2 Information sur le projet Élargir BEQUAL Outil d'analyse comparative et de la Communauté de pratique pour ( BG1- Leo ) Titre: Code Projet: Élargir BEQUAL Outil d'analyse comparative et de la Communauté de pratique pour BG1-Leo Année: 2011 Type de Projet: Statut: Accroche marketing: Résumé: Description: Projets de transfert d'innovation Accordé BG-Bulgarie BEQUAL + est un projet dans le cadre du transfert d'innovation Leonardo da Vinci Projets multilatéraux qui transfère des techniques d'innovation pour l'assurance qualité dans l'enseignement et la formation professionnelle, visant à développer l'assurance qualité dans les établissements de formation professionnelle à travers la promotion de l'auto-évaluation, l'analyse comparative de la qualité et de réseautage. Les techniques d'innovation des transferts de projets BEQUAL + pour l'assurance qualité dans l'efp résultant d'un projet précédent succès "Outil d'analyse comparative pour l'assurance qualité dans l'efp (BEQUAL)", qui ont été mis au point et testé dans six pays de l'ue. Les objectifs généraux de BEQUAL + sont les suivants: - Pour développer l'assurance qualité dans l'efp à travers la promotion de l'auto-évaluation, l'analyse comparative de la qualité et la mise en réseau - Pour promouvoir l'utilisation des EQAVET dans l'efp - Pour permettre l'application pratique du cadre d'assurance de la qualité dans l'efp - favoriser la discussion sur les questions d'assurance de la qualité - Promouvoir la coopération et l'échange d' expérience en assurance qualité internationale Le consortium est constitué de 5 partenaires issus de 4 pays (Bulgarie, Grèce, Turquie et Italie). Le partenariat comprend organisme public chargé de la politique de formation professionnelle, deux sociétés de conseil, une université et une centre de formation. Partenaires apportent une expertise spécifique et se complètent mutuellement, en fournissant les différents points de vue nécessaires et la capacité à développer les produits. Basé sur le contenu innovant développé dans le projet précédent, BEQUAL + va s'adapter et piloter l'outil de référence pour l'assurance de la qualité dans l'efp, permettra d'élargir la communauté de pratique, impliquant plusieurs pays, et permettra d'améliorer le portail thématique avec de nouvelles versions linguistiques et nouveautés. Le projet cible les prestataires de formation et les intervenants, les décideurs, les chercheurs et les praticiens. L'impact attendu comprend : - Renforcement des capacités des prestataires de formation pour développer et améliorer leurs pratiques de gestion de la qualité - Meilleure capacité des décideurs politiques à identifier les questions critiques sur l'assurance de la qualité et de définir des approches politiques, leader politique pour mieux ciblée en matière d'assurance de la qualité - Fourniture d'instruments et de pratiques qui pourraient facilement être incorporés dans les systèmes d'assurance de la qualité au niveau national - Mise à disposition de nouvelles perspectives sur le niveau de la qualité de la formation professionnelle dans les pays participants par rapport à d'autres pays européens - Sensibilisation accrue EQAVET entre les prestataires de formation et les intervenants - Amélioration des systèmes d'assurance de la qualité dans l'efp - La confiance commune entre les différentes parties des systèmes nationaux d'efp et entre les différents pays Projet BEQUAL + vise à atteindre les objectifs suivants : d'examiner les approches existantes en matière d'assurance de la qualité dans les 2

3 Information sur le projet Élargir BEQUAL Outil d'analyse comparative et de la Communauté de pratique pour ( BG1- Leo ) pays participants transférer, adapter et piloter l'outil d'étalonnage en Bulgarie, la Turquie et l'italie développer de nouvelles versions linguistiques du portail thématique, à savoir la Bulgarie, la Turquie et l'italien d'enrichir le portail thématique avec divers contenus, documents, liens, articles, vidéos de diffuser et de promouvoir l'outil d'étalonnage au niveau régional, national et européen de collaborer dans le développement de produits et de pratiques d'assurance de la qualité Le contenu innovant transféré se compose de: outil de référence électronique pour l'assurance de la qualité dans l'efp, qui offre la possibilité pour les prestataires d'efp de comparer leurs performances avec des institutions similaires dans leur pays ou dans d'autres pays européens, et permet d'identifier leurs points forts et faibles, créant ainsi les conditions préalables à l'amélioration ; réseau de partage Web basé sur la qualité et le bon centre de pratique instituant la Communauté de pratique (CoP ) dans le domaine de l'assurance de la qualité dans l'efp ; Portail thématique comme un point de départ pour les praticiens, les chercheurs et les décideurs politiques en matière d'efp référence; Thèmes: Sectors: Types de Produit: Information sur le produit: Page Web du projet: *** Enseignement Basé sur le contenu innovant développé, BEQUAL + va s'adapter et piloter l'outil de référence pour l'assurance de la qualité dans l'efp, permettra d'élargir la communauté de pratique, impliquant plusieurs pays, et permettra d'améliorer le portail thématique avec les nouvelles versions de langues et de nouveaux contenus. Il utilisera l'ensemble de principes communs pour l'analyse comparative qualité des prestataires d'efp, déjà élaboré selon la méthode choisie et leur adaptation aux caractéristiques des systèmes d'efp des pays participants et à la EQAVET. Le portail thématique sera enrichie de versions nationales contenant des informations spécifiques d'intérêt national. Il fournira l'occasion d'enrichir le recueil de bonnes pratiques et de développer la CdP. 3

9 Produit 'Multilingual online benchmarking tool' Titre: Multilingual online benchmarking tool Type de Produit: Site Internet Texte marketing: The national versions of the tool reflect the features of the local VET systems and the demands of local VET providers, thus creating value added for the users of the 3 countries. It could be considered a key milestone for development and adoption of self-evaluation approaches and assessment culture as part of the quality assurance in VET. Ultimately, it is expected that this will contribute to enhanced quality assurance in VET. The tool is customized according to the EQAVET requirements and QA cycle and could help VET institutions to bring their practices in line with EQAVET. Description: The BEQUAL benchmarking tool is an on-line multiple choice questionnaire to be filled in by VET providers. Each question is available in a single screen, it has a short title, the full question and some indicative examples of practices of VET institutions to fulfil the specific indicator. Each institution has to self-assess its state of fulfilment of the indicator in question. The report generated as a result of self-evaluation of the respective VET institution identifies the 3 strongest points and 3 ones that need improvement compared with those of the competition it selects and compare its processes with those of other training providers of the same type or other types, in the same or other European countries. The online benchmarking tool is available on Bulgarian, Turkish and Italian on the BEQUAL portal ( The national versions are adapted to reflect the demands and expectations of local users. The tool offers VET institutions from Bulgaria, Turkey and Italy the possibility to compare their quality processes and practices,to identify their strong points and processes to be improved compared to competition. It also offers VET stakeholders, policy makers and consultants information on which indicators are at a good point of fulfilment by the majority of VET institutions concerned and which points need to be further enhanced. In each country version the different types of VET available are addressed with the names they are called in the national VET system. Cible: VET providers and stakeholders, policy-makers, researchers Résultat: According to 91% of participants in piloting, the tool has the potential to promote the practical application of approaches to quality assurance in VET organizations. The pilots revealed an significant potential for utilization of the BEQUAL tool in the quality assurance practices of local VET providers. The benchmark data accumulated consists of collection of quality profiles (answers to the questionnaire). Online accumulation of such data allows better and more representative benchmarking of quality assurance processes in VET providers. The database provides opportunity for VET providers to benchmark their quality assurance procedures against similar organizations in their country, or in other countries of interest. The collection of good practices expands sharing of information, knowledge and experience related to quality assurance in VET and allows VET providers to learn from each other. Description: Following elaboration and upload of the Good practices template, project partners undertook series of networking activities for VET providers, including direct contacts with managers of VET institutions, organisation of workshops in all partners' countries, presentations in conferences and other events, etc. in order to rise interest for submission of good practices. 11 Produit 'National versions of the thematic internet portal' Titre: National versions of the thematic internet portal Type de Produit: Site Internet Texte marketing: The thematic portal addresses the needs of VET training providers, policy makers and stakeholders for information, communication, discussions and networking in the field of quality assurance in VET and particularly the promotion of the use of EQAVET. It enables sharing of experience, networking and mutual learning, and contributes for raising awareness among target sectors. Description: Development of Bulgarian, Turkish and Italian versions of the BEQUAL thematic portal hosted in the address The portal consists of the front end and the back end for its administration. The national versions of the portal include the following sections: - Benchmarking tool - Statistics - Good practices - VET blogging - Interviews - Articles - Links - Documents - Login module - Users' menu The national versions are not identical with the English one. The core information is the same, but national versions include additional information of national interest, such as articles, links, documents, news, etc. All the partners enriched the thematic portal with various content, documents, links, article. All sections of the portal are well populated and have images, videos etc. to attract visitors and serve their needs. Special series of articles related to quality assurance and latest developments in the European QA framework and policies has been developed by project partners and has been uploaded in English, Bulgarian, Turkish and Italian. Partners are committed to continue to upload such articles after the end of the project. Additionally, partners selected and uploaded legal documents, papers, surveys, and other documents of national interest that could help local VET providers in their practice. The idea is to establish a reference point for VET providers and stakeholders, practitioners, policy-makers, researchers. Cible: VET providers and stakeholders, policy-makers, researchers, general public Résultat: The portal contributes to expansion of the network of BEQUAL sers and visitors, as well as to expansion in sharing of information, knowledge and experience related to quality assurance in VET. VET providers from Bulgaria, Turkey and Italy can find useful links and resources related to quality assurance, express their opinions in BEQUAL LinkedIn Group, twitter. The portal ensures sustainability and correct use of the project results.
