6 Editotial Message de Monsieur Kamel BENNACEUR, Ministre de l Industrie, de l Énergie et des Mines La Tunisie vient de franchir l un des pas qui la séparent du monde développé en ajoutant le chainon manquant, celui de la démocratie, de la liberté d'expression et de la dignité de sa population, sans lequel aucune nation ne peut prétendre atteindre le stade de développement nécessaire pour asseoir sa souveraineté, son indépendance et ancrer son économie dans le contexte de la mondialisation. Ces fondamentaux, chèrement acquis par ses forces vives et en particulier sa jeunesse à la recherche de meilleures conditions sociales, au delà des tiraillements, sans doute inévitables et parfois douloureux, vont permettre aux entreprises implantées en Tunisie et celles à venir, une visibilité meilleure sur le long terme, d'accéder à plus de transparence et de bénéficier des avantages accrus d'une bonne gouvernance d'où seront exclues toutes formes de prévarication. Avec une nouvelle Constitution adoptée, un gouvernement délié de toute affiliation politique, le soutien des pays partenaires et l'amélioration du climat et de l'environnement des affaires, les ingrédients sont maintenant réunis pour conduire la Tunisie sur la voie de la stabilisation et de la pérennité de son devenir. Afin d'y parvenir, le pays s'est attelé au redressement des déséquilibres économiques et financiers tout en s'attachant à redonner également espoir à sa population et notamment sa jeunesse formée et compétente. Il importe de souligner que la Tunisie, petit pays par sa dimension géographique, est grande par ses compétences en ressources humaines, par sa capacité d'assimiler et de maîtriser les nouvelles technologies, par son ouverture sur l'innovation et sa proximité de marchés porteurs, une image, certes insuffisamment connue, mais néanmoins réelle. Cette démonstration se fera immanquablement à travers ce qui se réclame tous les jours, un partenariat public-privé au concret. Telle est l approche adoptée par la Tunisie toujours avec cette volonté de recherche d'une politique consensuelle entre Gouvernement, patronat, syndicat et les autres composantes de la société civile. Il reste que l'ensemble ne peut en effet se concevoir ni se construire sans la participation active et effective de l'entreprise, qui se trouve face à une multitude d'opportunités. Elle gagnerait à les saisir, particulièrement au niveau des régions intérieures du pays lesquelles disposent d'intéressantes potentialités qui n'attendent qu'à être valorisées. Ainsi le Carrefour d'affaires et de Technologies, CAT 2014, dont la sixième édition va se tenir à Tunis du 16 au 18 octobre 2014, vient à point nommé pour permettre aux participants attendus, d'examiner, sur le terrain, les différentes opportunités d'investissements offertes tant à travers les thématiques qui feront l'objet de débats et d'échanges que des rencontres B2B pré programmées sur la base de projets de partenariat présentés par des partenaires tunisiens inscrits dans le présent document. Les quelques milliers de participants qui vont se côtoyer et se rencontrer à cette occasion, entreprises comme institutionnels, tant tunisiens qu'internationaux, sauront, avec le soutien des organisateurs mobilisés à cet effet, tirer avantage de leur présence en Tunisie, durant les trois journées du CAT 2014, pour la prospérité de leurs initiatives respectives. Ils pourront également se rendre compte de la volonté de la Tunisie à montrer au monde qu'elle veut et qu'elle peut réussir dans ses efforts 4

7 Editotial Message of Mr. Kamel BENNACEUR, Minister of Industry, Energy and Mines Tunisia has just taken a further step towards the developed world by adding the missing link, that of democracy, freedom of expression and dignity of its people, without which no nation can claim to reach the stage of development necessary to establish its sovereignty, independence and to anchor its economy in the context of globalization. Kamel BEN NACEUR, Ministre de l Industrie, de l Energie et des Mines Hard-won by its vital forces and especially its youth in search of better social conditions beyond surely inevitable but sometimes painful conflicts, these fundamentals will provide companies operating in Tunisia and future ones improved visibility over the long term and ensure access to greater transparency while enjoying increased levels of good governance where all forms of abuses will be excluded. With a newly adopted constitution, a government acting freely from any political affiliation, the support of partner countries and an improved investment climate and business environment, the ingredients are now combined to lead Tunisia on the path of stabilization and sustainability of its future. To achieve this, the country is committed to the recovery of economic and financial imbalances while also endeavoring to restore hope in the heart of its population and in particular its youth. It is important to emphasize that Tunisia, a small country by its geographical dimension is a large one in terms of skills within its human resources, its ability to absorb and master new technologies, its openness to innovation and proximity to growth markets. This picture is certainly not yet adequately explored, but nonetheless real. This demonstration will inevitably go through what is called for everyday: the materialization of a public-private partnership. This is the approach adopted by Tunisia always with the desire to search for political consensus between government, employers, unions and other components of the civil society. Nevertheless nothing can indeed be conceived or built without the active and effective participation of businesses, which are facing a multitude of opportunities. They would greatly benefit from seizing them, particularly in inland regions of the country which have interesting potential just waiting to be explored. The Business and Technology Exchange, CAT 2014, the sixth edition of which will be held in Tunis from 16 to 18 October 2014, is held just in time to allow expected participants to consider on the ground the various investment opportunities offered both through the themes that will be subject to discussion and exchanges and through the B2B meetings prearranged according to partnership projects submitted by the Tunisian partners listed in this document. The thousands of participants who will mingle and meet on this occasion, such as institutional businesses, both Tunisian and foreign, with the support of the organizers mobilized for this purpose, will take advantage of their presence in Tunisia, during the three days of CAT 2014 for the prosperity of their respective initiatives They will also realize the determination of Tunisia to show the entire world that it wants and has the capacity to succeed in its efforts. 5

Une terre magique qui a tant séduit les étrangers à travers les temps, et un air qui vient d être enrichi par une bouffée de liberté tant attendue et espérée. Un peuple réputé par sa gentillesse et son hospitalité et qui, depuis le 14 janvier 2011 a exprimé sa soif de liberté, de la démocratie et de bonne gouvernance. En plus des atouts structurels et historiques, de nouvelles donnes, telle que la transparence, Etat de droits et bonne gouvernance, ne peuvent que renforcer l attractivité et la compétitivité du site tunisien, aussi bien pour les entreprises tunisiennes qu internationales. Dans un environnement de plus en plus concurrentiel et incertain, et en présence d une économie globalisée et évolutive une seule certitude : seules survivront et se développeront les entreprises capables de défricher de nouveaux secteurs d activité, de développer des créneaux porteurs par leur créativité et d exploiter des marchés existants en y prenant une place prépondérante grâce à leur compétitivité et à leur capacité d innover. 9 Message of the Organizer SMEs Spring: TUNISIA Displays its Assets In Tunisia, the air is so mild that it prevents you from dying. This sentence of the famous writer Gustave Flaubert shows the picture that everyone has of Tunisia, namely an open, tolerant and welcoming country with a three thousand-year-old history. A magical land that deeply enchanted foreign visitors across time, and an air refreshed by a whiff of freedom that was long awaited and expected. To the visitors of this land, beware of everything that can bewitch you: the landscapes, the climate, the culture... and especially the people. A people known for their kindness and hospitality and, since January 14, 2011 expressed their desire for freedom, democracy and good governance. In addition to structural and historical strengths, the advent of new realities, such as transparency, the rule of law and good governance, can only strengthen the attractiveness and competitiveness of the Tunisian site, for both Tunisian and international companies. In an increasingly competitive and uncertain environment, and in a context of a globalizing and continuously changing economy there is only one certainty: only the companies that are capable of opening up to new industries, of developing niches with their innovation and of exploiting existing markets by taking a dominant position thanks to their competitiveness and their ability to innovate will survive and grow. 19 LES INDUSTRIES AGROALIMENTAIRES EN TUNISIE AGRIFOOD INDUSTRIES IN TUNISIA Secteur phare de l industrie Tunisienne L industrie agroalimentaire compte parmi les premières activités industrielles du pays. Depuis quelques années, elle connait une vraie dynamique caractérisée par la croissance, l amélioration de la qualité et la diversification de la production. La production a atteint MTND en 2012 contre MTND en 2008 enregistrant un taux de croissance annuel moyen de 6%. Le secteur agroalimentaire compte entreprises, employant plus de 10 personnes dont 198 entreprises totalement exportatrices. Les entreprises dont l effectif est supérieur ou égal à 10 salariés emploient personnes dont pour les entreprises totalement exportatrices et pour les entreprises non totalement exportatrices, représentant ainsi 14% de l ensemble des emplois du secteur manufacturier. On dénombre 260 entreprises du secteur agroalimentaire certifiées : ISO, HACCP, OHSAS Partenariat International On compte 113 entreprises à participation étrangère dont 29 sont à capitaux 100% étrangers et 84 entreprises sont en partenariat. Les principales marques étrangères présentes en Tunisie sont : Coca-Cola, Danone, Candia, Yoplait, Mamie-Nova, Nestlé, Président, Heinz, Orangina, Nabisco, Alsa, Knorr, Maïzena, Reynolds, Chambourcy, Emmi,..etc Secteur Exportateur Les exportations du secteur sont passées de millions de dinars en 2008 à millions de dinars en La branche huile d olive en constitue 48%, les produits de la mer 12% et les dattes 17% et ce pour l année The leading sector of Tunisian industry The agri-food industry is one of the first industrial activities of the country. In recent years, it experienced a real momentum characterized by growth, an improved quality and a diversified production. Production reached 10,668 million TND in 2012 compared to 8,444 million TND in 2008, averaging an annual growth rate of 6%. The agri-food sector comprises 1,043 companies with a workforce of more than 10 employees including 198 totally exporting companies.
