1 CIRCULAR Date: June 5, 2017 CIRCULAR NUMBER: EIA # Alternate Programs: To: Subject: Community Social Service Supervisors/Program Managers RENT ASSIST MASS RATE CHANGE Reference: , R, , R Replaces: Type: Policy Procedure Rate Information Effective Date: June 13, 2017 The purpose of this circular is to provide information about the upcoming mass rate change in SAMIN for cases in private rent and cases receiving the Rent Assist supplement. Annual increases to Rent Assist rates will take place for the July benefit month to keep maximum benefits aligned with 75 per cent of Median Market Rent. Mass Rate Change Rent Assist rates will increase for all family sizes in private rent, board and room and for homeowners. For clients in private rent, both the excluding utilities and including utilities rates will increase. See the attached table for the new rates by household size. Homeowners will see an increase in their supplement amount. See the attached table for the new homeowner supplement by household size. Board and Room clients will see an increase to their supplement amount of $10 (to $140). The board and room supplement is the same for all household sizes and types of board and room. Please note that despite the increases to the rates mentioned above, clients in approved excess situations may not see a net increase to their shelter benefits. There will not be an increase to any of the subsidized rates, and the subsidized rate structure will remain the same.

2 No formal communication of this increase is being sent to clients. EIA Programs has updated the attached handouts which explain the July Rent Assist increases. Staff may provide these handouts to clients on request. Please note that there are a number of changes that will be made to the non-eia Rent Assist program which will result in some clients receiving reduced benefits. These changes will have no impact on EIA clients; however, staff may receive calls from EIA clients who may hear about the changes and have questions about how they would impact them. 6 Rent Assist Rates for Home Owners Rent Assist rates are set according to the cost of rental housing in Manitoba, which changes every year. If the cost of rental housing increases, the Rent Assist Supplement for eligible home owners will also go up. If the cost of rental housing goes down or stays the same, the Rent Assist Supplement for eligible home owners will not change. This adjustment in rates will occur in July each year.
