As far as the Meda countries are concerned, this new ENP does not replace the process launched ten years ago in Barcelona and which, since then, has been at the root of European policy, but it complements this process and add to it. The general objectives are similar to the Mediterranean partnership and based on it, namely to work together to: reduce poverty; create a space of prosperity and shared values, based on free trade; increased economic integration; stronger political and cultural ties; greater cross-border cooperation; shared responsibilities in the prevention and resolution of conflicts. However, the ENP diverges from the Euro- Mediterranean partnership which used to consider all geographically close countries as similar. To do so, ENP establishes tailor-made action plans as the path to achieve policy implementation. Another important new aspect of the ENP is the prospect of gradual participation in the EU internal market and its regulatory structures, including those relating to sustainable development (health, consumer and environmental protection) in order to achieve integration of the two sides of the Mediterranean in transport, energy and telecommunications networks. The approach applied for each partner country will be both different and progressive. This creates an opportunity for each neighbouring country to take advantage of the new policy to go further and to create social and economical prosperity proportional to his dynamism and ambitions. As Lebanon will become eligible for inclusion in the European Neighbourhood Policy once the Association Agreement enters into force, it is important for Lebanese Institutions to seize this opportunity and to make tremendous steps towards smooth integration into the Mediterranean newly born tissue. The programme, one of the implementations of the Euro-Mediterranean Policy, meets the three folded ENP objectives and offers higher education institutions, state administrations and individuals, great opportunities to participate in the social and economical change that the whole region and Lebanon in particular badly need. 3 Bureau National - Liban Education and Culture 3 A joint EU- meeting in Brussels Ajoint meeting of EU Member States with Partner Countries was held in Brussels on April Many important topics were on the agenda, among them are the following: A Lebanese document was distributed in the meeting containing a request to increase the budget allocated to Lebanon. The following ideas about the reform in Lebanese higher education sector were included in that paper: Latest developments on and Erasmus Mundus programmes. Information on Policy developments in the EU. Bologna Process. and reform process in the Partner Countries. Lebanon was represented in that meeting by the Lebanese Embassy in Brussels, and it was an opportunity to present LebanonÕs view as far as is concerned. Introduction of new curricula relative to new sciences and technologies (environment, biotechnology, ICT etc...). Reform of existing curricula to better respond to the needs of the market. Alignment with the new European LMD system. Integration of Lebanon in the Bologna Process. Encouraging Lebanese Ministries to benefit from the competencies of European universities to modernise their administration and to apply the principles of Ògood governance Ó. Information Campaign Local actions in three Lebanese Mouhafazat In collaboration with the Lebanese University and with the encouragement of its President Dr Ibrahim Kobeissi, the National Office - Lebanon has organised three local actions of information during the month of May May 17, at the Lebanese University,Faculty of Social Sciences, Saida. May 24, at the Lebanese University, Faculty of Arts and Human Sciences, Zahleh with the presence of the Director Dr Youssef Assi. May 31, at the Lebanese University, Faculty of Arts and Human Sciences, Tripoli.A presentation on the different activities of was given and documents were distributed at each of these events. Information Campaign at the University of Balamand On June 22, 2005, the National Office coordinator gave a presentation on the Programme of at the University of Balamand in the North of Lebanon. Deans and members of staff from different departments of the university were present. Documents were distributed and discussions with the attendants followed the presentation.

5 Bureau National - Liban Education and Culture 5 SCM: A good instrument to be exploited As the higher education sector in Lebanon suffers from the effects of the civil war and from the side effects of its rapid expansion, the Structural and Complementary Measures (SCM) as one of three activities, sitting in the middle between the Joint European Projects (JEP) and the Individual Mobility Grants (IMG), offer short-term responses to problems at national level. The groups targeted by the SCM are wide enough to cover the administration in both the public and private sectors which can profit from the expertise and the experience of Lebanese and European universities. Universities, Ministries, professional associations, and all institutions of civil society can profit from the SCM. The chaotic status of the higher education sector in terms of organization, mutual recognition, student mobility, legislations, internal and external evaluation and accreditation, deteriorated administration in the public services are problems that can be tackled by this type of activity. After defining the problem, the candidate beneficiary has to find partners in Europe and in Lebanon, with competencies and know how in the field of interest. Seminars, conferences, workshops and training courses or visits can be financed with up to Û budget if the project can last for one year. The programme of this manifestation spans a whole day with morning and afternoon sessions separated by a lunch offered by. Morning sessions are devoted to National Office - Lebanon A unique opportunity to meet community in Lebanon and to exchange ideas and experiences general policies, discussions of national priorities and interventions presented by representatives from Brussels and Torino. During the lunch and the tea breaks, experiences are exchanged between different candidates, whereas workshops and summaries of running projects are left to the afternoon sessions. 12 ٢٠٠٥ نش رة تامبوس تامبوس لبنان عدد رقم ٢ س ياس ة الجوار الا وروبية تا كيد لاتفاقية الش راكة الا ورومتوس طية وتص ويب لمس اراتها تامبوس وس ياس ة الجوار الشلاثية الا بعاد في العيد العاش ر لا علان برش لونة والذي س يتم الا حتفال به في ش هر نوفمبر القادم س وف يهدد بيان المفوض ية الا وروبية ا ولويات الس ياس ة الجديدة للس نوات الخمس عش ية توس عة الا تهاد الا وروبي من ١٥ ا لى ٢٥ دولة في ا يار ٢٠٠٤ ا عتمدت المفوض ية الا وروبية ا طارا جديدا لس ياس تها الخارجية فيما يتعلق بمجموعة من الجيران الجدد وهو ما يعرف بس ياس ة الجوار الا وروبية. تنطلق الس ياس ة الا وروبية الجديدة من نفس المبادىء التي ا س س ت للش راكة الا ورومتوس طية منذ عش ر س نوات والتي دعت ا لى العمل والتعاون بين الا تهاد الا وروبي والبلدان الش ريكة في س بيل : تخفيف حدة الفقر خلق عالم من الرخاء والقيم المش تركة القاءمة على التجارة الهرة كامل ا قتص ادي ا كبر روابط س ياس ية وثقافية ا متن تعاون ا كبر عبر الهدود تقاس م المس وءوليات في تفادي وحل النزاعات. ا لا ا ن س ياس ة الجوار الا وروبية هذه تختلف عن الش راكة الا ورومتوس طية من حيش تش ديدها على نواه جديدة ا همها: تش جيع الش ركاء المتوس طيين على الا عتماد التدريجي للقواعد والقوانين الض امنة للص هة وحماية البيي ة والهيكليات القانونية على طريق النمو الداءم ا والطويل الا مد للوص ول ا لى التكامل حول حوض المتوس ط في مجالات عدة من بينها النقل والطاقة والا تص الات. التمييز بين بلد وا خر في ص ياغة س ياس ة المفوض ية الا وروبية تجاه بلدان الجوار وفي تنفيذها من خلال برامج عمل خاص ة ثناءية مما التتمة ص. ٢ ا ربعة مش اريع لبنانية تفوز بالتمويل من برنامج تامبوس (التفاص يل ص ٣ ) القادمة. كيف يمكن لتامبوس ا ن يس اهم في كل من هذه الا ولويات في دعم الا ص لاحات الس ياس ية: من خلال دعم وتمويل مش اريع الا جراءات الهيكلية والتكميلية (Structural and Complementary Measures) لتطوير ا دارات وموءس س ات الدولة بالتعاون مع الخبرات الجامعية والموءس س ات العامة والخاص ة الا وروبية. في دعم التطوير التربوي: من خلال دعم وتمويل المش اريع الا وروبية المش تركة والا نتقال الفردي لتهس ين قدرات القطاع الجامعي وبالتالي الا س تفادة منه في تطوير القطاعات التربوية العامة ض من ا ولويات جديدة يجب ا ن يعاد تهديدها لتتلاءم مع ا هداف الس ياس ة الجديدة. في دعم عملية تهرير التجارة والا ص لاحات الا قتص ادية: من خلال دعم وتمويل المش اريع التي توءدي ا لى توفير الخبرات والكفاءات العلمية والمهنية القادرة على تهمل عبء هذه الا ص لاحات المطلوبة. برعاية معالي وزير التربية والتعليم العالي الدكتور خالد قباني اليوم الاعلامي الوطني لبرنامج تامبوس ١٥ ا يلول ٢٠٠٥ لقد ا درك برنامج تامبوس منذ ا نطلاقته ا همية دور القطاع الجامعي بالتهديد في ا يةعملية تهول ا جتماعي ا و ا قتص ادي ا و س ياس ي ا و ثقافي لا ي بلد من البلدان. فكيف بلبنان حيش الهوة تزداد بين الهاجة ا لى ا حداش هذه التهولات والا ص لاحات وبين الكفاءات والمهارات المطلوب توافرها لتلبية هذه الهاجة الض رورية والمله ة... ٩ ص باحا - ٥ مس اء قص ر الا ونس كو - بيروت لبنان
