4 3 Migrants and Diaspora as Agents for Development MIDA - Migration for Development in Africa - is a general strategy launched by the International Organization for Migration (IOM) in 2001 to facilitate the transfer of vital skills and resources of the African Diaspora to their countries of origin. Overall objective of MIDA is to assist African governments to achieve their development goals through the creation and strengthening of sustainable links between migrants and their countries of origin. MIDA focuses on the circulation of competencies, expertise and experience of the Diasporas, without jeopardizing their legal status in their host countries or newly adopted home countries. Several MIDA Programmes have been developed and supported by various European States: they all follow the general MIDA strategy, but each of them targets specific African Diasporas and has its own distinctive features. MIDA Ghana/Senegal was promoted by IOM and supported by the Italian Cooperation (Ministry of Foreign Affairs). Its objective was to contribute to the socioeconomic development of Ghana and Senegal, through the identification and transfer of skills, financial, social and professional resources of the expatriates living in Italy and the promotion of partnerships between hosting and origin communities. More specifically, MIDA Ghana/Senegal supported Ghanaian and Senegalese expatriates living in Italy who were interested in promoting the economic and social development of their home country through the promotion of: > Entrepreneurial projects that engage migrants social networks in hosting and origin communities (co-development perspective) > Non financial services to support the start up of small-to-medium enterprises (SMEs) in the country of origin (Business Development Services - BDS) > Innovative mechanisms for remittance transfer and microfinance
5 Preparatory activities During the first six months of the project, 11 territorial workshops were held in 10 Italian cities to assess and register the interest and investment/development plans of Ghanaian and Senegalese expatriates in Italy. The workshops were attended by more than 200 participants from migrant associations, local authorities, professional training centres and NGOs. The information collected led to a technical workshop - held in November that introduced two strategy papers produced by CeSPI (Research Center for International Policy Studies): > Partnership initiatives for co-development: Ghanaian and Senegalese immigrants; > Financial instruments for the optimization of the role of remittances in development. The technical workshop was also the occasion to launch two calls for proposals targeting Senegalese and Ghanaian migrants in Italy willing to invest in income-generating activities in their countries of origin. The two calls were intended respectively to co-finance entrepreneurial projects also supported by Italian partners (co-development) and to provide non-financial services for enterprise creation in Ghana and Senegal (Business Development Services BDS). The calls resulted in the submission of 82 project proposals, 56 of which were presented by Senegalese citizens and 26 by Ghanaian citizens. 4 Co-development projects A preliminary analysis of all the proposals received produced valuable information on the applicants, the types of SME projects they envisioned and the partnerships they pursued. A significant percentage of the migrants indicated a job in the manufacturing sector (40%), while another large portion specified employment in business and trade activities (22%) particularly important for the Senegalese Diaspora and in the services industry (19.5%). The remaining applicants indicated employment in agriculture, health and technology. Co-development BDSs Total Ghana Senegal Total
6 5 Project proposals by primary sector Ghana and Senegal - Agriculture 59%, Agro-processing 12%, Construction 1%, Education 4%, Energy 6%, Rural development 5%, ITC 10%, Tourism 1%, Other 1% Partnership development was fundamental in the MIDA project as it allows for the establishment of strong support systems that can uphold migrants efforts and promote the sustainability of their social and economic projects. In this regard migrants, especially Senegalese, showed associative efforts by presenting their project as members of an association 42% of the times. The 82 SME projects proposed a total of 93 partnerships in Italy with local authorities (municipal, provincial and regional offices in nine Italian regions), civil society and cooperatives, NGOs, private partners and individuals. In the countries of origin, the SME projects proposed 135 partnerships targeting the same range of partners as in Italy, although Ghanaians showed an overall preference for individual private partners. Selected co-development projects An evaluation process that involved three committees - in Italy, Ghana and Senegal - led to the selection of 12 projects (5 in Ghana and 7 in Senegal) which were each awarded funding from a minimum of to a maximum of The beneficiaries live in 11 Northern and Central Italian cities, and their projects target specific areas of origin in Ghana and Senegal, stretching the potential impact of co-development initiatives from urban centres to rural areas. Business Development Services (BDS) The MIDA Programme offered two 10-day training courses - held in Ghana and Senegal in June-July to support the selected SME projects and to equip potential entrepreneurs with the necessary professional and technical skills to set up a business in Ghana/Senegal. The local managers responsible for the projects implementation on site attended the courses, held by specialized training/consultancy agencies of the respective country. The training course modules focused on start-up procedures and business plan development, resource mobilization and access to credit, technical and financial management, and business sustainability.
7 The BDSs also entailed a tutoring component upon completion of the courses. In one-to-one sessions with the trainers, each project proposal was reviewed, business plans were developed, and the participants were assisted in their project s start up. 6 MIDA Ghana 1. 12 11 Migranti e Diaspora come Agenti per lo Sviluppo MIDA - Migration for Development in Africa è una strategia generale lanciata dall Organizzazione Internazionale per le Migrazioni (OIM) nel 2001 per facilitare il trasferimento di risorse e competenze della diaspora africana verso i rispettivi paesi d origine. L obiettivo generale di MIDA è di assistere i Governi africani nella realizzazione dei loro obiettivi di sviluppo attraverso la creazione e il rafforzamento di legami sostenibili tra i migranti e i loro paesi d origine. MIDA si concentra sulla circolazione delle risorse, competenze ed esperienze dei migranti, senza pregiudizio per la loro posizione nei paesi in cui risiedono. In vari paesi europei sono stati sviluppati diversi Programmi MIDA: tutti seguono la generale strategia MIDA, ma ognuno di essi si rivolge alla diaspora di specifici paesi africani ed ha proprie caratteristiche distintive. MIDA Ghana/Senegal è stato promosso dall Organizzazione Internazionale per le Migrazioni (OIM) col supporto della Cooperazione Italiana (Ministero degli Affari Esteri). Il Programma aveva l obiettivo di contribuire allo sviluppo socio-economico di Ghana e Senegal, attraverso l identificazione e il trasferimento di competenze e di risorse finanziarie, sociali e professionali dei migranti residenti in Italia e la promozione di partenariati tra le comunità di origine e di accoglienza. Più specificamente, MIDA Ghana/Senegal ha sostenuto migranti ghanesi e senegalesi residenti in Italia interessati a contribuire allo sviluppo economico e sociale del proprio paese d origine attraverso la promozione di: Progetti imprenditoriali che coinvolgano le reti sociali dei migranti nelle comunità d origine e di accoglienza (prospettiva di cosviluppo; Servizi non finanziari a supporto della creazione d impresa (Business Development Services - BDS) per sostenere l avviamento di piccole e medie imprese (PMI) nel paese d origine; Meccanismi innovativi per il trasferimento delle rimesse e la micro-finanza
13 Attività Preparatorie Nel corso dei primi sei mesi del programma, 11 seminari territoriali sono stati organizzati in 10 città italiane per valutare e registrare l interesse e i progetti di investimento dei migranti ghanesi e senegalesi residenti in Italia. I seminari hanno visto la partecipazione di più di 200 persone in rappresentanza di associazioni di immigrati, enti locali, centri di formazione professionale e ONG. Le informazioni raccolte durante i seminari hanno condotto ad un seminario tecnico svoltosi nel novembre 2006 durante il quale sono stati presentati due documenti elaborati dal CeSPI (Centro Studi di Politica Internazionale): Iniziative di partenariato per il co-sviluppo: la diaspora ghanese e senegalese e la ricerca-azione CeSPI/OIM; Strumenti finanziari per una valorizzazione delle rimesse per lo sviluppo. Il seminario tecnico è stato anche l occasione per lanciare due bandi rivolti a cittadini ghanesi e senegalesi residenti in Italia e interessati ad investire parte dei propri risparmi in attività imprenditoriali nel loro paese d origine. I due bandi erano intesi rispettivamente a co-finanziare progetti imprenditoriali sostenuti anche da partner italiani (co-sviluppo) e a fornire servizi non finanziari per lo sviluppo d impresa (Business Development Services BDS). Attraverso i bandi sono state raccolte 82 proposte progettuali, 56 delle quali sono state presentate da cittadini senegalesi e 26 da cittadini ghanesi. 12 Progetti di co-sviluppo Un analisi preliminare di tutte le proposte ricevute ha permesso di rilevare importanti informazioni sui candidati, sul tipo di progetti di PMI da loro concepiti e sui partenariati che hanno cercato di realizzare. Un consistente numero dei promotori di progetti ha indicato di essere impiegato nel settore manifatturiero (40%), mentre un altra percentuale significativa lavora in attività imprenditoriali e commerciali (22%) occupazione particolarmente diffusa tra la diaspora senegalese e nell industria dei servizi (19.5%). 14 13 Progetti presentati per settore primario Ghana e Senegal - Agricoltura 59%, Trasformazione 12%, Costruzioni 1%, Educazione 4%, Energia 6%, Sviluppo rurale 5%, TCI 10%, Turismo 1%, Altro 1% Lo sviluppo di partenariati è una componente essenziale del programma MIDA, in quanto permette la realizzazione di sistemi a sostegno delle iniziative promosse dai migranti e della sostenibilità dei loro progetti economici e sociali. Nel 42% dei casi i progetti sono stati presentati da membri di una associazione, dimostrando in questo modo un approccio partecipativo, in particolare da parte dei migranti senegalesi. Gli 82 progetti di PMI proponevano complessivamente ben 93 partenariati in Italia, con vari tipi di partner quali enti locali (amministrazioni comunali, provinciali e regionali in nove regioni italiane), cooperative e organizzazioni della società civile, ONG e soggetti privati. Nei paesi d origine, i progetti di PMI prevedevano 135 partenariati con lo stesso tipo di soggetti. I migranti ghanesi hanno mostrato in generale una maggiore preferenza per la creazione di partenariati con singoli individui. Progetti di co-sviluppo selezionati Un processo di valutazione che ha coinvolto tre comitati in Italia, Ghana e Senegal ha portato alla selezione di 12 progetti 5 in Ghana e 7 in Senegal ammessi ad un cofinanziamento da parte del Programma MIDA di entità compresa tra e I beneficiari dei 12 progetti selezionati risiedono in 11 diverse città dell Italia settentrionale e centrale, e i loro progetti saranno realizzati in specifiche aree d origine in Ghana e Senegal, estendendo il potenziale impatto delle iniziative di cosviluppo dai centri urbani alle aree rurali. Business Development Services (BDS) Per sostenere i progetti dei migranti e fornire agli imprenditori le necessarie competenze tecniche e professionali, il programma MIDA Ghana/Senegal ha previsto due corsi di formazione di 10 giorni, tenutisi in Ghana e Senegal nei mesi di giugno e luglio I corsi sono stati offerti ai beneficiari o ai loro partner locali incaricati della gestione delle imprese. I moduli del corso, realizzati con la collaborazione di agenzie specializzate dei due paesi, erano intesi a fornire competenze imprenditoriali con particolare attenzione alle procedure di avvio di un impresa e allo sviluppo di un business plan, alla mobilitazione di risorse e all accesso al credito, alla gestione tecnica e finanziaria,
15 e alla sostenibilità d impresa. I corsi hanno visto la partecipazione di 18 project managers in Senegal e 17 in Ghana. Un aspetto chiave dei Business Development Services è stata la componente di accompagnamento (tutoring) dopo il completamento del corso. In sessioni individuali coi formatori, ogni proposta progettuale è stata rivista, i business plans sono stati sviluppati, e i partecipanti sono stati assistiti nell avviamento dei loro progetti. 14 MIDA Ghana 1. 21 Les Migrants et la Diaspora comme Agents pour le Développement 20 MIDA - Migration for Development in Africa est une stratégie générale engagée par l Organisation Internationale pour les Migrations (OIM) en 2001 avec le but de faciliter le transfert des ressources et des compétences de la diaspora africaine vers les pays d origine. Le but général du Programme MIDA est de soutenir les Gouvernements africains dans la réalisation de leurs objectifs de développement à travers la création et le renforcement de liens viables entre les migrants et leurs pays d origine. MIDA se focalise sur la circulation des ressources, compétences et expériences des migrants, sans mettre en discussion leur position dans les pays où ils résident. En plusieurs pays européens, différents Programmes MIDA ont étés développés: ils adhèrent à la générale stratégie MIDA, mais chacun d eux a des caractéristiques propres et s adresse à une spécifique diaspora africaine. MIDA Ghana/Senegal a été promu par l Organisation Internationale pour les Migrations (OIM) et soutenu par la Coopération Italienne (Ministère des Affaires Etrangères). L objectif du Programme MIDA etait de contribuer au développement socio-économique de Ghana et Sénégal, à travers l identification et le transfert de compétences et de ressources financières, sociales et professionnelles des émigrés résidant en Italie et la promotion de partenariats entre communautés d origine et d accueil. Plus spécifiquement, MIDA Ghana/Sénégal soutient les émigrés Ghanéens et Sénégalais résidants en Italie qui désirent promouvoir le développement social et économique de leur pays d origine à travers la promotion de: Projets entrepreneuriaux avec la partecipation des réseaux sociaux des migrants dans les communautés d origine et d accueil (perspective de co-développement); Services non financiers (Business Development Services - BDS) pour soutenir le démarrage de petites et moyennes entreprises (PME) dans le pays d origine; Mécanismes innovants pour le transfert d argent et la micro finance.
