Institut international des Sciences Administratives IISA: Que sommes-nous? L'Institut international des Sciences administratives existe dans le but de faire progresser l'étude et la pratique de l'administration publique et de la gestion publique. L'Institut fonctionne à un niveau global et est financé par les Etats et Membres qui proviennent du monde entier, tout en gardant son autonomie vis-à-vis d'eux. L'Institut se veut, grâce à sa relation avec les Nations Unies, d'être le plus objectif possible en apportant un message et une vision neutre, et en répondant à des besoins réels. IISA: Quel est notre rôle? Bien que l'institut existe depuis plus de soixante-quinze ans (depuis de 1930), son regard est assurément tourné vers le futur. Comment pratiquer la gouvernance et l'améliorer; de quelle manière les lois administratives sont appliquées et comment les réformer; par quelles méthodes la gestion des affaires publiques est conduite et comment l'améliorer? Voilà quelques questions qui reflètent à juste titre les activités de l'institut. IISA: Quelles sont nos valeurs? La responsabilité est une valeur primordiale de l'institut. Les personnes qui exercent l'autorité doivent faire preuve d'un usage irréprochable de leur pouvoir à l'égard des citoyens. L'Administration publique est l'activité centrale qui relie les gouvernements au peuple. Nous considérons que l'exécution des tâches, dans ce domaine, doit être bien organisée, de manière efficace et économique. Nous sommes pour une gouvernance moderne et une administration publique saine et affirmons que cette approche gouvernementale doit être réalisée de façon équilibrée tout en respectant la diversité, l'identité et les convictions des citoyens. IISA: Comment fonctionne l'institut? Une petite équipe dynamique et bilingue assure le Secrétariat à Bruxelles sous le contrôle du Comité Exécutif qui est lui-même supervisé par un Conseil d'administration représentatif. Le Président et le Directeur général gèrent et dirigent l'institut pour ses membres. Chaque année l'iisa: organise trois conférences dans trois pays distincts à travers le monde ; accueille plus de 700 participants ; publie quatre numéros de sa prestigieuse Revue internationale des Sciences administratives (en français, anglais et arabe) ; gère un budget d'approximativement 1 million d'euros ; conduit et dirige les activités de ses quatre-vingt dix Etats Membres et Sections Nationales. L'Institut comprend une association spécialisée et un Groupe régional L'Association internationale des Ecoles et Instituts d'administration (AIEIA) Le Groupe européen d'administration publique (GEAP) qui organisent respectivement des études, recherches et activités de réseaux. L'Institut possède une bibliothèque spécialisée qui comprend plus de 15.500 livres et revues d'administration publique en plusieurs langues afin de refléter les connaissances et expertises de ses membres. International Institute of Administrative Sciences IIAS: What is it? The IIAS exists to advance the study and practice of public administration and public management. It operates at a global level and is funded by states world-wide; but is independent of any of them and, through its links with the United Nations, seeks to develop a voice and a vision that is neutral, as objective as possible and grounded in the exigency of the fact. IIAS: What is it for? Although it has existed for over seventy five years (since 1930), the Institute's focus is on the present and the future. How governance is done and how it could be done better; how the law of administration applies and how it might be applied more correctly; and how the management of public affairs is conducted and how it might be best done - all of these reflect its activities. IIAS: What are its values? Accountability is a core value for the Institute. Those who exercise authority must account for its use to those on whose behalf they use it. Public Administration is the key activity that connects between the power-holders and the citizen. We believe it should be effective, efficient and economical in its execution of the duties and rights of the state. We support modern governance and proper public administration and believe these should be carried out in a way that actively acknowledges diversity, that is respectful of identity and serious belief and that reflects balance. IIAS: How does it work? A small-dedicated bilingual secretariat in Brussels serves the Executive Committee, which is in turn accountable to a fully representative Council of Administration. The President and Director General lead and manage the Institute for its members. Each year IIAS: holds three conferences in three different countries around the world is host for seven-hundred delegates publishes four issues of its prestigious International Review of Administrative Sciences (in English, French and Arabic) manages a budget of approximately one million Euros. leads and coordinates activities among its ninety Member States and National Sections The Institute has two specialised bodies The International Association of Schools and Institutes of Administration (IASIA) The European Group of Public Administration (EGPA) each of which conducts study, research and networking. The Institute has a distinguished library of 15,500 public administration books in several languages to reflect the accumulated wisdom and experience of its members; and a Website, which receives many thousand 'hits' per month about what it is doing now and what it will do in the future. 4
