The Council of European Municipalities and Regions seeks a PROJECT OFFICER for the promotion and monitoring of the European Charter on development cooperation in support of local governance During its Presidency of the European Union and in collaboration with the European Commission, France has initiated the elaboration of the European Charter on development cooperation in support of local governance. This Charter was launched during the European Development Days on 16 November 2008 in Strasbourg. The French Ministry of Foreign and European Affairs has signed an agreement with CEMR to host the technical secretariat of the mechanism for monitoring the Charter under the auspices of PLATFORMA s activities. CEMR hosts the secretariat of PLATFORMA, the European platform for local and regional development authorities. Monitoring of the Charter will be carried out in coordination with the activities and initiatives of PLATFORMA. The project officer will be responsible for technical secretariat activities, namely: 1. Promoting the Charter 2. Monitoring implementation of the Charter 3. Managing relations and partnerships with international organisations and other existing initiatives. The candidate must have a working knowledge of development cooperation issues, as well as a mastery of communication tools (website maintenance, document composition, etc.). He or she must also be able to work with a team and in an international environment, and have strong writing and organisational skills. Excellent French and English skills are indispensable. During the French presidency of the European Union, the French Ministry of Foreign and European Affairs took the initiative to elaborate a European Charter on development cooperation in support of local governance. This Charter is intended as an instrument to promote aid effectiveness and strengthen democratic governance for development. The technical secretariat for promotion and monitoring of the Charter will be hosted by CEMR and carried out within the framework of the activities of PLATFORMA, the European platform of local and regional authorities for development. A propos de la Charte, de PLATFORMA et du CCRE A. La Charte européenne de la coopération en matière d appui à la gouvernance locale Lors de sa présidence de l Union européenne, la France, en liaison avec la Commission européenne, a animé le processus d élaboration d une Charte européenne de la coopération en matière d appui à la gouvernance locale. Cette Charte a été lancée lors des Journées européennes du développement, le 16 novembre 2008 à Strasbourg. Afin que la Charte devienne un document de référence dans la coopération, son suivi doit être soutenu par un mécanisme de portage durable qui renforce son appropriation et son impact. Ce dispositif doit : 1. Promouvoir la Charte dans les actions de coopération des acteurs européens 2. Contribuer à alimenter l agenda international et maintenir l attention des décideurs politiques sur les défis de la gouvernance locale. Le Ministère français des Affaires étrangères et européennes a signé un accord avec le CCRE pour accueillir le secrétariat technique du dispositif de suivi de la Charte. Le secrétariat technique de la Charte animera le dispositif de suivi selon un cahier des charges qui sera validé par un comité de coordination multi-acteurs. Les activités du secrétariat technique s inscriront dans le cadre des grands axes suivants : 1. Suivi de la mise en œuvre de la Charte par les différents types d acteurs européens de la coopération - Suivi de l intégration des principes de la Charte dans les pratiques de coopération - Suivi de la mise en œuvre de la Charte sur le terrain - Capitalisation sur la mise en œuvre de la Charte 2. Diffusion de la Charte - Définition d une stratégie de communication - Animation d un site Internet - Participation aux forums et colloques européens et internationaux 3. Gestion des relations et des partenariats avec les organisations internationales et les autres initiatives existantes. B. PLATFORMA La plateforme européenne des autorités locales/régionales pour le développement - dénommée PLATFORMA - a été lancée à Strasbourg le 16 novembre 2008, dans le cadre des Journées européennes du développement. PLATFORMA, dont le CCRE assure le secrétariat, a été mise en place dans le cadre de l objectif 3 du programme communautaire «acteurs non étatiques et autorités locales dans le développement». Elle a été mise en place suite à l accord de 19 partenaires, qui pour l instant apportent un cofinancement au projet européen permettant de soutenir ses activités. Le CCRE Fondé en 1951, le Conseil des Communes et Régions d Europe (CCRE) est la principale association fédérant les collectivités locales et régionales en Europe. Ses membres sont des associations nationales qui sont pour la plupart de grandes associations nationales de collectivités locales ou régionales. Organes statutaires Le principal organe de direction du CCRE est son Comité Directeur qui se réunit en règle générale deux fois par an. Il est composé de maires et de conseillers élus appartenant à nos associations membres, chaque pays étant représenté par un quota. La place de la coopération internationale Par l établissement en 2002 d un groupe de travail pour la coopération nord-sud, le CCRE a souhaité valoriser le rôle des autorités locales et régionales dans la coopération pour le développement. Le programme «Acteurs non étatiques et autorités locales» pour la période 2007-2013 de la Commission européenne a reconnu la place des pouvoirs locaux et régionaux dans l aide au développement. La mise en place d une Plateforme coordonnant les activités des différentes sphères de représentation d autorités locales/régionales dans le domaine du développement et servant d interlocuteur privilégié pour l UE se situe dans le cadre de ce programme. Le CCRE dispose d une commission des affaires mondiales, qui coordonne la participation des représentants européens au sein de CGLU (y compris les élus des associations qui ne sont pas membres du CCRE mais qui sont membres directs de CGLU). Cette commission se réunit régulièrement en regroupant les élus ainsi que les experts des associations nationales sur la coopération au développement pour apporter également notre contribution à la politique européenne dans ce secteur. Le staff et les bureaux Le CCRE compte deux bureaux. Ce poste sera basé à Paris - ce bureau comporte 8 postes. PROJECT OFFICER Promotion and monitoring of the European Charter on development in support of local governance Principal hiring terms and conditions All hiring terms and conditions will be defined, in a contract drafted with the candidate selected for the position, in accordance with French law. The principal conditions are the following: 1. Location The position is located in the Paris office of CEMR at 15 rue de Richelieu, in the 1st arrondissement. The project officer may be obliged to make frequent trips to Brussels or elsewhere in Europe. The project officer will work under the Director of citizenship and international cooperation. 2. Duration The contract offered is a ten-month fixed-term contract (CDD) (in principle, from February through December 2010). This corresponds to the current contractual period. Renewal of the contract will depend on the progress and financing of the project. 3. Salary The total annual salary for this position will be approximately 26 000, depending on the experience of the candidate. 4. Working hours This position entails 39 hours of work per week (5 days), business hours being in principle 9 a.m. to 6 p.m. (Monday through Thursday) and 9 a.m. to 5 p.m. (Friday). However, the position requires a flexible schedule. 5. Leave Employees are entitled to 25 days of vacation per year, in addition to holidays and one week between Christmas and New Year. Holidays that fall on Saturdays or Sundays are not compensated.
