1 The regular meeting for the Council of the Village of Rexton was held in the Council Chambers on Tuesday, December 10, 2013 at 7:00 p.m. PRESENT: The Mayor, David L. Hanson; Councillors Albert Corcoran, William Flanagan, Lisa Warman and Elaine Warren; Office Manager, Dianne Robertson; Bilingual Administrative Assistant, Nathalie Elward; Public Works Director, Brent Goodwin and General Manager, Barry Glencross. CALL TO ORDER: The Mayor, David L. Hanson called the meeting to order at 7:15 p.m. An in camera session was held from 5:00 p.m. to 7:15 p.m. for a year-end review. APPROVAL OF THE AGENDA: It was moved by William Flanagan and seconded by Albert Corcoran that the agenda be approved. Motion APPROVAL OF THE MINUTES: It was moved by Lisa Warman and seconded by Elaine Warren that the November 12 minutes be approved. GUESTS: An individual is interested in using Kenney Park for event in the near future. It was suggested that he/she submit a letter of request and attend a future meeting to discuss further details. CORRESPONDENCE: Council reviewed the correspondence th Banner Festival of NB: It was agreed to participate and contribute to the 2014 Festival as requested. It was moved by Elaine Warren and seconded by William Flanagan to file the correspondence for future reference, and actions taken on ones noted. OUVERTURE DE LA RÉUNION: Maire David L. Hanson ouvre la réunion à 19h15. Une réunion à huis clos a eu lieu de 17h00 à 19h15 pour un examen de fin d exercice. ADOPTION DE L ORDRE DU JOUR: William Flanagan propose, et Albert Corcoran appuie, que l ordre du jour soit accepté. Proposition adoptée ADOPTION DU PROCÈS VERBAL: Lisa Warman propose, et Elaine Warren appuie, que le procès-verbal de la réunion le 12 novembre soit accepté. Proposition INVITÉS: Un individu est intéressé à tenir une activité dans le Parc Kenney dans le proche avenir. On a suggéré de présenter une lettre de demande et d assister à une réunion pour discuter en détail. COURRIER: Le Conseil a fait la revue du courrier ième Festival des bannières du NB: Il fut convenu de participer et de contribuer au festival en 2014 tel que demandé. 2 Page 2 Page 2 PLANNING SESSION REPORT: November 25 th, 2013: A meeting was held with Crandall Engineering representatives to review the following projects; 1. Curling Club Water Issue: It was moved by Elaine Warren and seconded by Albert Corcoran that the work continues with the final wrap-up of the curling club repairs as related to the domestic water issues and as per the $8, plus tax estimate presented by Crandall s. 2. Water Study: a) Project Balance Estimate: There was a discussion and review of remaining funds with the Build Canada project. b) Land Purchase: It was moved by Lisa Warman and seconded Elaine Warren that the municipality exercise its option with Mrs. Huberte and Laurie LeBlanc in order to purchase one acre of land in order to protect the two wells drilled on that site. c) Project Balance: It was moved by Albert Corcoran and seconded Lisa Warman that, failing to gather permission to test drill from land owners within Zone C, the balance of available project funds be directed towards search for other potential sites as reviewed and discussed. December 10 th, 2013: Results of the 5:00pm meeting were the following; 2014 EMPLOYEE REVIEW: Administrative Assistant: It was moved by Albert Corcoran and seconded by William Flanagan that Administrative Assistant, Nathalie Elward s position remuneration rate be adjusted to $14.50 per hour starting January 1, Employee Salary Review: It was moved by Albert Corcoran and seconded by Lisa Warman that full time and full time/part time employee s remuneration be increased 2% starting January 1, RAPPORT RÉUNION DE PLANIFICATION: Le 25 novembre 2013: Une réunion avec les représentants de Crandall Engineering a eu lieu afin de réviser les projets suivants; 1. Club de curling questions liées à l eau: Elaine Warren propose et Albert Corcoran appuie, de poursuivre avec les dernières réparations au club de curling relatives aux questions liées à l eau domestique et l estimée de 8,800.00$ plus taxe présentée par Crandall s. Proposition 2. Étude de l eau: a) Estimé du solde du projet: Une discussion et révision des fonds restant du projet Chantier Canada. b) Achat de terrain: Lisa Warman propose, et Elaine Warren appuie, que la municipalité exerce se ces options avec Mme. Huberte et Laurie LeBlanc dans l acquisition d une acre de terre afin de protéger les deux puits forés sur ce site. c) Solde du projet: Albert Corcoran propose, et Lisa Warman appuie, si nous sommes incapables d obtenir la permission des propriétaires de terrain pour le forage d essai dans la zone C, le solde des fonds disponibles du projet soit utilisé pour la recherche de sites potentiels tels que révisé et discuté. 3 Page 3 Page 3 General Manager s (1-year) Past Pension Service: It was moved by Albert Corcoran and seconded by Elaine Warren that the General Manager be given an increase in salary, for 2014 only, in the amount of $5, to cover the cost of the municipalities share of the purchasing of one year back pension of the year 1995, which was not purchased at that time due to insufficient municipal funds available for the general manager s position remuneration and this be subject to regulations as identified by pension board administration, Morneau Shepell Ltd HOLIDAY OPERATIONS HOURS: It was moved by Lisa Warman and seconded by William Flanagan that, if the General Manager assures all municipal business is in order, the municipality s Christmas holiday business hours will start at noon December 24, 2013 and normal operations will remain closed until January 2, 2014 and staff members shall be paid for these holiday hours subject to employees not increasing this holiday period with personal holidays BUDGET BALANCE REVIEW: 1) Estimate Balance as of November 30 th : Review of the 2013 Utility and General Budgets. Utility Operating /Capital a) Utility (Water) Capital Reserve: It was moved by Albert Corcoran and seconded by William Flanagan that $1, be placed in a Utility Capital Reserve from the 2013 Utility Operating Budget, for future utility water capital expenditures. Motion General Operating b) 2013 General Capital Reserve: It was moved by Elaine Warren and seconded by Lisa Warman that $21, be withdrawn from the General Capital Reserve for the purpose of assisting with the costs of the new well and water system at the Sports and Recreation Center. RÉVISION DU SOLDE BUDGÉTAIRE 2013: 1) Estimation du solde au 30 novembre: Révision du budget général et des services d égouts Eau-fonctionnement/capitaux a) Réserve du fond de capitaux des services d eau: Albert Corcoran propose, et William Flanagan appuie, de placer 1,000.00$ du budget du fond de fonctionnement du service d eau 2013 dans une réserve du fond de capitaux du service d eau, pour les dépenses futures de capitaux du service d eau. Fonctionnement Général b) Réserve de capitaux général 2013: Elaine Warren propose, et Lisa Warman appuie, de retirer 21,917.00$ de la réserve de capitaux général pour assister aux coûts du nouveau système de puits et d eau au Centre de sports et loisirs.

4 General Operating (con t) Page 4 Fonctionnement Général (suite) Page 4 c) 2013 General Operating Reserve: It was moved by Albert Corcoran and seconded by William Flanagan that for the purpose of assisting with future operations, $40, be placed in a General Operating Reserve from the 2013 General Operating Budget. d) 2013 Bonar Law Common Reserve: It was moved by Elaine Warren and seconded by Lisa Warman that $5, be placed in an operating reserve for the Bonar Law Common. e) 2013 Budget Review: It was moved by Lisa Warman and seconded by William Flanagan that the 2013 budget estimate be adopted as presented BUDGET BALANCE REVIEW: 2014 Utility Operating Budget: It was moved by Elaine Warren and seconded by Lisa Warman that pursuant to paragraph 189(4) of the Municipalities Act, the total budget for the water and sewer utility for the ensuing year would consist of total revenues of $113,317.00, and total expenditures of $113, Motion 2014 General Operating Budget: It was moved by Elaine Warren and seconded by Albert Corcoran that the sum of $1,277, be the total operating budget of the Municipality, that the sum of $959, be the Warrant of the Municipality for the ensuing year, and that the tax rate for the Municipality be $ The Council orders and directs the levying by the Minister of Environment and Local Government of said amount on real property liability to taxation under the Assessment Act within the Municipality of Rexton. 5 DIRECTOR OF PUBLIC WORKS REPORT The Director of Public Works reviewed his report with Council. FIRE DEPARTMENT REPORT The Fire Chief, Brent Goodwin, reviewed his report with Council. BILLS: It was moved by Albert Corcoran and seconded by William Flanagan to pay the bills presented. BUSINESS ARISING FROM THE MINUTES a) Municipal Office Projects: The completion of this project was discussed in the Director of Public Works report. b) New Web-Site Design: It was reported that this matter is an ongoing process. c) Kenney Park Monument Repair: The Kenney Park plaque has been installed, as mentioned in the Director of Public Works report. d) Business Park Report: There is nothing new to report on Can-Shell at this time. However, it was reported that another potential investor has also voiced interest in the park. e) Fire and Ambulance Project: It was reported that the ceiling structure did not pass inspection under the National building code act. This will lead to unanticipated expenses. This matter will be discussed further with the contractor to reach a cost agreement. OPEN REPORTS There is nothing new to report at this time. MAYOR S REPORT The Mayor reviewed his report with Council. A meeting was held with Mike LeBlanc, EMO Director, and Julie Bastarache, Red Cross Representative, to discuss Rexton s EMO Plan and future working partnerships. RAPPORT DU DIRECTEUR DES TRAVAUX PUBLICS Le Directeur des travaux publics a passé en revue son rapport avec le Conseil. RAPPPORT DU SERVICE D INCENDIE Le Chef de Pompiers, Brent Goodwin, a passé son rapport en revue avec le conseil. AFFAIRES DÉCOULANT DU PROCÈS VERBAL a) Projets du Bureau Municipal: La réalisation de ce projet a été abordée dans le rapport du Directeur des travaux publics. b) Refonte du Nouveau Site Web: On mentionne que cette matière est un processus en cours. c) Réparation au monument du Parc Kenney: Tel que discuté dans le rapport du Directeur des travaux publics, la plaque a été installée au Parc Kenney. d) Rapport du Parc d Affaires: Il n y a rien de nouveau à rapporter en ce temps relatif a Can-Shell. Toutefois, on mentionne qu un autre investisseur potentiel a exprimé son intérêt dans le parc. e) Projet d Incendie et d Ambulance: On mentionne que la structure du plafond n a pas passé l inspection en vertu de la Loi sur le code national du bâtiment. Ceci mènera à des dépenses imprévues. Cette matière sera discutée plus loin avec l entrepreneur pour conclure un accord lié aux coûts. RAPPORTS OUVERTS Il n y a rien de nouveau à rapporter en ce temps. RAPPORT DU MAIRE Le maire a passé en revue son rapport avec le Conseil. Une réunion a eu lieu avec Mike LeBlanc, Directeur d OMU, et Julie Bastarache, représentante de la Croix Rouge, pour discuter du plan d OMU de Rexton et travailler en partenariat au futur.

Motion School Crossing Guard: Following an investigation, it was determined that this falls under the school boards responsibility. KRSC: As requested, it was moved by Elaine Warren and seconded by William Flanagan to ratify the Kent Regional Service Commission General Policy COUNCILLOR S REPORT WRITTEN REPORTS It was moved by Lisa Warman and seconded by William Flanagan that the written reports be adopted. NEW BUSINESS a) Condominium Subdivision Proposal: It was reported that an investor has purchased property for construction of a condominium development. At this time, the developer is inquiring on regulations related to shoreline protection. It was moved by William Flanagan and seconded by Elaine Warren to accept in favour of the development proposal, subject to respecting regulations. b) Christmas Party: It was agreed by Council to hold this year s Christmas supper in the quieter month of January 2014 due to the holidays being a busy time a year for everyone.
