2 INTA President Maurice Charrier, Vice President, Grand Lyon, France Elected as Councilor of Vaulx-en-Velin in 1977, in charge of Planning from 1977 to 1983, he became Deputy Mayor in 1983, then Mayor of Vaulx-en-Velin in 1985, reelected in 1989, 1995, 2001 and After resigning from his position as Mayor in April 2009 he remains City Councilor and Vice-President of Greater Lyon. District Councilor from March 1992 to March 2004, member of the Greater Lyon Council he was from September 1995 to March 2001 Vice-President in charge of retail policy. Depuis janvier 2004, il est Vice-président de la Communauté Urbaine de Lyon chargé de l Urbanisme et de la Politique d Aménagement du Territoire. Vice-président de l INTA, délégué Europe. Honorary Presidents - Présidents honoraires Michel Boscher, France Michael Gahagan, United Kingdom Lester Gross, USA Michael Gahagan is currently chair of the Centre of Refurbishment David Edmonds, United Kingdom Excellence, a national body in Stokeon-Trent devoted to refurbishing the Henrik Lisaeth, Norway housing and other stock in the UK to the highest environmental and energy efficient standards. He is also chair of the Paradigm Foundation, the charitable arm of a Housing Association. Michael joined the Civil Service from a firm of Chartered Surveyors in Manchester and subsequently became Director of Regeneration for the Government responsible for, amongst other things, Urban Development Corporations, Enterprise Zones, City Challenge and the Single Regeneration Budget in England. He was then Director of Housing responsible for implementing significant changes to national housing policy in England. Since his retirement in 2003, and before taking up his current posts, Michael chaired a major regeneration scheme in South Yorkshire, the Doncaster Housing Improvement Board and part of the Paradigm Housing Group, with about 12,000 homes in the south of England. Henry Chabert, France Henry Chabert is a Consultant on urban affairs, a private firm specialised in cultural projects. Henry Chabert was a French and European Parliamentarian, Deputy Mayor of Lyon in charge of Urban Planning, Vice President of the Urban District of Lyon, Managing Director of the Public Development Corporation of Etang de Berre near Marseilles. He was the initiator in Lyon of Plan Lumière and of the Fêtes de la Lumière He graduated from the Ecole supérieure de commerce de Lyon and the Institut des Hautes Finances. H. Chabert est consultant en affaires urbaines. Ancien député français européen, Henry Chabert est a été adjoint au maire de Lyon et vice président de la communauté urbaine de Lyon, directeur général de l établissement public d aménagement de l Etang de Berre. Il a été l initiateur à Lyon, du Plan Lumière en 1989 et des Fêtes des Lumières en Il est diplômé de l Ecole de Supérieure de Commerce de Lyon et de l Institut des Hautes Finances. Mohamed Mbarki, Morocco Mohamed Mbarki is an engineer, architect and holds a doctorate in urban planning. In the areas of housing, spatial planning and regional development, he served in the Ministry of Housing, among others, as Director of Technical Control of Construction and General Manager of the National Society of Equipment and Building, commissioned by the State for the completion of all national housing operations initiated by the ministry. He was also appointed to the group of the Caisse de Depot et de Gestion as Director General of the Riyadh Development Corporation for the project Hay Ryad (600hectares), and General Manager of the Compagnie Générale Immobilière (CGI). In March 1998 he was appointed by King Hassan II, Secretary of State for Housing in the first alternative government, and reappointed to the post by King Mohammed VI in 2000 until the end of the Parliament session in November He was Governor of Tetuan until April 2005 when he was appointed Director General of the Agency for the Promotion and the Economic and Social Development of the Prefecture and the provinces of the Eastern Region of the Kingdom. 2 3

3 M. Mohamed MBARKI, est Ingénieur, Architecte et titulaire d un Doctorat d Urbanisme. Dans les domaines de l Habitat, de l aménagement et du développement régional, il a occupé au Ministère de l Habitat, entre autres, les fonctions de Directeur du Contrôle technique de la Construction, puis de Directeur Général de la Société Nationale d Equipement et de Construction, chargée de subroger l état pour l achèvement de toutes les opérations d Habitat entamées par le Ministère de tutelle au plan national depuis sa création. Il a également été nommé, au sein du groupe de la Caisse de Dépôt et de Gestion, Directeur Général de la Société d Aménagement Ryad, pour la réalisation du projet «Hay ryad» (600 hectares), et Directeur Général de la Compagnie Générale Immobilière (CGI). En Mars 1998, il est nommé par Sa Majesté le Roi Hassan II, Secrétaire d Etat chargé de l Habitat dans le Premier Gouvernement d alternance, et reconduit à ce poste par Sa Majesté Mohammed VI en 2000, jusqu à la fin de la législature en Novembre Il est ensuite nommé Wali de Tétouan, jusqu en Avril 2005, date à laquelle il est désigné par Sa Majesté le Roi, Directeur Général de l Agence pour la Promotion et le Développement Economique et Social de la Préfecture et des Provinces de la Région Orientale du Royaume. Il est aujourd hui président d honneur de cette association. Joe Montgomery, United Kingdom Joe Montgomery is Chief Executive of ULI Europe. He was Director General of the Regions and Communities Group at CLG. The Group is responsible for the nine regional Government offices (GOs) and the Thames Gateway, where Joe has direct responsibility for the Thames Gateway Executive, coordinating the work of government departments and agencies in the Gateway. Joe Montgomery became Director General of Regions and Communities Group in September 2007, having joined DETR as Director General of the Neighbourhood Renewal Unit in March Prior to joining the Department, Joe s previous position was as Executive Director for Regeneration at Lewisham Council in London. He has extensive experience of grant-making and urban renewal from his work as Assistant Secretary to the Cadbury Trust; as Leader of the Government s Inner City Task Force (in Deptford); and as Chief Executive of one of the pathfinder City Challenge urban regeneration companies. He has, in addition, spent 7 years as a local government chief officer. He has previously served on The Joseph Rowntree Foundation s advisory panel on area regeneration and on the boards of Lewisham College and South London Training and Enterprise Council. He currently serves as a non-executive director for the Department for Transport. Joe a été président de l INTA de 2006 à Budiarsa Sastrawinata, Indonesia Budiarsa Sastrawinata is the Managing Director of Ciputra Group and the President Director of PT Ciputra Residence, the company behind numerous leading new town developments in Indonesia (i.e. CitraGarden City - Jakarta, CitraRaya - Tangerang, CitraGrand City - Palembang, CitraRaya City - Jambi). He is also the Chief Executive Officer (CEO) of Ciputra Group s latest international new town developments, namely Ciputra Hanoi International City in Vietnam, Grand Phnom Penh International City in Cambodia and Grand Shenyang International City in China. For his outstanding performance in the project in Hanoi, Budiarsa received an award from Hanoi People s Committee (HPC) presented with the Asean Businessmen Award 2007 at the Asean Capital Business Forum (ACBF) His present professional positions also include the President Director of PT Damai Indah Golf, a company that owns and operates two prestigious golf courses: a Jack Nicklaus Signature course and a Robert Trent Jones II designed course. Budiarsa is also actively involved in real estate organizations both domestically and internationally. Christine Lor, France Advisor to the President of INTA, INTA delegate for France and the Mediterranean countries. A graduate of Modern Literature at the University of Grenoble, Christine began her career at National Education and she served in various missions in a large local authority, where she worked with public authorities and private contractors and construction companies for the development and implementation of a program of public investment, construction and renovation of educational equipment, of a value of more than 3 billion Euros. She then joined RATP, where she was responsible 6 7

5 for institutional relations and partnership in the Office of President (French and European Parliaments - associations) and communication of the Directorate General for Development and Urban Policy. She finally advised the CEO RATP Development Group (RATP and its engineering subsidiaries (Systra) and operation / maintenance of transit systems). In her last position, Ms. Lor was in charge of relations with economic actors to achieve major transport infrastructure projects of the RATP, particularly in the Greater Paris. She has acquired a deep knowledge of systems of governance at all levels, and project management. Her interest in architecture and design has earned her being elected President of the Paris School of Architecture. She was also elected municipal councillor of a New Town. Diplômée de Lettres modernes de l Université de Grenoble, Christine Lor a commencé sa carrière professionnelle à l Éducation Nationale puis elle a rempli différentes missions dans une grande collectivité territoriale, où elle a travaillé pour les élus maitres d ouvrage au service des usagers et des collectivités, en relation avec les maitres d œuvre et entreprises de construction, pour l élaboration et la réalisation d un programme d investissement public, construction et rénovation d équipements, de plus de 3 milliards d euros. Elle a ensuite rejoint la RATP où elle a été en charge des relations institutionnelles et partenariat au Cabinet du Président (parlements français et européen - associations) puis de la communication de la Direction Générale du Développement et de la politique de la ville. Elle a enfin conseillé le directeur général au développement du Groupe RATP (la RATP et ses filiales d ingénierie (Systra) et d exploitation/ maintenance des systèmes de transport en commun). Dans son dernier poste, Christine Lor était en charge des relations avec les acteurs économiques pour faire aboutir les grands projets d infrastructure de transport de la RATP, notamment dans le cadre du Grand Paris. Elle a ainsi acquis une bonne connaissance des systèmes de gouvernance, à tous les niveaux, et du management des projets. Son intérêt pour l architecture et l aménagement lui ont valu d être élue présidente d une École d architecture parisienne. Elle a également été élue municipale en ville nouvelle. Joseph Tossavi, Benin Joseph Tossavi was at the head of the Mission of Benin s Decentralization for 10 years and is currently coordinator PAPDC support program for municipal development plans - funded by the Belgian Cooperation and coordinates the establishment of the new tool of decentralization: the OGoLD (Observatory of Local Governance and Decentralization) under the Ministry of Decentralization. His professional experience has started with teaching local economy, planning and local development, land use and natural resource management in public and private universities in Benin. He then spent 3 years in the institutional development field, working in creating agricultural and forestry business lines (Benin). After nine years in rural forestry, decentralized management of natural resources, analysis of agro village systems, integrated management of soil fertility, etc. (Benin), he has been focusing for the past 10 years on planning and local development in Benin. He is currently Director of National the Planning, Delegation under the Ministry of Decentralization, Local Governance, Administration and Planning. Séverin NSIA est un Ingénieur des Eaux, Forêts et Chasse (ENGREF/ CNEARC Montpelier). Son expérience professionnelle pendant une dizaine d années s est orientée d abord vers la gestion des projets de foresterie rurale et communautaire, d aménagement et de gestion décentralisée des ressources naturelles avec les organismes de financement comme UNSO ( The United Nations Office to Combat Desertification and Drought), le GEF (Global Environmental facility) et la BAD (Banque Africaine de développement). Pendant cette période, il a également travaillé dans le domaine du développement institutionnel, de montage de filières et de gestion intégrée de la fertilité des sols. Depuis plus d une dizaine d années, il s est spécialisé dans la planification, l aménagement du territoire et le développement local. Il est actuellement le Délégué à l Aménagement du Territoire du Bénin et enseigne l économie locale, la planification et le développement local, l aménagement du territoire et la gestion décentralisées de ressources naturelles dans les universités publiques et privées au Bénin. 6 Dr. Yun-Chyurn Ding, Director General, National Construction & Planning Agency, Taipei, Taiwan Category 2 : Local authorities - Collectivités locales Dr. Yun-Chyurn Ding is currently the Director General of CPAMI (Construction and Planning Agency, Ministry of the Interior), the central government authority responsible for national spatial resource planning, utilization, and management in R.O.C. He has a PhD in the Graduate Institute of Industrial Planning, Chinese Culture University, and has been Post-doctoral Fellow in University of California, Berkeley. He was very early into the CPMAI, responsible for building management systems, planning supervision and evaluation of laws and business and as the construction management Division leader, and the creation of Architecture and Building Research Institute, Ministry of the Interior (ABRI). He served as the Secretary Director, Deputy Director and Director General of ABRI. Later he also served as the Deputy Director of CPAMI, Deputy Director of National Palace Museum and Commissioner, Department of Urban Development, Taipei City Government. Dr. Ding is very professional and has considerable experience in the practices of construction management, green building, urban planning and urban renewal, etc. In the future he will continue to lead the country towards creating high-quality, convenient and safe living environment and sustainable development. Dr Yun- Chyurn Ding est actuellement directeur général de CPAMI (Agence de planification et construction, Ministère de l Intérieur), l autorité du gouvernement central responsable de la planification, l utilisation et la gestion des ressources du territoire national. Il est titulaire d un doctorat de l Institut d études supérieures de la planification industrielle, de l Université de la culture chinoise, et a été chercheur postdoctoral à l Université de Californie, Berkeley. Il a été rapidement, au sein du CPAMI, responsable de la construction des systèmes de gestion, de superviser la planification supervision et de l évaluation des lois et des affaires, et en tant que chef de la Division de la gestion de la construction, et la création de l Institut de recherche en architecture et en construction du ministère de l Intérieur (ABRI). Il a été Secrétaire Directeur, directeur adjoint et directeur général de l ABRI. Plus tard, il a également été nommé directeur adjoint de CPAMI, directeur adjoint du Musée national du Palais et Commissaire au Département du développement urbain de la ville de Taipei. Vincent Feltesse, President, Communauté urbaine de Bordeaux, France Municipality of Kaohsiung, Taiwan Christer Larsson, Director of Planning, Malmo, Sweden Christer is Director of Urban Development for the City of Malmö, Sweden. He is responsible for strategic development planning for the city, including during recent years the Western Harbour site and the urban reconfiguration of Malmö. Christer is Chairman of Nordic City Network, is active in international architectural competition juries, and is central in knowledge transfer projects concerning Malmö s sustainable development. Christer est directeur du développement urbain de la ville de Malmö, en Suède. Fernando Nunes da Silva, CIty MP, Municipality of Lisbon, Portugal (VP INTA) Fernando Nunes da Silva is full Professor of Urban Planning and Transports at the Superior Institute of Technology (IST) at the University of Lisbon. He received his PhD in 1992 and was Post-Doc in 2000 in Civil Engineering at the former Technical University of Lisbon. His main professional interests include urban strategies for sustainable mobility; urban planning; transportation planning. He was joint author of the successful development plan for Laganside in Belfast. He has been a specialist adviser to governments and municipalities, focussing on urban regeneration and community capacitybuilding, notably for the Government of Northern Ireland, work for which he was awarded an OBE in Roy is currently master-planning co-ordinator for a development project, envisaged as an eco-quarter, on the former Queen s Quay ship-building site on Clydebank, Scotland.
