Present: Mayor Mel Norton Deputy Mayor Rinehart and Councillors Farren, Fullerton, McAlary, Norton, Reardon, and Strowbridge - and K. Forrest, Commissioner of Growth and Development/Acting City Manager; S. Brittain, Solicitor; G. Yeomans, Commissioner of Finance and Administrative Services; W. Edwards, Commissioner of Transportation and Environment Services; A. Poffenroth, Deputy Commissioner; M. King, Police Staff Sgt.; J. Taylor, Assistant Common Clerk; J. Beltrandi Chown, Administrative Assistant 1. Call To Order - Prayer Mayor Norton called the meeting to order. Deputy Mayor Rinehart offered the opening prayer. 1.1 Committee System in the City of Fredericton Mayor Norton welcomed Stephen Chase, the Deputy Mayor of the City of Fredericton and Chris MacPherson the Chief Administrative Officer of the City of Fredericton. Deputy Mayor Chase provided a brief overview of the committee system of governance used by the City of Fredericton. He explained that the committees contribute to city business by making recommendations to Council and providing ample time for the public to become acquainted with issues. Referring to a submitted presentation, Mr. MacPherson outlined some of the programs areas of the City of Fredericton and he briefly discussed the standing committees and benefits of the committee system. Responding to a question regarding transparency, Deputy Mayor Chase stated that the public typically has two or three opportunities to consider as specific issue, noting that in his view the public has more access to information with the committee system. 1.2 City Manager: City of Saint John Core Service Review On motion of Councillor McAlary Seconded by Councillor Reardon RESOLVED that item 1.2 City Manager: City of Saint John Core Service Review be lifted from the table. Question being taken, the motion was carried. Referring to a submitted report, Ms. Hamilton explained the City Manager was directed by Council to issue a Request for Proposals for consulting services to be engaged on an as-needed basis. Responding to a question Ms. Hamilton clarified that the consultants will drive the facilitation of the public engagement workshops and the content. She added that staff will support the initiative by doing the groundwork and being present to assist in facilitating all four of the planned workshops to reduce the cost. Councillor Farren stated that he would not support the proposal, noting that a study is not required to identify Council s priorities. Councillor Fullerton stated that she would not support the proposal because of the cost. Responding to questions, Ms. Hamilton stated that the results of the community engagement process would be supplied to Council in sufficient time to prepare for the 2013 budget and to set priorities for the next year. 4

4 COMMON COUNCIL/CONSEIL COMMUNAL SEPTEMBER 04, 2012/LE 04 SEPTEMBRE 2012 On motion of Councillor McAlary Seconded by Councillor Reardon RESOLVED that 1. The submitted proposal by Performance Concepts Consulting Inc. dated August 9 th, 2012 in response to Request for Proposal P City of Saint John Core Service Review be accepted and a contract awarded to Performance Concepts Consulting Inc. in the amount of $67,500 plus taxes; and 2. The Mayor and Common Clerk be authorized to execute the necessary document. Question being taken, the motion was carried with Councillors Farren, Fullerton and Strowbridge voting nay. Responding to a question regarding switching to a committee form of governance Mr. Forrest stated that Council should consider what other information it needs to make a decision and what structure would allow the most productive conversations on the issues. On motion of Councillor Farren Seconded by Deputy Mayor Rinehart RESOLVED that the Committee system form of government be referred to the Common Clerk to be placed on the next available Council agenda; and further that the Common Clerk be directed to provide Council with information on other New Brunswick municipalities that are currently using a committee system. Question being taken, the motion was carried. On motion of Councillor McAlary Seconded by Deputy Mayor Rinehart RESOLVED that the Council meeting of September 4, 2012, be adjourned. Forrest, commissaire aux services de développement et de croissance/directeur général par intérim; S. Brittain, avocat; G. Yeomans, commissaire aux services financiers et administratifs; W. Edwards, commissaire aux services de transport et d'environnement; A. Poffenroth, commissaire adjointe; M. King, sergent d'état-major du service de police; J. Taylor, greffier communal adjoint; J. Beltrandi Chown, adjointe administrative 1. Ouverture de la séance, suivie de la prière La séance est ouverte par le maire Norton. La mairesse suppléante Rinehart récite la prière d'ouverture. 1.1 Système des comités de la Ville de Fredericton Le maire Norton souhaite la bienvenue au maire suppléant, Stephen Chase, ainsi qu'au directeur général, Chris MacPherson, de la Ville de Fredericton. Le maire suppléant Chase donne un bref aperçu du mode de gestion du système des comités utilisé par la Ville de Fredericton. Il explique que les comités contribuent au bon fonctionnement des opérations municipales en faisant des recommandations au conseil et en accordant suffisamment de temps au public de se familiariser avec les questions. Faisant référence à une présentation antérieure, M. MacPherson présente certains des domaines d'action des programmes de la Ville de Fredericton et parle brièvement des comités permanents et des avantages du système des comités. En réponse à une question concernant la transparence, le maire suppléant Chase précise que le public dispose habituellement de deux ou trois occasions pour aborder une question précise, faisant remarquer que le public a un meilleur accès à de l'information avec le système des comités. 1.2 Directeur général : Examen des services de base de The City of Saint John Proposition de la conseillère McAlary Appuyée par la conseillère Reardon RÉSOLU que le point 1.2 Directeur général : Examen des services de base de The City of Saint John soit soumis aux fins de discussion. À l'issue du vote, la proposition est adoptée. Faisant référence à un rapport déposé antérieurement, M me Hamilton explique que le directeur général a été chargé par le conseil de lancer une demande de propositions en vue de retenir les services de consultants lorsque cela est nécessaire. En réponse à une question, M me Hamilton précise que les consultants dirigeront les ateliers sur la mobilisation du public et s'occuperont du contenu de ceux-ci. Elle ajoute que le personnel appuiera l'initiative en préparant le terrain et en étant présent pour aider à diriger les quatre ateliers prévus afin de réduire les coûts. Le conseiller Farren affirme qu'il n'appuiera pas la proposition, faisant remarquer qu'une étude n'est pas nécessaire pour établir les priorités du conseil. La conseillère Fullerton indique qu'elle n'appuiera pas la proposition en raison du coût. 6

6 COMMON COUNCIL/CONSEIL COMMUNAL SEPTEMBER 04, 2012/LE 04 SEPTEMBRE 2012 En réponse à des questions, M me Hamilton déclare que les résultats du processus de mobilisation communautaire seraient fournis au conseil assez longtemps d'avance avant la préparation du budget 2013 et l'établissement des priorités de l'année prochaine. Proposition de la conseillère McAlary Appuyée par la conseillère Reardon RÉSOLU que 1. la proposition soumise par Performance Concepts Consulting Inc., datée du 9 août 2012, en réponse à la demande de propositions P pour l'examen des services de base de The City of Saint John, soit acceptée et que le contrat soit accordé à Performance Concepts Consulting Inc., pour la somme de $, taxes en sus; 2. que le maire et la greffière communale soient autorisés à signer le document contractuel nécessaire. À l issue du vote, la proposition est acceptée. Les conseillers Farren et Strowbridge et la conseillère Fullerton votent contre la proposition. En réponse à une question concernant le passage au mode de gestion du système des comités, M. Forrest déclare que le conseil devrait réfléchir aux autres renseignements dont il aurait besoin pour prendre une décision ainsi qu'à la structure qui permettrait d'avoir les conversations les plus productives sur les questions. Proposition du conseiller Farren Appuyée par la mairesse suppléante Rinehart RÉSOLU que la question du mode de gestion du système des comités soit transmise à la greffière communale afin qu'elle figure au prochain ordre du jour du conseil et que la greffière communale soit chargée de fournir au conseil de l'information sur d'autres municipalités du Nouveau-Brunswick utilisant actuellement le système des comités. À l'issue du vote, la proposition est adoptée. Proposition de la conseillère McAlary Appuyée par la mairesse suppléante Rinehart RÉSOLU que la réunion du conseil du 4 septembre 2012 soit levée.
