2 Ada ÁMON Director of the Energy Club (an independent, non-governmental, not-for-profit group working for sustainable energy policy) Born in 1969, lives in Hungary and speaks Hungarian and English Areas of interest and expertise: Graduated at the Budapest University of Economic Sciences in 1993, Ada Ámon started as a consultant on energy policy for the International Institute for Energy Conservation, London. In 1996 she joined the CEE Bankwatch Network as the Hungarian Energy Coordinator. Since 1998 she has been the director of the Energy Club, which is a leading NGO and think tank group in CEE on energy policy issues. Since April 2004 she is a member of the National Environmental Council, a body which is the official advisory group of the Hungarian Government. She has been working together with groups like Greenpeace, Friends of the Earth, Climate Action Network, WWF, OkoInstitute and many more. Antoinette Gillet, bibliothécaire en retraite, est conseillère régionale verte de Franche-Comté depuis Elle a été conseillère municipale de Saligney (petite commune forestière du Jura) de 1983 à 2001, et adjointe au maire de 1995 à Elle est aujourd hui Vice-Présidente du Conseil Régional de Franche-Comté depuis 2004, en charge de la recherche, l innovation, l université et l énergie, et présidente de l association nationale «Collectif Effinergie» Blandine PIDOUX Information manager Born in Lives in France and speaks French and English. Areas of interest and expertise: Networking and communication, information management and knowledge sharing, sustainable development and living. Graduated in Philosophy (1985) and in Information Sciences (2001), she has joined Energie-Cités team for 5 years. She works mainly on the IMAGINE initiative, and information management (researches, valorisation and dissemination) for Energie-Cités' activities and projects. She is also responsible of the promotion and organization of the Energie-Cités' study tours between member cities. As a voluntary worker, she has been the Franche-Comté regional delegate for the ADBS (French national association of documentalists and information workers) from 2002 to

My interest is in environmental matters, economy and also sports. Carlos SOUSA Director of AGENEAL, Local Energy Management Agency of Almada Born in 1971, lives in Portugal and speaks Portuguese, English, Spanish and French. I joined Forum for the Future to work on the Mass Balance UK project and did some research on sustainable resource use with The Natural Step UK. The next natural step has been to set up the French branch! Christian Maurice VASSIE City of York councilor, composer, author Born in 1958, lives in the United Kingdom and speaks French and English Areas of interest and expertise: Energy Use, transforming local authority response to Climate Change, creativity, communication, media, film making, intellectual property rights Degree in African Languages and ethnomusicology, Produced music for over 70 television and film productions; author and blogger;; Energy Champion and Chair of City Strategy, City of York Council. I am instrumental in bringing City of York council its first sustainable building the ecodepot the largest timber framed straw clad building in Europe. Comme responsable R&D, mis en place de nouvelles procédures et technologies, dans le domaine des diagnostics énergétiques liés aux bâtiments et de l énergie solaire. A mené la démarche ayant permis à Lausanne de recevoir en 2004 l European Energy Award Gold pour sa politique énergétique exemplaire. Gérard MAGNIN Executive Director of Energie-Cités Born in 1951, lives in France and speaks English and French. Areas of interest and expertise: Educated in both energy and economics & social sciences, Gérard Magnin is a specialist in local energy management. He is the Executive Director of Energie-Cités, since 1994, after having been at the origin of this European Network in Beforehand, he was a teacher in economics and social sciences from 1977 to 1984 and Regional Manager of ADEME (French Agency for the Environment and Energy Management) from 1985 to 1995 in Franche-Comté. Gilles PENNEQUIN Chargé du développement durable à la DIACT Né en 1961, vit en France et parle le français, l espagnol et l anglais. Domaine d'expertise, centres d'intérêts : Nouvelles pratiques de l aménagement du territoire, de l urbanisme, de l habitat et de l économie. Doctorant en Economie, Gilles Pennequin a été auditeur au collège des hautes Etudes de l Environnement au pôle universitaire Léonard de Vinci et Ingénieur d Université ENVAR (Environnement et aménagement régional). Il est chargé du développement durable à la DIACT depuis octobre 2004 et membre du Comité des hauts fonctionnaires du développement durable. 6

9 Jacques MIRENOWICZ Rédacteur en chef de LaRevueDurable, revue de vulgarisation généraliste sur l écologie tournée vers les solutions d ordre institutionnel/organisationnel/comportemental. Né en 1962, vit en Suisse et parle français et anglais. Domaine d'expertise, centres d'intérêts : écologie, information, recherche, démocratie et engagement Français, Jacques termine sa scolarité à Birmingham, au Royaume-Uni, puis accomplit des études de biologie en France, à Rennes puis Paris. Il obtient un doctorat en neurosciences à l Université de Fribourg, en Suisse, en L année suivante, il va au département de psychologie expérimentale de l Université de Cambridge, au Royaume-Uni, pour travailler sur les théories de l apprentissage. Son intérêt pour l orientation et la démocratisation de la recherche l amène ensuite à travailler trois ans pour la Fondation Charles Leopold Mayer sur ce thème. Il collabore aussi avec les quotidiens Le Courrier et La Liberté sur le thème sciences-société. Fin 1999, il devient rédacteur à Médecine et Hygiène, revue médicale basée à Genève où il reste près de trois ans. Cette expérience lui donne envie de créer LaRevueDurable. Projet qui devient réalité en janvier Cinq ans plus tard, LaRevueDurable a publié 27 dossiers et compte environ 4100 abonnés. Architecte de formation, puis master européen en architecture et développement durable, j ai travaillé 8 ans en agence. Entre 2000 et 2005, suite à un concours gagné pour un bâtiment de l Etat, exemplaire en matière de développement durable, je coordonne le projet et la réalisation du Centre d entretien des routes nationales à Bursins, premier bâtiment suisse ayant obtenu le label «ecobau». Cette réalisation me permet d expérimenter le chemin à parcourir de l énoncé des principes du développement durable à leur complexe mise en pratique! En parallèle de cette activité en agence, j enseigne ponctuellement, notamment à l Ecole polytechnique fédérale de Lausanne et participe à diverses associations (Ingénieurs du Monde - EPFL, Attac-Suisse, Architectes Sans Frontière - Suisse). En 2005, je crée ma propre agence d architecte et en 2006 je suis engagé, à temps partiel, par la Fondation CL Mayer où je suis responsable de projets pour le bureau de Lausanne et co-responsable du pôle «territoire»

11 Jun LI Thésard Né en 1978, vit en Chine parle le français, l anglais et le chinois Domaine d'expertise, centres d'intérêts : Maîtrise de l énergie ; urbanisme Avant d arriver à l Iddri, Jun Li a obtenu son diplôme DEA Urbanisme à l Institut Français d Urbanisme et l ENPC. Il s intéresse maintenant à la question de l efficacité énergétique dans les villes en développement. Il est en train de faire une thèse sur les politiques économiques pour la maîtrise de l énergie dans l habitat en Chine, son travail est codirigé par Michel Colombier (Iddri) et Pierre-Noël Giraud (Mines Paris). Jun LI is a Ph. D student at the Industrial Economics research centre of the Ecole des Mines de Paris and works together with the Institute for sustainable development and International relations (IDDRI). His thesis deals with the policy instruments for Building energy efficiency in the emerging countries, in particular in the Chinese cities. He joined the Climate& Energy research team of Iddri in January 2006 as a doctoral researcher. His research interests cover climate change, energy efficiency, public polices in buildings sector in China. Jun LI holds a Ms. Urban planning from the Ecole des Ponts et Chaussées, a Paris based Engineering school. He speaks French and English. Kinga KOVACS Project Manager Born in 1981, lives in France and speaks Hungarian, Romanian, English, Dutch, French, Italian and Spanish Areas of interest or expertise: sustainable districts, passive houses, participative methods, citizen involvement Kinga holds a Masters degree in Urban Environmental Management (Wageningen University and Research Centre, Wageningen, The Netherlands & IHS - Institute for Housing and Urban Development Studies, Rotterdam, The Netherlands) and a bachelor diploma in Economics (University of Economic Sciences, Timisoara, Romania). Kinga has previous experience in the field of environmental management systems - ISO certification of buildings: labelling, performance evaluation, life cycle analysis, communication and auditing (The Netherlands, UK, Czech Republic) and financial consultancy and banking (Romania). At present, Kinga works as Project Manager for Energie-Cités. She is mainly involved in the preparation of the pilot phase of the European IMAGINE Campaign helping local authorities to imagine and plan their energy future

Marianne THOMANN Doctorante Née en 1982, vit en Suisse et parle Français et Anglais. Licence es Lettres (Géographie, Histoire et Sciences sociales) obtenue en 2005 à l Université de Lausanne. Thèse en cours sur l intégration du référentiel du développement durable dans les politiques d aménagement liées au sous-projet d agglomération de l Ouest lausannois (SDOL). L approche est centrée sur les représentations, valeurs, discours et pratiques des acteurs. La thèse est dirigée par Antonio Da Cunha à l Institut de Géographie de l Université de Lausanne. Martin THOMSEN Environmental engineer I am 40 yeas old and live in Soender Nearaa, south of Odense in the centre of Denmark. I speak Danish and English and understand some German. My areas of interest and expertise are energy, energy savings, sustainable planning and renewable energy. I am educated civil engineer. I have been working as an energy advisor within the industry (electricity, district heating and natural gas savings) for 12 years. For nearly two months I have been employed in Odense Municipality as an environmental engineer. My working field is helping our industry to reduce their environmental impact on the surroundings. 12

From 2005 onwards, he is based in Lyon, France where he manages the European Outdoor Lighting Business for Philips. Co-author of the book city.people.light Future urban lighting concepts, a book that brings together the results of a unique global research into the future of urban lighting, he has extensively worked on ways to enhance the quality of life through light. Professeur de sciences économiques et sociales en Lycée et élu municipal depuis Adjoint à l intercommunalité de 1997 à 2001 et à l Urbanisme depuis Vice Président à la Région de Franche-Comté depuis 2004 en charge des transports. Miriam EISERMANN Communication Officer Born in 1982, lives in France and speaks German, Spanish, English and French Areas of interest or expertise: Creative thinking, interactive communication and sustainable living Miriam Eisermann works as a Communication Officer at Energie-Cités. Her main activities are centred around the public relations of the association and the question of how to communicate energy issues in an attractive and innovative way. Miriam holds a Master s degree in Human Ecology (Free University of Brussels, Belgium) and a Bachelor s degree in Media Management (University of Applied Sciences Mittweida, Germany). During various previous work experiences in Europe (France, Ireland, Belgium and Germany) and abroad (Chile), she was able to apply and deepen her expertise in environmental communications in conventional and unconventional settings. 15 Paul FLEMING Professor of Energy Management Born in 1957, lives in the United-Kingdom ad speaks English, minimal French and Spanish Areas of interest and expertise: Local and regional energy management Paul Fleming is professor of Energy Management and Assistant Director of the Institute of Energy and Sustainable Development at De Montfort University. He has a long history of working with Local Authorities and Regional Bodies in energy efficiency. He has worked for Islington Council and Leicester City Council and been an elected member of the Council of the Borough of Milton Keynes. Paul-Marie GUINCHARD Délégué régional de l'agence de la Maîtrise de l'energie en Franche Comté Né en 1950, vit et travail en France et parle français Domaine d'expertise et centres d'intérêt : Politiques énergétiques, maîtrise de l'énérgie, animation de programmes d'actions transversales auprès des collectivités et des groupements professionnels. Titulaire d'une maîtrise de technologie, il a créé en 1980 un bureau d'études qui s'est rapidement orienté vers les processus industriels de production et vers les problèmes d'efficacité énergétique des dits processus. Il aura aussi animé une équipe de consultants chargés de dévelpper des inteventions en matière d'environnement dans le domaine des matériaux et des transports. Il assure depuis 2004 l'animation de l'equipe régionale de l'ademe en Franche Comté. Péter NAGY Head energy manager in Nyiregyhaza (HU) Born in 1948, lives in Hungary and speaks English. 16 Peter SCHILKEN Chargé de projet Peter Schilken, 51 ans, possède une expérience de plus de 25 ans dans la connaissance de l'intégration d'énergie renouvelable dans des bâtiments et des énergies renouvelables en général. Pendant ces dernières années il a développé une bonne connaissance des programmes d'énergie de la Commission européenne et entre de près en contact avec les institutions européennes. Il travaille aussi étroitement avec des agences de locales de maîtrise de l énergie. Depuis 2003 il gère au sein d Energie-Cités la Campagne Display : campagne d envergure européenne pour l affichage des performances énergétiques des bâtiments municipaux. Pierre CALAME FPH General Director Born in 1944, lives in France and speaks French and English. 19 Torben Chr. ANDERSEN I work as an Energy consultant in the city of Odense in Denmark I m leader of the department of Energy. Born in 1964, lives in Denmark and speaks English, Danish and if necessary German Areas of interest or expertise: Energy management is the keyword for my job. My job is to make sure that all buildings in the municipality of Odense reduce there energy consumption and get evaluated concerning energy use, technically installations and climate shield. During the evaluation I calculate and implement energy-savings project where it s can be done with a pay-back-time less than 6 years. Zdravko GENCHEV Architect, Executive Director of EnEffect, Center for Energy Efficiency Born in 1944, lives in Bulgaria and speaks English, Russian and Bulgarian Areas of interest and expertise: Architecture, energy efficiency policy and design of cities and buildings, housing policy and design. Graduated (1967) and post-graduated (1980, PhD) in the Architectural Faculty of the University of Architecture, Construction and Geodesy, Sofia. Postgraduate training on housing architecture and housing policy in Italy, England and Denmark. As leader of research and design teams has elaborated and built experimental and demonstration projects for residential and public buildings and estates. Has been working as secretary of the Union of Architects in Bulgaria, editor-in-chief of the Bulgarian architectural review Architectura, head of the Housing Policy department of the Ministry of Regional Development and Housing Policy, director general of the National Center for Regional Development and Housing Policy, executive director of the Center for Energy Efficiency EnEffect. Participant in many international events in the field of housing and energy efficiency.
