1 Global Horizons Issue 7 june-august 009 International Affairs Division (DAIE) Winning European Commission Erasmus Mundus consortium includes Sciences Po Paris and several Israeli and Palestinian universities A consortium of prestigious universities including Sciences Po and other European universities and Palestinian and Israeli universities has won an Erasmus Mundus tender of the European commission. This four year programme finances undergraduate, graduate and PhD student exchanges as well as teaching exchanges between Sciences Po and the non European universities in the consortium. The new funding will enable Sciences Po students to spend their third year abroad in the partner universities starting next academic year. The student grants include travel expenses and a stipend of 1000 euros per month. 2 EDITORIAL Francis Vérillaud Deputy Director of Sciences Po Director of International Affairs As the academic year nears its end at Sciences Po, I would like to take advantage of this particular moment to extend my warmest thanks to those who, by their daily work, their dedication and their commitment, have made this year another special year. It is also time to acknowledge some of the best achievements of this past year of which Sciencs Po can be proud: Firstly, more than 1000 students will spend their junior year abroad in Secondly, new innovative research and educational programmes have put Sciences Po in the international forefront: our first dual Masters degree in economics has been launched with Keio University, Japan, and we have set up an intensive programme with the Colegio de Mexico, opening new opportunities in research and teaching. I am equally proud to announce the participation of Sciences Po in its first Erasmus Mundus programme. Last but not least, in these times of economic turmoil and crisis, Sciences Po has managed to increase the number of its international applicants, who now represent more than 0% of the student body! Dutch bursary winners choose Sciences Po Two out of the eight students who received the Descartes scholarship for academic excellence this year have chosen to study at Sciences Po. These scholarships are attributed, based on merit, by the French Government and partner firms to outstanding Dutch students hosted in France by universities recognised for the exceptional quality of their teaching. European election campaigns compared A conference entitled «The European elections: an overview of electoral campaigns» organised by Sciences Po s Centre for International Studies and Research (CERI) and the DAIE s Centre for Europe took place on June th. This event brought together several key researchers who analysed the ways in which electoral campaigns developed in different countries of the European Union. Their insights allowed participants to compare the different political contexts, thereby bringing to light the dominance of national issues over European questions during the elections. The conference was chaired by CERI s director Christian Lequesne. Anne-Marie Le Gloannec (CERI) presented the German campaign, Pascal Perrineau (CEVIPOF s director) the French campaign, Jacques Rupnik (CERI) the Czech Republic campaign and Sofia Ventura (University of Bologna) the Italian campaign. Une rencontre sur «Les élections européennes : regard croisés sur plusieurs campagnes» a eu lieu le juin, organisée par le Centre d Etudes et de Recherches Internationales (CERI) de Sciences Po et le Centre Europe de la DAIE. European Parliament, Strasbourg. A recent conference on comparative European election campaigns was organised by Sciences Po. Cet événement a réuni plusieurs chercheurs qui ont analysé la façon dont se sont déroulées les campagnes dans différents pays de l Union européenne. Ces différentes interventions, suivies d un échange avec le public, ont permis de comparer les divers contextes politiques et de mettre en évidence comment, presque partout en Europe, les enjeux de ces élections ont été plutôt nationaux qu européens.

3 10th anniversary of Franco-German University held in Berlin The 10 th anniversary of the Franco-German University in Berlin (UFA), hosted by the Freie Universität (FU) in Berlin, was celebrated May th and 7 th with the participation of Sciences Po. Delegations discussed ten years of UFA s activities promoting franco-german research and university cooperation and future projects. Bruno Le Maire, French secretary of state for European affairs, and Peter Ammon, German secretary of state for foreign affairs, presided the event. Prof. Dieter Lenzen, president of the FU, highlighted the double degree between Sciences Po and the FU as a successful example of fruitful cooperation between French and German universities. Prof. Sabine von Oppeln also emphasized the dynamic cooperation between Sciences Po and the FU at a gathering in honour of the UFA presided by the Head of the German Republic, M. Horst Köhler. Relations between Russia, EU and US debated at conference The conference was organised by the Centre for International Studies and Research of Sciences Po, the Moscow State Institute of International Relations (MGIMO), the DAIE s Centre for Europe and the French Foreign Office Centre for Analysis and Forecast. The MGIMO delegation to the conference also participated in the recruitment of next year s cohort of Sciences Po MGIMO double degree students. Selected students spend the first academic year at MGIMO and the second at Sciences Po. Franco-Russian Conference organised by Sciences Po and partners. A one day French-Russian conference entitled «Russia, the EU and the United States: models of international reorganisation after the war in Georgia, the financial crisis and Obama s election?». was organised on May 9 th by Sciences Po and other partners. The conference dealt with fundamental issues concerning the redefinition of relations between Russia, the EU and the United States, the impact of the financial crisis on Russia, and Russia s new foreign and energetic policy. Un colloque intitulé «La Russie, l UE et les Etats-Unis : quelles recompositions internationales après la guerre en Géorgie, la crise financière et l élection de Barack Obama?» a eu lieu le 9 mai. La rencontre a permis d aborder d importants sujets d actualité tels que l impact de la crise financière en Russie, la redéfinition des relations entre la Russie, l UE et les Etats Unis depuis l arrivée au pouvoir de Barack Obama ou de la politique étrangère et énergétique de la Russie. Ce colloque a été organisé par le CERI, l Institut d Etat des Relations Internationales de Moscou (MGIM0), ainsi que le Centre Europe de la DAIE et le Centre d Analyse et de Prévision (CAP) du Ministère des Affaires étrangères et européennes. 3

4 Equality and excellence feature in Asian tour of Sciences Po VP Francis Vérillaud, Deputy Director of Sciences Po and Director of International Affairs visited Beijing, China, on June 15 th and 1 th. «Education policy choice: Equality or/and Excellence in an era of Globalization» featured as the topic of his lecture delivered New German at Peking alumni University president for 0 Chinese higher civil servants attending the Executive Public Policy Training Programme (EPPTP). The EPPTP was launched by members of the Global Public Policy Network ( Columbia University, the London School of Economics and Political Science (LSE), the Lee Kuan Yew School of Public Policy, and Sciences Po in collaboration with Peking University. This programme is aimed at providing public policy management tools for Chinese government officials, and is taught and supervised by academics The English Debating Society of the Europe-Asia campus of Sciences Po in Le Havre organized, on 9-31 May, an international meeting involving all the campuses of Sciences Po and international students. The aim of the tournament is to promote the art of debating within French and international circuits. The format was based on the British Parliamentary system, with 5-minute speeches for preliminary rounds and 7-minute speeches for the semi-finals and finals. Akiko s main objective was to understand how Sciences Po welcomes its international students and better understand its international policy. Staff exchange programme with Doshisha Au mois de juin, Sciences Po a accueilli Mme Akiko Okumura, de l Université de Doshisha (Japon). L objectif de son séjour étant de découvrir le système d accueil et la politique internationale de Sciences Po. opening ceremonies in Waseda University, Japan and Yonsei University, Korea. Le programme de sa visite comportait deux conférences : l une destinée aux participants du Executive Public Policy Training Programme (EPPTP) à l université de Pékin et qui avait pour thème «Choix de politique d éducation : égalité et/ou excellence à l ère de la mondialisation,» et l autre, qui a eu lieu au Centre Culturel français, portait sur «les universités dans la compétition mondiale». Francis Verillaud a ensuite participé aux cérémonies inaugurales du programme ETP à l Université Waseda, Japon et à l Université Yonsei en Corée. 5 New staff at DAIE Centre for Asia and the Pacific Two new members have recently joined the staff of the Centre for Asia and the Pacific of the International Affairs Division. Catherine Capelle-Benchimol, administrative coordinator, is a former account manager in the IT sector. Marie Valin-Colin, assistant, is a former secretary within the International Affairs Division of Paris-Sorbonne University. Ms Juan is also head of a national program for the acquisition of French language databases in the fields of humanities and social sciences, under the authority of the National Sciences Council. New appointment for Sciences Po professor at Tel Aviv University Astrid Von Busekist, Professor of Political Science at Sciences Po, was recently appointed as visiting professor for two years at the University of Tel Aviv (UTA). She explains her choice and her projects to Global Horizons. «This visiting professorship is a milestone in the cooperation between Sciences Po and Israeli universities, especially the University of Tel Aviv. Israel has an excellent academic system and the University of Tel Aviv, in addition to being a very good university, combines Anglo-Saxon and continental traditions and develops its international attractiveness by offering Englishspeaking programmes.» «As a researcher at Sciences Po, I have had the opportunity to work with colleagues from Tel Aviv University, Ben Gourion, Haifa, the Open University, and a very prominent think tank, Israel Democracy Institute as well as participating in colloquia in Israel. It will be a great opportunity for me to spend two years as a visiting professor in Israel focusing on my core academic interests, such as nationalism studies, language policy and political theory. 6 Poitiers hosts Brazilian professor from UFPE The regional campus of Sciences Po at Poitiers played host to Brazilian political science professor Marcelo de Almeida Medeiros of Universidade Federal de Pernambuco (UFPE) for the academic year 008/09. The Poitiers campus specialises in regional studies focusing on Latin Student interest in UFPE has peaked: five Sciences Po undergraduate students will spend their third year abroad in this Brazilian university. Professor de Almeida Medeiros has spent an academic year teaching a course on the Brazilian political system, assisting students with their academic needs and undertaking research projects relating to Brazil. Through his involvement, students deepened their knowledge of the «nordeste» (northeast), a Brazilian region that despite its rich cultural diversity, is often less well known internationally than others areas of the country. Ties strengthened with Universidad Externardo Ties between Sciences Po and Universidad Externardo de Colombia have been strengthened by the sabbatical year of Professor David Soto Uribe Soto at Sciences Po. Professor Soto is a former Dean of the Faculty of Finance, Government and International Relations. By participating in classes and giving lectures, Professor Soto has helped to advance student knowledge of and interest in Colombia. This year has seen a dramatic increase in student demand for exchange programmes there. Ten students will be spending their third year abroad in in Colombia making it one of the top destinations for Sciences Po students in Latin America. Harvard Centre for European Studies to host Sciences Po visiting professor Sciences Po professor Denis Segrestin will spend the Spring semester 010 at Harvard University with the Minda de Gunzburg Centre for European Studies with the help of Sciences Po's research division. The Centre for the Americas of the International Affairs Division at Sciences Po guides professors and post-doctoral students applying to the CES/Harvard scholarships program. Denis Segrestin is a tenured professor at Sciences Po whose research addresses the world of work, labour relations, and the sociohistorical conditions surrounding their evolution. Global Horizons: What is your research project and how will the CES/Harvard s scholarship contribute to it? "Globalisation has created a blank slate for corporate structure and governance. What level of cohesion and legitimacy do network-firms Denis Segrestin. and holding companies have? What political heritage should be linked to new issues of corporate social responsibility? What role does the management of human resources really play in industrial strategy? Sociology does not yet fully take into account these questions: empirical analysis of these questions has become essential. This is precisely what I am doing through the «Firms and Markets Program» at the CSO. Joining the CES at Harvard is a unique opportunity to understand how empirical studies, in the US, deal with the controversy on the «social disaffiliation» of companies as we witness a worldwide redistribution of economic powers. I also intend to widen and broaden my network of relationships and benefit from the learning environment provided by the Harvard scientific community." 7 New double degree programmes launched with Parisian universities Building upon existing double degree programmes with University Pierre et Marie Curie (Paris VI), Sciences Po recently launched two new programmes with neighbouring French universities Paris I Panthéon-Sorbonne and Paris Sorbonne (Paris IV). Two new double degree programmes with Paris IV in literature/social sciences and philosophy/social sciences will be offered from September 009. A programme specialising in social sciences/applied mathematics has also been launched in collaboration with Paris I and will be available from September. Students following these double degree programmes will obtain two university diplomas: the Bachelors degree from Sciences Po and the Bachelors degree from the partner university.
