Croissance, innovation et développement durable L économie de notre canton se porte bien et nous ne pouvons que nous en réjouir. Les finances publiques sont saines, le chômage est bas, les nouvelles entreprises continuent à s implanter et celles qui sont déjà actives améliorent leurs performances et investissent dans leur expansion. La croissance se poursuit et les perspectives sont excellentes. Une étude de l Office fédéral de la statistique montre que Fribourg connaîtra l augmentation de population la plus élevée de Suisse jusqu en 2030. Le canton est attractif. Le gouvernement poursuit ses efforts. Nous devons créer encore plus de postes à haute valeur ajoutée. Pour y parvenir, nous pouvons compter sur nos hautes écoles et sur un tissu industriel tourné vers l innovation. La donation à l Université de Fribourg de 100 millions de francs par Adolphe Merkle, fondateur de Vibro-Meter, a bien montré les liens étroits tissés entre l industrie et les écoles. Nous agissons pour les renforcer encore. Croissance, innovation et le développement durable? Il a été mis au rang des priorités par le gouvernement cantonal. Il est, dans notre canton, intimement lié à la croissance et à l innovation. Nous avons inscrit, depuis plusieurs années, la vision «High-Tech in the Green» au cœur de notre action politique. Le développement durable doit devenir une philosophie commune pour tous les acteurs du canton, comme nous l exprimons dans nos lois, notamment à propos de notre politique foncière active. Fribourg veut maîtriser son avenir. L ambition «High-Tech in the Green» s incarne également dans nos entreprises. Les innovations de Conception et Développement Michelin dans le domaine des voitures électriques ou du Groupe E et de Swatch Group dans celui des mini-centrales à hydrogène s inscrivent dans cette vision. De nombreuses autres réalisations dans le domaine des énergies renouvelables soulignent la capacité de nos entreprises à se profiler dans le marché prometteur des technologies du développement durable. Nous avons pu le constater avec le Prix à l innovation 2007: beaucoup de candidats avaient une orientation durable évidente. Leurs produits et leurs technologies assurent notre croissance autant que la préservation de notre environnement. La création, l année dernière, d Energissima, le Salon suisse des énergies renouvelables et des technologies nouvelles, est aussi à saluer. Dans notre société du savoir, cette manifestation de vulgarisation est importante. En matière de savoir, justement, et c est l une des raisons de notre optimisme, le canton est très bien doté grâce aux compétences de ses hautes écoles. Elles forment une jeunesse qui sera l actrice principale du développement durable de notre canton. Beat Vonlanthen BEAT VONLANTHEN, CONSEILLER D'ÉTAT, DIRECTEUR DE L'ÉCONOMIE ET DE L'EMPLOI STAATSRAT BEAT VONLANTHEN, VOLKSWIRTSCHAFTSDIREKTOR Wachstum, Innovation und nachhaltige Entwicklung Die Wirtschaft unseres Kantons floriert, dass es eine Freude ist. Die öffentlichen Finanzen sind gesund, die Arbeitslosigkeit ist niedrig und immer neue Unternehmen lassen sich im Kanton nieder, während die ansässigen Firmen ihre Leistung verbessern und Investitionen tätigen. Das Wachstum ist ungebrochen und die Aussichten könnten nicht besser sein. Einer Studie des Bundesamts für Statistik zufolge wird Freiburg ausserdem bis 2030 das stärkste Bevölkerungswachstum der Schweiz verzeichnen. Die Attraktivität des Kantons ist unbestritten. Auch die Regierung ruht nicht und bemüht sich weiter um die Schaffung neuer Stellen mit hoher Wertschöpfung. Unterstützt wird sie dabei von den Hochschulen und der stark auf Innovation ausgerichteten Industrie. Am Beispiel von Adolphe Merkle, dem Gründer von Vibro- Meter, der die Universität Freiburg mit 100 Millionen Franken beschenkte, zeigt sich, wie eng die Bande zwischen der Industrie und den Ausbildungsstätten sind. Wir arbeiten daran, diese weiter zu verstärken. Wachstum, Innovation und die nachhaltige Entwicklung? Sie ist eine der erklärten Prioritäten unserer Regierung und stellt für den Kanton einen wichtigen Wachstumsund Innovationsfaktor dar. Bereits seit einigen Jahren steht die Vision des «High-Tech in the Green» im Zentrum unseres politischen Handelns. Die nachhaltige Entwicklung muss sich als gemeinsame Philosophie aller Akteure des Kantons etablieren, ganz wie dies in unseren Gesetzen etwa bezüglich der aktiven Bodenpolitik zum Ausdruck kommt. Freiburg möchte über seine Zukunft bestimmen können. «High-Tech in the Green» wird von unseren Unternehmen gelebt. Innovationen wie das Elektroauto von Conception et Développement Michelin oder die Mini- Wasserstoffanlage der Groupe E und der Swatch Group liegen ganz auf der Linie dieser Vision. Viele weitere Realisierungen auf dem Gebiet der erneuerbaren Energien bestätigen die Fähigkeit unserer Unternehmen, sich auf dem vielversprechenden Markt der nachhaltigen Technologien zu profilieren. Auch der Innovationspreis 2007 hat dies verdeutlicht: Viele Kandidaturen waren klar auf Nachhaltigkeit ausgerichtet. Ihre Produkte und Technologien sichern nicht nur unser Wirtschaftswachstum, sondern schonen auch unsere Umwelt. Die Energissima, die im vergangenen Jahr geschaffene Schweizer Messe für erneuerbare Energien und neue Technologien, ist ebenfalls begrüssenswert. Für unsere Wissensgesellschaft ist diese populärwissenschaftliche Veranstaltung sehr wertvoll. Gerade auf dem Gebiet des Wissens - und darauf baut auch unsere Zuversicht - brilliert unser Kanton mit seinen ausgezeichneten Hochschulen. LES CONSEILLERS D'ÉTAT BEAT VONLANTHEN ET GEORGES GODEL METTENT EN PRATIQUE LA VISION HIGH-TECH IN THE GREEN. DIE STAATSRÄTE BEAT VONLANTHEN UND GEORGES GODEL SETZEN DIE VISION HIGH-TECH IN THE GREEN IN DIE PRAXIS UM. «Sustainable development is a collective philosophy» Ministers Beat Vonlanthen Ministry of economy and employment and Georges Godel Ministry of land planning, environment and construction both express their views on economic growth and sustainable development in the canton of Fribourg.

FRIBOURG NETWORK FREIBURG HIGH-TECH IN THE GREEN 2008 What measures has the canton taken to promote economic growth? Beat Vonlanthen: Our economic policy ranked supporting innovation as one of its priorities, and to that effect, growth is crucial. The canton is competitive with numerous renowned Schools for higher education (University and Universities of Applied Science) that are able to generate important impulses for innovation. We actively encourage the bonds between the educational institutions and the business environment. The creation of employment in high added value sectors based on innovation depends on this bond. This is one of the main objectives of the New Regional Policy (NRP) coming into effect this year. The revision of the law on economic promotion in the context of the New Regional Policy allows the State to pursue an active real property policy. Which role should it play in terms of growth? Georges Godel: In order to support the creation of high value-adding employment, we must promote an active real property policy. It is one of the challenges for our Government during this term of office. We must be capable of providing companies with strategic parcels of land of quality at affordable prices within reasonable deadlines. B. V.: A new chapter in the law on economic promotion allows us to better support municipalities so they can develop an active real property policy. The canton can also acquire land parcels and buildings to host new businesses or support the development of already settled companies. These legal modifications also permit us to pursue a proactive line of action, particularly so as not to become the «shopping center» of Switzerland, i.e. to make sure that not all attractive land parcels be acquired by shopping centers because they are able to pay much more for than industrial companies. We want to choose our economic development and not endure it. The canton is also in the process of reviewing its law on land planning. Which influence should it have on economic development? G. G.: The law on land planning will be treated by the Parliament this fall. Its objectives aim at encouraging municipalities to regroup to develop their activity zones and to select their strategic land parcels. All regions must be able to develop new high value-adding activities, but in a reasonable manner all the while protecting the natural beauty of the canton and the land. Some municipalities have already perfectly integrated this concept into projects of agglomeration as seen in Fribourg or Bulle. There is a strong desire in the canton for a coherent land planning. Strengthening innovative businesses, especially those engaged in sustainable development is also a priority of the new Regional policy. How will it become a reality? B. V: The revisions in the law on economic promotion and in the law on land planning also tend toward the realization of the vision we called «High-Tech in the Green». However, it is companies who will turn this vision into concrete reality. We have good examples of businesses active in the canton who are strongly oriented toward sustainable development and particularly in the field of renewable energy sources. For instance, the Hy-Light electrical cars from «Conception et Développement Michelin», or the electrolysers from the Groupe E that will be produced in collaboration with Swatch Group and Nicolas Hayek. These examples, along with others, illustrate the passage from the Canton s philosophy of high tech in the green to a concrete application. They also reflect to the outside world the image of a dynamic economic region. We have the opportunity to develop new technologies and thereby employment in high added value sectors all the while protecting the magnificent landscape that is a unique asset for our canton. Can protecting the environment be considered as sustainable development? G. G.: The new regional policy asserts a necessity for a coordinated land planning in all regions. Industrial development must occur in centralized areas rather than in a scattered fashion. This approach geared toward sustainable development not only allows to reduce the costs but also the impact of the infrastructure on the environment. At the same time, we are reorienting the land planning in order for people to move back to the cities, which is generally preferable in terms of nuisance caused by commuting traffic. Is land preservation also close to your heart? G. G.:Yes. We must promote our economy but remain aware of the danger to overly swallow farmland. Our canton has a stronghold in the food industry and should maintain it. The food industry has been a great factor of economic stability. Some of our largest companies in this industry are Cremo, Estavayer-Lait, Mifroma, Nestlé, Milco, Marmy, Fromage Gruyère and Vacherin Fribourgeois to name a few. What are the advantages of an eco-compatible economic and industrial development policy? B. V.: There are many advantages. First of all, we are convinced that activities geared toward sustainable development have a promising future. The creation of new technologies in the field of renewable energies, for 9

example, has a tremendous potential to create high added value. I am also convinced that, economically speaking, what I would define as a sustainable behaviour from companies will be to our advantage. If we talk only about the carbon dioxide problem, we clearly see that it has become very interesting for companies to consider such elements. The University and the Universities of Applied Science can also provide great support in the field of sustainable development. It is a collective philosophy that must permeate and be practiced concretely by all players of cantonal politics. Industrial ecology is a hot topic these days, how much importance does the canton dedicate to it? G. G.: It certainly is a current topic for both the Government and companies. For example, if we take Cremo, which will cover its energy supply needs with the residual heat produced by the incineration plant SAIDEF, we observe that our industries are capable of anticipating changes and in this case, to reduce carbon dioxide emissions. In the field of wood heating, we have also created very innovative projects for sustainable development such as with the Gruyère Energie distance heating network. These projects represent important elements to attract potentially interested investors to the canton. B. V.: Once they start thinking about it, companies understand the financial benefits they can realize. In Villars-sur-Glâne, for example, firms located in the industrial zone engaged in a reflection about industrial ecology. They noticed that some companies shipped their by-products for treatment across the country while some of these products could have been reused by other neighbouring companies. Is the tax rate in the canton attractive for businesses? B. V.: It is more or less within the Swiss average. The Government continues to reduce individual as well as corporate taxes. We will pursue this strategy which is in line with our governmental program. In any case, I do want to stress that although the tax rate is an important element of attraction for companies, it is not the only criterion. There are other factors just as important as attractive tax rates: quality of life, education opportunities, natural beauty to name a few. G. G.: I too think that we are moving into the right direction with the reduction of taxes. I share Beat Vonlanthen s opinion regarding our canton s other assets to attract new companies. Our bilingual schools for higher education are key advantages. Besides, we enjoy a highly strategic location in Switzerland and prices for land are still reasonable. Additionally, we are able to supply a youthful and qualified workforce very appreciated by companies established in our canton. Lastly, we benefit from excellent transportation infrastructures with two national highways crossing the canton. DIE KANTONALE ENERGIEPOLITIK. Was die erneuerbaren Energien angeht, kann der Kanton mehrere gewichtige Projekte vorweisen. Die Staatsräte Beat Vonlanthen und Georges Godel äussern sich dazu. «Dank einer zielgerichteten Politik sind wir der Schweizer Kanton, der die meisten installierten Wärmepumpen besitzt», sagt Beat Vonlanthen und Georges Godel ergänzt: «Wir verfügen auch über eine sehr grosse Anzahl von Fernheiz-Zentralen, die mit Holz betrieben werden, darunter jene von Gruyère Energie (siehe S. 41), die eine der wichtigsten des Landes ist.» Beat Vonlanthen unterstreicht die Bedeutung des von der Groupe E und der SAIDEF initiierten Projekts, das die Restwärme der SAIDEF (siehe S. 48) nutzt. «Die Unterstützung privater Initiativen im Bereich der erneuerbaren Energien ist einer der Eckpfeiler unseres Regierungsprogramms», bekräftigt Georges Godel. Ende Jahr wird man dies noch wesentlich klarer sehen, wenn die Regierung ihre Strategie bekannt gibt. Der Staatsrat wird zu diesem Zeitpunkt sein Konzept zur Energiepolitik vorstellen. «Wir wollen einen konkreten Aktionsplan, um das aktuelle System zur Entwicklung der erneuerbaren Energien zu vertiefen und zu verbessern», erklärt Beat Vonlanthen. Zwei neue Bundesgesetze, die 2008 in Kraft getreten sind, werden der künftigen Debatte ihren Stempel aufdrücken. Dasjenige über die Stromversorgung (StromVG) markiert den Beginn der schrittweisen Liberalisierung des Strommarktes und hält das Prinzip der Vergütung von Einspeisungen aus erneuerbaren Energien zum Selbstkostenpreis fest. Es erklärt auch die zahlreichen Projekt-Ankündigungen mit erneuerbaren Energien seit Anfang 2008. Weiter hat die CO2-Steuer auf fossilen Brennstoffen ihrerseits ebenfalls wichtige Auswirkungen im Energiebereich. Parallel zur Förderung der erneuerbaren Energien arbeitet der Kanton aktiv an der Senkung des Stromkonsums, wie Serge Boschung, Chef des kantonalen Energieamts erklärt: «Wir müssen in erster Linie die Senkung des Verbrauchs fördern. Die globale Nachfrage nimmt laufend zu, sodass wir nicht nur auf die Förderung der erneuerbaren Energien setzen können. Diese sind eine Perspektive für die Zukunft».

Why has Fribourg put a high priority on reinforcing the bonds between educational institutions and local industries? Thierry Mauron: The strengthening of this tightknit cooperation is a direct result from the model for economic development chosen by our canton. Fribourg has for many years promoted the establishment and development of innovative industries that do not adversely impact our environment while creating high-value adding employment. For these companies, the close proximity to an efficient education and research system is of vital importance, as much for the qualified work force it provides as to stimulate the potential for innovation, a pledge for longevity. Does this cooperation materialize concretely? The School of Engineering and Architecture (EIA-FR) has built a strong and fruitful relationship with companies like VeriSign and Macrovision. The School created a Security Academy at about the same time as when these two world leaders in this field were establishing in Fribourg. On one hand, the School benefits from the knowledge of these firms to develop its educational offerings and on the other hand, the companies secure a strong potential for collaborative development. The EIA-FR is also highly involved in the development of other clusters and has already produced work for mechanical, electronic or pharmaceutical firms. Does the University also engage in technology transfer? The Fribourg University is indeed a proactive partner. Almost half of all start ups hosted by Fri Up, the so-called incubator, stem from professors or students from its own departments. The University s mission, to act as an interface between fundamental research and industry, is supported by linking the new Adolphe Merkle Institute to the Science Faculty, as well as the recent creation of a Chair for Innovation Management and Technology Transfer. This new institute opens up perspectives for strong involvement with local industries in the field of nanomaterials. Considered from a wider angle, this development should foster the emergence of an international competence center in nanotechnologies. Has the economy in Fribourg gained strength thanks to sturdier bonds between educational institutions and industry? Yes, without any doubt. The statistics on exports clearly show that our companies are competitive on the international scene and thus demonstrate how far we have come. Firms that have flourished in the canton over many years and are our great pride; such as Vibro-Meter, Saia-Burgess, Contrinex, Bumotec and Liebherr; have all registered a remarkable growth rate lately. As for Collano Xiro, Luxit, Extramet and Geberit, they have launched sizeable expansion plans. Xmedia/Scout24 is currently building its new headquarters in Flamatt. Meanwhile, Comet has become number one in industrial radiology after taking over the German firm Yxlon. In your opinion, is Fribourg still a fertile ground where foreign companies can settle? Another source of great satisfaction for the Fribourg Development Agency is the success of its promotional activities abroad with the establishment of about twenty new foreign companies in our canton each year over the past few years. The recent announcement that Alcon, the world s leading eye care company, will establish in Fribourg its global administration operations, including finance, information technologies and logistics activities, reinforces our canton s attraction. It also confirms the pertinence of a combined promotional offer with our partners in Geneva since this major player in the international arena is establishing its new European area and marketing management center there. Is the vision High-Tech in the Green being materialized as we speak? In 2002 the Canton Fribourg noted in its «Vision 2020» report its strong desire to preserve what was already considered its major trump card: an exceptional quality of life. This vision entices us to focus our development in determined geographic locations and specific economic sectors. Temperatur online checken Weil Lebensmittel temperatursensible Güter sind, müssen sie den Kunden in tadellosem Zustand erreichen. Möglich machen dies sechs Kühlbahnwagen, die auf 18 respektive drei Grad gekühlt sind, sowie zwei auf 20 Grad minus gekühlte Tiefkühlcontainer. Erstmals setzt SBB Cargo Temperaturmessgeräte der Firma Nuwec in den Wagen ein. So ist es möglich, Frischwaren in durchgehend gekühlten und überwachten Behältern zu transportieren. Richard Betschart weist auf die Messgeräte hin, die bereits bei ihren LKWs im Einsatz sind: «Die Temperaturmessgeräte in den Kühlbehältern der Bahnwagen leisten noch mehr: Sie können via Europe Tracer, einen Internetzugriff auf GPS- Netz mit Telematikdaten, abgerufen und geortet werden.» Dadurch seien sie jederzeit in der Lage, die Temperatur online zu checken.

Fribourg, terre d innovation Une économie forte dans un environnement sain: l étude RIS (Regional Innovation Strategy) confirme la pertinence du modèle fribourgeois. Le canton de Fribourg a jeté son dévolu sur un modèle économique privilégiant l implantation et le développement d entreprises à forte valeur ajoutée qui peuvent s insérer sans heurt dans un environnement exceptionnel. Popularisée sous l appellation forte de «High-Tech in the Green», cette stratégie de développement produit des résultats tangibles. L étude du CCSO menée dans le cadre du projet européen RIS montre que les emplois dans les secteurs à forte performance d innovation ont crû de près de 20% de 1995 à 2005 dans le canton de Fribourg. Die Anziehungskraft Freiburgs ist auch ein Resultat seiner guten geografischen Lage an der Sprachgrenze: am Rande des Genferseebeckens, in unmittelbarer Nähe der Bundes- hauptstadt und etwas mehr als einer Stunde Entfernung zur Wirtschaftsmetropole Zürich. Ferner gründet sich die Attraktivität auf dynamische Unternehmen, die Arbeitsplätze schaffen und Produkte mit hohem Mehrwert in die ganze Welt verkaufen. Die kantonale Exportstatistik zeigt die Stärke der Freiburger Wirtschaft und ihre Weltoffenheit. Die Exporte erreichten im vierten Quartal 2007 einen absoluten Rekord, indem sie zum ersten Mal zwei Milliarden Franken überschritten. Im gesamten Jahr erzielten sie einen Wert von 7,2 Milliarden Franken (+12% im Vergleich zu 2006).

Keeping debt under control offers a guarantee for future generations to cover their basic needs and for the present generation to be in command of its own fate. Since 2003 Fribourg has set into motion a healthy finances initiative by allocating priority to its share of gold of the Swiss National Bank for the reimbursement of its debt and by systematically releasing budget profits. As of now, the beneficial interests made on investment funds allow to cover by far the expenses generated by the interest on long term bond debts not yet reimbursed. This favourable turn of situation allows the canton to consider with serenity the investments necessary to its demographic evolution. Keeping public expenses under control opens up the way for reasonable tax cuts, which in turn heighten the appeal of the Fribourg region. In 2008, the individual income tax will decrease by 3,4%, the wealth tax by 5,4%, and businesses will see their tax rate reduced by 5,4%. The lower rate for corporate income taxes increases the opportunity for new firms to settle and reinforces competition among local businesses. This is especially true for the small and midsize companies that provide Fribourg with a diversified economic community that is capable of absorbing the ever fluctuating unemployment rate. In this regard specifically, Fribourg has been doing better than the Swiss average for more than 10 years. Part of the credit for this success goes out to the extremely professional and structured work provided by all regional placement agencies. In conclusion, Fribourg is able to release financial resources which will allow it to weather a crisis without footing an outrageous bill, and by the same token provides a solid social safety net as well as efficient services. 17

Pionierarbeit in Sachen Nachhaltigkeit Frühling bereits die Produktion aufnimmt. Die neu zum Werk Düdingen gehörende Firma bringt dem Standort in einer ersten Phase 100 neue Arbeitsplätze, in einer zweiten Etappe kommen nochmals 50 Stellen dazu. Rund die Hälfte der geplanten 60 000 Tonnen an produziertem Material soll per Bahn transportiert werden die Gleise führen vom Bahnhof direkt in die Abfüllhalle. Auch dies ein Erbe des Firmengründers Romy Burkard: Anno 1965 hat der Pionier in Sachen Nachhaltigkeit die Gemeinde Düdingen vertraglich dazu verpflichtet, das Grundstück so zu erschliessen, dass die Fertigprodukte und Rohmaterialen ökologisch per Bahn transportiert werden können. Eine weitere Grossinvestition steht in Zusammenhang mit der 2007 übernommenen Firma Sarnafil. Für die daraus entstandene Sika Sarnafil Manufacturing sollen noch im 2008 eine neue Produktionsstrasse und damit 20 neue Arbeitsplätze entstehen. Dass Düdingen bei der Vergabe des Standorts das Rennen gemacht hat, ist laut Direktor Gabriel Nussbaumer nicht zuletzt dem bewussten Umgang mit Ressourcen zu verdanken. Die Sika Düdingen betreibt ihre Produktionsstätten seit rund zwei Jahren mit Gas und nicht mehr mit Heizöl. Ausserdem wurde der Wasserverbrauch durch die Installation eines geschlossenen Kühlkreises erheblich gesenkt. «Hinter einer nachhaltigen Wachstumspolitik steckt immer auch ein Teil Egoismus», so Gabriel Nussbaumer. «Schliesslich verschaffen wir uns damit Wettbewerbsvorteile und reduzieren längerfristig die Kosten.» KAPAFLEX INVESTS 100 MILLION FRANCS ON A 30 000 M 2 SURFACE. DURCH DEN GOTTHARDTUNNEL ZUM ERFOLG. Vor bald 100 Jahren, Anno 1910, legte Kaspar Winkler in Zürich- Altstetten den Grundstein zur heutigen Sika-Gruppe. Die Bemühungen des 38-jährigen Pioniers und Erfinders galten insbesondere dem Schutz von Bauwerken gegen Feuchtigkeit und eindringendes Wasser. Rund 10 Jahre nach der Gründung erlangte die Firma durch die Abdichtung des Gotthard-Eisenbahntunnels den interna- tionalen Durchbruch. Im Jahr 1930 gründete Dr. Fritz Schenker, der Schwiegersohn von Kaspar Winkler, die Sika Holding AG und trieb den weltweiten Ausbau der Firma voran. Dr. Romuald Burkard trat 1952 in die Kaspar Winkler & Co. ein. 1965 kaufte er in Düdingen rund 100 000 m 2 Land und legte damit das Fundament der Sika Düdingen, welche 1968 den Produktionsbetrieb aufnahm. Heute zählt der Standort Düdingen mehr als 200 Mitarbeitende und produziert jährlich gegen 65 000 Tonnen Material. Die Sika AG ist ein weltweit tätiges Unternehmen der Spezialitätenchemie, führend im Bereich Prozessmaterialien für das Dichten, Kleben, Dämpfen, Verstärken und Schützen von Tragstrukturen am Bau und in der Industrie. Der Konzern verbucht heute einen Jahresumsatz von rund 4,6 Milliarden Franken und beschäftigt 11 700 Mitarbeitende.

Mehr Platz für Innovationen Die Hartmetallfirma Extramet AG investiert in den kommenden Jahren 25 Millionen Franken in Gebäude und Maschinen. Es ist bereits die vierte Erweiterung seit 1980. In den letzten Jahren hat die Kundennachfrage für Feinst- und Ultrafeinstkornsorten stets zugenommen. Das wird sich voraussichtlich auch in Zukunft nicht ändern. «Die Aussichten für Extramet sind sehr positiv», erklärt der CEO der Plaffeier Firma, Hans-Jörg Mihm. In den kommenden Jahren investiert die Extramet deshalb rund 25 Millionen Franken. Mit zum Projekt gehört ein moderner Neubau. Aber auch beim bestehenden Gebäude sind Umstrukturierungen im Gang. So kann zum Beispiel mit der genutzten Energie aus dem bestehenden Gebäude über Fernleitungen zukünftig das gesamte neue Gebäude geheizt werden. Weiter wird auch der Materialfluss optimiert. Mit dem Ausbau wird die Produktionskapazität von 400 auf über 700 Tonnen Hartmetall erhöht. «Die Investitionen ermöglichen uns, die Lieferzeiten zu verkürzen, aber auch innovative Produkte und Hartmetallqualitäten zu entwickeln und weiter als starker Geschäftspartner auf dem Weltmarkt zu bestehen», so Hans-Jörg Mihm. Von Plaffeien aus hat sich die Firma ein internationales Netzwerk aufgebaut und ist in Europa, Asien und den USA präsent. Sie beschäftigt momentan weltweit rund 170 Personen. Mit dem Ausbau sollen weitere hochqualifizierte Kräfte hinzukommen. Die Extramet stellt hauptsächlich Produkte für die Automobil- und Flugzeugindustrie sowie für die Medizinal- und Mikrotechnik her. Der Ausbau in Plaffeien ist bereits der vierte der 27-jährigen Firmengeschichte. Was überzeugt Hans-Jörg Mihm so an diesem Standort? «Wir fertigen in einer Tourismusregion fast emissionsfrei Hochtechnologie und vertrauen auf qualifizierte, meist zweisprachige Mitarbeiter. L usine de Givisiez, Geberit Fabrications SA, produit des tubes multicouches MEPLA (MEtal-PLAstique) servant principalement à la distribution de l eau. Après un premier agrandissement, entre 2003 et 2004, pour accueillir deux nouvelles lignes de production, une nouvelle usine mitoyenne est en construction et 20 000 m 2 de terrain ont été réservés en prévision d une extension future. Le groupe Geberit possède une division environnementale qui surveille attentivement son bilan écologique. Le site de Givisiez a acquis la norme internationale ISO 14 001 et se profile comme un modèle du genre. Son directeur, Michel Pittet, précise que la consommation a été drastiquement réduite en eau (85%), en gaz (65%) et en électricité (35%). En plus de se soumettre régulièrement à des audits externes, l entreprise vise à obtenir l exemption de la taxe CO2 auprès de l Office fédéral de l environnement. Leader européen dans le domaine des techniques sanitaires, le groupe Geberit emploie environ 5 400 personnes dans le monde dont près de 1 000 en Suisse et environ 70 à Givisiez. Cela représente treize usines de production en Europe, deux en Chine et une aux Etats-Unis.

Mit rund 25 Mitarbeitern entstand 1977 in Domdidier der Produktionsstandort Schweiz des weltweit tätigen Unternehmens WAGO, marktführend in der Federklemmtechnik sowie ein innovativer Hersteller von Komponenten für die dezentrale Industrieund Gebäudeautomation. Allein in den letzten beiden Jahren hat das Unternehmen für über 50 Millionen Franken Investitionen getätigt und mehr als 100 neue Arbeitsplätze geschaffen; bis 2010 sollen weitere 50 Millionen investiert werden. Die Automatisierung der Arbeitsabläufe in den letzten Jahren habe hohe Kapitalinvestitionen in neue Produkte und Fertigungskapazitäten verlangt, so der Direktor der Wago Contact SA, Pierre Esseiva. Beschäftigte die Firma vor dreissig Jahren noch fast ausschliesslich unqualifiziertes Personal, davon ein grosser Teil Heimarbeiter, so findet man heute bei der Wago fast nur noch Fachleute. Eine Entwicklung, die der Direktor nicht ohne Stolz kommentiert: «Die Wago hat in den letzten Jahren viele qualifizierte Arbeitsplätze für die Region geschaffen und ist gar massgeblich an der neuen Ausbildung zum Anlagenführer beteiligt». Das im letzten Jahr eingeweihte Schulungszentrum am Standort Domdidier ist Zeuge dafür, dass die Firma auf gute Aus- und Weiterbildungsmöglichkeiten Wert legt. Davon profitieren nicht zuletzt die über 30 Lehrlinge. «Bei uns steht der Mensch im Mittelpunkt», so Pierre Esseiva. Nachhaltigkeit ist bei der Wago kein Slogan, sondern Alltag. Die Konstrukteure achten darauf, neue Produkte mit minimalstem Materialeinsatz zu entwickeln. Stanzabfälle wie beispielsweise von Kupfer und Federband werden vermieden oder zumindest auf ein absolutes Minimum beschränkt und der Wiederverwertung weitergeleitet. Auch sämtliche Kunststoffabfälle werden zur weiteren Verwendung aufbereitet und wieder dem Produktionszyklus zugeführt. Im Weiteren ist Wago dabei, die bestehenden hydraulischen Spritzgiessmaschinen durch elektrisch angetriebene Maschinen zu ersetzen, die wesentlich weniger Energie für den Kunststoffspritzprozess benötigen. Nicht zuletzt verfügt Wago über ein geschlossenes Kühlwassersystem, dessen Abwärme zur Heizung des Firmengebäudes wiederverwertet wird. «Nachhaltigkeit ist zwar mit grossen Investitionen verbunden, schafft aber langfristig Wettbewerbsvorteile». In den letzten vier Jahren hat sie den Umsatz um fast 80 Prozent gesteigert. Genauigkeit ist das oberste Prinzip. Die Digi Sens AG entwickelt, produziert und verkauft seit 1993 nämlich digitale Messsysteme. Die Firma aus Murten rüstet dabei Fahrzeuge, Aufzüge und Lager mit speziellen Waagen aus. Ihre besondere Spezialität ist das dynamische Wiegen, also das Bestimmen des Gewichtes von Objekten in Bewegung. Das Geschäft läuft dabei für Digi Sens immer besser. Seit 2004 hat sie den Umsatz um 78 Prozent steigern können. In dieser Zeit hat sich auch die Anzahl der Mitarbeiter von 22 auf 30 erhöht. Geschäftsleiter Martin Lustenberger ist zuversichtlich, dass der Aufwärtstrend auch in Zukunft anhält. «Die von uns belieferten Branchen entwickeln sich im Durchschnitt der gesamten Wirtschaft. Da aber unsere Firma zum Teil neue, stark wachsende Märkte bedient, sind für uns die Wachstumsaussichten gut.» Drei Viertel der Produkte gehen im übrigen an Partnerfirmen im Ausland. Sitz der Firma ist aber weiterhin Murten. Martin Lustenberger beurteilt den Standort abgesehen vom relativ hohen Steuersatz für Privatpersonen als grösstenteils positiv. «Wir werden von den Behörden sowohl in der Gemeinde als auch im Kanton geschätzt und wo immer es geht unterstützt. Die Region ist zudem für die Rekrutierung neuer Mitarbeiter günstig und auch die enge Zusammenarbeit mit den lokalen Hochschulen ist für uns eine grosse Unterstützung.»
