1 IPA TWINNING NEWS NEAR SPECIAL European IPA Twinning Projects Pipeline from July 2015 till December 2016 Project title ALBANIA IPA Support to the fight against corruption (Justice and Home Affairs/Good Governance) The Twining will focus on anti-corruption prevention, by assisting the Anti-Corruption National Coordinator Office and supporting the High Inspectorate for the Declaration and Audit of assets and conflicts of interest, including support for the implementation of the upcoming whistle-blowing protection law. The budget for this project is 1 million euros (tbc if it can be increased to 1.5 millions). IPA Support to Anti-Money Laundering Structures and Financial Crimes Investigations Structures in Albania (Justice and Home Affairs/Good Governance), The Twinning is expected to focus on the following issues: 1) institutional cooperation and coordination against money laundering; 2) application of the Anti-Mafia Law; 3) judicial system and law enforcement agencies. CROATIA Transition Facility: Enhancing the Quality of Judicial Training - by Upgrading EU Law and On Line Trainings, Twinning ( ,00 EUR). The project purpose is to upgrade and improve the current judicial training system as well as to further enhance lifelong learning system of the judicial officials in the Judicial Academy upon the accession of the Republic of Croatia to the EU. Transition Facility: Support to the Gender Equality, Twinning ( ,00 EUR). The project purpose is to secure advancement in eliminating gender-based discrimination at all levels by establishing a coordinated system of implementation, monitoring and evaluation of related activities, by (To be) circulated to Member States 1/14

2 strengthening institutional mechanisms for gender equality, and efficiency of judiciary related to gender based discrimination. IPA 2012: Strengthening the capacities of MoPA in use of the EU Cohesion Policy instruments, Twinning light ( ,00 EUR). The project purpose is to ensure capacities of Ministry of Public Administration (MoPA) in smooth and efficient use of EU Structural Funds in financial period , including mature project pipeline. IPA 2013: Strengthening capacities of the Ministry of the Interior to implement the automated exchange of DNA and dactyloscopic data, Twinning ( ,00 EUR). The project purpose is to develop procedures for the automated exchange of DNA and dactyloscopic data and to train forensic science experts in order to establish preconditions for implementation of Prüm Decisions. Transition Facility: Education of Mentors for Nurses and Midwives in Health System in Croatia and Full Implementation of Educational Curriculums Adjusted with Directive 2005/36/EC, Twinning ( ,00 EUR). The purpose of the project is to improve the quality of education of nurses and midwives by training their mentors and improving the mentoring system. Transition Facility: Setting Up the SIRENE Office, Twinning light ( EUR). The project purpose is an active and operational Croatian SIRENE office and other parts of the International Police Cooperation Service involved in Schengen activities. Transition Facility: System connecting and recommendations for further development of Human resources management according to best EU practices, Twinning ( ,00 EUR). The project purpose is to provide support to the realization of the Croatian Tax Administration cross sectorial strategies by developing and upgrading HRM Connected System according to the EU requirements. IPA 2012: Strengthening Policy and Capacities to Reduce Undeclared Work ( Moonlighting ), Twinning ( ,00 EUR). The project purpose is to develop an effective system of policies, measures and control mechanisms against undeclared work as well as to strength administrative capacities of relevant institutions in this sector in line with EU regulation and practices. Transition Facility: Strengthening Institutional Capacity in Social Welfare System to Improve Social Welfare Targeting and Reducing Poverty, Twinning ( ,00 EUR). The project purpose is strengthening administrative capacities of social service providers for early identification and timely interventions to people, families and children at risk of poverty, especially children. 'IPA 2012: Strengthening capacities for energy efficiency in building sector in Croatia, Twinning light ( ,00 EUR). The project purpose is to strengthen capacities for energy efficiency in building sector in Croatia and developing basis for increasing the number of nearly zero energy buidling (nzeb). The project purpose is to improve and harmonize climate change mitigation capabilities and chemical pollution and hazardous substances monitoring of CEA. IPA 2012: Strengthening integrity of public sector, Twinning ( ,00 EUR). The project purpose is to support sustainable and efficient implementation of the new Law on Conduct in Public Service on all levels (national, regional and local) and to improve public awareness of citizens in relation to ethics principles of the public sector. IPA 2012: Improving the access to information in public administration, Twinning light ( ,00 EUR). The project purpose is to support sustainable and efficient implementation of national and international legal framework on the right of access to information in order to contribute to accountable and transparent public administration and the exercise of citizens rights. Transition Facility Institution Building Envelope ( ,00). This facility is aimed at achieving objectives related to Public Administration Reform and Strengthening Administrative Capacity of Croatian public administration bodies through Twinning, Twinning light and Service projects. KOSOVO 1 * IPA 2014: Implementing SAA ( 1,625,000), To contribute in establishing an effective and efficient public administration, capable of implementing SAA obligations and better service delivery for citizens and businesses. IPA 2014: Strengthening the efficiency, accountability and transparency of the judicial system in Kosovo ( 3,000,000), To increase the efficiency, transparency and the sustainability of the judicial system by improving the planning and implementation of judicial/prosecutorial reforms, and enhancing the effectiveness of Judicial and Prosecutorial Councils in Kosovo, are including the Special Prosecutors Office in Kosovo. SERBIA IPA 2013, Further Capacity Building in the Area of Plant Protection Products and Pesticide Residues (0,9 mil EUR): The main goal of this twinning project is alignment of Serbian management of plant protection products and pesticide residues with EU requirements and strengthening of the controls on plant protection products (PPP) and pesticide residues. IPA 2013, Improving capacities and capabilities within the prison system in the Republic of Serbia (1 mil EUR): The main goal is strengthening capacities for training, education and employment of convicted persons, and improving living and working conditions within the prison system in the Republic of Serbia. IPA 2013, Managing zoones and food borne disease control (1 mil EUR): The main goal of this twinning project is to improve animal health, food safety, protection of consumer health and environment protection in the Republic of Serbia through increased alignment with the EU requirements IPA 2013, Support for further development of Public Internal Financial Control (PIFC) system in Republic of Serbia ( 2 mil EUR): The support activities are to be invested principally in rising coherent implementation of financial management and control (FMC), including managerial accountability, further development of the system of internal auditing (with continual training and education and development PIFC in Territorial Autonomy and local self-government), and further strengthening of the central harmonization function (CHU) in networking with all PIFC stakeholders. Q IPA 2012, Fostering Protection of Rights in Public Procurement in Serbia (0,25 mil EUR) The main goal of this TWL project is to contribute to improvement of system of protection of rights in public procurement procedures in the Republic of Serbia, including enhancement of implementation of public procurement legislation and its harmonization with EU acquis and best practices. IPA 2012:Measure 4: Strengthening the judicial cooperation in civil and criminal matters The project purpose is to strengthen the capacities of the Department for international legal assistance in MoJ, Public Prosecution Office, Courts and competent stakeholders involved in mutual legal assistance (MLA) regarding the implementation of the international and European Union standards. IPA 2012:Waste Management The project purpose is to strengthen the administrative capacity and undertake measures for implementation of Waste Framework Directive (WFD) and Special Waste Streams Directives (WEEED, WBAD and WPD) through further development of implementation of the legislation and provision of trainings. IPA 2012:Measure 2: Technical support for classification of agricultural areas with natural handicaps The project purpose is alignment with the EU acquis, in particular thorough implementation of the legislation adopted. Support for classification of agricultural areas with natural handicaps towards better implementation of the Rural Development policy in the areas with restricted performing of agricultural activity in order to contribute to the protection of the environment, nature and biological diversity in accordance with EU regulations. IPA 2012 Support to the State Statistical Office for capacity building and improving compliance of statistics with EU standards The project purpose is to develop the capacity of the State Statistical Office to improve compliance with the EU acquis in statistics, with a focus on national accounts, economic statistics and social statistics. IPA 2013 Assistance to the State Audit Office and its stakeholders for enhancement of capacities for state audit and follow up To improve the cooperation between SAO and Macedonian Parliament in the course of better understanding of audit reports and the work of SAO with focus on its organizational and financial independence. To improve the audit planning process of SAO in line with ISSAI Further improvement of the SAO institutional capacities for IT audit and audit on the use of EU funds in order to detect the bottlenecks and improve the efficiency in the use of EU funds and to anticipate Information technology continuous rapid development and changes IPA 2013 custom administration The purpose of the project is to strengthen the institutional and administrative capacity of the CARM and to meet the EU requirements in the enforcement of the Аcquis in the area of customs to hinder illegal trading of goods, to facilitate trade and to introduce further improvements in the area of organization and management through the implementation of adopted strategies for further development of customs operations and procedures.
