2 Contexte Le 20 e anniversaire de ADA représente une occasion unique pour communiquer sur les résultats des 20 années écoulées et parallèlement mener une réflexion critique sur le travail réalisé pour mieux s approprier les défis futurs. Le thème de «l autonomie» a été choisi comme fil rouge pour cet événement majeur de la vie de ADA. En effet, la recherche de l autonomie de ses partenaires, en particulier l autonomie institutionnelle, s entend comme une philosophie intrinsèque à ADA. Par le biais de ses actions, ADA vise à conférer à ses partenaires les moyens nécessaires pour qu à leur tour, ils deviennent les maîtres de leur propre destinée. D un autre côté, par le biais de son programme «Recherche et Développement», ADA cherche à établir des liens entre la sphère académique et celle des praticiens sur le terrain et inversement. Avec l organisation de cet événement et la diffusion des résultats de recherche par le biais de la revue «Passerelles», ADA assume et concrétise pleinement son rôle d intermédiaire entre les sphères académique et opérationnelle. Objectifs et questions clés adressées Le symposium servira à présenter certains travaux de recherche choisis sur le thème de l autonomie institutionnelle, en particulier les réflexions déjà entamées dans le cadre de la revue de recherche - «Passerelles» -, qui sera également diffusée à cette occasion. Cette dernière servira comme point de départ des discussions. Le symposium revêt donc un rôle complémentaire à la revue, voire lui sert d extension, dans une tentative d approfondir davantage certains aspects liés à l autonomie institutionnelle et surtout de concrétiser le débat entre académiques et praticiens. Pour atteindre ces objectifs, les débats lors du symposium essaieront d éclairer en particulier les questions suivantes : Comment définir l autonomie institutionnelle en microfinance? Quels sont les leviers et les freins à une approche poursuivant l autonomie? Quels sont les impacts d une approche favorisant l autonomie institutionnelle?

3 Context ADA s 20th anniversary represents a unique opportunity to communicate and in parallel to critically reflect on the work done over the years in order to better tackle future challenges. The topic Autonomy has been chosen as the red thread for this major event in ADA s life. Indeed, seeking its partners autonomy, in particular their institutional autonomy should be understood as an intrinsic philosophy throughout ADA s projects and activities. With its actions, ADA strives to confer to its partners, the necessary means, so they can, in turn, become the actors of their destinies. On the other hand, with its Research and Development programme, ADA seeks to establish links between the academic sphere and the practitioner s realities in the field and conversely. With the organization of this event and the dissemination of research results via its journal Passerelles, ADA fully assumes and materializes its intermediation role between the academic and the operational spheres. Objectives and key questions addressed The academic symposium will serve to present selected research results on institutional autonomy and elaborate on them, in particular reflections already initiated within the framework of ADA s research journal - Passerelles -, which will also be disseminated on this occasion. The latter shall constitute the starting point for further discussions. Hence, the symposium takes a complementary role to the journal, serves as its extension in an attempt to further deepen certain aspects on institutional autonomy and above all to materialize the debate between the academic community and field practitioners. In order to reach these objectives, debates during the symposium will try to shed some light on the following questions in particular: How should institutional autonomy in the microfinance sector be defined? What are the levers and the obstacles in an approach trying to favour autonomy? What are the impacts of an approach favouring autonomy? 5

Sur base de ces définitions, nous pouvons déduire qu une organisation peut se dire autonome si elle peut définir ses règles, décider ses orientations stratégiques, ses activités et ses relations avec son environnement. L organisation autonome doit pouvoir choisir et décider librement ses règles, qu elle respecte et s impose à elle-même. L autonomie est donc une capacité qui varie dans le temps et selon les contextes propres à chaque organisation. Cette première session établira le cadre théorique général de l autonomie en mettant en évidence en particulier les différentes perspectives par lesquelles l autonomie institutionnelle peut être analysée. En d autres termes, il s agira de répondre, entre autres, aux questions suivantes : Comment définir l autonomie institutionnelle? Comment se construit l autonomie d une organisation? Quels sont les leviers ou les variables qui ont une influence sur l autonomie des organisations? Comment, quand et où activer ces leviers? Starting from this definition, one may assert that an organisation is autonomous if it has the possibility to shape its own rules, decide on its strategic orientations, its activities and relationship with its environment. In other words, an autonomous organisation must have the capacity to freely decide its rules, which it respects and imposes on itself. Hence, autonomy is a dynamic feature that varies in time according to the contexts in which each organisation operates. This first session will establish the general theoretical framework on autonomy, highlighting the different perspectives through which institutional autonomy may be analysed. The session should enable to answer the following questions: How can institutional autonomy be defined? How is it possible to build up the autonomy of an organisation? Which are the levers or the variables which exert influence on an organisation s autonomy? How and when should these levers be activated? 8 Biographies Dr Mia Adams est licenciée en sciences économiques de l Université de Louvain et Docteur en économie politique de l Université de Paris. Après avoir travaillé dans différents domaines à l étranger, elle s est spécialisée dans la microfinance depuis les années 70. En 1994 elle a fondé ADA avec quelques collègues pour en assumer le rôle de Présidente jusqu en Elle a également initié le forum pour l évaluation des performances des IMF Africaines actuellement connu comme AMT. Dr Mia Adams Présidente d honneur de ADA asbl Honorary President of ADA asbl Dr Mia Adams holds a diploma in Economics from the University of Leuven and a PhD in Political Economy from the University of Paris. After working abroad in various sectors, she specialised in microfinance in the 70s. In 1994 she founded ADA with several colleagues and took on the role of President until She also initiated the African MFI Performance Evaluation Forum, known today as AMT. Prof. Dr Johan Bastiaensen Institut de Politique et de Gestion du Développement (IOB), Université d Anvers Institute of Development Policy and Management (IOB), University of Antwerpen Prof. Dr Johan Bastiaensen est professeur d études de développement à l Institut de Politique et de Gestion du Développement (IOB) de l Université d Anvers (UA) en Belgique, où il est également responsable de la ligne de recherche La Pauvreté et le Bienêtre comme Processus Institutionnel Local au sein du vaste programme du groupe de recherche de l IOB Développement, Acteurs, Processus et Politiques. Depuis 1988, il est le coordinateur de la collaboration académique de long terme entre l Université d Amérique Centrale (UCA) à Managua, Nicaragua, et l Université d Anvers. Il a plus particulièrement été impliqué dans les programmes de recherche et développement de l Institut de Recherche et Développement Nitlapán, qui est aussi à l origine de l institution de microfinance Fondo de Desarrollo Local. Prof. Dr Johan Bastiaensen is professor in development studies at the Institute of Development Policy and Management (IOB), University of Antwerp (UA), Belgium, where he is the convenor of the research line Poverty and Well-Being as a Local Institutional Process within the broader agenda of the IOB research group Development Actors, Processes and Policies. Since 1988, he has been the coordinator of the long-term academic collaboration between the Central American University (UCA) in Managua, Nicaragua, and the University of Antwerp. He has been particularly involved in the research and development programmes of the Research and Development Institute, Nitlapán, which is also at the origin of the microfinance institution, Fondo de Desarrollo Local. His main topics of academic interest refer to rural institutional change (in particular related to microfinance), peasant economies, payments for environmental services, access to land, agricultural value chain development. 9 Edvardas Bumsteinas Responsable de la Division Microfinance Banque Européenne d Investissement Head of Microfinance Unit European Investment Bank Edvardas Bumsteinas, Analyste Financier Agréé, est Responsable de la Division Microfinance en charge des opérations de microfinance en dehors de l Europe à la Banque Européenne d Investissement (BEI). Depuis qu il a rejoint la BEI en 2005, Edvardas Bumsteinas a fait partie de plusieurs organes de gouvernance et de comités d investissement de différentes compagnies d investissement en microfinance avec un accent particulier sur l Afrique. Il était également un Membre initial du Comité de Pilotage et par conséquent un Membre du Conseil d Administration de European Microfinance Platform, et est actuellement un Membre du Conseil d Administration de LuxFLAG (Luxembourg Fund Labelling Agency). En 2012, il a été élu par la circonscription des Institutions de Financement du Développement pour être leur représentant au Comité Exécutif du CGAP, l organe de la Banque Mondiale pour promouvoir l inclusion financière. Edvardas Bumsteinas détient un BSc en Gouvernement et Economie, et un MSc en Economie de Transition de la London School of Economics and Political Science. Edvardas Bumsteinas, Certified Financial Analyst, is Head of Microfinance Unit responsible for microfinance operations outside of Europe at the European Investment Bank (EIB). Since joining the EIB in 2005, Edvardas Bumsteinas served on a number of governance bodies and investment committees of various microfinance investment companies with a special focus on Africa. He was also an initial Member of the Steering Committee and subsequently Member of the Board of the European Microfinance Platform, and is currently a Board Member of Luxembourg Fund Labelling Agency (LuxFLAG). In 2012, he was elected by the constituency of Development Finance Institutions as its representative on the Executive Committee of CGAP, the World Bank s arm promoting financial inclusion. Edvardas Bumsteinas holds a BSc in Government and Economics, and an MSc in Transition Economics from the London School of Economics and Political Science. Anita Campion Présidente et Directrice exécutive de Connexus Corporation (récemment fusionné avec AZMJ LLC), President and CEO of Connexus Corporation (recently merged with AZMJ LLC) Spécialiste en développement économique avec plus de 20 ans d expérience en finance internationale et développement du secteur privé, Anita Campion a conçu et mené de nombreux projets et formations, notamment sur la gouvernance en microfinance pour les unions de crédit au Mali, sur la gouvernance et la supervision pour les autorités réglementaires au Pérou, sur la gestion de la performance sociale en Egypte et sur la construction de compétences analytiques pour la prise de décision en microfinance à Washington. Sa compagnie, Connexus, conduit régulièrement des due diligence auprès d IMF et de fonds d investissement sociaux pour le compte d investisseurs socialement responsables. An economic development specialist with more than 20 years of experience in international finance and private sector development, Anita Campion has designed and led numerous projects and trainings, including on microfinance governance for credit unions in Mali, governance and supervision for the Peruvian regulatory authorities, social performance management in Egypt and building analytical skills for microfinance decision making in D.C. Her firm, Connexus, regularly conducts due diligence of MFIs and social investment funds for socially responsible investors. In Afghanistan, Connexus is leading the Banking Component of USAID/Afghanistan s FAIDA project. Especially known for its work in rural and agricultural market development and finance, Connexus organizes an annual international conference, «Cracking the Nut» (see Known for her ability to develop capacity in others, Anita Campion is an excellent intercultural facilitator, fluent in English, Spanish and French. 11

Elle détient un MBA de la Pontificia Universidad Catolica du Chili et un MSc en Financement de la Protection Sociale de l Université de Maastricht. Sa thèse de doctorat examine comment les projets bénéficiant d une aide étrangère peuvent soutenir l autonomie des individus dans les communautés. Elle y analyse quatre projets d infrastructure au Nicaragua et au Salvador ( ), assistés par le Luxembourg. Dr Mirtha R. Elle a également passé 7 ans dans le secteur bancaire (gestion du crédit et marchés des capitaux). Dr Mirtha R. Muñiz Castillo graduated as an economist at Universidad del Pacifico in Lima, Peru. She holds a MBA from Pontificia Universidad Catolica de Chile and a MSc in Social Protection Financing from Maastricht University. In September 2009, she obtained her doctor s degree at Maastricht University. Her PhD dissertation investigates and discusses how foreign aided projects can support the autonomy of individuals in communities. It examines four infrastructure projects assisted by Luxembourg in Nicaragua and El Salvador ( ). She has 16 years of experience, including 6 years in applied policy research and 3 years in graduate teaching. She has professional experience in public policy analysis, resultsbased budgeting, social protection and financial analysis, including 7 years in the banking sector (credit management and capital markets). Stéphanie Desfontaines Consultante, associé du cabinet in Viva Consultant, partner of the firm in Viva Stéphanie Desfontaines est associée fondatrice de in Viva, une équipe de quatre consultants coachs passionnés, créateurs de puissance collective et personnelle. Elle travaille depuis près de vingt ans dans le secteur de la microfinance. Elle a notamment été assistante technique d IMF en Asie et en Afrique, formatrice et consultante pour de multiples missions de court terme sur ces deux continents et gestionnaire d un fonds de crédit dans les banlieues de Londres. Stéphanie a accompagné AMRET, au Cambodge, dans son autonomisation, notamment en appuyant les jeunes cadres cambodgiens dans le développement de leurs talents et en formant une équipe de qualité, pilotant une IMF performante socialement et financièrement. C est à AMRET qu elle a commencé à explorer le thème de l autonomie. Puis, passionnée par le développement des personnes, elle s est formée au coaching et a co-écrit, avec Stéphane Montier, Les Clés de l autonomie (Eyrolles, 2012). Stéphanie explore ce thème de l autonomie dans d autres domaines. Elle accompagne des étudiants dans leur parcours d autonomisation, à l Ecole Centrale Paris notamment. Stéphanie Desfontaines is a founding partner of in Viva, a team of four passionate consultants/coaches, creators of collective and personal power. She worked for nearly twenty years in the microfinance sector and has been a technical assistant to MFIs in Asia and Africa, trainer and consultant for many short-term missions on both continents and manager of a loan fund in the suburbs of London. Stéphanie accompanied in particular AMRET in Cambodia on its path to autonomy. In particular, she accompanied the young Cambodian unexperienced managers to develop their talents and form a quality team to establish an efficient MFI, both socially and financially. She began to explore the theme of autonomy while working with AMRET. Passionate about individual development, she acquired know-how in coaching and co-wrote, with Stephane Montier the book Les clés de l autonomie (Eyrolles, 2012). Stéphanie explores the theme of autonomy in other areas. She assists students in their journey to empowerment, in particular at the Ecole Centrale Paris. 12

11 Ingénieur agronome ayant travaillé sur le développement rural en Amérique centrale dans les années 80-90, Dr François Doligez s est orienté sur les questions de microfinance et de développement agricole et rural en Afrique de l Ouest et en Amérique Latine. Il est titulaire d un doctorat soutenu à l Université de Nanterre-Paris X sur l impact socio-économique. Ses activités se partagent entre l appui-conseil au sein de l IRAM, l enseignement et la recherche. Dr François Doligez Chargé de Programme à l IRAM (Institut de Recherches et d Applications des Méthodes de Développement) Programme Manager at the IRAM (Institute for research and application of development methods) Dr François Doligez is an agronomist and has worked on rural development in Central America in the 80s and 90s. He then focused on microfinance and rural/agricultural development questions in West Africa and Latin America. He holds a PhD from the University of Nanterre-Paris X on the socio-economic impact. His activities are split between support/ consultancy at the IRAM, teaching and research. Julio Flores Coca, Nicaraguayen, économiste, avec une maîtrise en Administration des entreprises, compte sur 20 ans d expérience en microfinances. Depuis 1998, Julio Flores est Directeur exécutif de Fondo de Desarrollo Local (FDL), une IMF parmi les plus grandes d Amérique Centrale avec un focus sur le milieu rural. Sous sa direction, le FDL a été récompensé en 2005 par le Prix d excellence en microfinance de la BID et par le Prix de meilleure institution centraméricaine de la BCIE. Julio Flores Directeur exécutif / Executive Director Fondo de Desarollo Local Parallèlement, Julio Flores a occupé les fonctions suivantes : Président de l Association Nicaraguayenne des Institutions de Microfinance (ASOMIF) et Président du Réseau Centraméricain de Microfinance (REDCAMIF) Actuellement, il occupe la fonction de Vice-président du Forum Latino-Américain des Finances Rurales (FORO LAC FR). Julio Flores est également Professeur au niveau du troisième cycle de l enseignement supérieur (niveau maîtrise) à l Université Centraméricaine (UCA) à Managua. Since 1998, Julio Flores is the Executive Director of Fondo de Desarrollo Local (FDL), an MFI among the largest in Central America with a focus on rural areas. Under his leadership, the FDL was rewarded in 2005 by the Award for Excellence in Microfinance IDB and the Central American institution best price CABEI. Julio Flores has occupied the functions of President of the Nicaraguan Association of Microfinance Institutions (ASOMIF) , Chairman of the Central American Microfinance Network (REDCAMIF) He currently serves as Vice President of Latin American Rural Finance Forum (FORO LAC FR). Julio Flores is also Professor at the postgraduate level of higher education (Master s level) in the Central American University (UCA) in Managua. She has been the general director of the international microfinance vehicle Consorzio Etimos for 5 years and she has coordinated and delivered training and technical assistance of microfinance programmes for more than 10 years. She has been member of the board of directors of FEBEA (European Federation of Ethical and Alternative Banks), vice president of the Regional League of Cooperatives in Italy and she is member of the Ethical Committee of Coop Adriatica (the biggest Italian consumer s cooperative). She also collaborated with the University of Parma where she taught Micro Finance Economics and where she has been board member of the Master on Finance for Development. She additionally worked as a consultant for UN agencies such as CEPAL (Comission Economica para America Latina y Caribe) as well as European commission funded programmes. Since 2011, he has been the TA Field Expert for the REGMIFA TA Facility, based at Symbiotics office in Cape Town. He has been responsible for identifying the TA needs of REGMIFA s partner MFIs, drafting TA project proposals, selecting consultants and monitoring and evaluating the implementation of the TA projects. Currently, Massimo Vita is also a Board member of Microfinanza Srl and a Faculty member of the Boulder Microfinance Training Program, teachnig governance, financial and operational risk management, internal control and fraud prevention. Prior to this, he carried out a number of consultancies in microfinance corporate governance, risk management and business planning, he was member of the Rating Committee and the Operations Director of MicroFinanza Rating, carrying out over 100 rating assessments across the globe and helping to setup Microfinanza s regional offices (Latin America, Africa, Central and South East Asia). Massimo Vita worked with the United Nations Industrial Development Organization (UNIDO) in their SME development department, and with Arthur Andersen and Andersen MBA, providing business audit and risk consulting services for the financial services sector in Italy. 20
