3 SSPH+ Summer School Ascona 2008 Page 3 Preamble Generally summer schools are still not part of the ordinary supply of Swiss University training. Yet they give a privileged opportunity to organise topics and groups of participants with unusual modes, therefore they have a special added value, regarding exchange but also exploring new territories. Health economics and public health policy cannot be called new topics but they have acquired great importance all over the world. Both in the more developed countries, where the ageing of the population and the surge of health care costs require new knowledge and solutions, and in emerging countries, for which the intimate connection between policies concerning health, the family, education and the status of women and other topics too is recognised as being important for a sustainable growth of the society. A considerable amount of pragmatism has to be added to the scientific approach to these topics. The complexity is such as to further the preference of a global vision to the knowledge of the details specific to each discipline. In short the borderline lies between science and ideology. Without a precise cultural choice of the hierarchy of the values to be referred to in looking for solutions to these problems every data and every experiment risk being an end in themselves. Et pourtant, elles offrent une unique opportunité de rencontre de personnes de divers horizons et sur divers sujets. Elles apportent une valeur ajoutée importante dans les échanges et l exploration de nouveaux thèmes. Bien entendu, l économie de la santé et la santé publique ne peuvent être considérés comme de nouveaux thèmes, mais ces sujets ont acquis une grande importance globale. Dans les pays économiquement développés, l accroissement de l âge de la population et l explosion des coûts de la santé demandent de nouvelles connaissances et de nouvelles solutions; dans les pays émergeants, le lien étroit entre les politiques de santé, de famille, d éducation, du statut de la femme et de bien d autres thèmes est reconnu comme un élément essentiel pour une croissance durable de la société. Il convient donc d ajouter une bonne dose de pragmatisme aux connaissances scientifiques sur ces sujets. L immense complexité du domaine requiert de donner la priorité à la vue d ensemble sur les détails de chaque discipline. En fait il s agit de la frontière entre la science et l idéologie. Sans un choix culturel précis de la hiérarchie des valeurs en cherchant des solutions à ces problèmes, on court le risque que les données et les expériences ne restent finalement que de la science pour la science. 4 Page 4 SSPH+ Summer School Ascona 2008 Introduction The Summer School Ascona is organised by the Swiss School of Public Health+ (SSPH+), the University of Lugano s Institute of Microeconomics and Economics of the Public Sector (MecoP), the Swiss Tropical Institute (STI), and the Department of Health Administration (DASUM) of the Université de Montréal. It is aimed at professionals and managers working in the health sector who are interested in learning tools for a variety of challenges facing the health care system. It is also open to participants in any of the education programs, which are coordinated and supported by SSPH+. The Summer School Ascona is an opportunity to meet new colleagues and peers; to exchange knowledge, build networks, and share insights. The emphasis will be on participative approaches, complemented by formal teaching. The SSPH+ programs recognise the Summer School Ascona courses within the framework of credits required for a degree. The courses of the main program are rated with 1,5 ECTS, the PhD courses with 1 ECTS, respectively. Participants passing the final assessment of the courses will receive a certificate signed by SSPH+. An attendance certificate will be given to all the participants who have regularly attended the courses. Elle s adresse à des professionnels et à des cadres actifs dans le domaine de la santé et désireux d apprendre les techniques nécessaires pour maîtriser les défis du système de santé. Elle est également ouverte à tout participant suivant des cours coordonnés et promus par la SSPH+. L Université d été facilite de nouvelles rencontres et la reprise de contacts entre collègues pour un échange d expérience et de connaissances et pour créer un réseau de contacts. Le travail se fait principalement par des approches participatives complémenté par de l enseignement traditionnel. Les cours de l Université d été sont reconnus par les programmes soutenus par la SSPH+, dans le cadre de l obtention de crédits ECTS en vue d un diplôme. Les cours du programme principal sont dotés de 1,5 ECTS, ceux des programmes PhD le sont de 1 ECTS. Un certificat signé par la SSPH+ est remis aux participants ayant atteint le niveau requis pour les examens terminaux. Tout participant à droit à une attestation s il a suivi les cours régulièrement.

This tourist region is well known for the beauty of its landscape, lakes, mountains and Mediterranean vegetation. The seminar centre is in a hillside park, where a community searching for new forms of art and expression formed at the beginning of last century. The numerous prominent guests from the world of art, culture and science have made Monte Verità internationally famous. ACCOMMODATION The participants have the option of staying in the building of the Monte Verità Seminar Centre. The individual rooms offer ensuite bathrooms, direct phones, radios and minibars. Prices (including breakfast) : Single room CHF 120. / CHF 140. Double room CHF 210. Availability for the participants of the Summer School Ascona is guaranteed until May 31, There are also a large number of hotels and boarding houses in the Ascona, Locarno region. GO! Participants are responsible for the booking of their own hotel accommodation. LANGUAGES The courses are held in English and French. Translation is not provided. An excellent knowledge of the language is required. For the French courses (4 and 7) a basic knowledge of English is necessary to comprehend certain reference materials used. MAIN PROGRAM The main program courses (1 to 7) are aimed at professionals and managers working in the health sector, and at participants in one of the continuous education programs coordinated and supported by SSPH+. Each participant can attend one course per week only. The main program runs from 21 July to 1 August During this time one or two courses can be attended. The number of participants is limited to a maximum of students per course.

They are offered in the second week from 28 to 30 July 2008 (Part I) and from 30 July to 1 August 2008 (Part II). Registration can be made for one or two courses. The number of participants is limited to a maximum of 8 PhD students per course. ECTS, CERTIFICATE OF SUCCESS The courses of the main program (1 to 7) are rated with 1,5 ECTS. The PhD courses (8 to 11) are rated with 1 ECTS. Those who participate actively and pass the final assessment are awarded a certificate of success by SSPH+. An attendance certificate will be given to all other participants who have regularly attended the teaching. COURSE FEES This includes the course itself and all teaching materials. Il s agit d une région touristique connue pour la beauté de son paysage, ses lacs et montagnes et pour sa végétation méditerranéenne. 14 Page 14 SSPH+ Summer School Ascona 2008 Course 1 Jane Hall (Australia) Health Care Financing and Incentives INTRODUCTION This course provides an introduction to health care financing. It starts with an analysis of uncertainty as a source of failure in the health care market and how insurance develops as a means of risk pooling. It describes failure in the private insurance market and identifies alternative roles for government intervention. It describes different approaches to health care financing and the incentives that these provide. It provides a framework for understanding health care financing in terms of the distribution of risk. OBJECTIVES At the end of this course, students will be able to : Explain the complexities of the market for health care and the rationale for government intervention. Compare and contrast the main approaches to financing health care. Distinguish between the principal ways of paying providers ; and describe their advantages and disadvantages. PREREQUISITES Although the course uses a welfare economics approach, no previous knowledge of economics is assumed. Students should have some familiarity with health care financing issues, and the financing approach used in their own country. PEDAGOGICAL METHOD The course will consist of small lectures, group discussion and exercises. Some indiviudal reading will be required. ASSESSMENT PROCEDURE This will be based on : Active participation in class discussions and exercises (20%). Individual take home assignment, requiring short answers, on Wednesday evening (30%). Two hour, open book exam requiring short essays on Friday (50%). CURRICULUM VITAE JANE HALL is Professor of Health Economics and Director of the Centre for Health Economics Research and Evaluation (CHERE) of the Faculty of Business, University of Technology Sydney in Australia. She has a range of research interests which are best summarized as understanding the behaviour of individual decision-makers within the health system, and the consequences of this for the evaluation of health policy. Her particular current research topics include genetic testing and the value of information, informal carers, and asthma. With others at CHERE, she is developing the application of stated preference and experimental methods in health economics. She has a long standing commitment to the use of economic analysis in policy and has been an active member of numerous policy committees and working parties. She is currently a member of the Australian Medical Services Advisory Committee which is responsible for the recommending reimbursement of new medical services under Medicare. She is

White (USA) Management and Leadership of Health Care Organizations INTRODUCTION This course identifies the function and role of health care managers in the context of managing and leading complex health care provider organizations. This course analyzes the current state of organizational and management of health care organizations with the objective of achieving a balanced development of both knowledge and skill in solving operations problems of health care organizations. The managerial process is critically examined with emphasis on leadership behavior and development, structure, and purpose of health care organization subunits, interfunctional coordination and organizational processes, in the context of an open systems perspective. OBJECTIVES At the end of the course, the student will be able to : Describe the functions of management and use the functions to make decisions, solve problems, and carry out an organization s mission. Describe health care institutions in terms of their component systems and performance indicators (size, population served, service mix, specialization). Describe governance and public policy perspectives that establish and implement an institutional mission, including population served, scope of activity, and source and level of financing. Identify major external forces shaping missions of various institutions (public, private, Catholic, and others). Describe various health professionals (physicians, nurses, others) and their role on the patient management team, including effective models of interprofessional collaboration and cooperation. Describe management of clinical services, including customer satisfaction, performance improvement (quality and safety), regulatory compliance and issues involving various health care professionals involved in delivering care. Identify issues involved in achieving excellence in health care organizations. TARGET AUDIENCE The course is intended for graduate students who have health care professional work experience, 3-5 years preferred. A basic understanding of health care terminology and organizational behaviour is desired. PEDAGOGICAL METHOD Lecture, readings, case studies, student presentations, short answer assignments and a short answer evaluation. CURRICULUM VITAE DR. WHITE is the Charles P. Cardwell, Jr., Professor of Health Administration and Director of the Graduate Program in Health Administration, Virginia Commonwealth University (VCU). Dr. White also holds a faculty appointment as Professor of Nursing at VCU and as Visiting Professor at Luiss Business School in Rome, Italy. Dr. White received his PhD in health services organization and research from VCU. He also has a Master of Public Health degree

18 Page 18 SSPH+ Summer School Ascona 2008 Course 3 Axel Hoffmann and Bernadette Peterhans (Switzerland) Strategic Project Management The Process of Project Planning INTRODUCTION This course will cover an introduction to the following areas: Theory of Project Cycle Management and the Logical Framework Approach Problem identification using the Problem Tree Planning and designing a project related to health, following the Logical Framework Approach step by step in theory and practice, including a Monitoring and Evaluation framework. OBJECTIVES After successful completion of the course, participants will be able to: Know about the basic principles of Project Cycle Management (PCM) and Strategic Project Management. Have the first experiences with the Logical Framework Approach (LFA) and its utilization for writing a project proposal. CURRICULUM VITAE AXEL HOFFMANN is head of the Teaching and Training Unit of the Swiss Tropical Institute (STI) in Basel. He is responsible for the postgraduate master programme in International Health and activities of the STI in continuing education for several professions. He represents the STI postgraduate Master in International Health in the Swiss School of Public Health+ (SSPH+). Besides several teaching responsibilities in Switzerland and Europe he has consultancy appointments with the Swiss Center for International Health, the Swiss Agency for Development and Cooperation, GTZ and others in the field of teaching and training and curriculum development. In addition, he is working with several partners (WHO, GTZ, etc.) in the field of knowledge management and PREREQUISITES Health professionals with a basic knowledge of the functioning of health systems. She was trained as nurse, specialised in emergency care in Switzerland, and involved in several missions for the International Committee of the Red Cross (ICRC). She did a master of science in public health for developing countries at the London School of Hygiene and Tropical Medicine in 1998/1999. Professional activities include: Coordinator in charge for a 3 months Diploma Course and advanced modules in health district management. Tutoring MIH students in their course planning and thesis work. Cooperating in international teaching/training network. Teaching assignments in different programmes at the University and the ICRC. Consultancy work for the ICRC, the Swiss Red Cross and Swiss Agency for Development and Cooperation mainly in assessment of health systems and project planning/evaluation for community based health care and training in project proposal development. Ces notions seront utiles pour planifier et mettre en œuvre des interventions propices à l adoption de comportements, de pratiques, d actions ou de mesures par des segments de la population ainsi que de divers professionnels et décideurs.
