NSPA Cnsultant Cncept fr LK cnsultants deplyed in supprt f Operatins June 2015 The NSPA cnsultant (CLT) cncept entails a clear distinctin between the different expert levels. 6 (six) expert levels have been established t reflect the requirements in the area f supprt t NATO peratins. Level I II III IV V VI Functin Senir Advisr Senir Expert Technical Expert Technical Assistant Crdinatr Admin Supprt Each level will have assciated Jb Descriptin/ Statement f Wrk reflecting the expertise r technical capacity requirements relevant t the nature f the wrk. It is imprtant t nte that i.a.w the NATO Civilian Persnnel Regulatin (NCPR), CLT s are hired as experts r specialists serving in an advisry r technical capacity and there is n crrelatin t the emplyment cnditins applicable t the permanent staff f the Agency. Terms and cnditins fr deplyed CLT s: CLT s will be assigned t ne f the 6 expert/specialist levels. The wrking hurs are nrmally f 10-12 hurs a day, seven days a week as determined by the n-site senir NSPA representative. Payment f services is determined n a daily rate and payable nly n days wrked. The fee is all-inclusive. N entitlement t paid leave r paid sick leave. Accmmdatin is prvided free f charge. Where laundry is prvided by NSPA, a laundry bag will be prvided free f charge.
The fee is determined based n skills/experience and level i.a.w an established CLT prgressive pay scale. Prvided satisfactry service prvisin ne step increase is granted fr each 12 mnths f cntinuus service. The cntract includes a clthing package i.a.w the LK prcedure. Travel expenses are paid fr taking up duties and leaving the Agency frm the place f residence, thrugh Capellen, Luxemburg. Travel expenses are paid fr ne (1) R&R fr each 6 mnths cntinuus service. Fr 12 mnths f cntinued service within a calendar year a ttal f three (3) R&R s will apply. One travel day is regarded as wrked fr leaving and ne fr returning frm each paid R&R. In case an vernight stp is unavidable ging ut f theatre, ne extra day wrked is granted. Any ther days n R&R are cnsidered as unpaid leave. The length f R&R is t be agreed by the LK Prgramme. Any additinal R&R is at the expense f the CLT. When traveling n missins fr NSPA-LK Prgramme, Articles 40 & 41 f the NCPR will apply. Yu will be entitled t the daily subsistence allwance, first class train travel and ecnmy class air travel n cmmercial flights. Deplyed cnsultants will receive their regular day rate fr wrk perfrmed n public hlidays when deplyed. The abve cncept has been develped by HR and the LK Prgramme.
