6 4 CDEC CDN/NDG RAPPORT ANNUEL Mot de la Présidente Au nom du conseil d'administration de la Corporation de développement économique communautaire CDN/NDG, il me fait plaisir de vous présenter notre rapport annuel. Francine Dumont Cette année, la CDEC a relevé avec brio les nombreux défis afférents au développement de l'emploi et de la main-d'oeuvre dans notre arrondissement. Jean-Jacques Servan-Schreiber disait : «Dans les sociétés comme les nôtres, il n'y a pas de croissance sans défis.» La dernière année fut donc sous le signe de l'audace, histoire de tabler sur la reprise économique. Nous avons conjugué nos efforts à ceux de nos partenaires pour soutenir l'entrepreneuriat individuel ou collectif, le développement d'initiatives locales dans le domaine de la main-d'oeuvre ainsi que des projets de concertation et de reconnaissance. Je désire transmettre nos remerciements les plus chaleureux à tous les administrateurs de la CDEC pour leur précieuse contribution et leur implication bénévole. Je remercie également l'équipe des employés(es) de la CDEC pour leur engagement dans le développement économique communautaire. Enfin, je désire souligner le soutien de nos partenaires gouvernementaux : la Ville de Montréal et l'arrondissement CDN/NDG, Développement économique Canada et Emploi-Québec. Sans leur appui, la CDEC n'aurait pas été en mesure d'atteindre l'ensemble de ses objectifs.

7 CDEC CDN/NDG RAPPORT ANNUEL On behalf of the Board of Directors of the CDN/NDG Corporation de développement économique communautaire, it gives me great pleasure to present our annual report. This year, the CDEC brilliantly rose to the many challenges pertaining to employment and labour development in our borough. Jean-Jacques Servan-Schrieber once said, In societies such as ours, there is no growth without challenge. The past year was thus one of daring to move forward to take advantage of the economic recovery. A word from the Chairperson Francine Dumont We combined our efforts with those of our partners to support individual and collective entrepreneurship, the development of local labour-related initiatives as well as joint action and acknowledgment activities. I would like to take the opportunity to warmly thank all the CDEC directors for their valuable contributions and their involvement as volunteers. I also extend a sincere thank you to the employees of the CDEC for their dedication to community economic development. Finally, I would like to highlight the support of our governmental partners, the City of Montréal and the CDN/NDG Borough office, Canada Economic Development and Emploi Québec. Without their support, the CDEC would not have been able to reach all of its objectives.

À la CDEC, la créativité est l'affaire de tous et force est de constater que la dernière année fut particulièrement fertile en matière d'expérimentation. À ce chapitre, les exemples foisonnent : Soutien à la rénovation des façades sur la rue Victoria dans le cadre du Pr@M - commerce, promotion du développement durable via la campagne Je m'active à NDG; Activités de reconnaissance avec la soirée Place aux acteurs et actrices de CDN/NDG; Création d'outils informatiques collectifs pour soutenir l'embauche et l'achat local via notre site Internet; Développement du sentiment d'appartenance au quartier via l'événement CDN en fête : 5 continents, 5 sens; et Partage du savoir et des connaissances via un guide des bonnes pratiques pour les intervenants, ou la réalisation d'une étude pour évaluer l'impact de la récession économique sur des entreprises du territoire. Tous ces projets et réalisations ont vu le jour en faisant appel à l'intelligence créative de nos employés(es) et administrateurs et en tablant sur leur capacité d'innover en affaires! Chez ceux et celles pour qui l'innovation prime, il existe un désir de sortir des sentiers battus pour proposer des avenues nouvelles et porteuses d'espoir. C'est le pari que nous avons relevé au cours de la dernière année et nous vous invitons à prendre connaissance du chemin parcouru sur la voie du développement économique communautaire.

At the CDEC, creativity is everybody s business and it is clear that the past year was particularly fertile in terms of experimentation. To illustrate, we have an abundance of examples: Support for the renovation of facades on Victoria Avenue in the scope of Pr@M Commerce; Promotion of sustainable development through the I m Active in NDG campaign; Recognition activities with the Movers and Shakers in CDN/NDG gala The creation of Web pages on our Internet site to support local hiring and purchasing; The development of a feeling of belonging in the district through the CDN en fête : Five Continents, Five Senses event; Sharing of knowledge and know-how through a guide to best practices for economic development agents; and A study to evaluate the impact of the economic recession on businesses in the territory. A word from the Director Claude Lauzon All these projects and accomplishments came to fruition by appealing to the creative intelligence of our employees and directors and by taking advantage of their capacity for innovation in business matters. For those who put innovation first, there is a desire to get off the beaten path to suggest new, hopeful avenues. This is the challenge that we have taken up in the past year and we invite you to learn about how far we have gone in terms of community economic development.

Dépôt de deux plans d action pour le développement de l emploi et de la main-d oeuvre. Collaboration avec l Alliance de recherche universitécommunauté (ARUC) pour favoriser le partage d expertises entre les intervenants communautaires et universitaires. Participation in 20 inter-neighbourhood coalition meetings dealing with the McGill University Health Centre, as well as four meetings with the working committees on economic development and on employment. Submission of two employment and labour development action plans. Collaboration with the CURA to encourage a sharing of expertise between community and university stakeholders.

Organisation avec la CDEC CDN/NDG d un séminaire sur l avenir du site de l Hippodrome regroupant 80 participants et dépôt d un rapport cet hiver. Participation in three meetings of the working committee on the future of the Hippodrome site and the Namur/Jean-Talon sector, as well as three meetings with the advisory committee in the scope of the work of Montréal s Office de consultation publique. With the CDN/NDG CDEC, organization of a seminar on the future of the Hippodrome site, attended by 80 people, and the submission of a report this winter. Drafting of a report to identify the needs of the 50 value-added businesses in the territory, gleaned through a questionnaire sent to their managers.

Youth entrepreneurship is present in CDN/NDG, with the granting of 26 subsidies totalling $205,000, which generated $1,040,807 in investments and the creation of 49 jobs over the territory.

26 24 CDEC CDN/NDG RAPPORT ANNUEL Inauguration de la vitrine pour l'achat local à l'oratoire Saint-Joseph du Mont-Royal le 9 février Cette nouvelle section du site Internet de la CDEC permettra de favoriser l'achat de biens et services au sein des entreprises du territoire. Cet outil collectif s'adresse aux institutions de santé et d'éducation du territoire, ainsi qu'à l'arrondissement Outremont. Un formulaire en ligne est disponible à l'attention des responsables des approvisionnements, pour leurs besoins ponctuels ou récents de biens et services. Inauguration of the local hiring window at St. Joseph s Oratory of Mount Royal on March 24, This new section of the CDEC Website, where employment offers can be submitted and consulted online, will encourage hiring of residents by public health and education institutions in the borough, in partnership with members of the borough s Employment Roundtable.

29 CDEC CDN/NDG RAPPORT ANNUEL Soutien au plan directeur de revitalisation de l'artère Victoria, via la promotion auprès des commerçants du programme volet commerce. Ce soutien consistait à offrir aux commerçants les services d'une stagiaire en architecture, pour la réalisation de 89 esquisses, via le logiciel SketchUp. Les esquisses furent remises gratuitement aux commerçants pour la préparation de demandes de subventions dans le cadre du programme volet commerce. Cette initiative du commissaire d'arrondissement monsieur François Da Sylva et de la CDEC, fut saluée par les gestionnaires du Service de la mise en valeur du territoire et du patrimoine de la Ville de Montréal. Support to the master plan for revitalizing the Victoria artery through promotion of the commerce program to merchants. The support consisted of providing merchants with the services of an architectural intern, who drafted 89 sketches using SketchUp software. The sketches were provided at no charge to the merchants for the preparation of requests for subsidies within the scope of the commerce program. This initiative by the borough commissioner François Da Sylva and the CDEC was acclaimed by the managers of the City of Montréal s Service de la mise en valeur du territoire et du patrimoine.

30 28 CDEC CDN/NDG RAPPORT ANNUEL Participation à l'organisation du Forum économique de la circonscription d'outremont, via l'animation de deux activités de réseautage sur l'embauche et l'achat local attirant respectivement 45 et 49 participants. La CDEC a consacré un total de 355 heures pour l'organisation de cette activité avec l'association des gens d'affaires de CDN et le CLD Les 3 Monts. Participation in the organization of the Outremont riding economic forum through facilitation of two networking activities, one on hiring, with 45 participants, and one on purchasing locally, attended by 49 people. The CDEC devoted 355 hours to organizing the event, in conjunction with the CDN business association and Les Trois Monts CLD.

33 CDEC CDN/NDG RAPPORT ANNUEL Le soutien au développement des entreprises existantes passe également par l octroi de prêts dans le cadre du FLI à deux entreprises pour des montants totaux de $, générant des investissements totaux de $ et favorisant la création de 15 emplois dans le territoire. OCTROI D UN PRÊT AUX DEUX GESTIONNAIRES DE LA GARDERIE EMPIRE DES JEUNES PRESENTATION OF A LOAN TO TWO MANAGERS OF THE EMPIRE DES JEUNES DAYCARE Support to the development of existing businesses through loans totalling $70,000 from FLI to two businesses, generating investments of $234,977 and fostering the creation of 15 jobs in the territory.

34 32 CDEC CDN/NDG RAPPORT ANNUEL La campagne Je m'active à Notre-Damede-Grâce est un exemple de consolidation de l'offre commerciale de proximité. Ce projet consistait à favoriser l'achat de proximité dans 146 commerces des rues Sherbrooke Ouest, Monkland et Somerled, via l'utilisation du transport actif et collectif. La CDEC a organisé un parcours à vélo le 23 mai pour souligner le début de la campagne Je m'active à Notre-Damede-Grâce et huit gagnants se sont partagés des prix d'une valeur totale de $. The I'm active in Notre-Dame-de-Grâce campaign is an example of strengthening local businesses. The campaign encouraged the public to buy locally, using active and public transportation to get to 146 businesses on Sherbrooke, Monkland and Somerled. The CDEC organized a bicycle tour on May 23 to kick off the I'm active in Notre-Dame-de-Grâce campaign and eight winners shared the prizes of a total value of $2,400.

37 CDEC CDN/NDG RAPPORT ANNUEL REMISE DE SUBVENTION AUX ARTISANS DE L'ENTREPRISE D'ÉCONOMIE SOCIALE AU POIS CHIC THE ARTISANS OF POIS CHIC, A SOCIAL ECONOMY ENTERPRISE, RECEIVE THEIR SUBSIDY Un total de 369 entreprises privées et d'économie sociale ont bénéficié de services conseils de la part de nos agents de développement économique au cours de la dernière année. Soulignons à cet effet, la création du nouveau Service conseil de deuxième ligne, S2L, du Fonds de développement Emploi-Montréal destiné aux entreprises d'économie sociale, offrant des conseils pour l'ensemble des fonctions stratégiques d'une entreprise. Cette année, les entreprises la Coopérative Évasion et Fourchette et Cie ont bénéficié d'un total de 76 heures de consultation du Service conseil de deuxième ligne en économie sociale. Over the past year, 369 private sector and social economy enterprises used the consulting services provided by our economic development agents. A new second-line consulting service, S2L, from the Emploi- Montréal Fonds de developpement was created for social economy enterprises, to provide advice for all of their strategic operations.this year, Coopérative Évasion and Fourchette et Cie benefited from a total of 76 hours of consultation from the S2L consulting service.

38 36 CDEC CDN/NDG RAPPORT ANNUEL Soutenir le développement de l économie sociale Au cours de la dernière année cinq entreprises d'économie sociale ont reçu un soutien financier au montant total de 104,439$ générant des investissements totaux de 148,394$ et favorisant la création ou le maintien en emploi de neuf individus dans le territoire. Le développement et la consolidation des entreprises d'économie sociale ont fait l'objet d'une attention particulière dans le cadre du projet de vitrine pour l'achat local et de la politique d'approvisionnement responsable présentés à la Table de concertation des entreprises d'économie sociale, afin de mettre en valeur le bilan des entreprises responsables et le développement durable.

39 CDEC CDN/NDG RAPPORT ANNUEL REMISE DE SUBVENTION AUX ARTISANS DE L'ENTREPRISE D'ÉCONOMIE SOCIALE AU POIS CHIC PRESENTATION OF A SUBSIDY TO THE ARTISANS OF POIS CHIC, A SOCIAL ECONOMY ENTERPRISE Encouraging social economy development Over the past year, five social economy enterprises received financial support totalling $104,439, generating investments of $148,394 and encouraging the creation or maintenance of nine jobs in the territory. The development and consolidation of social economy enterprises received special attention in the scope of the Window on local purchasing project and the ethical purchasing policy presented to the Table de concertation des entreprises d économie sociale (a coalition of social economy enterprises), in order to highlight the results engendered by ethical enterprises and sustainable development.

Animation de deux activités de formation sur l'analyse de besoins et la gestion de projets regroupant 31 participants. Facilitation of two training activities on needs analysis and project management attended by 31 participants. Coaching and presenting nine projects to the Table ad hoc joint de concertation pour le regroupement de l Ouest de l île, with 135 participants.

42 40 CDEC CDN/NDG RAPPORT ANNUEL Inauguration de la vitrine pour l'embauche locale à l'oratoire Saint-Joseph du Mont-Royal le 24 mars Cette nouvelle section du site Internet de la CDEC permettra de favoriser l'embauche de résidents au sein des institutions publiques de santé et d'éducation de l'arrondissement, en déposant et en consultant des offres d'emploi en ligne en partenariat avec les membres de la Table de concertation des organismes d'employabilité de l'arrondissement. Ce projet est le résultat d un partenariat avec le Fonds étudiant solidarité travail du Québec de la FTQ.
