rajaofera. 11 e Environmental evaluation Natural habitats ^ Pest management Cultural inheritance Indigenous people Involuntary displacement of population Forests Safety of the dams International water ways Projects in the zones in litigation Institutional framework For environmental management, at the ministerial level, the environmental cell ensures the management of the environmental files: evaluation and followed PREE and delivery of the environmental licence. For the EIE, the evaluation and the follow-up are ensured by the Technical Committee of Evaluation (CTE) which includes/understands representatives of the Department of the Environment, sectoral Ministry as well as the National office for Environment (ONE). The environmental licence is in this case, delivered by the ONE. Within JIRAMA, the function «Environmental Management " misses of its organization. Projects of rehabilitation of power station Description of the projects The projects belonging to this category consist with replacements of group or spare parts even, with the rehabilitation of the circuits and auxiliaries and with a general revision of groups. They relate to the power stations of Ambohimanambola, Mahajanga, Toamasina, Toliary, Antsiranana as well as the small ones and average power stations having displaced groups or having exceeded their lifespan. Environmental issues The review of the sites of Ambohimanambola and Mahajanga raised the principal following problems: - Noise: the port of ears protection by the employees is not systematic then the ambient noise level requires it, - Atmospheric emissions: respiratory and ocular disorders are deferred by the employees of the power stations, of the signs of corrosion on the roofs close to the chimneys are observed, - The pollution of the ground and water because the management of the effluents is not efficient, - Danger and risk management: absence of emergency plan. * GLW Conseil - 21, rue Fredy Rajaofera. 12 Environmental prior examination _ The environmental prior examination of the projects relating to the rehabilitation of power station reveals that the environmental impacts are generally neutral. However, projects like their impacts cannot be considered independently of the whole of the installations and the current environmental situation in which they are. The environmental concerns related to a power station cannot be occulted even if the projects relate to only one or more components of the power station. Of these facts, the projects of investments being included in the category of rehabilitation of power station are classified in the category B of the World Bank. They then require an environmental evaluation in the form of environmental impact study of more restricted range. In the legislation malagasy, such a study is synonymous with a Program of Environmental Engagement (PREE). With the exception of the OP On the environmental evaluation, no other policy of environmental safeguard of the World Bank applies to the projects. Projects of rehabilitation of hydroelectric power station Description of the proiects The projects relating to the rehabilitation of hydroelectric power station relate to those of Antelomita 1, Ankazobe, Tsiazompaniry, Vatomandry, Andekaleka and Volobe. It is about replacement of the used parts, of wheel of turbine, hydroréfrigérants; of general revision of group, altemator; and, of restoration of the equipment and the works. Environmental issues For the hydroelectric power stations of Antelomita 1 and Ankazobe, the principal encountered problems relate to the safety of the sites (e.g.: the transformers are not locked), with the outdatedness of the devices of fire fighting and with the silting of the dams because of the erosion of the basins slopes. Environmental prior examination The analysis of the environmental impacts of the projects arrives at the conclusion according to which those are nonsignificant except for the environmental impacts of work of restoration of the works of civil engineering planned for the hydroelectric power station of Vatomandry. However, those are for the majority reversible. The impacts of this project deserve to be analyzed a little more in details. Also, the project of rehabilitation of the hydroelectric power station of Vatomandry is classified in the category B and thus requires an environmental evaluation in the form of a PREE. The policies of environmental safeguard of the World Bank which apply to these projects are the O.P.4.01 on the environmental evaluation and the O.P.4.37 on the safety of the stoppings. The latter has an obligation of the borrower, for each project, to call upon a specialist qualified and independent for: - to inspect and evaluate the level of safety of each dam, - to examine the procedures of operation and maintenance of these dams, *u GLW Conseil - 21, rue Fredy Rajaofera. 13 - if necessary, to recommend correct measurements of levelling of safety. Projects of rehabilitation of powerlines Description of the proiects The projects of rehabilitation of power lines include/understand the reinforcement of the networks, the replacement or the permutation of the transformers as well as the replacement of the faulty equipment. These projects relate to the rehabilitation of the distribution networks MT and BT of the interconnected network of Antananarivo (RI Tanà) and some centres, the rehabilitation of the line of transport of 63kV of RI Tanà. Environmental issues The current problems especially deal with acts of vandalism, with nonthe respect of the influence of the distribution network, with the rust of the pylons of the line 63kV and with the out datedness of the equipment. Environmental prior examination Generally, the probable environmental impacts are no significant for the line of transport 63kV. In the meantime, for the distribution network, a detailed attention is to be granted to the transformers in which the PCB represents environmental risk, like with the risks of disturb of the population being able to be raised by work. This is why; the Consultant classified the project in the category B and recommends a PREE before the execution of the project. The O.P on the environmental evaluation is the only applicable environmental safeguard policy.
