1 CURRICULUM VITAE JOSEPH A. DOUCET Joseph Doucet occupe le poste de Enbridge Professor of Energy Policy à la Faculté d administration de l Université de l Alberta depuis l été Avant son déménagement en Alberta, il a été professeur à l Université Laval où il dirigeait le Groupe de recherche en économie de l énergie, de l environnement et des ressources naturelles, le GREEN. Ses intérêts de recherche sont dans le fonctionnement et la réglementation des marchés énergétiques, avec un intérêt particulier pour les marchés de l électricité, et l utilisation des mécanismes incitatifs pour résoudre les problèmes environnementaux. A l Université de l Alberta, le Professeur Doucet coordonne une maîtrise spécialisée en énergie et ressources (MBA-NRE) et dirige un centre de recherche en économie de l énergie et de l environnement (CABREE). Il est également éditeur en chef de la revue Energy Studies Review, et actif en consultation auprès d entreprises et de gouvernements oeuvrant dans le secteur de l énergie. Joseph Doucet a témoigné en Commission parlementaire à l automne 2004 sur la question de la sécurité énergétique et la filière thermique, dans le cadre d analyses de la politique énergétique québécoise. L avis d expert préparé par M. Doucet est disponible sur le site du Ministère des Ressources naturelles et de la Faune (MRNF) au M. Doucet a témoigné devant la Régie de l énergie en 2003, en tant qu expert, dans la cause R (Plan global en efficacité énergétique d Hydro-Québec Distribution). En M. Doucet a agi à titre d expert et a témoigné devant la Commission d'enquête sur la politique d'achat par Hydro-Québec d'électricité auprès de producteurs privés (Commission Doyon). M. Doucet a agi à titre d expert pour plusieurs ministères et agences de réglementation, entre autres le Ministère des Ressources naturelles et de la Faune (Québec), le Ministère de l environnement (Québec), la Régie de l énergie du Québec, le Ministère de l énergie (Alberta), le Ministère de l environnement (Alberta), l Alberta Energy and Utilities Board et Ressources naturelles Canada. Most of this work has focused on energy and electricity markets, environmental issues and on Kyoto and climate change strategies. I have participated in the analysis and review of various electricity projects (hydro and nuclear), for both Federal and Provincial agencies and have testified at regulatory hearings. Page 5 de 5
