It has one objective: to encourage everyone to undertake a commitment at European or international level, to be open to others, to set up individual or joint projects while interacting with the outside world. This booklet is divided into chapters providing an insight into the City of Lille strategy of crossborder, European and international openness as well as an overview of the city s existing and future partnerships. Réaliser des projets dans le cadre de programmes européens In 1958, shortly after the EU was created, Lille and 5 other European cities Cologne (Germany), Rotterdam (The Netherlands), Liège (Belgium), Turin (Italy), and Eschsur-Alzette (Luxembourg) decided to unite and create the first cities network in Europe. At the heart of the European backbone (London/ Milan), located in the large urban area of North- West Europe (London-Amsterdam-Ruhr-Lille/ Brussels), this alliance of cities sharing a trade and industrial heritage, is livelier than ever thanks to their numerous exchanges. As far as Lille is concerned, the network grew richer with new partnerships established with Leeds (U.K.), Erfurt (Germany), Wrocław (Poland), Valladolid (Spain), and Kharkov (Ukraine). The network serves the following purposes for Lille and its partners:. Encouraging mobility, multilingual skills, exchanges of European cultures. Promoting an active European citizenship open to the world. Developping employment and economic exchanges. Favouring the implementation of projects within a European program framework In 1958, het jaar waarin de Europese Unie het levenslicht zag, beslisten Rijsel en vijf andere Europese steden Keulen (Duitsland), Rotterdam (Nederland), Luik (België), Turijn (Italië) en Esch-sur-Alzette (Luxemburg) zich te verenigen om het allereerste netwerk van Europese steden te creëren. Dit netwerk is centraal gelegen in de Europese ruggengraat (Londen/Milaan) en in de uitgestrekte stedelijke regio van Noordwest-Europa (Londen-Amsterdam-Ruhr-Rijsel/Brussel). Deze alliantie van steden, met een commercieel en industrieel verleden die vandaag de dag resoluut gericht zijn op Europa en op creativiteit, is levendiger dan ooit door de intensiteit van de uitwisselingen. Territoire bilingue français/néerlandais, point de rencontre entre Europe du Nord et Europe latine, l Eurométropole est le tout premier «Groupement européen de coopération territoriale» (GECT), statut européen dédié aux territoires transfrontaliers. It houses the headquarters of a multiplicity of international groups, a diverse corporate landscape as well as numerous international trade fairs. Cologne is also the German media capital and an important artistic centre. The city is famous for its cultural institutions of worldwide renown: the Kölner Philarmonie, the Roman Germanic Museum, the Ludwig Museum, the brand-new extension around the St. Kolumba church, etc. Cologne has become one of Germany s capitals of contemporary art and stands out for the quality of its urban music scene. A project on sustainable school architecture How can tomorrow s European schools be improved? How can they be made more conducive to a good understanding of the world, communication, and respect for others? Architects, urban development experts, politicians, students and parents from Lille, Cologne and Rotterdam have tried to find an answer to these questions within this project on sustainable European urban culture. Rijsel en Keulen zijn sinds 1958 met elkaar verbonden in het kader van het multipartnership dat eveneens de steden Rotterdam, Turijn, Luik en Esch-sur-Alzette verenigt. Enkele van de belangrijkste krachtlijnen van de samenwerking zijn de uitwisseling tussen actoren, de ontwikkeling van een actief Europees burgerschap en het leren van de taal van de partner. Keulen is een stad met een handels- en industriële traditie. Het is de geboorteplaats van Konrad Adenauer. Lille et Rotterdam ont plus récemment fait de la promotion de la diversité et des échanges entre industries créatives l un des axes majeurs de leur coopération. Elles souhaitent créer, avec leurs partenaires du réseau de 1958, des parcours de mobilité qui soient autant d opportunités pour les citoyens et notamment pour les plus jeunes d entre eux. Rotterdam, premier port européen, et deuxième port mondial, a connu une véritable renaissance au cours des années , redevenant l une des métropoles incontournables d Europe. Son architecture audacieuse, sa politique d ouverture culturelle, son soutien aux industries créatives, et son université génèrent un dynamisme et une attractivité rares. C est d ailleurs un enfant de Rotterdam, capitale néerlandaise de l urbanisme et de l architecture, Rem Koolhaas, qui a dessiné le quartier Euralille, symbole de la renaissance européenne de Lille. The cooperation agreement uniting the cities of Lille, Liège, Cologne, Rotterdam, Turin and Esch-sur-Alzette was signed in Liège in This agreement was a symbol of the commitment of cities located in the six founding states of the European Economic Community (EEC). In 1958 werd in Luik de samenwerkingsovereenkomst ondertekend die de steden Rijsel, Keulen, Rotterdam, Turijn, Esch-sur-Alzette en Luik verenigde. Die overeenkomst stond symbool voor de betrokkenheid van de steden van de zes landen die de toenmalige EEG hadden opgericht. Liège Lille et Liège, fières de leur héritage industriel, ont fait de l échange de savoir-faire l une des caractéristiques principales de leur partenariat. Siège de l Université du Luxembourg, la deuxième ville du Grand-Duché est devenue un centre de services majeur en Europe, et possède plusieurs institutions culturelles réputées, tels que le Rockhal, une des plus grandes salles de concert du Luxembourg, ou encore la Kulturfabrik, haut lieu culturel installé dans d anciens abattoirs réhabilités. Several urban music projects led to numerous exchanges of youth workers from the 1958 twinned towns network. Le but de ce partenariat est d impulser une coopération pédagogique en matière de formation aux métiers de l immobilier et de créer des échanges réguliers d élèves et de professeurs entre les deux villes. Les étudiants ont pu participer à un parcours d études dans la ville partenaire, composé à la fois de visites et d études comparatives entre les deux villes. Comparative studies on real estate training curricula Teachers specialized in post-graduate vocational real estate studies initiated an exchange of good practice with their colleagues from Leeds Metropolitan University with the support of Lille City Council. Their partnership aims at encouraging a cooperation on their teaching methods and creating opportunities of global experiences for their students on a regular and reciprocal basis. Lille and Leeds students take part in a study visit in the partner-city which enable them to compare the curricula and teaching methods. Capitale de la Basse-Silésie, quatrième ville de Pologne, baignée par les eaux de l Oder, Wrocław a, comme Lille, connu plusieurs souverainetés au cours de son histoire millénaire. Ce reportage, réalisé à partir d ateliers préparatoires avec des jeunes Lilloises et Lillois et de rencontres avec différents jeunes et acteurs de Wrocław, permet de mieux faire connaître cette ville, de se pencher avec de nouveaux publics sur les notions de «ville partenaire» de citoyenneté européenne, tout en dispensant aux groupes de jeunes constitués une formation aux techniques audiovisuelles. Twinlille project The Lille-based NGO Montevideo shot a video on the city of Wroclaw focussing on its young people, within the framework of the Twinlille project. This coverage was devised on workshops the young people from Lille attended and their various meetings with youngsters and organisations from Wrocław as well. This project led them to know the city better, and to fully grasp the meaning of «partner city» and «European citizenship». It provided them with video technical skills at the same time. The majority of the activities organised by Lille and Valladolid focus on linguistic exchanges as well as social and cultural development projects. Valladolid, the capital of Castile and León, which was also the capital of Spain before Madrid, has a historical and architectural heritage of worldwide renown and is particularly famous for its many processions and polychrome sculptures. Valladolid is also a major centre for learning the Spanish language: the city houses numerous educational institutions, including its prestigious, 700-year-old university, which is regarded as one of the most active institution of higher education in Europe and worldwide. C est ainsi que les deux villes ont partagé l expérience de l unification et de l intégration des nouveaux Länder dans l Union européenne. Depuis, les deux villes coopèrent activement sur des champs aussi variés que la promotion de la langue et de la culture ou encore la préservation du patrimoine. Erfurt, capitale du Land de Thuringe, est non seulement l une des villes les plus anciennes d Allemagne, mais aussi l une des rares à n avoir souffert que modérément de la Seconde Guerre mondiale. Elle arbore aujourd hui un patrimoine restauré. Son université, fondée au XIVe siècle, a compté Luther parmi ses étudiants. Situé au croisement de grandes routes commerciales, et disposant d un réseau de transports d excellente qualité, Erfurt, cœur de l Allemagne réunifiée achevant sa reconversion, attire visiteurs et investisseurs. The cities of Kharkiv and Lille signed a cooperation agreement in 1978, at a time when the Ukrainian metropolis was still part of the Soviet Union. De steden Charkiv en Rijsel ondertekenden in 1978 een samenwerkingsakkoord, op een ogenblik dat de grote Oekraïnse metropool nog deel uitmaakte van de Sovjet-Unie. Kharkiv Les échanges entre Kharkiv et Lille se caractérisent notamment par des relations privilégiées entre plusieurs établissements d enseignement. Kharkiv, ou Kharkov en russe, est en effet un centre universitaire majeur, comptant une quinzaine d établissements d enseignement supérieur, fréquentés par quelques étudiants. La ville compte des dizaines de centres de recherche, en lien avec les nombreuses entreprises de cette métropole. Troisième centre industriel du pays à l époque soviétique, la ville demeure le grand pôle scientifique, industriel et commercial de l Ukraine orientale. La ville maintient aujourd hui un leadership dans les secteurs des machines outils, de l électrotechnique et de l énergie. The exchanges between Kharkiv and Lille focus on exchange programmes with various educational institutions. Indeed, Kharkiv, or Kharkov in Russian, is an important academic centre with some fifteen institutions of higher education, at which approximately 150,000 students are enrolled. The city also has dozens of research centres which cooperate with the many enterprises based in the city. In the Soviet era, Kharkiv was the third largest industrial centre of the country. Today the city still is the main scientific, industrial and commercial centre of Eastern Ukraine. After the conversion from a planned economy to a free market economy, the city still occupies a leading position in the sectors of machine tools, electrical engineering and energy. De uitwisselingen tussen Charkiv en Rijsel kenmerken zich op de eerste plaats door bevoorrechte relaties tussen verschillende onderwijsinstellingen. Echanges linguistiques Linguistic exchanges Taaluitwisselingen Le lycée Faidherbe et le lycée Jean Perrin ont initié, depuis une dizaine d années, un programme d échanges linguistiques avec l Académie ukrainienne de Kharkiv. La Ville de Lille a ainsi soutenu un de ces échanges, donnant l occasion aux élèves de se rendre à Kharkiv, et aux jeunes ukrainiens d être accueillis à Lille avec, à chaque fois, un hébergement dans les familles des participants. A decade ago the Lycée Faidherbe and the Lycée Jean Perrin (Lambersart) set up a linguistic exchange programme with the Academy of Kharkiv (Ukraine). The City of Lille supported some of these exchanges. It gave students from Lille the opportunity to travel to Kharkiv, while young Ukrainians were welcomed in Lille. All participants were hosted by their partner-school families. Mais la solidarité ne s arrête pas aux frontières : s ouvrir aux autres cultures, s informer, s engager, ici ou ailleurs, consommer, produire et voyager de manière responsable, s impliquer dans des projets sont autant de voies pour témoigner, chaque jour, de notre conscience de terriens, soucieux de l avenir de la planète, de ses habitants et des générations futures. Solidarity is important in our daily lives, in our neighbourhoods, in our city, but it does not stop at the border. Having a mind open to other cultures, looking for information, making a difference locally or elsewhere, consuming, producing and travelling in a responsible manner, getting involved in projects, are just a few of the ways to show our awareness as inhabitants of the earth as our concern about the future of our planet and its inhabitants. The International Solidarity Week During the International Solidarity Week, a number of associations gather and organise a forum to inform Lille citizens about the inequalities in the world. They provide an insight into the challenges and issues faced, and try to stimulate a feeling of global citizenship in everyone, characterised by openness to others, sharing of good practices and solidarity in daily life, locally and elsewhere. Officialisé en 1978, il passe souvent pour un modèle de coopération décentralisée, rassemblant différents niveaux de collectivités (Lille Métropole, Département du Nord, Conseil régional Nord - Pas de Calais ), réunis, par souci de cohérence et de mutualisation, autour de projets communs et complémentaires. Largement animés par leurs sociétés civiles respectives, les échanges entre les deux villes couvrent de nombreux champs d action, de la santé à la culture, avec le développement durable et l Agenda 21 comme fils conducteurs. La ville de Saint-Louis comme Lille jadis est implantée sur une île. Elle fut autrefois la capitale du Sénégal. Par sa situation et son héritage exceptionnels, la vieille ville de Saint-Louis a été inscrite en l an 2000 par l Unesco au patrimoine mondial de l Humanité. Elle est par ailleurs reconnue pour son dynamisme culturel avec au premier rang, son festival international de jazz. This partnership, which became official in 1978, is often regarded as a model in the field of international cooperation as it gathers local authorities at different levels: Greater Lille Area, The Nord County Council (Département), the Nord Pas de Calais Regional Council implement joint projects to ensure their efficiency and shared benefits. Mainly organised by their respective civil societies, the exchanges between the two cities have an extensive scope, ranging from health care to culture, with sustainable development and Agenda 21, as their guiding principles. The City of Saint-Louis is built on an island, just like Lille used to be. It was once the capital of Senegal. In 2000, the old city centre was registered on the UNESCO World Heritage List on account of its exceptional location and heritage. The city is well-known for its cultural dynamism spearheaded by its international jazz festival. SCIM/Ville de Lille (dr) A partnership between populations The community centres of the Vauban-Esquermes neighbourhood in Lille and of the Diamaguène neighbourhood in Saint-Louis (Senegal) signed a partnership agreement, thus formalising ten years of exchanges promoting intercultural dialogue and promoting community involvement. Within this framework, numerous fields of interest were discussed, in particular urban management. As from 1995, neighbourhood councils were set up in Saint-Louis, leading in turn to the creation of community centres. Thanks to the links between councils in Lille and Saint-Louis, relations between populations are now flourishing. Oujda, capitale millénaire de la région de l Oriental, au Nord-Est du Maroc, connaît aujourd hui une véritable renaissance. Un programme d investissements massif du gouvernement marocain a en effet doté la ville de nouveaux équipements et infrastructures, accélérant sa métamorphose. Les nombreux projets partenariaux vont de la promotion du développement économique au développement social et culturel en passant par le tourisme responsable ou l économie sociale et solidaire. Les Universités de Lille et d Oujda ont également développé de nombreuses coopérations illustrées par une grande diversité de recherches et d articles conjoints, des formations bi-diplomantes et l organisation d événements scientifiques. De Universiteiten van Rijsel en Oujda hebben ook verscheidene samenwerkingen ontwikkeld, geïllustreerd door een enorme diversiteit van onderzoeken en het publiciteren van gezamelijke artikelen, bi-gradende trainingen en ook het organiseren van wetenschappelijke evenementen. Opleiding interculturaliteit voor jonge animatoren uit Rijsel en Oujda Formation à l interculturalité pour jeunes animateurs lillois et oujdis Afin de multiplier et de qualifier les échanges de jeunes entre Lille et Oujda, vingt jeunes animatrices et animateurs lillois et oujdis ont participé à un programme commun de formation. Celui-ci s est déroulé en France et au Maroc. Mettant en perspective la relation Europe - Méditerranée, le programme a permis d établir une approche partagée de l échange international de jeunes, optimisant ainsi les projets des prochaines années entre les deux villes. SCIM/Ville de Lille (dr) Intercultural training for youth workers from Lille and Oujda In order to increase and improve the exchanges between young people from Lille and Oujda, youth workers from both cities participated in a joint training programme which took place in France and Morocco. The programme gave a clear view of the relation between Europe and the Mediterranean area and allowed the development of a common strategy for the international exchange of young people, thus optimizing projects between the two cities. Teneinde de jongerenuitwisselingen tussen Rijsel en Oujda te verhogen en te verbeteren, hebben twintig jonge animatoren (zowel jongens als meisjes) uit Rijsel en Oujda deelgenomen aan een gemeenschappelijk vormingsprogramma. Die opleiding vond plaats in Frankrijk en in Marokko. Het programma schetst een duidelijk beeld van de relatie tussen Europa en het Middellandse-Zeegebied. Op basis daarvan kon een gemeenschappelijke strategie worden uitgewerkt voor de internationale uitwisseling van jongeren, waardoor de toekomstige projecten tussen de twee steden werden geoptimaliseerd.

19 36 37 Partenariats pour la paix Partnerships for Peace Samenwerkingsakkoorden voor de vrede La Ville de Lille s est engagée depuis plusieurs années dans une politique de promotion d une paix juste et durable au Proche-Orient, notamment par le biais des partenariats privilégiés qu elle entretient avec des villes de la région, mais également par sa participation active aux réseaux des collectivités qui œuvrent, aux niveaux français et européen, dans ce même objectif. Dès le départ, l exigence pour Lille fut d avoir des relations partenariales à la fois avec des villes palestiniennes et israéliennes et ce, en vue de développer les relations et les projets de coopération bilatérale entre Lille et ces villes de favoriser l émergence, et à terme, de coopérations trilatérales entre villes israéliennes et palestiniennes. La démarche générale est de veiller à s insérer dans une dynamique collective qui permette de créer un mouvement plus large, plus visible, plus efficace, grâce au partage des objectifs, à l échange permanent d informations à la mutualisation des actions (politiques, solidarité ) ainsi qu au lobbying auprès des Etatsmembres et de l Union européenne. For several years, the City of Lille has been pursuing a constructive policy for the promotion of a just and long-lasting peace in the Middle East. It is active through a number of special partnerships with a number of cities in that region, but also through its participation in networks of local authorities aiming to achieve similar objectives both at French and European levels. From the outset, it was essential for the City of Lille to establish a partnership with Palestinians and Israeli cities. The goal is to favour the development of bilateral projects between Lille and these cities, and in time, to encourage trilateral cooperation projects with the combined involvement of Israeli and Palestinian towns. The city does not at all intend to act alone, but wants to be part of a collective approach enabling broader, more visible and more efficient results. These networks give rise to an ongoing exchange of information, the undertaking of common actions (political, solidarity, etc.), and the lobbying of the member states and the European Union. De stad Rijsel voert sinds enkele jaren een constructief beleid ter bevordering van een rechtvaardige en duurzame vrede in het Nabije Oosten, meer bepaald via bevoorrechte samenwerkingsakkoorden met een aantal steden van die regio, maar eveneens via haar actieve deelname aan de netwerken van overheden die zowel op Frans als op Europees niveau diezelfde doelstelling nastreven. Vanaf het begin was het primordiaal voor de stad Rijsel relaties aan te knopen met zowel Palestijnse als Israëlische steden, en dat met het oog op de ontwikkeling van bilaterale samenwerkingsprojecten en relaties tussen Rijsel en die steden, maar eveneens teneinde de totstandkoming te bevorderen (op termijn) van trilaterale partnerships tussen Israëlische en Palestijnse steden. De stad wil in geen geval op eigen houtje handelen, maar wil aansluiten op een collectieve strategie die het mogelijk maakt een ruimere, zichtbaardere en efficiëntere beweging te creëren die gemeenschappelijke doelstellingen nastreeft, permanent informatie uitwisselt, gemeenschappelijke acties uitvoert (politieke acties, solidariteitsacties, enz.) en lobbyt bij de lidstaten en bij de Europese Unie.

NAPLOUSE Afin d agir contre l enfermement que connaît Naplouse dans la situation conflictuelle qui persiste, la Ville de Lille et les acteurs de la société civile lilloise veillent, d une part, à maintenir de puissants liens humains entre leur ville partenaire et l extérieur et, d autre part, à renforcer, par leurs projets de coopération, les capacités de développement économique, social et culturel de la capitale de la Cisjordanie du Nord. On compte, parmi les principales actions de coopération, un soutien au dispensaire médical de la Vieille Ville, ou encore un appui à la pratique musicale. Lille participe par ailleurs au réseau des Collectivités européennes pour la paix au Proche- Orient (COEPPO) et a été à l initiative du réseau EuroNaplouse (qui réunit l ensemble des villes européennes jumelées avec Naplouse), lesquels agissent auprès des parties prenantes en faveur d une paix juste et durable, basée sur la coexistence de deux Etats jouissant de la même sécurité, de la même dignité et des mêmes droits. Soutien aux micro-entreprises à Naplouse Une dizaine de micro-entreprises furent lancées à Naplouse. La Mission Locale de Lille y apporte son expérience, en relation avec le Multipurpose Community Resource Center : sur le modèle du CLAP (Comité Lillois d Aide aux Projets), un CNAP a ainsi été créé. Ce dernier accompagne les porteurs de projets et travaille en lien avec une banque de micro-crédits pour aider à concrétiser les idées. Ces créations permettent une redynamisation de l économie locale et débouchent souvent sur d autres embauches. To alleviate the feeling of enclosure and despair induced by the conflict and born by the City of Nablus, the City of Lille and its local players entertain a strong bond with their partner-city and support, through cooperation projects, economic capacity building, social and cultural development programmes of the North West Bank capital. Main cooperation projects include the support of the Old City clinic, a social enterprising development programme, and music practice capacity building schemes. Moreover, Lille is a member of the Network of European Local Authorities for Peace in the Middle East (ELPME/COEPPO) and took the initiative to set up the EuroNablus network which gathers all European cities twinned with Nablus. Both networks work together with all stakeholders in the area to secure a just and sustainable peace based on the coexistence of two states experiencing the same level of security, the same dignity and the same rights. Support to micro-enterprises in Nablus About a dozen micro-enterprises were established in Nablus. The Mission Locale de Lille (youth advisory centre) shared its expertise in the field of entrepreneurship by seconding a technical advisor to the Multipurpose Community Resource Centre: The Nablus Development Project Centre was thus created on the basis of a similar initiative in Lille (Comité Lillois d Aide aux Projets CNAP). The CNAP provides assistance to the project leaders and works with a bank lending micro-credits in order to ensure the implementation of their projects. The new enterprises boost the local economy and create additional employment. Om op te komen tegen de opsluiting en wanhoop van de inwoners van Nablus als gevolg van het conflict, streven de stad Rijsel en de actoren van het maatschappelijk middenveld van Rijsel twee doelstellingen na: sterke menselijke contacten tussen haar partnerstad en de buitenwereld in stand houden, enerzijds, en de mogelijkheden voor economische, sociale en culturele ontwikkeling van de hoofdstad van Noord-Cisjordanië versterken via hun samenwerkingsprojecten, anderzijds. Een van de belangrijkste samenwerkingsactiviteiten zijn de steun aan het medische consultatiebureau in de oude stad, de uitvoering van een programma voor de oprichting van micro-ondernemingen of ook nog de ondersteuning van muziekbeoefening. Rijsel is bovendien aangesloten bij het Netwerk van Europese lokale overheden voor vrede in het Nabije Oosten (COEPPO) en lag aan de basis van het EuroNablus network (dat alle Europese steden verenigt die gejumeleerd zijn met Nablus). Beide netwerken trachten bij de betrokken partijen een rechtvaardige en duurzame vrede te bewerkstelligen, gebaseerd op het naast elkaar bestaan van twee Staten met dezelfde veiligheid, dezelfde waardigheid en dezelfde rechten. Steun aan micro-ondernemingen in Nablus Tijdens het eerste semester werden een tiental micro-ondernemingen opgestart in Nablus. De Mission Locale de Lille stelt er haar ervaring op het vlak van ondernemerschap ter beschikking via een technisch raadsman, in samenwerking met het Multipurpose Community Resource Center.
