Présentation du contexte H2020 Les grands principes : Horizon 2020 est le nouveau programme de financement de la recherche et de l'innovation de l'union européenne pour la période Il est le successeur du 7e programme-cadre de recherche et développement technologique. Il rassemble les programmes de recherche et d innovation de l'union européenne. Les enjeux : - renforcer la position de l UE dans le monde dans le domaine de la recherche, de l innovation, des technologies - assurer la compétitivité de l Europe en investissant dans les technologies et les métiers d avenir, au service d une croissance "intelligente, durable et inclusive" - renforcer l attractivité de l Europe de la recherche - prendre en compte les préoccupations des citoyens (santé, environnement, énergies propres...) et apporter des éléments de réponse aux défis de société. 4

5 Démarrage : 1er janvier 2014 pour une durée de 7 ans. Premiers appels à projet mi-décembre 2013 Budget : 79 milliards d euros pour afin de soutenir les travaux des acteurs de la recherche et de l innovation (organismes, établissements d enseignement supérieur et de recherche, entreprises) Ce qui est nouveau : Un seul programme rassemblant trois programmes / initiatives auparavant séparés (7 PCRD, CIP, IET) Davantage d innovation, de la recherche à la commercialisation, l innovation sous toutes ses formes Focus sur les défis sociétaux de l UE, tels que la santé, les énergies propres, et le transport Un accès simplifié aux financements, pour toutes les entreprises, universités et instituts, dans l UE et au-delà Un taux de financement et un taux de coûts indirects modifiés (et plus attractif pour les laboratoires) 5

Comment répondre à un appel à projet dans H2020 Trouver les appels à projet : sur le portail du participant de la CE rtunities/h2020/index.html La recherche peut se faire par appel («call») ou par thématique («topic»); la recherche peut aussi se faire par mots-clé. On peut aussi chercher des partenaires, voir les différents sites cidessous :

16 Les documents utiles : Le Guide for Applicant : il décrit l objectif et les priorités de l appel, ainsi que les modalités de rédaction des parties A et B. Le programme de travail de l appel («workprogramme») qui détaille toutes les modalités/ règles / deadlines pour y répondre. Très utile pour rédiger la partie «Impact» de votre projet. 16

17 Déposer un projet : Déposer un projet c est répondre à un appel «call» (lui-même sousdivisé en thématiques «topics») La soumission du projet composé d une partie A administrative et d une partie B scientifique et technique se fait en ligne. Suivant les appels, la soumission du projet peut se faire en une ou deux étapes. Il faut utiliser l Electronic Submission Service accessible depuis la page de l appel sur le participant portal; Important : Pour le budget, tout ce qui n est pas clairement justifié est coupé par la CE. Un projet doit être validé au préalable car il engage l UCP. Contacter la DiRVED le plus en amont possible pour élaborer le budget, obtenir une aide pour la rédaction des parties techniques (type Impact), pour la partie administrative et pour déposer en ligne le projet. 17

18 Les règles de participation en bref : Le consortium : doit être composé au minimum de 3 entités légales établies des Etats membres ou Etats associés différents et indépendantes les unes des autres. Participation d un Etat tiers à l UE : doit être justifiée comme essentielle pour la réalisation du projet, ou prévue par un accord de coopération scientifique et technologique ou prévue dans le programme de travail. Projet avec une seule entité d un Etat membre ou associé : possible pour les projets du Conseil européen de la recherche (ERC), les actions Marie Slodowska Curie, instrument PME, projets co-fund. 18

19 Les règles de participation en bref : Le taux de financement : un taux unique maximum de 100 % des coûts totaux éligibles (sauf pour les projets d innovation avec un taux de 70% pour les entreprises) + des coûts indirects de 25% des coûts directs éligibles (sauf dans le cas des AMSC où les coûts indirects quand ils sont éligibles sont de 10%) Les critères d évaluation : Excellence Impact Mise en œuvre (sauf pour les projets ERC où seule l excellence compte). La contractualisation si projet accepté : «time to grant» réduit à 8 mois, c est-à-dire 5 mois pour l évaluation scientifique du projet et 3 mois pour la signature du Grant Agreement (contrat). 19

Nouveautés techniques Signature électronique de tous les documents au cours de l ERC Soumission électronique sur le portail des documents (Form C, PFMR, CFS, Rapport scientifiques et liste de publications) Prolongation possible de 12 mois sans augmentation de budget pour des raisons scientifiques ou un congé maternité/parental selon la législation locale Maintien de l obligation de la tenue de feuille de temps réceptionnée mensuellement à la DIRVED 27

28 8. Focus sur la third party (valable pour tous les projets dans H2020) Nouveauté dans H2020 : le partenaire a une responsabilité solidaire avec sa Third Party, cela implique qu en cas d audit de la third party, l UCP sera tenu responsable des dysfonctionnements constatés s il y en a 28

International fellowship (IF) Objet : renforcer le potentiel créatif et innovant des chercheurs expérimentés souhaitant diversifier leurs compétences individuelles à travers la formation, la mobilité internationale et intersectorielle avancées 2 modalités : European Fellowship : mobilité de 12 à 24 mois auprès d un organisme d accueil au sein d un état membre ou associé Global Fellowship : mobilité de 12 à 24 mois auprès d un organisme sis dans un Etat tiers suivi d une réintégration de 12 mois au sein de l organisme d accueil 31

Cofund Objet : encourager les programmes régionaux, nationaux ou internationaux en cofinançant des programmes doctoraux ou des programmes dédiés aux chercheurs expérimentés tels que les post-doctorats, les chaires d'excellence, etc. Programmes financés : projet de formation doctorale, projet de formation continue 5. 34 INFRASTRUCTURE DE RECHERCHE section/european-research-infrastructures-including-e infrastructures 1. IR? : Les I.R. sont des installations, des ressources et des services qui sont utilisés par les chercheurs pour mener leurs travaux et favoriser l'innovation dans leurs propres domaines scientifiques. Le cas échéant, ils peuvent être utilisés pour l'éducation ou l appui à d autres politiques publiques comme la santé, la sécurité, la préservation de l environnement, la présence française à l étranger. 34

Objectifs : Développer de nouvelles infrastructures de classe mondiale Intégration et ouverture des infrastructures nationales de recherche existantes d'intérêt paneuropéen et régional à de nouveaux utilisateurs académiques et/ou économiques Développement, déploiement et exploitation des infrastructures en ligne basées sur les TIC Promouvoir le potentiel d'innovation et les ressources humaines des infrastructures de Recherche 3. 36 1. Objet du programme : Programme EURATOM coordonner les programmes de recherche des États membres pour l'utilisation civile pacifique de l'énergie nucléaire de fission et de fusion. Il fait partie intégrante d'horizon 2020 et la durée du programme est de cinq ans, conformément au traité Euratom. 2. Périmètre du programme : Le programme Euratom dispose d'un règlement unique Horizon 2020 qui couvre : - le programme de recherche et de développement dans le domaine de la fusion ; - les activités de recherche dans le domaine de la fission et de la radioprotection ; - les activités nucléaires du Centre Commun de Recherche (CCR). 36 Les règles de participation sont communes avec celles d Horizon 2020.

37 Les Technologies Futures Emergentes (FET) section/future-and-emerging-technologies 1. Objet : promouvoir des technologies radicalement nouvelles (1 er décembre 2013) appel en 2. Régles de participation : les projets lancés dans le programme FET doivent être obligatoirement mis en œuvre de manière collaborative, suivant les règles classiques d'horizon 2020, et doivent également présenter une orientation applicative Périmètre : A la différence du FP7, les FET ne sont plus limitées aux seules recherches en lien avec les TIC. Cela se retrouve notamment dans la plus grande diversité des thèmes prédéfinis (FET Proactive et Flagships).

38 Les Technologies Clés Génériques (KET) Un programme pour le «leadership» dans les technologies génériques et industrielles est créé et couvre plusieurs technologies : les TIC, les nanotechnologies, les matériaux avancés et les systèmes avancés de production, les biotechnologies et l espace. Des financements seront réservés aux technologies clefs génériques (KET), dont un tiers pour l intégration des KET dans leurs applications (action multi-ket). 38

86 EUREKA 1. Objet : L'initiative EUREKA s'adresse aux P.M.E. Elle soutient des projets innovants internationaux pour renforcer la compétitivité de l'europe. 2. Type de projets financés : Les projets coopératifs menés par des entreprises Les projets labellisés (comportant des partenaires d'au moins deux pays membres et ayant un objectif de commercialisation de l'innovation) peuvent bénéficier d'une aide publique accordée par les Etats dont relèvent les participants et sont autorisés à utiliser le label EUREKA. Depuis 2008 les projets français sont essentiellement financés par OSEO, puis par la Bpifrance à partir du 18 juillet

87 Le programme EUROSTARS Le programme EUROSTARS soutient les P.M.E. innovantes impliquées dans des projets collaboratifs européens. Il cible prioritairement les entreprises qui réalisent de forts investissements en R&D. Le leader du projet doit être une P.M.E. de haute technologie à savoir, consacrer 5 E.T.P. (Equivalent temps plein) à la R&D pour 100 salariés et 10 E.T.P. au-delà. Le projet cible doit être un produit, procédé ou service innovant et proche du marché dont la phase de développement est de 3 ans maximum et dont la commercialisation intervient dans les 2 ans qui suivent la fin du projet. 88 Les initiatives stratégiques dites "clusters" Les "clusters" EUREKA sont des projets menés par des industriels sur le long terme. Ils font intervenir de nombreux participants. Ils visent à développer les technologies génériques les plus essentielles pour la compétitivité européenne, notamment dans les secteurs des TIC et de l'énergie. Les clusters jouent un rôle important dans la définition des standards européens et de l'interopérabilité. 3.
