Madam, Following the delivery of the file made by Mrs Sophie Gbadin, of the Permanent Delegation of the RCA to UNESCO, I have the honor to communicate the information hereunder for the registration of EUCLID to the Directory of your Association. This is: - EUCLID (EUCLID University) is an intergovernmental institution with a university character and which has the official headquarters in Bangui;

4 - The intergovernmental convention, governed by international law confirms the legal status, mandate, and the statutes of EUCLID: EUCLIDE / EUCLID (Euclid University) (which can also be called Pôle Universitaire Euclide), already has and continues to have international legal personality, non-profit status, and capabilities such as necessary for the exercise of its functions and to carry out its objectives EUCLID is authorized to confer degrees, titles and certificates accredited by the Ministries of Education of Participating Parties (Article I) EUCLID s operations are regulated by its statutes (considered as annex) which are officially posted at (Article III)» Therefore, the Government of the Central African Republic and the RCA National Commission for UNESCO request the registration of EUCLID to the international directory as an accredited institution with a University character with other Universities / Regional and intergovernmental Institutions ). 6 EUCLIDE Page 2 EUCLIDE (Pôle Universitaire Euclide ou «Euclid University») est une organisation internationale intergouvernementale ayant une charte universitaire et créée en Ses États participants sont : Saint Vincent et les Grenadines, Sierra Leone, Érythrée, Ouganda, Vanuatu, Bénin, Sénégal, Comores, Burundi et la République centrafricaine. Sa mission principale est de former des fonctionnaires gouvernementaux et des groupes d'intérêt prioritaire pour ses États participants, mais aussi d'offrir des formations spécialisées à distance à un nombre limité d'étudiants du grand public. En tant qu'institution autonome, EUCLIDE est le résultat de l'adoption par les États participants des programmes académiques développés par le «Pôle d Extension Universitaire Euclide» qui est un consortium d'universités (dirigé par les universités de Bangui et de N Djamena) établi en EUCLIDE est également un partenaire académique d autres organisations intergouvernementales telles que la CEDEAO (Communauté Economique des Etats d'afrique de l Ouest), la CICI (Chambre Islamique de Commerce et d Industrie, une institution de l'organisation de la Conférence Islamique) et le CAFRAD (Centre Africain de Formation de Recherche pour le Développement). Dans le cadre d'une initiative conjointe avec la CICI approuvée en 2009, l'université a conçu et offre maintenant une certification professionnelle et une maîtrise en Finance islamique. En 2008, EUCLIDE a été approuvée par le ministère érythréen de l'éducation et par la Commission européenne pour offrir des programmes de développement professionnel à distance pour 60 enseignants du ministère, résultant avec la remise de diplômes de bacheliers et maîtrises en éducation délivrés conjointement avec l'université de Bangui. En accord avec ses statuts, les instituts spécialisés d EUCLIDE sont : l'organisation internationale pour le développement durable (IOSD), le Centre écologique sur la désertification et de reboisement, l Institut universitaire «EuroState» et l'institut international pour la diplomatie interreligieuse. Sous ce rapport, EUCLIDE offre des programmes d'études supérieures dans le domaine du dialogue interreligieux et de la diplomatie, ainsi qu en développement durable. L'Université dispose d'un personnel académique propre d'environ 20 professeurs et dessert environ 200 étudiants.

8 EUCLIDE Page 4 EUCLID (Euclid University) is an international intergovernmental organization with a university charter established in Its Participating States are Saint Vincent and the Grenadines, Sierra Leone, Eritrea, Uganda, Vanuatu, Benin, Senegal, Comoros, Burundi and the Central African Republic. Its primary mission is to train government staff and groups of special interest for its Participating States, but also to offer focused distance education to a limited number of general public students. As an autonomous institution, EUCLID is the result of the adoption by the Participating States of academic programs developed by the Pôle d Extension Universitaire Euclide, a consortium of universities (led by the University of Bangui and the University of N Djamena) established in EUCLID is also an educational partner for other intergovernmental bodies: ECOWAS (Economic African Community of Western African States), ICCI (Islamic Chamber of Commerce and Industry, an institution of the Organization of the Islamic Conference) and CAFRAD (African Training and Research Centre in Administration for Development). As part of a joint initiative with ICCI approved in 2009, the University has developed and now delivers a professional certification and Master s degree in Islamic Finance. In 2008, EUCLID was approved by the Eritrean Ministry of Education and the European Commission to deliver distance-based professional development programs to 60 teachers of the Ministry, resulting in Bachelor s and Master s in Education to be jointly issued with the University of Bangui. According to the Statutes, its specialized institutes are the International Organization for Sustainable Development, The Center for Ecological Desertification and Reforestation, the EuroState University Institute and the International Institute for Inter-Religious Diplomacy. Accordingly, EUCLID offers graduate programs in interreligious dialogue and diplomacy, as well as in sustainable development. The University has an academic staff of about 20 and serves about 200 students.

Definition of "Recognized Higher Education Institution" in the Central African Republic: For purposes of the UNESCO Portal on Higher Education Institutions, recognized higher education institutions refer to: A. Information on higher education system Description of the education system The government has created three ministries to administer specialized aspects of national education. The Ministry of Higher Education and Scientific Research is directly responsible for the oversight of public and private institutions of higher learning. Public institutions have now adopted the principle of the License / Master / Doctorate system (which is not yet implemented in all the establishments).

20 Ministries/departments responsible for education Ministère de l'enseignement supérieur et de la Recherche scientifique (Ministry of Higher Education and Scientific Research) Quality assurance mechanisms The government, through the Ministry of Higher Education departments and through the Prime Minister s office, effectively ensures compliance with national standards for the concerned institutions. At the University of Bangui, Quality Assurance is further ensured by the trainers of the CPU (Centre Pédagogique Universitaire) who validate the training and follow-up of teachers in terms of higher education pedagogy. 5. Information on foreign credential assessment and recognition Description (procedure): In the Central African Republic, credential assessment and recognition of qualifications is done by individual Institutions of Higher Education for prospective students. Students may also consult with the Permanent Delegation of the Central African Republic to UNESCO.
