4 Introduction C est avec grand plaisir que nous mettons à jour les Fédérations Internationales, nos partenaires dans la célébration du plus grand événement sportif du monde, sur les progrès faits par le Comité d organisation des Jeux Olympiques et Paralympiques de Rio Ce rapport fournira une vue d ensemble sur nos projets pendant que nous œuvrons pour atteindre notre but de tenir une excellente édition des Jeux dans trois ans. Le département des Sports joue un rôle central pour garantir que notre mission et nos engagements se concrétisent selon les normes d excellence les plus élevées et le présent rapport commence par des renseignements sur tout ce qui a prioritairement été fait l année dernière. Ceci comprend des mises à jour sur les sites d entraînement, le mémorandum d entente, le laboratoire de contrôle du dopage de Rio, les calendriers d entraînement et des compétitions, le recrutement des responsables des sports, la planification des épreuves préparatoires et l AF Présentation sportive. Depuis notre dernier rapport d avancement pour l ASOIF, nous avons tous, bien entendu, été témoins des Jeux Olympiques de Londres 2012, qui ont été exceptionnels. Le département des Sports a acquis une expérience et des connaissances inestimables pendant ces Jeux, les employés ont participé au «shadow programme» organisé par les deux COJOs, en plus du programme des observateurs du CIO. Cet esprit de solidarité était Introduction It is with great pleasure that we update the International Federations, our partners in delivering the world s biggest sporting event, on the progress being made by the Rio 2016 Organising Committee for the Olympic and Paralympic Games. This report will provide an overview of our project as we work towards our goal of hosting an excellent edition of the Games in three years time. The Sport Department has taken a central role in ensuring that our mission and commitments are being fulfilled to the highest standards and this report begins with information on their highpriority work in the last year. This includes updates on training venues, the Memorandum of Understanding, Rio s doping control laboratory, the competition and training schedules, the recruitment of sport managers, test event planning and Sport Presentation. Since our last Progress Report to ASOIF, all of us have, of course, witnessed the wonderful London 2012 Olympic Games. The Rio 2016 Sport Department gained invaluable experience and knowledge during these Games, with employees taking part in the Shadow Programme organised between the two OCOGs, along with the crucial IOC Observers Programme. We would like to thank LOCOG for their hospitality, professionalism and willingness to share vital knowledge that will help Rio 2016 reach its targets. This spirit of togetherness was continued last November, during the IOC London 2012 Debriefing event in Rio, when further important lessons were passed on.

This report also brings the latest news on the Rio 2016 competition venues, with information about new locations for some sports, construction schedules, updated maps and artists impressions of these exciting new venues, along with details about the reopening of the legendary Maracanã Stadium and work on the Olympic Village. An overview of Rio 2016 s accommodation plans is also presented, with breakdowns by type and location, along with an updated map showing how Rio s public transport systems are being revolutionised for the Games. Finally there is news about the organising committee s work with the three levels of Brazilian government to provide tax exemptions for suppliers and stakeholders, and shorter waits for foreign Games clients seeking entry visas and work permits. Rio 2016 is proud of the strong relationships it has built with the IFs and will continue to work closely with these vital partners to deliver top-class competitions. Together we will ensure that the first edition of the Olympic Games to be held in South America is an unforgettable and inspirational experience. 10 En juin, les informations sur les sites d entraînement seront envoyées aux FIs restantes et Rio 2016 commencera à développer des accords d utilisation des sites d entraînement. Les travaux sur les rapports de sites d entraînement ont commencé en avril et leur conclusion est prévue pour septembre Relations AVEC LES FIs ET DEVELOPPEMENT DU MEMORANDUM d ENTENTE Rio 2016 Sport a tenu plusieurs réunions avec les FIs en 2012 et a continué à le faire en Ces réunions ont été caractérisées par une approche concertée et un ton de soutien mutuel, et ont généré des réactions très positives. En octobre 2012, la coordinatrice des relations avec les FIs a été nommée et ses principales responsabilités sont de planifier toutes les visites des FIs, gérer le développement de mémorandums d entente et de coordonner et approuver la planification des services pour ce groupe client. In October 2012, the IF Relations Coordinator was appointed and her main responsibilities are to plan all IF visits, manage the development of Memorandums of Understanding (MOUs) and coordinate and sign off service planning for this client group. Sport produced a draft of the MOU, taking into consideration the MOUs from London and Beijing in order to develop the Rio 2016 content. The draft was reviewed after the London Games and submitted to IOC Sport and ASOIF for feedback in December The Sport team is working on the adjustments requested by IOC Sport and ASOIF and the generic part of the MOU document is expected to be ready by June The IF Visit Policy was developed in October It was reviewed by ASOIF in November 2012 and IOC Sport in December 2012, then updated by Rio 2016 Sport according to their suggestions. The development of the Visit Policy took into consideration feedback received at the 2012 IF Forum and allows for more 8 rapport d avancement de rio mai 2013 rio 2016 progress report - May 2013

Rio 2016 Sport a travaillé en étroite collaboration avec les FIs afin de comprendre et de répondre à leurs besoins spécifiques lors de ces visites. Jusqu en mai 2013, Rio 2016 a accueilli un total de 14 visites de FIs, dont la majorité a eu une durée moyenne de deux jours entiers. Les visites sont programmées en fonction des thèmes spécifiques pour chaque sport, mais en général ceuxci impliquent des visites aux sites de compétition (ou des installations sur les sites), des présentations sur le concept global des Jeux et d autres détails tels que les systèmes de transport des Jeux, les plans des sites, et la structure de Rio Des réunions concernant des sujets spécifiques tels que les équipements sportifs, le calendrier des compétitions, les besoins des FIs en matière de services, les NTOs / ITOs et la planification d épreuves préparatoires sont également prévues. Les visites ont été déterminantes pour l établissement d une relation renforcée avec les FIs, toutefois, en raison de la distance entre Rio de Janeiro et la plupart des sièges des FIs, Rio 2016 a également beaucoup compté sur un constant échange d courriels et de conférences téléphoniques afin de s assurer que les voies de communication sont ouvertes. Up to May 2013, Rio 2016 hosted a total of 14 IF visits, with the majority lasting an average of two full days. Visit programmes are scheduled according to the specific topics for each sport, but in general these involve site visits to competition venues (or venue sites), presentations on the overall Games concept and other details such as Games transport systems, venue plans, and Rio 2016 s structure. Meetings to discuss specific topics such as sport equipment, the competition schedule, IF service needs, NTO/ITOs and test event planning are also scheduled. The visits have been crucial to establishing a stronger relationship with the IFs, however, because of the distance between Rio de Janeiro and most IF headquarters, Rio 2016 has also relied heavily on a constant exchange and conference calls in order to ensure that communication lines are open. Shortly, Rio 2016 will go live with the IF Exchange, which will allow for closer contact and easier document exchange between organisations. 1.3 Doping control laboratory In October 2012, LABDOP was officially presented to the IOC and IPC as the doping control laboratory for the Rio 2016 Olympic and Paralympic Games. LABDOP is associated with the Laboratory of Support to Technological Development (LADETEC) at the Federal University of Rio de Janeiro. The cost and schedule for LABDOP construction were presented by the Director of LADETEC to the IOC and IPC in November rapport d avancement de rio mai 2013 rio 2016 progress report - May

The ABCD Chief Executive presented the job descriptions to the IOC and IPC Medical Directors in November The ABCD organisational structure of 24 job positions was approved by National Congress in December Meetings between Rio 2016, the Olympic Public Authority (APO), the National Agency of Health Surveillance (ANVISA), ABCD, LABDOP/LADETEC and the Ministry of Sport are being held in order to discuss anti-doping issues, such as import and export of biological samples for doping control. 1.4 Competition and training schedules A working group that will focus on the development of the competition schedule was formed in January It includes the following Rio 2016 functional areas: Sport Competition, NOC Relations, Ticketing, Transport, Technology, Venue Management, Venue Development, Spectator Experience and Event Services. The competition schedule was updated after requests from the IFs and Olympic Broadcasting Services (OBS) and this new version was submitted to IOC Sport, the IFs and OBS in April Meanwhile, some IFs have requested changes to the Games programme and 10 rapport d avancement de rio mai 2013 rio 2016 progress report - May 2013

Their main activities for this year are: participation in events and seminars; involvement in IF visits; provision of technical information on their sport whenever required; and participation in planning and generating sport-related information. 1.6 Test events In April 2013, Rio 2016 appointed a Test Events General Manager, who will report to the Venue Management Director. The Sport Department will lead the definition of the test event calendar and all communications with IFs and NFs. Host city contract requirements and bid commitments call on Rio 2016 to organise approximately 66 test events covering all Olympic and Paralympic sports. These events will be the organising committee s first major sporting deliveries: providing tests of operational planning and giving the first impressions of readiness levels. They will also be useful tools for promoting the Games, engaging the population and potentially generating revenue. In order to develop the test event calendar, parameters for each sport are being considered. These are: venue construction timelines, weather factors, cluster operations, IF calendars, commercial opportunities, operational constraints and the involvement of Brazilian athletes. Discussions with the IFs to define the competition format for each test event are taking place during regular meetings and visits. 16 INSTALLATIONS 2venues 2.1 APERÇU Les sites de compétition de Rio 2016 seront situés dans quatre zones Barra, Deodoro, Maracanã et Copacabana créant des zones de concentration de l activité des Jeux tout en répartissant les bénéfices de l événement à travers la ville en même temps. Apart le stade Maracanã à Rio, le tournoi de football aura lieu également dans les villes de São Paulo, Brasília, Belo Horizonte et Salvador. Des nouvelles constructions laisseront un héritage sportif inestimable à la population, tandis que l utilisation d installations temporaires assurera qu aucun projet non durable soit créé. Les installations existantes sont également en cours de rénovation, parmi lesquelles 10 ayant été utilisées lors des Jeux panaméricains de 2007 seront de nouveau utilisées en Certains sites, tels que le Sambódromo et le Maracanã, ont déjà fait l objet d améliorations, alors que les travaux sont toujours en cours ailleurs et les emplacements des sites exceptionnels viennent d être décidés. Along with the Maracanã Stadium in Rio, the Football tournament will also be held in the cities of São Paulo, Brasília, Belo Horizonte and Salvador. New constructions will leave an invaluable sporting legacy to the population, while the use of temporary venues will ensure that no unsustainable projects are created. Existing venues are also being renovated, with 10 of those used for the 2007 Pan-American Games to be utilised again in Some venues, such as the Sambódromo and Maracanã Stadium, have already been upgraded, while works are underway elsewhere and the outstanding venue locations have now been decided. 20 2.3 Zone DeoDoRo Il a été confirmé en avril que le Centre de Hockey Olympique avec places sera construit dans le Parc Olympique de Deodoro. Le rugby-7 est également confirmé pour Deodoro, dans l Arène de Rugby et de Pentathlon Moderne, un site temporaire de places (voir image ci-contre). Ces deux propositions et leurs respectifs dessins conceptuels ont été approuvés par les FIs et le CIO, et Rio 2016 travaille sur le développement de modèles architecturaux plus détaillés reprenant les spécifications et les exigences techniques des FIs, avant une procédure d approbation formelle par la FIH et la CISR. Both of these proposals and the respective concept designs were approved by the IFs and IOC, and Rio 2016 is working on the development of more detailed architectural designs reflecting the IFs technical specifications and requirements, before a formal sign off is given by the FIH and IRB. The Modern Pentathlon Aquatic Centre was also confirmed in this zone. Rio 2016 proposed Deodoro Arena as a second Basketball venue, to host preliminary games, and this has been approved by FIBA. The lists of course designers for Canoe Slalom, Equestrian Eventing and BMx have been finalised and the winner of the Deodoro Olympic Park masterplan design tender (to be announced in June) must hire from this selection. 22 2.4 Zone MaRaCanà Le stade Maracanã, qui accueillera les cérémonies d ouverture et de clôture et le football, a été rénovée (voir image ci-contre) et a acueilli une épreuve préparatoire le 27 avril. Le lieu mythique sera officiellement réouvert lorsque le Brésil jouera contre l Angleterre dans un match de football amical le 2 juin, avant d accueillir trois matches, dont la finale, lors de la Coupe des confédérations de la FIFA, plus tard dans ce mois. Le Stade Olympique João Havelange (voir image ci-contre, en bas), qui aura sa capacité augmentée de à places pour accueillir les épreuves d athlétisme, a été temporairement fermé en mars en raison d une évaluation structurelle. Le gouvernement municipal, en tant que propriétaire du site, a rapidement pris des mesures en bloquant l accès au stade pour des raisons de sécurité et a engagé des sociétés d ingénierie spécialisées du Brésil, du Canada et d Allemagne pour recalculer la structure et présenter une solution. 2.4 MaRaCanà Zone The Maracanã Stadium, which will host the Opening and Closing Ceremonies and Football, has been renovated (see image opposite) and staged a test event on 27 April. The legendary venue will officially reopen when Brazil play England in a friendly football match on June 2 before hosting three matches, including the final, in the FIFA Confederations Cup later that month. The João Havelange Olympic Stadium (see image opposite below), which will have its capacity increased from 45,000 to 60,000 to host the Athletics Track and Field events, was temporarily closed in March due to a structural assessment. 24 2.5 Zone CoPaCaBana Le nouveau site pour le plongeon au Fort de Copacabana a été confirmé en mai. Le site temporaire de places sera l un des endroits les plus visuellement impressionnants des Jeux, et assurera des images iconiques dans les médias (voir image ci-contre, en bas). Le plongeon laisse au water-polo un lieu exclusif qui lui est dédié : le Centre Aquatique Maria Lenk à Barra. Lors d une réunion avec la Commission des installations de la FINA au début de mai 2013, les dessins de concept présentés par Rio 2016 pour tous les sites aquatiques ont été approuvés, en attendant les améliorations de la conception architecturale pour correspondre aux exigences techniques de la FINA. Rio 2016 has taken the lead in work with the Brazilian Federal Government to reduce the time needed by foreign Games clients to get entry visas and work permits for Brazil during the pre- Games-time period. The work permit process, for foreigners coming to work on Rio 2016 Gamesrelated projects on a full-time basis, has been greatly simplified and will now take just days from the start of the process to the arrival of the employee in Brazil. Games clients who need to visit Brazil on a shorter-term basis, meanwhile, will now be issued with entry visas within just three weeks of the start of their application process. The requirements and conditions for each client group, including which specific type of visa they should apply for, are being catalogued in a matrix in order to provide clear instructions. Rio 2016 is also working with Ernst &Young to map the work permit needs of each different client group and period during Games time.
