Words of Christian Meeùs, President of Euracen: Due to the expansion of my own professional activities within my coffee company - I will not be able to continue my dedication as President of EURACEN. I will however fulfill my duties until after the next General Assembly ( 29 th of April 2014). I have informed the board of this future change already in 2013 to allow us a responsible, smooth & organized transition. Together with the board we started to approach some potential future candidates board-members in order to submit their candidacy during our next General assembly. Thru this Newsletter the board also invites members that feel appealed, to present their candidacy to join the board. To do so we request those to send a mail with motivation to our Secretariat, att. Ambassador s dinner dd 21 January 2014: We had the great pleasure to receive at our annual traditional dinner our Ambassadors and Chargés d Affaires who are Diplomatic Affiliated Members of our Chamber. The Ambassador of Peru was also one of ours. Mr. Christian Meeùs

3 offered first the floor to the new President Pro-Tempore of the SICA H.E.M. Alejandro González Pons, Ambassador of the Dominican Republic here in Brussels. He informed about the importance for the Dominican Republic to preside the SICA and the good & important relations the SICA Embassies in Brussels have with their chamber EURACEN (the 8 SICA countries are all member of EURACEN). A pro-tempore Presidency last 6 th month from Jan - June. Then we passed the floor to our speaker-guest : Mr. Matthias Jorgensen, Head of Unit Latin America (DG Trade) of the European Commission. Mr. Jorgensen made a very interesting presentation on the EU-CA agreement and the future expectations. He also offered us his PP-presentation that we include in this newsletter. You will find the latest updates on the relations between the EU-Central America. Mr. Jorgensen was accompanied by Mr.Thomas Le Vaillant, Trade relations with Latin America-EU Commission DG Trade (unit C.3 Latin America). It is also important to note that the Dominican Republic and Belize are not in the EU-CA agreement but they have their own agreement with Europe. We had a presentation about their agreement during our 20 th anniversary where the persons in charge at the commission did a presentation about those specific agreements. (see soon the pictures on ) HONDURAS : Change of address of the Embassy in Brussels: The Embassy of Honduras has informed us the change of their address in Brussels as follows: Embassy of HONDURAS Avenue de Cortenbergh Brussels Tel : Mail : info@hondurasembassy.be PANAMA Canal: There has been a lot of talking in the media about this matter lately and I do not want to avoid mentioning it. I may take over some comments that were published in the press but this may confuse the reader. Several members of EURACEN are involved in the Panama-CANALproject and we also had the pleasure to receive the President of Panama and several of his Ministers here in Brussels on the 30 th of May 2013 (see pictures on ). Knowing them personally a little, we are confident that this project of great importance for all, is managed by great responsible people that will find solutions at the end. We feel assured of good conclusions. CENTRAL AMERICA: CHICKEN STORY It is surprising to be informed that the Chicken meat biz is doing quite well in the region. There has been a growth since 2008 of 4.5% from 2.049billion$ to about 2.727billion$. The ranking is : 1) Guatemala 700 Mio$, 2) Honduras 505 Mio$ 3) Costa Rica 445 Mio$. Nicaragua/Panama/El Salvador represent together 400 Mio$. HONDURAS ELECTIONS: Honduras has elected a Mr. Juan Orlando Hernández as the future President of the country. He will be sworn-in on the 27 th of January COSTA RICA ELECTIONS: The country will hold its Parliamentary and Presidential elections on Sunday, 2 nd. Of February EL SALVADOR ELECTIONS: The country will hold its Presidential elections. The first round will also be on the 2 nd of February If no candidate receives the simple majority, there will be a second round on the 9 th of March 2014 between the two best placed candidates of the first round. NICARAGUA THE INTEROCEANIC CANAL? : Since it has been a while you received a Newsletter I would like to come back to the visit of the Minister of the Presidency of Nicaragua H.E.Dr. Paul

4 Oquist (see pictures on our web ) on 17 October He informed us about this Mega-project. He explained passionately, for over one hour, how this project is being organized and I must admit, I was personally amazed by the presentation. I understood that it is not so much a Nicaraguan project but a project in Nicaragua. It seems it will cost is about 8 times the actual Panama project. It will be up to the private investors to get the necessary funds, not the Nicaraguan state. The Chinese private company HK Nicaragua Canal Development got the concession and is already contracting feasibility studies for hundreds of millions of $. One of those companies is the Belgian company SBE (Studiebureau voor Bouwkunde en Expertises). I know Nicaragua since I used to live there, end of the 70 s and already then they spoke about the project. I was then not really convinced but during the presentation given on the 17 of Oct 2013 we could hear arguments that really made sense. We also appreciated the intervention of the Embassy of Panama that his country has offered to exchange knowledge to bring the project to a good end by cooperating between the 2 countries. What amazed me the most is that the very new generation of vessels that are build right now are so big that there is no way for those to cross from one side of the America s to the other side. There are more than 70 such vessels ordered already EL SALVADOR : Port of LA UNION The Autonomous Executive Port Commission, known as CEPA are still open for bids on a concession contract to operate the port. No date has be set yet for a tender but that gives candidates even more time to have a look at the possibility. COSTA RICA future tender on BRIDGES: Costa Rica will put a tender by the end of the first quarter of 2014 to extend to 5 lanes several bridges for a total estimated value of 32 Mio $. HONDURAS to boost Oil Palm Cultivation: The new government of Honduras intends to boost the Oil Palm cultivation with an investment of 50 mio$ from the 75mio$ intended for the food industry investment plan. The last 3 years the Oil Palm cultivation increased by about hectares of plantations. PANAMA AQUEDUCTS: There is a 6 mio$ tender for Aqueducts and Sewers in Panama with a deadline is on 14 th of February It will be for the construction in Camino real Bethania and pumping station in Bethania under the following reference : PANAMA GOVERNMENT PUCHASE LV HONDURAS: There is a new tax law in effect in Honduras that will increase the sale tax from 12% to 15% in sale tax. The country evaluates the raise to 114 mio$ on petroleum products. Many food products will also fall under this new rule. Mrs. Aline Flores, President of the Honduran Council of Private Enterprise (who visited EURACEN on 13 June 2013, see pictures on ) asked the congress to reconsider the taxes on various products in the basic basket. 18 EU-CA Association Agreement Provisional application with the region since 1 st December As a consequence, the EU-CA Association Agreement establishes a stable and predictable legal environment, as: All trade provisions apply without any time limit, Tariff starts to be dismantled on both sides Trade related matters will be discussed in the context of the institutional bodies (annual meetings) Different will be addressed in a context of an established dispute settlement mechanism.

20 EU-CA Association Agreement Expected benefits Improved access (ex. custom Union) and more stable and predictable environment Trade flow is expected to increase by 30% Central American GDP is expected to grow by 1-2 % (given the relative size of the economy). These benefits will materialize only if the industry seize the opportunities in this business-friendly environment.

23 Way forward Cooperation with Central America Cooperation with Central America for the implementation of the Agreement (e.g. customs unions, capacity building in IP, SPS). Awareness raising campaign on the benefits of the Agreement(e.g. EUROFAIR). Support CA businesses to enter the EU market (e.g. AL-Invest).
