21 Remarks Prepared for OGS Regional Manager Michael Munnis At the ACI Regional Security Conference Session 7: Capacity Building Experience in the Region and Drawing Support from Others Dakar, Senegal Wednesday, April 9, 2014 Good afternoon distinguished guests. It is a true pleasure for me to be joining you again at the ACI Regional Security Conference. I am particularly pleased to take part in an event such as this, because it underscores the need for international cooperation and engagement if our aviation security efforts are to be successful. I met many of you yesterday when I spoke at Session 3, and I have enjoyed speaking with you between sessions and discussing the important work we do. For those of you whom I have not met yet, my name if Michael Munnis and I m the Regional Manager for the Africa and Middle East team in the Office of Global Strategies (OGS) in the Transportation Security Administration (TSA), a component of the U.S. Department of Homeland Security (DHS). As Regional Manager, I am responsible for the development and advancement of TSA s priorities within Africa and the Middle East, which encompasses 68 countries with 18 Last Point of Departure Airports (known as LPDs). The vast differences in security capabilities at these airports, beset by diverse and unique threat environments, would have compelled anyone to seek out experience in the region and draw support from others; TSA is no exception. As you know, threats to civil aviation transcend national borders and affect the security and economic prosperity of the entire international community. Consider the steady string of attempted terrorist attacks on civil aviation in the almost thirteen years since September 11, 2001: Richard Reid, the so-called shoe bomber in December 2001 The August 2006 liquids plot to bring down multiple aircraft between the United Kingdom and the United States The failed bombing on December 25, 2009, by Umar Farouk Abdulmutallab, the so-called underwear bomber 1

22 The October 2010 air cargo plot in which sophisticated improvised explosive devices were placed inside toner cartridges and placed on cargo flights coming to the United States The location and transit points for plots such as these underscore the fact that strong, timely collaboration, both domestically and internationally, is essential. This is why our efforts are so focused on global aviation security. Cooperation with international partners is critical to secure civil aviation networks in an efficient and cost-effective way. We can accomplish this goal around the globe and do so in a cooperative and mutually-beneficial way. We can likely agree then, that capacity building is a team effort; all airport and aviation stakeholders need to be engaged. TSA believes this, and it guides much of our international engagement. To be successful, we need to work with stakeholders to provide as much targeted outreach, engagement, and capacity development as possible. Today, I want to share with you TSA s experience in the region and where we have drawn support from others and to discuss the type of targeted training and technical assistance we can provide. TSA provides aviation security assistance through a variety of mechanisms: Training: Formal classroom training focused on aviation security (what we all know as AVSEC) fundamentals (e.g., Preventive Security Measures, Air Cargo Security, etc.). Technical Assistance and Subject Matter Expert Exchanges: (e.g., equipment loans, assistance developing technology deployment Concept of Operations/Standard Operating Procedures, review of current use of technology to identify opportunities for enhancement and optimization, etc.). Program Development: Sharing best practices to facilitate the development of new AVSEC capabilities. At this point, it is important to make clear that TSA seeks to engage in capacity building programs with partners that are committed to implementing and sustaining the knowledge and capabilities attained through capacity development assistance. 2

23 For example, whenever possible, TSA can provide equipment and possibly training on how to use the equipment. But there are limited gains on this investment if there is not a commitment to sustaining the equipment, providing routine maintenance, training, and replacing consumable items all of which are necessary to keep a high-technology piece of equipment functioning effectively. The same is true for other aviation trainings that TSA provides. There needs to be a commitment from the party receiving training to implement and sustain what is learned. One of the best ways TSA can ensure that its training is helpful is hearing from you and other stakeholders on best practices. Sharing best practices helps us align and focus training on the specific goals of the aviation security partner receiving the training. For example, TSA would like to actively partner with AFCAC to develop and share best practices in order to improve security domestically, at LPDs, and throughout the region. I would like to provide a few examples of recent training TSA has conducted in Africa. Regional Training o In the last year, TSA collaborated with both the Banjul Accord Group and South African Development Community to provide regional training for their Member States. Regional assistance aims at maintaining effective security at locations and provides a forum for participants to share best practices and lessons learned. In addition, by collaborating with regional organizations, TSA is able to provide training to a wider audience and can help reinforce the regional connections at the center of an integrated civil aviation network. Bilateral Training o TSA works with the Department of State Antiterrorism Assistance Program, or ATA, to offer formal training of civilian security and law enforcement personnel from friendly governments in police procedures that deal with terrorism. The Department of State s Diplomatic Security Officers also work with host country governments and Embassy teams to develop the most effective means 3

24 of training for bomb detection, crime scene investigation, airport and building security, maritime protections, and VIP protection. o Another example of training TSA offers is through collaboration with the Department of Transportation s Safe Skies for Africa Program. Since 1998, Safe Skies has provided critical assistance to countries in sub-saharan Africa to help them follow International Civil Aviation Organization guidelines for aviation safety and security. TSA works to deliver security training courses to eligible states so that they can meet these rigorous international standards. Bilateral Technical Assistance and Subject Matter Expert Exchanges o Just last month, in response to continued collaborative training efforts, TSA invited delegations from Ghana and Nigeria to visit major U.S. airports in Atlanta and Miami, which provided another great opportunity to share our best practices. At these airports, TSA was happy to convey information on screener certification; screening optimization; cargo security screening; unpredictable application of countermeasures; interaction with airport stakeholders; Advanced Imaging Technology usage; explosive trace detection equipment; and bottle-scanning equipment for liquids, aerosols, and gels. TSA also shared information on how to manage access to the airport sterile areas and the air operations area. We have received positive feedback from the delegations we have hosted, and it is a program we plan to continue. o TSA also provides assistance for countering the threat posed by Man- Portable Air Defense Systems (MANPADS). These visits can focus either on conducting a site assessment to determine a local risk to MANPADS or on providing counter-manpads assistance. In closing, I am hopeful you will be able to put some of the initiatives you have heard discussed this week to counter the continued threat to civil aviation. The partnerships developed at this conference play a critical role in mitigating the threat to the international civil aviation network. Thank you again for participating at this conference, thank you to the ACI for hosting such a successful event, and thank you for what you do every day to help 4

25 keep our international aviation system safe and secure. I look forward to additional opportunities for our organizations to work together. And, in that vein, I would like to remind you of a seminar being delivered on developing a risk model framework tomorrow (Friday), here at the King Fahd Palace Hotel at (enter time), hosted by the TSA Deputy Assistant Administrator for the Office of Global Strategies and my boss Ms. Vicki Reeder. During this two-hour session, Ms. Reeder will provide you with a roadmap on how to observe and analyze risk. This model can be easily replicated and developed to address challenges specifically related to your airport. The session will explore likely attack paths and methods of a potential assailant and discuss countermeasures in place to mitigate vulnerability. I hope you will join us for that session, and thanks again for allowing me to share with you TSA s capacity building efforts in Africa. I am happy to take any questions on this topic or Friday s risk workshop. 5

29 NORMES OACI Chaque État contractant exigera de l autorité compétente qu elle veille à ce que soit établi et mis en œuvre un programme national de formation à l intention du personnel de toutes les entités qui participent à la mise en œuvre des divers aspects du programme national de sûreté de l aviation civile ou qui en sont chargées. Ce programme de formation sera conçu pour assurer l efficacité du programme national de sûreté de l aviation civile À compter du 1er juillet 2013, chaque État contractant veillera à établir et à mettre en œuvre des programmes de formation et un système de certification de formateurs en conformité avec le programme national de sûreté de l aviation civile. INTRODUCTION The International Civil Aviation Organization (ICAO), encourages that there should be cooperation and harmonization for enhancing security at airport between the State and the airport itself. These cooperation and harmonization will be achieved through different methods, eg, ICAO SARPs, NCASC and the ASC. AFCAC - African Civil Aviation Commission 3

53 COOPERATION AND HARMONIZATION FOR ENHANCING SECURITY AT AIRPORTS Development of joint efforts at the sub-regional, regional, inter-regional and global levels to support the development of institutional capacity for civil aviation security; Assuring systematic collaboration with a view to developing compatible and efficient civil aviation security regimes, particularly with the authorities in points of departure of non-stop flights arriving in our countries; AFCAC - African Civil Aviation Commission 5

NATIONAL Consider ways to cooperate with international organizations and other States so as to achieve common minimum aviation security standards that will enhance the security of civil aviation as a whole. Integration of international standards related to international cooperation into national legislation; Creation and maintenance of a National Civil Aviation Security Committee, and holding National Committee meetings as appropriate; Given the large number of government departments and agencies likely to be involved in aviation security activities within a State, an ongoing coordination between key players should be facilitated. 55 COOPERATION AND HARMONIZATION FOR ENHANCING SECURITY AT AIRPORTS The NCASC should be a standing committee that meets regularly, acting under the authority of the government as the chairperson. The NCASC should consist of senior government officials and senior representatives of the aviation industry, e.g, airport officials. The NCASC ensures the coordination of aviation security measures among departments, agencies and other entities responsible for the implementation of the NCASP, subject to the form and extent of threats. Ensure that key decision-makers share information, coordinate activities, make certain that objectives are met and coordinate the development and implementation of State policy. Airport Creation and maintenance of an Airport Committee at each airport and hold regular Committee meetings; An airport security committee should review the continued effectiveness of airport measures. The ASC should also serve as a forum to coordinate airport security arrangements, and discuss operational issues and concerns regarding the implementation of security measures and may also advise the airport security authority on issues related to airport security. Develop and operationalize the sharing of sensitive security information among different stakeholders at airports, for the purpose of eliminating insider threat. Establish an authority at each airport serving civil aviation, responsible for Coordinating the implementation of security controls; Conduct of internal quality Control activities and address noted deficiencies.
