1 The regular meeting for the Council of the Village of Rexton was held in the Council Chambers on Tuesday, October 8, 2013 at 7:00 p.m. PRESENT: The Mayor, David L. Hanson; Councillors Albert Corcoran, William Flanagan, Lisa Warman and Elaine Warren; Office Manager, Dianne Robertson; Bilingual Administrative Assistant, Nathalie Elward; Public Works Director, Brent Goodwin and General Manager, Barry Glencross. CALL TO ORDER: The Mayor, David L. Hanson called the meeting to order at 7:00 p.m. APPROVAL OF THE AGENDA: It was moved by Lisa Warman and seconded by Albert Corcoran that the agenda be approved with noted additions. Motion carried. APPROVAL OF THE MINUTES: It was moved by Albert Corcoran and seconded by Elaine Warren that the September 10 and September 25 minutes be approved with noted corrections. Motion carried. GUESTS: Ron Jones attended the meeting to speak on the subject of fracking for shale gas. CORRESPONDENCE: Council reviewed the correspondence. 1. Complaint Report: This matter was discussed briefly and it was agreed to discuss it further in the incident report. 3. CNIB Moncton: This rehabilitation support group helps people overcome challenges of vision loss. It was reported that a Rexton client finds the crosswalk at the intersection of Main St. and Bonar Law Ave. challenging due to the constant traffic and asks that the overhead amber light, already in place, be activated as a flashing light. It was agreed that the Director of Public Works follow up and report this issue at the next meeting of Council. ADOPTION DE L ORDRE DU JOUR: Lisa Warman propose, et Albert Corcoran appuie, que l ordre du jour soit accepté avec les ajouts notés. Proposition adoptée ADOPTION DU PROCÈS VERBAL: Albert Corcoran propose, et Elaine Warren appuie, que le procès-verbal de la réunion le 10 septembre et 25 septembre soient acceptés avec les ajouts notés. INVITÉS: Ron Jones a assisté à la réunion pour parler des questions liées à l exploration du gaz de schiste. COURRIER: Le Conseil a fait la revue du courrier. 1. Rapport d Incident: Ce sujet a été discuté brièvement et il fut convenu de discuter celui-ci dans le rapport d incident. 3. INCA Moncton: Ce groupe de soutien de réadaptation aide les gens à affronter les défis associés à la perte de leur vision. On mentionne qu un client de Rexton considère le passage de piéton situé à l intersection de la rue Main et ave. Bonar Law un défi avec la circulation élevée et demande que le plafonnier à feu orange, déjà en place, soit changé à une lumière clignotante. Il fut convenu que le Directeur des travaux publics en fait l étude et d en faire rapport à la prochaine réunion du Conseil.

2 Page 2 Page 2 CORRESPONDENCE: It was moved by Lisa Warman and seconded by Elaine Warren to file the correspondence for future reference, and actions taken on ones noted. Motion carried. INCIDENT REPORTS: 1. It was reported that we received a complaint concerning people drinking in the Local NB Trail behind the old government garage. 2. It was reported that the garbage collection on 5 Woodland Dr. was not collected. This matter was addressed with Guimond Waste. 3. An additional complaint was received concerning the high volume of traffic from gravel trucks in Rexton, leaving the street dusty. The Director of Public Works informed Council that the street was washed down with the fire hose. GENERAL MANAGER S REPORT The General Manager reviewed his report with Council. DIRECTOR OF PUBLIC WORKS REPORT The Director of Public Works reviewed his report with Council. FIRE DEPARTMENT REPORT The Fire Chief, Brent Goodwin, reviewed his report with Council. BILLS: It was moved by Elaine Warren and seconded by Albert Corcoran to pay the bills presented with the exception of Warren Ready Mix Ltd. for the ditching on California Rd, which is to be followed up. Motion carried. BUSINESS ARISING FROM THE MINUTES a) Curling Club Issues: It was reported that this matter in an ongoing process. It was necessary to shock treat the well and we are awaiting the test results. COURRIER: Lisa Warman propose, et Elaine Warren appuie, de classer le courrier pour en faire référence dans l avenir. Une plainte supplémentaire a été reçue en ce qui concerne la circulation routière élevée des camions de gravier à Rexton, y laissant la rue poussiéreuse. Le Directeur des travaux publics a informé le Conseil que cette rue a été arrosée avec le tuyau d incendie. RAPPPORT DU DIRECTEUR GÉNÉRAL Le Directeur Général a passé en revue son rapport avec le Conseil. RAPPPORT DU SERVICE D INCENDIE Le Chef de Pompiers, Brent Goodwin, a passé son rapport en revue avec le conseil. FACTURES: William Flanagan propose, Albert Corcoran appuie, de payer les factures présentées à l exception de «Warren Ready Mix Ltd.» pour le creusement de fossé au che. We anticipate that the process will be completed by year-end. c) Municipal Office Sign, Design and Final Renovations: Council reviewed and discussed available options and costs associated. It was reported that the installation of the translation equipment will require some renovations to the bathroom and Council Chambers. Following further discussions, It was moved by Lisa Warman and seconded by Elaine Warren that we proceed with signage, not to exceed $12, Motion carried. d) Capital Borrowing Board Application $23,000.00: It was reported that the application was submitted to be heard during their November 12 hearing. e) Capital Borrowing Board Application for long Term Financing $240,000.00: It was reported that this application has been submitted. f) Capital Borrowing Board Application for a $150, Credit Line Extension: It was reported that confirmation of authorization has been approved. It was moved by Albert Corcoran and seconded by William Flanagan that we request a $150, to the Advance Savings Credit Union as per ministerial order # Motion carried. g) Business Park Report: We have requested a meeting with CAN-SHELL representatives in order to move forward with their interest in purchasing land in the business park. We are awaiting response. h) Project Report: Gas Tax: It was reported that the first payment of 2013 has been received and the second allocation is expected in November. b) Nouveau site web du Village de Rexton: On mentionne qu une réunion a eu lieu le 7 octobre avec «Girvan Media Design» pour discuter le plan et le temps accordé. On prévoit que ce procès sera complété d ici à la fin d année. c) Bureau Municipal Enseigne, Conception et rénovation finale: Le conseil a révisé et discuté les options disponibles et les coûts associés. On mentionne que des rénovations à la salle de toilette et la salle du Conseil seront nécessaires pour l installation d appareils de traduction. Suite aux discussions, Lisa Warman propose, et Elaine Warren appuie, de procéder avec la signalisation, à ne pas excéder 12,000.00$. d) Demande à la Commission des emprunts de capitaux 23,000.00$: On mentionne que la demande a été soumise à être entendu lors de l audience du 12 novembre. e) Demande à la Commission des emprunts de capitaux un financement à long terme de 240,000.00$: On mentionne que cette demande a été soumise. f) Demande à la Commission des emprunts de capitaux une extension de la ligne de crédit de 150,000.00$: On mentionne que l autorisation a été accordée. Albert Corcoran propose, et William Flanagan appuie, qu on demande 150,000.00$ a «Advance Savings Credit Union» conformément à l arrêté ministériel # g) Rapport du Parc d Affaires: On demande une rencontre avec les représentants de CAN-SHELL afin d avancer avec leur intérêt dans l achat de terrain au parc industriel. Nous attendons une réponse. h) Rapport des projets: Taxe sur l essence: On mentionne que le premier paiement pour 2013 a été reçu et la deuxième allocation est prévue en novembre.

However, this verbal opinion is not the final decision. i) Fire and Ambulance Station: This matter was discussed during Councillor Corcoran s report j) 2014 Annual Municipal Contracts: The following items were reviewed; Garbage Contract: It was moved by Lisa Warman and seconded by William Flanagan that we extend our 2014 garbage contract with Guimond Waste, under the same terms and conditions. Motion carried. Street Snow Removal: It was moved by Albert Corcoran and seconded by Elaine Warren that we accept Warren Ready Mix Ltd. s 2.5% increase proposal for snow removal for a 1 year extension. Motion carried. Sidewalk and Parking Lot: It was agreed to discuss options with the contractor and bring back this information to Council for the November meeting. It is noted that Councillor Warren declared a possible Conflict of Interest and removed herself from the meeting. Municipal Property Insurance: It was reported that the broker carrying the Fire Departments Insurance have shared their interest of quoting on the municipal property and other insurance needs for Mayor Hanson will look into this matter. k) Kenny Park Plaque Replacement Update: There is nothing new to report at this time. Trottoirs et lot de stationnement: Il fut convenu de discuter des options avec l entrepreneur et d en faire rapport au Conseil à la réunion en Novembre. Il est à noter que Conseillère Warren a déclaré un possible conflit d intérêts et s est retiré de la réunion. Assurance des biens municipaux: On mentionne que le courtier d assurance du Service d Incendie à partager son intérêt pour établir un prix sur les biens municipaux et autres assurance requise pour Maire Hanson fera une enquête de cette matière. k) Mise à jour du remplacement de la plaque au Kenney Parc: Il n y a rien de nouveau à rapporter en ce temps.

5 Page 5 Page 5 l) Subdivision and Construction By-Laws First and Second Reading: Construction By-Law It was moved by Albert Corcoran and seconded by William Flanagan that the first reading of By-Law 13-01, a Construction By-Law for the Village of Rexton, be adopted. Motion carried. 2. It was moved by Lisa Warman and seconded by Elaine Warren that the second reading of By- Law 13-01, a Construction By-Law for the Village of Rexton, be adopted. Motion carried. Subdivision By-Law It was moved by Elaine Warren and seconded by William Flanagan that the first reading of By- Law 13-02, a Subdivision By-Law for the Village of Rexton, be adopted. Motion carried. 2. It was moved by Albert Corcoran and seconded by Lisa Warman that the second reading of By-Law 13-02, a Subdivision By-Law for the Village of Rexton, be adopted. Motion carried. OPEN REPORTS New Business/Residents: It was reported that C.C. Bloom s Flower Boutique is no longer open for business. MAYOR S REPORT The Mayor reviewed his report with Council. COUNCILLOR S REPORT Employee Relations/Utility re: St. Lights, etc.: It was reported that Brent Goodwin surpassed his 20 years of service as Director of Public Works with the Village of Rexton. It was also mentioned that in recognition of his accomplishment, staff presented an engraved plaque and a personalized jacket. RAPPORT DES CONSEILLERS Relations avec l employé/service d Égout (Éclairage des rues, etc.): On mentionne que Brent Goodwin à surpasser ces 20 années de service tant que Directeur des travaux publics avec le Village de Rexton. Aussi, en reconnaissance de son accomplissement, le personnel a présenté une plaque gravée et un manteau personnalisé. Fondation de santé/sécurité de la santé: On mentionne que la prochaine réunion pour la Fondation des soins de santé sera tenue le 10 octobre 2013.
