9 COMPENDIUM DE STATISTIQUES 2017 Preface Compendium of Statistics on Bank Group Operations 2017 is an annual publication of the African Development Bank Group, presenting data on operational activities of the Bank Group. Part One gives cross-country statistics on Bank operations and Part Two provides country-specific information on each regional member country of the Bank. The Compendium was prepared by the Economic and Social Statistics Division of the Statistics Department. 14 COMPENDIUM OF STATISTICS 2017 General Notes Concepts, Definitions and Classifications Approval: Financing approved by the Boards of Directors of ADB, and/or ADF, for the implementation of development projects and programs. Loan approval amounts are those indicated in the resolutions and summary decisions of the Boards of Directors. Bank Group: The Bank Group comprises the following institutions: The African Development Bank (ADB), the African Development Fund (ADF) and the Nigeria Trust Fund (NTF). Cancellation: Loan cancellation comprises fully and partially cancelled loan amounts, and reductions in loan amounts agreed upon between the borrower and the Bank. Commitment: Approved loan/grant for which an agreement has been signed between the borrower (guarantor) and the Bank. Disbursement: Payments made by the Bank at the request of the borrower according to established procedures for the procurement of goods or services. Negative figures for disbursement indicate a reversal of financing instruments disbursements in prior periods. Infrastructure: Infrastructure comprises Transport, Communication, Power Supply, Water Supply and Sanitation. Loan Reallocation: Application of loan balances from cancelled non-performing projects and loan savings on completed projects to new projects or to supplement loans of on-going projects. Other Approvals: Other approvals include HIPC Debt Relief, Equity Participation, Guarantee, Post Confict Countries Facility, Real locations and Special Funds. Outstanding Loans: Loans excluding fully repaid loans and cancelled loans minus unsigned loans amount and undisbursed balance. Private Sector Loans: Private sector development in Regional Member Countries through the provision of financial and technical assistance to private sector projects and programs. Repayment: Refund, by the borrower to the Bank, of the principal of disbursed loan funds. Total Approvals: Includes loan and grant approvals plus other approvals. Unspecified Sources: Refers to non-defined or unallocated sources of finance mainly pertaining to a project financing gap for which co-financiers have not yet been identified. Education: Refers to support for educational infrastructure; general primary, secondary and higher education; technical and professional education, adult literacy. Energy: Production, transportation and distribution of electricity, gas, solar, coal, petroleum and other reusable energy sources. Social: Education, health, stand-alone poverty alleviation, gender, population and reproduction, and other. xii

15 COMPENDIUM DE STATISTIQUES 2017 Environment: Includes stand-alone operations that address environmental conservation and management issues such as reforestation to curb soil erosion, clean-up of water bodies, treatment and disposal of waste material, etc. Finance: Refers to development banking, commercial banking and non-bank financial operations. Gender: Refers to interventions that address the specific potentials and needs of men and women, thus leading to equitable and sustainable development with the optimal participation of both sexes in development. Health: Refers to support for medical infrastructure, teaching of medical professionals and technicians, provision of medical equipment and care, production of pharmaceuticals, primary health care, and disease control. Industry, Mining and Quarrying: Refers to operations in manufacturing, tourism, mining, and quarrying and small and medium-size industrial enterprises. Infrastructure: comprises transport, water supply and sanitation, power supply and communication. Multisector: Includes public sector management (including structural adjustment loans), private sector development, industrial import, export promotion, etc. Other Social Sectors: Refers to operations covering more than one social sub-sector. Population and Reproduction: Includes fertility and family planning issues; mortality, with a special emphasis on the issue of HIV/AIDS; migration; refugees and displaced persons; and family structures. Poverty Alleviation: Operations aimed at targeting benefits to the poor. Transport: Includes road, air, water and rail transport, pipe transport, feeder roads. Urban Development: Projects related to strategic urban planning activities. Water Supply and Sanitation: Production, treatment, transportation and distribution of potable water; and development of sewerage systems. Classification by Financing Instrument: Africa Food Crisis Response Grant: Assistance provided to address the rising price of food, achieve food security and reduce the overreliance on food imports, thereby reducing poverty. Budget Support: Refers to loans and/or grants aimed at supporting government budgets in the implementation of a program of policy and/ or institutional reform that promote growth and to achieve sustainable reductions in poverty. Debt and Debt Service Reduction: Refers to SFM Debt Alleviation and HIPC Debt Relief and Mechanism for clearing the arrears (Grant). Financing to eligible countries to ADF to assist in clearing arrears to ADF. Emergency Operations: Assistance provided to mitigate the effects of unpredictable disasters in RMCs. Emergency Post-Conflict Reconstruction: Assistance provided to mitigate the effects of civil strife in post-conflict RMCs. Equity Participation: Shareholding by the ADB in the capital stock of other development finance institutions and private enterprises. Fragile States Facility Grant: A financing mechanism assistance that provides assistance to poor and fragile countries for the purpose of meeting arrears clearance and budget support. HIPC Debt Relief: Initiative designed to address debt problems of heavily indebted poor countries (HIPC) by supporting economic reforms and reducing the debt burden to sustainable levels. Institutional Capacity Building: Loans and grants for acquiring expertise needed for strengthening national and regional institutions. Lines of Credit: Funding provided to nation al or regional development finance institutions for investment in specific projects, generally for small and medium-size enterprises. Loan Guarantee: An undertaking by the Bank to provide a guarantee facility to a public or private institution to enable it to mobilize funds in the local or international financial markets. The facility covers the principal amount and / or interest and other charges. Middle Income Countries (MIC) Grant: Grant for middle income countries was initiated in ADB financing of approvals for the countries as technical assistance. Policy-Based Loan: refers to sectoral, structural adjustment loans and budget Support Programs. xiii

16 COMPENDIUM OF STATISTICS 2017 Partial Credit Guarantees (PCG): cover a portion of scheduled repayments of private loans or bonds against all risks. Partial Risk Guarantees (PRG): cover private lenders against the risk of a government, or a government owned agency, failing to perform its obligations vis-à-vis a private project. Private Sector Credit Enhancement Facility (GR-RPA-PSF): was established as a trust fund or Facility administered by the ADF under the Article 8, given the specific nature of the PSF as a guarantee provider to the Bank s private sector loans in ADF-eligible countries. The PSF is managed by an Administrator who is in charge of the day-to-day operation of the PSF as well as the mobilization of additional contributions towards the PSF reserve pool. Post Conflict Country Facility (PCCF): Facility for clearing arrears of post conflict countries. Project Cycle Loan/Grant: Loans and grants for financing feasibility and engineering studies. Project Grant: Project grant financing was an innovative step taken in 2003 under ADF-IX guidelines to support activities in priority areas such as HIV/AIDS interventions, post-conflict reconstruction, investments in education, health and water supply and sanitation, and natural disaster reconstructions. Project Lending: Refers to project loans, lines of credit and sector investment and rehabilitation loans. Project Loans: Direct investments aimed at creating specific productive assets or increasing identifiable outputs. Project Preparation Facility: A complementary facility to Technical Assistance Operations with a distinct note of financing project preparatory activities on a reimbursable basis. Sectoral Adjustment Loan: Financing in support of policy and institutional reforms in a given sector. Risk Participation Agreement (RPA): is both a funded and a non-funded trade finance product that enables the Bank to share risk with a select group of international and regional confirming banks, who provide documentary credit confirmation services to African issuing banks, with the objective of supporting and expanding trade in Africa. Sector Investment and Rehabilitation Loans: Investments aimed at strengthening or rehabilitating sector-specific planning, production or marketing capabilities; often used to finance imports of equipment or inputs for a sector; and financing of reconstruction and rehabilitation following major disasters and economic dislocations. SFM Debt Alleviation: A Supplementary Financing Mechanism (SFM) that provides assistance to ADF-only countries for the purpose of meeting interest payments due on outstanding ADB debt. Soft Commodity Finance Facility (SCFF): is a funded trade finance product that is used to support mainly the import and export of agricultural commodities and inputs across RMCs. Structural Adjustment Grant: Grants for structural adjustment to complement structural adjustment loans. Structural Adjustment Loan: Investment in support of macroeconomic policy and institutional reforms aimed at improving economy wide efficiency. Technical Assistance: Refers to institutional building and project cycle loan and grant operations. As from 1996, technical assistance is provided on a grant basis only. Trade Finance Lines of Credit (TFLOC): is similar to the conventional line of credit offered by the Bank to local financial institutions except that this will be used to finance exclusively trade-related transactions in RMCs. Trade Finance Program (TFP): is to address the shortage of trade finance for RMCs and to address the structural gap between the demand for trade finance and the market supply through provision of liquidity and risk mitigation solutions to financial institutions actively involved in trade finance in Africa. Other Recent Initiatives: Special Funds: Refers to Thematic and Bilateral Trust Funds. In the tables, the approvals for this financing instrument are included in the Bank Group total approvals and excluded from the three windows. Hence, there is a discrepancy between the sum of the three windows approvals and the total Bank Group approvals. xiv

17 COMPENDIUM DE STATISTIQUES 2017 AGTF (Africa Growing Together Fund) is a partnership of AfDB and China government to be provided for a 10 year period since May 2014 to finance eligible sovereign and non-sovereign guaranteed development projects in Africa. BMGFTF (Bill and Melinda Gates Foundation Trust Fund): Bill and Melinda Gates Foundation established the first non-sovereign trust fund with the AfDB. It is a private foundation founded by Bill and Melinda Gates. It was launched in 2000 and is said to be the largest transparently operated private foundation in the world. The primary aims of the foundation are, globally, to enhance healthcare and reduce extreme poverty, and in America, to expand educational opportunities and access to information technology. The foundation, based in Seattle, Washington, is controlled by its three trustees: Bill Gates, Melinda Gates and Warren Buffett. CBFF (Congo Basin Forest Fund) was created to mobilize resources to finance activities and projects aimed at promoting the equitable and sustainable use, conservation and management of the Congo Basin forests and ecosystems for poverty alleviation, sustainable socioeconomic development, regional cooperation and environmental conservation. CIF (Climate Investment Funds) is a pair of funds designed to channel scaled-up financing in the form of grants, concessional loans and risk mitigation instruments to developing countries through multilateral development banks (MDBs), including the AfDB. The aim is to blend funding for climate solutions with other MDBs, nation- al, and private sector development resources, thereby leveraging substantial additional funds. CDSF (ClimDev-Africa Special Fund): is a demand-led Fund that pools resources to finance investment activities on the ground across Africa for the generation and use of climate information for climate-resilient development. Grants are provided to projects in line with the ClimDev-Africa Programme s goal, purpose and results areas and are implemented by national and regional organisations at all levels on the continent. The AfDB will manage the fund s operation in accordance with Article 8 of the Bank. EU-AITF (European Union Africa Infrastructure Trust Fund): aims to increase investment in infrastructure in Sub-Saharan Africa by blending long-term loans from participating financiers with grant resources. FAPA (Fund for African Private Sector Assistance): The FAPA trust fund provides untied grants for studies, technical assistance and capacity building for private sector projects and African institutions. GAFSP (Global Agriculture and Food Security Program): The GAFSP is a multilateral mechanism aimed to increase assistance to poor countries in reducing poverty, improving live livelihoods in rural areas, and strengthening food security. The program also aims to contribute to the implementation of commitments by the G8 in L Aquila in July 2009 for the purpose of resuming investment in agriculture and food security in poor countries. It was established in response to a request from the G20 summit in Pittsburgh in September GAFSP current donors are Australia, the Bill and Melinda Gates Foundation, Canada, Ireland, South Korea, Spain and the United States. GTF (Government Trust Fund). The purpose of the Government Trust Fund is to provide technical support and capacity building for fiscal decentralization in RMCs. KTF (Korean Trust Fund). The main objective of the Korean Trust Fund is to serve as a platform to explore the opportunities for mutually beneficial economic cooperation between Africa and Korea. Its primary objective of knowledge-sharing is expected to deepen the impact of Korea-Africa Economic Cooperation (KOAFEC) through six priority areas. The main areas of focus of KOAFEC include: (i) Infrastructure and Natural Resources; (ii) Information and Communication Technology; (iii) Knowledge Sharing on Korea s Economic Development Experience; (iv) Human Resources Development; (v) Agricultural Development; and (vi) Green Growth Partnership. xv

The objective of the MDF is to promote and support local initiatives and those from African Diasporas aimed at improving knowledge of remittance flows, reducing the costs of transfers, optimizing the use of the resources transferred, and supporting local development in migrant home countries in Africa. NEPAD IPPF (Infrastructure Project Preparation Facility). The role of the NEPAD IPPF Special Fund is to assist Regional African Member Countries (RMCs), Regional Economic Communities (RECs) and related institutions to prepare high-quality and viable regional/continental infrastructure projects in the energy, transboundary water resources management, transport, and ICT sectors, to enable them to seek financing from public and private sources. NERGA (Netherlands Government Grant) is to provide financing to the projects under the general framework of the General Cooperation Agreement between the Bank and the Netherlands, dated NTCF (Nigeria Technical Cooperation Fund). The objective of the NTCF is to further enhance and consolidate the existing strong relationship between the Bank Group and the Nigerian authorities by undertaking studies and technical assistance activities of common interest to both parties, as well as to other RMCs. The focus of the NTCF is consistent with the Bank s Vision and Strategic Plan. OPEC (Organization of Petroleum Exporting Countries): is an organization of producers and exporters of oil and petroleum products in the world. It co-finances bilaterally development projects in Africa region. SCCF (Special Climate Change Fund) was established to support adaptation and technology transfer associated with capacity building activities in developing country parties to the UNFCCC. The SCCF is intended to catalyze and leverage additional finance from bilateral and multilateral sources, and is administered by the Global Environment Facility (GEF). SEFA (Sustainable Energy Fund for Africa): provides much-needed financial support to medium- and small-scale clean energy and energy efficiency projects in Africa. SEFA provides resources to off-set those preparation costs, enabling small and medium-size clean energy projects to become bankable. SCF-FIP (Strategic Climate Fund-Forest Investment Program) is funded by the Strategic Climate Fund (SCF), one of the two Climate Investment Funds (CIF). FIP is designed to increase investments to help countries reduce greenhouse gas emissions from deforestation and forest degradation (REDD), and promote improved sustainable management of forests, leading to emission reductions and the protection of carbon reservoirs. TSF (Transition Support Facility): A financing mechanism assistance that provides assistance to poor and fragile countries for the purpose of meeting arrears clearance and budget support. This follows the same principles as the Fragile States Facility and replaces it. ZIM-FUND (Zimbabwe Multi-Donor Trust Fund) The purpose of the Zim-Fund is to contribute to early recovery and development efforts in Zimbabwe by mobilizing donor resources and promoting donor coordination in Zimbabwe, so as to channel financial assistance to such efforts. The thematic scope of the Zim-Fund initially focuses on infrastructure investments in water & sanitation, and energy. Dons au titre des projets: C est une initiative nouvelle enregistrée en 2003 suite aux recommandations du FAD IX en vue de soutenir les activités dans les secteurs prioritaires tels que les interventions au titre du VIH/Sida, les interventions d urgence (après-guerre), l investissement dans l éducation, la santé, l eau et l assainissement et les reconstructions après les catastrophes naturelles. Dons de la facilité en faveur des pays fragiles: Mécanisme d assistance aux pays membres pauvres et fragiles dans le but de couvrir l apurement des arriérés et de renforcer leur budget. Facilité de financement des matières premières agricoles (SCFF): Elle est un produit de financement des échanges commerciaux qui est utilisé principalement pour soutenir l importation et l exportation des produits agricoles et des intrants dans les PMR. Garanties partielles de crédit (GPC): Le produit sert à garantir partiellement les obligations de service de la dette des pays à faible revenu et les entreprises publiques performantes. Garanties partielles des risques (GPR): Le produit protégera les préteurs privés contre des risques politiques bien définis qui sont liés au non-respect de certains engagements précis par un gouvernement ou une entité publique. Facilité de Rehaussement de crédit en faveur du secteur privé(psf) La PSF offre des garanties de rehaussement du crédit pour la BAD sur certains prêts éligibles au secteur privé dans les pays FAD La PSF est opérationnellement et financièrement autonome du Fonds Lignes de crédit: Fonds alloués à des institutions nationales ou sous régionales de financement du développement aux fins du financement de projets spécifiques, la plupart du temps de petites et moyennes entreprises. Lignes de crédit au titre du financement du commerce (LCFC): La LCFC est similaire à la ligne de crédit traditionnelle offerte par la Banque aux institutions financières locales, à la seule différence que la LCFC sera utilisée pour financer des opérations exclusivement liées au commerce extérieur dans les PMR. Mécanisme en faveur des pays sortant d un confit: Mécanisme visant à apurer les arriérés des pays sortant d un confit. MFS-allégement de la dette: Assistance aux pays membres régionaux éligibles aux ressources FAD exclusivement, dans le but de couvrir les paiements d intérêts dus sur la dette contractée au guichet BAD. Opérations du cycle de projet: Se réfère au financement d études techniques et de préinvestissement. Opérations d urgence: Assistance aux pays membres régionaux pour atténuer les effets des catastrophes naturelles. Opérations d urgence (après-guerre): Assistance fournie pour atténuer les effets des guerres civiles dans les pays membres régionaux d après-guerre. Prêts d ajustement sectoriel: Prêt dont l objectif est de soutenir les réformes de politique ou les réformes institutionnelles dans un secteur spécifique. Réduction du stock et du service de la dette: comprend MFS-allégement de la dette et PPTE-allégement de la dette. Renforcement institutionnel: Concerne les dons et prêts permettant la fourniture d expertise visant à accroître les compétences des institutions nationales ou sous régionales. Total des approbations: Le total des approbations comprend les prêts et dons approuvés et les autres approbations. Autres initiatives récentes: AGTF (Africa Growing Together Fund): Partenariat entre la BAD et le Gouvernement chinois. Les ressources seront allouées au cours d une période qui s étend sur 10 ans, au financement de projets de développement en Afrique garantis ou non garantis par l Etat. UE AITF (Fonds fiduciaire pour l infrastructure en Afrique): Il a pour objet de promouvoir les investissements dans les infrastructures en Afrique sub-saharienne par diverses dons et des investissements à long terme. Fonds spéciaux: Se réfère aux opérations financées par les Fonds fiduciaires bilatéraux et les Fonds thématiques. Dans les tableaux, les approbations de cet instrument sont incluses dans l approbation totale du Groupe de la Banque et exclues dans les trois guichets. C est la raison pour laquelle il y a un écart entre la somme des approbations des trois guichets et l approbation totale du Groupe de la Banque. BMGFTF (Bill and Melinda Gates Foundation trust Fund) Il a été lancé et a été reconnu comme la plus grande Fondation privée au monde, gérée de manière transparente. Le principal objectif de la Fondation est de renforcer les soins de santé et de réduire l extrême pauvreté; en Amérique l objectif est d élargir l accès à l éducation et à la technologie de l information. La Fondation basée à Seatle, à Washington et est contrôlé par trois administrateurs, Bill Gates, Melinda Gate et Warren Buffet. CDS (Climate-Africa Special Fund) C est un Fonds axé sur la demande qui mobilise les ressources pour les activités d investissement sur le terrain, en Afrique en vue de la collecte et de l utilisation d information en vue de favoriser un développement résilient face au climat. Les dons sont octroyés aux projets conformément aux objectifs et domaines de résultats du programme Clim Dev Afrique, et mises en œuvre par les organisations nationales et régionales à tous les niveaux sur le continent. La BAD gère les opérations du Fonds conformément aux dispositions de l article 8 de la Banque. FABC (Fonds d aménagement du bassin du fleuve Congo). Ce fonds a été créé pour mobiliser des ressources pour financer des activités xx

23 COMPENDIUM DE STATISTIQUES 2017 et des projets visant à promouvoir l utilisation équitable et durable, la conservation et la gestion des forêts du Bassin du Congo et les écosystèmes pour la réduction de la pauvreté, développement socio-économique durable, la coopération régionale et la conservation de l environnement. FAPA (Le Fonds d aide au secteur privé en Afrique). Le FAPA est un fonds fiduciaire qui fournit des subventions pour des études, l assistance technique et le renforcement des capacités pour des projets du secteur privé et des institutions africaines. FCTN (Fonds nigérian de coopération technique). Le FCTN permettra d améliorer et de renforcer les relations déjà solides entre le Groupe de la Banque et les autorités nigérianes, en permettant la réalisation d études et d activités d assistance technique d intérêt commun pour les deux parties et les autres PMR. Les priorités fixées par le FCTN sont en phase avec la Vision et le Plan Stratégique de la Banque. FFC (Fonds fiduciaire Coréen). Le Fonds fiduciaire Coréen sert de plateforme d exploration des opportunités d une coopération économique gagnant-gagnant entre l Afrique et la Corée. Son objectif principal est le partage des connaissances avec les pays membres régionaux (PMR) sur l expérience de la Corée en matière de développe- ment économique et d insuffler une nouvelle dynamique à la coopération Corée-Afrique (KOAFEC) à travers six domaines prioritaires qui sont: (i) Les infrastructures et les ressources naturelles; (ii) les nouvelles technologies de l information; (iii) le partage des connaissances sur l expérience de la Corée en matière de développement économique; (iv) le développement des ressources humaines; (v) le développement de l agriculture; and (vi) le partenariat pour la croissance verte. FFG (Fonds fiduciaire du gouvernement). L objectif du Fonds fiduciaire du gouvernement est de fournir un appui technique et le renforcement des capacités pour la décentralisation fiscale dans les PMR. FIC (Fonds d investissement climatiques). Ces fonds constituent une paire d instruments conçus pour canaliser à plus grande échelle, des financements sous forme de subventions, prêts concessionnels et d instruments d atténuation des risques à des pays en développement à travers les banques multilatérales de développement (BMD), y compris la BAD. L objectif consiste à créer un fonds unique pour des solutions climatiques en mettant en commun des ressources provenant d autres BMD, de partenaires nationaux et privés et constituer ainsi un effet de levier pour mobiliser davantage de ressources substantielles. FMD (Le Fonds Migration et développement). Le FMD a pour objectif de promouvoir et de soutenir les initiatives locales et celles de la diaspora africaine qui visent à améliorer la connaissance des fux de transferts d argent, à réduire leur coût, à optimiser l utilisation des ressources transférées, et à soutenir le développement local dans les pays d origine des migrants. IPPF-NEPAD (Facilité pour la préparation de projets d infrastructure). Le Fonds spécial de l IPPF-NEPAD a pour objet d aider les pays membres régionaux, les communautés économiques régionales et institutions apparentées à préparer des projets régionaux/ continentaux d infrastructure viables et de qualité dans le domaine de l énergie, de la gestion des ressources en eau transfrontières, des transports et des TIC, afin qu ils puissent être financés par des sources publiques comme privées. NERGA (subvention du gouvernement du Pays-Bas): Elle permet de fournir un financement aux projets dans le cadre de l accord général de coopération entre la Banque et les Pays-Bas et qui date de OPEP (Organisation des pays exportateurs de pétrole): Elle est une organisation de pays producteurs et exportateurs de pétrole et produits pétroliers. Le PMASA est un mécanisme multilatéral ayant pour objet d accroître l assistance aux pays pauvres en matière de réduction de la pauvreté, d amélioration des moyens de subsistance dans les campagnes et de renforcement de la sécurité alimentaire. Le Programme vise également à contribuer à la mise en œuvre des engagements souscrits par le G8 à L Aquila en juillet 2009 à l effet de reprendre les investissements dans l agriculture et la sécurité alimentaire dans les pays pauvres. Il a été mis en place en réponse à une demande du G20 de Pittsburgh, en septembre Les donateurs actuels du GAFSP sont l Australie, la Fondation Bill et Melinda Gates, le Canada, l Irlande, la Corée du Sud, l Espagne et les États-Unis. FSCC (Fonds spéciaux pour les changements climatiques) a été créé pour soutenir les transformations locales et le transfert de technologie associée à des activités de renforcement des capacités dans les pays en développement faisant partie de l UNFCCC. Le Fonds spécial est destiné à catalyser et lever des fonds supplémentaires auprès de sources bilatérales et multilatérales, et est administré par le Fonds mondial sur l environnement. SCF-FIP (Fonds climatique d investissement stratégique- Programme d Investissement Forestier) Il est l un des deux Fonds d Investissement climatique. Le Programme d Investissement Forestier est destiné à accroitre les investissements afin d aider les pays à réduire les émissions de gaz à effet de serre issues de la déforestation et de la dégradation forestière (REDD) et de promouvoir une gestion durable des forêts, permettant de réduire les émissions et la protection des réservoirs de carbone. SEFA (Fonds pour l énergie durable en Afrique): C est un fonds administré par la Banque africaine de développement pour soutenir l énergie renouvelable à petite et moyenne échelle et l efficacité énergétique en Afrique. Il fournit des dons et des ressources d assistance technique pour mettre en place des projets viables et bancables d énergie renouvelable qui peuvent être financés par la banque africaine de développement et d autres institutions de financement. TSF (Fonds de soutien aux pays en transition). Une aide au mécanisme de financement qui fournit une assistance aux pays pauvres et fragiles dans le but de répondre à l apure- ment des arriérés et à l appui budgétaire. Cela suit le même principe que la Facilité en faveur des États fragiles et le remplace. ZIM-FUND (Fonds multi-donateurs pour le Zimbabwe). Le but du Zim-Fonds est de contribuer au relèvement rapide et aux efforts de développement au Zimbabwe, en mobilisant les ressources des donateurs et la promotion de la coordination des donateurs au Zimbabwe, afin de canaliser l aide financière à ces efforts. Le champ d application thématique du Zim-Fonds se concentre d abord sur les investissements d infrastructure dans l eau et l assainissement, et de l énergie.
