Unless we face up to the challenge of climate change, our children will not only be forced to live in a deteriorating environment, but the very basis of our economy will be threatened by carbon derived energy sources. We desperately need Answers to the Carbon Economy De wereld staat voor een ecologische crisis. 2 The INTERREG IVA 2 Seas Programme promotes cross-border cooperation between the coastal regions of 4 Member States: France (Nord-Pas de Calais), England (South West, South East, and East regions), Belgium (provinces of West Flanders, East Flanders, Antwerp) and The Netherlands (South coastal area). The Programme has three priority themes as well as a common priority with the France (Channel) England INTERREG IVA Programme. Priority 1: Creating an economically competitive, attractive and accessible area Priority 2: Promoting and enhancing a safe and healthy environment Priority 3: Improving quality of life This type of funding is for cross-border cooperation projects that bring together partners from different countries who wish to develop or solve a shared cross-border issue. ACE is a 4m project with 50% ERDF funding, addressing priority 2 of the Programme and specifically objective 2(c): to stimulate energy efficiency and the development of renewable energies. Het INTERREG IVA 2 Zeeën programma stimuleert grensoverschrijdende samenwerking tussen de kustgebieden van vier lidstaten van de Europese Unie: Frankrijk (Nord-Pas de Calais), Engeland (zuidwesten, zuidoosten en oosten), België (de provincies West-Vlaanderen, Oost-Vlaanderen en Antwerpen) en Nederland (zuidelijk kustgebied). Het programma heeft drie thematische prioriteiten en een gemeenschappelijke prioriteit met het Frans- Engels kanaalprogramma. Prioriteit 1 het ondersteunen van een economisch competitief, aantrekkelijk en toegankelijk gebied Prioriteit 2 een gezonde en veilige omgeving bevorderen en ontwikkelen Prioriteit 3 het verbeteren van de leefkwaliteit Dit Europees programma financiert grensoverschrijdende samenwerkingsprojecten die partners van verschillende landen samenbrengen om een gezamenlijk grensoverschrijdend probleem aan te pakken. ACE is een project van 4 miljoen euro, met 2 miljoen euro aan EFRO steun (Europees Fonds voor Regionale Ontwikkeling). Het project valt onder prioriteit 2 van het INTERREG IVA 2 Zeeën programma, en meer specifiek prioriteit 2(c): het stimuleren van energie-efficiëntie en hernieuwbare energieproductie. Le programme est centré autour de trois thèmes prioritaires et d une priorité commune avec le Programme Interreg IV A France (Manche) Angleterre. Priorité 1 : création d une zone accessible, attractive et compétitive au niveau économique Priorité 2 : promotion et développement d un environnement sain et sûr Priorité 3 : amélioration de la qualité de vie Ce type de financement intervient au niveau de projets de coopération transfrontalière qui réunissent des partenaires de différents pays voulant résoudre un certain problème commun transfrontalier. ACE est un projet de 4 million avec une contribution FEDER de 2 million, en adressant la 2e priorité du programme INTERREG IVA A 2 Mers, et plus spécifiquement, l objectif 2(c): pour stimuler l efficacité énergétique et le développement d énergie renouvelable. 3 The ACE Strategy De ACE strategie The ACE project will address the challenges faced by businesses and business parks by focusing on low-carbon initiatives such as energy efficiency and renewable energy, whilst also exploiting the C0 2 20:20:20 reduction targets to create business opportunities and place the 2 Seas area at the forefront of global competitiveness. ACE seeks to find practical and economic solutions at three levels: Individual Businesses, Business to Business (B2B) relationships, and Business Parks. This involves finding new technical solutions, and also understanding the importance of the legal, financial, and operational frameworks, as well as the culture of business relationships and behavioural change needed. At completion, the ACE project expects to have significantly improved the carbon efficiency and economic competitiveness of the partners business parks, and business operations within them. We hope to have developed Answers to the Carbon Economy which will provide a solid platform for building a sustainable and prosperous future. Above all we intend to forge new organisational, economic and personal links which will enable us to meet the challenge together. The project consists of a partnership from South East England, Northern France and Belgium. The partners will work collaboratively across the project activities producing a Best Practice Manual for public use. The Guide will be aimed at developers of business parks and will help them to realise low carbon business sites, whether greenfield or redevelopment. Het ACE project zal ingaan op de uitdagingen waar bedrijven en bedrijventerreinen zich voor gesteld zien betreffende energie-efficiëntie en hernieuwbare energieproductie. Tezelfdertijd worden de C0 2 20:20:20 reductiedoelstellingen vooropgesteld en wordt de 2 Zeeën regio op het voorplan van het mondiale concurrentievermogen geplaatst. ACE tracht praktische en economisch haalbare oplossingen te vinden op drie niveaus: individuele bedrijven, business to business (B2B) relaties en bedrijventerreinen. Dit omvat nieuwe technische oplossingen, maar de ACE-partners erkennen ook het belang van een wettelijke, financiële en operationele omkadering. Verder wordt aandacht besteed aan het belang van de bedrijfscultuur en de nood aan een structurele gedragsverandering. Op het einde van het project hoopt ACE de koolstofefficiëntie en het economisch concurrentievermogen van de pilootterreinen en -bedrijven aanzienlijk verbeterd te hebben. We hopen dat we Answers to the Carbon Economy kunnen bieden, zodat een stevige basis gelegd kan worden om te bouwen aan een duurzame en voorspoedige toekomst. Boven alles trachten we nieuwe organisatorische, economische en persoonlijke connecties te smeden zodat we samen de uitdaging kunnen aangaan. Er zijn 6 partners betrokken in het project: twee uit Zuidoost-Engeland, een in Noord-Frankrijk en drie in Vlaanderen (België). De partners zullen een nauwe samenwerking aangaan om de verschillende projectactiviteiten succesvol af te ronden en een Good Practice handleiding. samen te stellen. Stratégie de ACE Le projet ACE va se focaliser sur les défis des entreprises et parcs d activités, en se concentrant sur des initiatives bas carbone comme l efficacité énergétique et les énergies renouvelables. Parallèlement à ces actions, le projet va positionner la région 2 Mers au premier plan de la compétitivité globale. ACE vise à trouver des solutions pratiques et économiques à trois échelles : entreprise, réseau d entreprises (B2B) et parc d activités. Pour les partenaires de ACE, ces solutions se retrouvent tout autant dans les aspects réglementaires, techniques et opérationnels ainsi qu au niveau de la «culture» d entreprise avec un besoin de changement de comportement. La finalité du projet consiste à avoir amélioré considérablement l efficacité carbone et la compétitivité économique des parcs d activités des partenaires et au sein des entreprises concernées. Nous espérons développer des «Answers to the Carbon Economy» qui formeront une plateforme solide pour construire un avenir durable et prospère. Dans cet objectif commun, nous souhaitons créer des nouveaux liens économiques et techniques permettant de nous engager ensemble pour le défi. Il y a 6 partenaires au sein du projet : deux du sud-est d Angleterre, un situé en France du Nord et trois de Belgique (Flandre). Tous les partenaires collaborent étroitement dans le but de réaliser les activités du projet et de développer un manuel de meilleures pratiques. Le guide sera destiné aux développeurs de parcs d affaires dans le but de les aider à réaliser des zones d activités à faibles émissions de carbone et / ou des sites d affaires de réaménagement où les émissions de carbone sont également réduites.. 4 5

4 The ACE Objectives Individual Businesses (activity 1) The partnership will look at applying low-carbon technical solutions such as energy efficiency measures, installing renewable energy sources and considering the legal and financial instruments and frameworks around businesses. Partners will assess sustainable building certification models and develop strategies to embed lowcarbon principles within businesses. Experience will be gained from refurbishing an existing building, to developing master planning, and green selling conditions. Business to Business (B2B) relationships (activity 2) Here the project wishes to encourage and enable greater competitiveness through low-carbon solutions, reducing resource consumption and waste, i.e. increasing resource efficiency. The partners will facilitate informal and business to business trading links and networks and promote and integrate industrial ecology into the business sector. Energy networks will be studied to help optimise energy consumption as well as identify synergies across material flows. Business Park (activity 3) An aim is to create a positive environment for stimulating eco-business and eco-innovation. To help promote this, low-carbon approaches for all aspects relating to business parks will be explored such as master planning, financing, design and infrastructure. Ongoing management post occupancy is also to be considered. Benchmark reporting will be conducted and feasibility studies assessing collective energy generation undertaken. Green selling, renting and leasing conditions will be modified. De ACE objectieven Individuele bedrijven (activiteit 1) Op het gebouwniveau zal het partnerschap koolstofarme technische oplossingen toepassen zoals energie-efficiëntie en het installeren van hernieuwbare energiebronnen. Daarnaast zal ook worden gekeken naar de wettelijke en financiële instrumenten om dit proces te begeleiden. De partners zullen duurzame bouwmodellen beoordelen en strategieën ontwikkelen om koolstofarme principes te integreren in bedrijven. Ervaringen worden uitgewisseld door bestaande gebouwen te renoveren, door masterplanning op te stellen en groene verkoopsvoorwaarden op te maken. Business to Business (B2B) relaties (activiteit 2) In deze activiteit wil het project een groter concurrentievermogen aanmoedigen en faciliteren dankzij afvalreductie, de uitwisseling van stromen die de uitstoot van koolstof verminderen, en het verminderd verbruik van hulpbronnen door bijvoorbeeld efficiëntieverhoging. De partners zullen informele en B2B-relaties en -netwerken faciliteren en zullen de principes van industriële ecologie integreren. Energienetwerken zullen bestudeerd worden om het energieverbruik te optimaliseren en om synergiën te identificeren doorheen materiaalstromen. Bedrijventerreinen (activiteit 3) Het doel van deze activiteit is het creëren van een positieve omgeving om eco-bedrijven aan te trekken en eco-innovatie te stimuleren. In elk aspect van de ontwikkeling van een bedrijventerrein worden koolstofarme oplossingen geïntegreerd: masterplanning, financiering, ontwerp en infrastructuur, alsook het beheer na de bezetting. Benchmarks worden uitgezet en haalbaarheidsstudies omtrent collectieve energieproductie zullen worden uitgevoerd. Groene verkoops- en verhuurvoorwaarden zullen worden opgesteld. Objectifs de ACE Niveau de l entreprise individuelle (activité 1) Le partenariat implémentera des solutions techniques «bas carbone» reposant sur l efficacité énergétique, baisse des consommations, utilisation d énergies renouvelables, mais également des soutiens réglementaires et financiers pour aider au niveau de l entreprise individuel et du bâtiment. Les partenaires évalueront des modèles de certification pour la construction durable et développeront des stratégies pour appliquer des principes «bas carbone» parmi les entreprises. Grâce à la rénovation de bâtiments existants, les partenaires ACE vont acquérir de l expérience dans ce domaine et pourront communiquer dessus également. Des réseaux d énergie seront étudiés dans le but d optimiser la consommation d énergie et d identifier des synergies parmi des flux de matériel. 5 Cross-border Cooperation The project partners in the 2 Seas area face the common problem of how the EU targets can be translated into economic growth whilst recognising the need to: - achieve CO 2 target reductions - diversify the traditional economic structure - be resilient to climate and economic change Grensoverschrijdende samenwerking De projectpartners in het 2 Zeeëngebied staan voor de gezamenlijke uitdaging om de diverse Europese doelstellingen lokaal te vertalen in economische groei en tegelijkertijd: - de gestelde CO 2 -reductiedoelstellingen te halen - de traditionele economische structuur te diversifiëren - voldoende adaptiviteit voor klimaat- en economische verandering op te bouwen. De partners erkennen dat de tijd rijp is om de opportuniteiten in de EU-doelstellingen te grijpen, om werkgelegenheid en duurzame productie en consumptie te verhogen, als we onze welvaart willen behouden en verhoogde kosten door koolstofafhankelijkheid willen vermijden. Antwoorden op de koolstofeconomie zullen niet gevonden worden door geïsoleerd te werken of zich te verstoppen achter landsgrenzen. Succesvolle ideeën moeten snel uitgewisseld worden om een maximale impact te hebben en grensoverschrijdend samenwerken moet op elk niveau ingebed worden. Op deze manier hoopt ACE op een positieve manier bij te dragen aan de EU doelstellingen. The partners recognise that now is the time to seize the opportunities of these targets to increase employment, eco-industries and sustainable development if we want to increase our economic prosperity and avoid increased costs due to a high dependency on carbon. Answers to the Carbon Economy will not be found by working in isolation, or behind international barriers. Successful ideas must be quickly shared if they are to have maximum impact and cross-border working is embedded at every level, enabling the sharing of best practice and knowledge, helping ACE contribute positively towards the EU targets. Coopération transfrontalière Les partenaires du projet de la région des 2 Mers font face à des enjeux communs quant à la traduction des objectifs de l UE en croissance économique tout en reconnaissant la nécessité de : -Atteindre les objectifs de réductions du CO 2 -Diversifier l économie traditionnelle -S adapter aux évolutions du climat et de l économie Les partenaires souhaitent saisir les opportunités offertes par les objectifs fixés par l UE (emploi, développement des éco-industries,...) afin d accroître la prospérité économique et d éviter une augmentation des coûts due à une forte dépendance au carbone. Pour trouver des réponses à l économie du carbone, il est important de surmonter les barrières des frontières et de ne pas travailler de manière isolée. Les idées prometteuses et ingénieuses doivent être partagées au sein du réseau ACE pour avoir un impact maximum sur le territoire du projet. La coopération transfrontalière est intégré à tous les niveaux pour permettre le partage des bonnes pratiques et les connaissances de chacun. Le but est d aider ACE à contribuer positivement à l égard des objectifs de l UE. 8 9

6 Partner Specifics Hastings Borough Council (HBC) HBC is delivering a pilot low-carbon refurbishment of an old 1980 s industrial unit. This aims to use different options for reducing the climate-change impact of existing buildings, in a real-world context of market factors, and occupancy / lease arrangements. It recognises that however well new industrial buildings and areas can be designed, the majority of industrial activity will still be done out of the existing building stock. To focus on new developments alone, neglects the carbon impact of old and outdated stock. The project will look at three elements: not wasting energy (e.g. insulation); better ways of using energy (e.g. efficient and appropriate heating, lighting and ventilation); and small scale renewable generation. HBC has also commissioned three preliminary studies. The first of these looks at the carbon footprint of a Hastings industrial estate. Two other studies set out generic options for industrial estatewide carbon-reduction initiatives, and for prioritising carbon-reduction measures at the level of an existing building or business-type. Future studies will retrospectively assess the business case for the measures adopted in the refurbished building, and examine potential lease arrangements to incentivise investment by both landlords and tenants. Projectgebieden Hastings Borough Council (HBC) Hastings Borough Council zal een industrieel gebouw uit de jaren 80 op koolstofarme wijze renoveren met als doel na te gaan hoe de impact van bestaande gebouwen op de klimaatverandering verlaagd kan worden. Nieuwe bedrijfsgebouwen en bedrijventerreinen kunnen nu zodanig ontworpen worden dat de CO 2 -uitstoot drastisch kan verminderd worden. Echter, het merendeel van de industriële activiteit vindt nog steeds plaats op bestaande sites en in bestaande gebouwen. Zich enkel op nieuwe projecten concentreren zou de mogelijkheden van oudere bedrijven(terreinen) verwaarlozen. Volgende elementen staan centraal in het project: energieverspilling tegengaan door bijvoorbeeld betere isolatie, efficiënter energiegebruik stimuleren door bijvoorbeeld efficiënte en geschikte verwarming, verlichting en ventilatie, en het inzetten van hernieuwbare energie op kleine schaal. Hastings Borough Council heeft de opdracht gegeven tot drie voorbereidende studies. De eerste ging dieper in op de ecologische voetafdruk van een industrieel gebouw in Hastings. Twee andere studies beschrijven oplossingen voor de reductie van CO 2 -uitstoot in de industrie op grotere schaal dan het bedrijventerrein, alsook om na te gaan welke maatregelen prioritair moeten uitgevoerd worden om een bestaand gebouw of bedrijfstype koolstofarm te maken. Toekomstige studies zullen met terugwerkende kracht de reeds gemaakte business case bestuderen voor de maatregelen geïmplementeerd in het gerenoveerde gebouw. Daarnaast zullen ook potentiële huurvoorwaarden onderzocht worden om de investering voor zowel huurder als verhuurder te stimuleren. HBC reconnaît que la majorité de l activité industrielle va toujours être faite dans des bâtiments existants au détriment des nouveaux bâtiments industriels et zones pouvant être conçus. En se concentrant seulement sur des nouveaux parcs industriels, on négligerait les opportunités concernant des bâtiments et parc existants. Le projet se concentra sur trois éléments : éviter le gaspillage d énergie (p.ex. isolation); trouver des meilleures manières pour utiliser l énergie (p.ex. chauffage efficace et approprié, éclairage et ventilation); produire l énergie renouvelable à petite échelle. HBC a également confié trois études préalables au projet de rénovation. La première investiguera l empreinte carbone d un bâtiment industriel à Hastings. Deux autres études tracent les options génériques pour des initiatives de réduction de carbone parmi les entreprises et pour prioriser des mesures de réduction de carbone au niveau d un bâtiment existant ou d un type d entreprise. Des études futures évalueront rétrospectivement l étude de cas pour des mesures adoptés dans le bâtiment rénové et elles permettront d examiner les arrangements de location potentiels pour stimuler des investissements de loueurs et locataires

7 Ecopal ECOPAL is an association created 10 years ago by a group of local businesses, focusing on the area of Grande Synthe near Dunkerque, France. Its members are local industries and companies motivated by Industrial Ecology. The Synthe area consists mainly of industrial parks with about 160 businesses over 170 hectares. Businesses represented are from the industrial and manufacturing industries along with their suppliers. Historically, heavy industry developed in the region due to large coal deposits. Recently new businesses and services have developed around green energy and sustainable development. ECOPAL develops projects for its members across activities such as biodiversity, energy and waste. It works on identifying material and energy streams within businesses to share, substitute and collect (e.g. paper, cardboard). Collections represent a large part of ECOPAL s activities with its planning, selection of suppliers, organisation and supporting business enquiries. For ACE, ECOPAL s objective is to share experience of the low-carbon economy with businesses, and develop tools highlighting the benefits and positive impact of an Industrial Ecology approach. A main focus is to share the understanding and benefits with the other partners and their associates. ECOPAL s actions are reducing the environmental impact and decreasing the CO 2 emissions of its members. Continuing to work with them to improve their Industrial Ecology is the focus of ECOPAL. It intends to develop tools to evaluate further its economic, environmental and social impact. Ecopal ECOPAL is tien jaar geleden opgericht door een vereniging van lokale bedrijven uit de regio Grande Synthe (Duinkerke, Frankrijk). De leden worden gedreven door het principe van Industriële Ecologie. De regio Grande Synthe bestaat vooral uit bedrijventerreinen met ongeveer 160 bedrijven verspreid over 170 hectare. De bedrijven zijn vooral gericht op industriële productie, maar ook hun leveranciers zijn hier te vinden. Vroeger was er door de grote steenkoolvoorraden erg veel zware industrie in de regio. De laatste tijd zijn er nieuwe bedrijven en diensten ontstaan rond groene energie en duurzame ontwikkeling. ECOPAL zet projecten op voor zijn leden omtrent biodiversiteit, energie en afval. Op die manier worden materiaal- en energiestromen in bedrijven geïdentificeerd, gedeeld en opgehaald zoals bijvoorbeeld papier en karton. Inzamelingen maken een belangrijk deel uit van de activiteiten van ECOPAL, samen met de planning, keuze van leveranciers en ophalers, organisatie en het ondersteunen van bedrijven bij vragen. De doelstelling van ECOPAL voor ACE is om de eigen ervaring betreffende een koolstofarme economie uit te wisselen met bedrijven, en om instrumenten te ontwikkelen die de positieve impact van Industriële Ecologie onderschrijven. Een van de belangrijkste objectieven is om het concept en de voordelen van Industriële Ecologie te delen met andere partners. Dankzij de activiteiten van ECOPAL wordt de impact van hun leden op het milieu en de CO 2 - uitstoot verlaagd. De focus van ECOPAL is te blijven samenwerken met de bedrijven om hun Industriële Ecologie te verbeteren. ECOPAL wil instrumenten ontwikkelen om de economische, sociale en milieuimpact verder te evalueren en te verminderen. Ecopal Association crée il y a 10 ans, ECOPAL a été formée par un groupe d industriels et par les collectivités locales au niveau de Grande Synthe, ville située près de Dunkerque, dans le Nord de la France. Les membres d ECOPAL sont majoritairement des entreprises locales motivées pour développer l Ecologie Industrielle au sein de leurs entreprises et sur la zone d activité. La zone d activité des 2 Synthe est implantée sur 170 hectares et regroupe 160 entreprises dont la plupart sont des industriels et leurs sous-traitants. Historiquement, les industries lourdes se sont développées dans le Nord et particulièrement près de Dunkerque car des gisements de charbon étaient exploités dans la région. L extraction n est plus d actualité, mais les industries ont subsistées. Récemment, de nouvelles entreprises et développement de services se sont développés en région autour des énergies vertes et du développement durable en général. Au service de ses membres, ECOPAL développe ses activités et services autour des thématiques suivantes : Biodiversité, l énergie et l analyse des flux avec la récupération et valorisation des déchets. La stratégie d ECOPAL est d identifier les flux de matériaux, énergie ou autre et d analyser si des flux de matières peuvent être mutualisés ou substitués. Les collectes de déchets et leurs valorisations représente une grande part des activités d ECOPAL avec la planification, la sélection de prestataire et le relationnel que cela implique avec les entreprises. L objectif d ECOPAL dans le projet est de partager ses expériences avec les autres partenaires au niveau des actions de «bas carbone» effectuées auprès des entreprises des territoires de chacun des partenaires. De plus, ECOPAL souhaite développer un outil de mesure pour connaitre l impact des actions mises en place. Pour ce faire, ECOPAL souhaite collaborer avec les différents acteurs pour le développement de cet outil

8 West-Vlaamse Intercommunale (wvi) The West-Vlaamse Intercommunale (wvi) is a public body working for 54 districts and the county of West Flanders, located in Brugge, Belgium. It develops and manages business parks as well as some housing projects, and provides its partners with advice and studies on spatial planning, environment & nature and mobility. The ACE project allows the introduction of an enlarged and improved energy chapter in an existing strategy focusing on the different stages of the development of a business park (design, infrastructure, selling of plots and management) and on the individual buildings, industrial ecology and the relations between business parks and their environment. Wvi is investigating how carbon emissions can be reduced on a selection of business parks in different phases of development. The knowledge gained will be an important input for the cross-border guidelines as the main output of the ACE project. Wvi leads activity 3, working across a whole business park and adjacent developments. Wvi has commissioned a feasibility study for the renewable energy generation on business parks, for the benefit of the businesses located there and to establish how wvi can participate in and facilitate the process. From this a business case will be produced for Poperinge Sappenleen, where wvi will construct two wind turbines. For the business park De Spie in Brugge, wvi is investigating how carbon neutrality can be effectively embedded in the concept and design of the park. Wvi ontwikkelt en beheert bedrijventerreinen en is eveneens betrokken bij woningbouwprojecten. Daarnaast staat wvi de gemeenten en provincie bij met advies en studies inzake ruimtelijke planning, milieu & natuur en mobiliteit. Het ACE project biedt wvi de kans om een uitgebreider en verbeterd energiehoofdstuk toe te voegen aan hun bestaande strategie voor de ontwikkeling en het beheer van bedrijventerreinen rekening houdend met zowel elke fase van de verwezenlijking van het terrein (design, realisatie, verkoop van percelen en beheer), als met de individuele gebouwen, industriële ecologie en de relaties tussen de bedrijventerreinen en hun omgeving. Wvi onderzoekt hoe de CO 2 -uitstoot kan verminderd worden op enkele geselecteerde bedrijvenparken, en dit in elke fase van de ontwikkeling. De kennis die hierbij opgedaan wordt zal een erg belangrijke input zijn voor de grensoverschrijdende richtlijnen die het belangrijkste resultaat zijn voor het ACE-project. Wvi leidt Activiteit 3 die het volledige bedrijventerrein en de aangrenzende omgeving beslaat en heeft opdracht gegeven tot een haalbaarheidsstudie voor de collectieve hernieuwbare energieproductie op bedrijventerreinen, ten voordele van de bedrijven die er gevestigd zijn, en om na te gaan hoe wvi dit kan stimuleren of zelfs participeren. Hieruit voortvloeiend zal een case studie ontwikkeld worden op Poperinge Sappenleen, waar wvi 2 windturbines zal plaatsen. Voor het bedrijventerrein De Spie in Brugge onderzoekt wvi hoe CO 2 -neutraliteit efficiënt kan geïmplementeerd worden in het concept en ontwerp van het terrein. Wvi développe et gère des parcs d activités et soutient activement des projets de logement. De plus, wvi conseille les municipalités et la province dans le but de les assister au niveau des études concernant l aménagement du territoire, la mobilité, l environnement et la nature.. Le projet ACE nous permet d aborder un chapitre plus élaboré et d améliorer dans la stratégie du développement et la gestion des parcs d activités, en se focalisant sur des phases différentes de la réalisation du parc industriel (design, réalisation, vente de parcelles et gestion). Grâce au projet ACE les bâtiments individuels sont également pris en compte tout comme les notions d écologie industrielle et les relations entre parcs d activités et leur environnement. Wvi étudie comment les émissions carbones peuvent être réduites sur une sélection de pars d activités et au niveau de toutes les phases de développement du parc. Les connaissances acquises seront un apport important pour les directives transfrontalières, qui constituent le principal résultat du projet. Wvi est le partenaire en charge de l activité 3, le but est de travailler au sein d un parc d affaires avec tous les acteurs et réaliser une étude de faisabilité pour la production d énergie renouvelable sur les parcs d affaires, pour en faire bénéficier les entreprises. Wvi soutient les entreprises et motive ces projets au sein des parcs d activités en tant que facilitateur. Par exemple, une étude de cas va être exécutée à Poperinge Sappenleen, où wvi va construire 2 turbines éoliennes. Pour le parc d activités De Spie à Bruges, wvi étudie comment la neutralité carbone peut être efficacement intégrée dans le concept et la conception du parc. 9 Stad Gent The City of Ghent signed the European Covenant of Mayors committing it to curb its CO 2 emissions by 20% by the EU 2020 target. Ghent also wants to define whether and how CO 2 neutrality can be attained. Therefore Ghent has to define a long-term vision with short-term milestones, and needs to develop a suitable approach, framework and tools. In order to define this vision and associated measures, Ghent has started a dialogue with all stakeholders in the city (e.g. residents, businesses, industry, university, etc). Together, this climate alliance of all sectors wants to tackle the CO 2 reduction targets. Specifically for businesses, a working group has been started up: Energy efficiency in Industry. Considering all the CO 2 emissions in Ghent per sector, the business sector has a large share. The ACE project can provide Ghent with the necessary skills and tools to develop a high quality vision and effective set of measures for the businesses and business parks in its area. For example, the sustainability meter will be used on development sites as a way to measure the sustainability of new industrial parks and therefore encourage and stimulate energy efficient solutions at the policy stage. Furthermore, the possibilities of the exchange of energy (e.g. by district heating and heat pumps) is investigated. Stad Gent Stad Gent heeft het Burgemeestersconvenant ondertekend en door deze verbintenis beoogt ze de 20% CO 2 -reductiedoelstelling van de Europese Unie tegen 2020 te behalen en te overtreffen. Gent wil ook onderzoeken of CO 2 -neutraliteit mogelijk is en hoe dit kan bereikt worden. Daarom wil Gent een langetermijnvisie definiëren met korte termijn mijlpalen en wil ze een geschikte aanpak en dito instrumenten ontwikkelen. Om deze visie en bijhorende maatregelen te definiëren heeft Gent een participatieproject opgestart met alle belanghebbenden van de stad (inwoners, bedrijven, industrie, universiteit, enzovoort). In een klimaatalliantie met alle sectoren wil Gent de CO 2 -reductie doelstellingen halen. Specifiek voor bedrijven werd er een werkgroep Energie-efficiëntie in Industrie opgestart. Als we de uitstoot van alle sectoren in Gent uitsplitsen zien we dat bedrijven een groot aandeel in de CO 2 -baseline hebben. ACE kan Gent de noodzakelijke vaardigheden en tools verstrekken om een hoge kwaliteitsvisie en een efficiënte set maatregelen voor bedrijven en bedrijventerreinen te ontwikkelen. Zo wordt de duurzaamheidsmeter voor economische sites gebruikt als instrument om nieuwe bedrijventerreinen te screenen op duurzaamheid en zo energie-efficiënte criteria in het uitgiftebeleid te stimuleren. Ook de mogelijkheden van energie-uitwisseling, onder andere door middel van warmtenetten en pompen, wordt onderzocht. Stad Gent La ville de Gand a signé La Convention des Maires. Par leur engagement, les signataires de la Convention visent à respecter et à dépasser l objectif de l Union européenne de réduire les émissions de CO 2 -de 20 % d ici Gand veut également explorer les possibilités de neutralité carbone. Par conséquent, Gand doit définir une vision à long terme avec des étapes à court terme, et doit développer une approche ainsi que des instruments appropriés. Afin de définir cette vision et les mesures associées, Gand a initié un projet de participation avec tous les intéressés de la ville (les habitants, les entreprises, l industrie, l université, etc.). Ensemble dans une alliance concernant les changements climatiques et avec tous les secteurs, Gand veut atteindre les objectifs de réduction carbone. Le projet ACE a pour objectif de procurer à la ville de Gand les compétences et outils pour développer une vision de haute qualité environnementale et pouvoir proposer une série de mesures effectives pour les entreprises et les parcs d activités. Par exemple, le «mètre de durabilité» sera utilisé sur les sites en création comme un moyen de mesurer la durabilité des nouveaux parcs industriels et, par conséquent encourager et stimuler des solutions énergétiques. Les possibilités de réseaux d énergie et d échange de chaleur seront étudiées (par exemple par le chauffage urbain et de pompes à chaleur). 10 Universiteit Gent The role of Ghent University within the ACE project is to improve energy resilience of companies located within business parks, and generally initiate the shift towards a low-carbon economy. Tools and guidelines are being created to implement sustainable energy planning on new and existing business parks. More specifically, an energy model for industrial parks is in the making that will provide a techno-economic framework for energy planning. Four research groups of Ghent University Association work together for ACE. A multidisciplinary approach is attained by combining technical and theoretical expertise in the field of renewable energy production and energy use, with experiences of sustainable business parks. Working with the other partners, Ghent University is evaluating and integrating current tools to produce a collective measuring system. Ghent University will compile a guide for determining the energy profile and, long term, the sustainable profile of the buildings and businesses. This instrument will be tested on the business units in the project. Furthermore, the researchers are investigating the attainability and management of carbon neutrality in electricity, heating, cooling and transport. The methodologies, requirements and current profiles of companies and business clusters are being collected. Additionally, the researchers will implement the management of carbon neutrality on the project business parks. Hiertoe worden instrumenten en richtlijnen ontwikkeld voor duurzame energieplanning op nieuwe en bestaande bedrijventerreinen. Meer specifiek zal er een technoeconomisch model voor bedrijventerreinen worden ontwikkeld dat een technisch en economisch kader voor energieplanning biedt. Vier onderzoeksgroepen van de Associatie Universiteit Gent bundelen hun krachten in het ACE project. Een multidisciplinaire aanpak wordt bereikt door technische en theoretische expertise omtrent hernieuwbare energieproductie en rationeel energiegebruik te combineren met praktische kennis in het beheer van duurzame bedrijventerreinen. In samenwerking met de andere partners zal UGent bestaande instrumenten evalueren en integreren om een collectief meetsysteem te maken. UGent zal een handleiding samenstellen om het energieprofiel van een bedrijf te bepalen, en op lange termijn het duurzaamheidsprofiel van gebouwen en bedrijven. Dit instrument zal getest worden op de pilootterreinen van het project. Verder zullen de onderzoekers de haalbaarheid en het management van koolstofneutraliteit in elektriciteit, verwarming, koeling en transport onderzoeken. De methodologie, noden en huidige profielen van bedrijven en bedrijvenclusters worden verzameld. Daarnaast zullen de onderzoekers het management van koolstofneutraliteit implementeren op de pilootprojecten. Universiteit Gent Le rôle de l Université de Gand au sein du projet ACE est d améliorer la résilience énergétique des entreprises au sein des parcs d activités et plus généralement engager la transition vers une économie sobre en carbone. A cet effet, des instruments et directives vont être développés pour une planification d énergie durable et une utilisation d énergie rationnelle. Plus spécifique, un modèle énergétique est en cours de construction à destination des parcs industriels fournissant un cadre technico-économique pour la planification énergétique. Quatre groupes de recherche de l Association de l Université de Gand travaillent ensemble dans le cadre du projet ACE. Une approche multidisciplinaire est effectuée en combinant l expertise technique et théorique dans le domaine de la production d énergie renouvelable et la consommation d énergie, au niveau des parcs d activité et du développement durable de ces sites. En coopération avec les autres partenaires, l Université de Gand travaille sur l évaluation et l intégration des outils actuels pour produire un système de mesure collectif. L Université de Gand développera un outil pour déterminer le profil d énergie et, à long terme, le profil de durabilité des bâtiments et des entreprises. Cet instrument sera testé sur les unités pilotes au sein du projet. De plus, les chercheurs étudient la possibilité de réaliser des actions concrètes au niveau du bas carbone et la gestion de la neutralité carbone de l électricité, de chauffage, de refroidissement et le transport. 11 East Sussex Energy Infrastructure and Development Ltd (ESEID) ESEID is a not for profit company with the purpose of delivering energy, infrastructure, economic development and regeneration projects in Hastings, Bexhill, Rye and wider East Sussex. The company builds on experience of regeneration initiatives in Hastings and Bexhill, which have been successfully delivered to support the business and education communities. Within the Answers to the Carbon Economy Project, ESEID plan to work jointly with the project partners to develop the concept for the next phases of the Enviro21 Innovation Parks. The approach will be developed focussing on energy, infrastructure and design at a business park master planning level and at business building level. Benchmarking will be conducted with partners to establish best practice, and lessons learnt from previous approaches will be jointly assessed. Events will be held with local businesses in the low carbon sector and those that wish to lower the carbon footprint of their operation. Outcomes from the project will be disseminated to businesses and others through these forums and other channels.
