1 Scrutin ICOMOS Canada 2015 Election RUNNING FOR PRESIDENT: 1 CANDIDATE / ÉLECTION DE LA PRÉSIDENCE: 1 CANDIDAT Christophe Rivet I have been involved with ICOMOS Canada and ICOMOS international since 1998, having over the years participated in a number of committees, working groups and activities. I served nationally as a Vice President for scientific committees twice and secretary for the former national scientific committee on archaeological heritage management. Internationally, I have participated in World Heritage nomination evaluations, served as Secretary and Canadian voting member of the International Scientific Committee on Archaeological Heritage Management (ICAHM), and contributed to the development of charters and other documents. My professional history includes experiences in government and as a consultant, working on conservation projects, the development of policy, and the creation of new protected areas. Some of the highlights include the development of standards and guidelines for the conservation of archaeological sites in Canada, the management of a France and Québec cooperation programme on places of common memory, management plans for national historic sites, archaeological excavations in Europe and Canada, and the successful preparation of a World Heritage nomination. Depuis 1998, je suis actif au sein d ICOMOS Canada et d ICOMOS international. J ai participé au cours des années à un grand nombre comités, groupes de travail et activités. J ai servi sur le conseil d administration à titre de viceprésident du comité scientifique à deux reprises et comme secrétaire de l ancien comité scientifique canadien sur la gestion du patrimoine archéologique. A l international, j ai participé à l évaluation de propositions d inscription au patrimoine mondial, servi comme secrétaire et membre votant canadien sur le Comité scientifique international sur la gestion du patrimoine mondial archéologique (ICAHM), et contribué au développement de chartes et autres documents. Mon parcours professionnel inclut des expériences au sein du gouvernement et en tant que consultant, œuvrant sur des projets de conservation, le développement de politiques, et la création de nouvelles aires protégées. Objectives for the mandate What I have learnt is the importance of a holistic view of what is heritage, the role of government and communities in conserving effectively heritage, and the need to constantly test the boundaries of what is assumed as the proper practice as new information and new perspectives emerge. ICOMOS Canada is strong by being inclusive. This means that as an organization we need to listen, embrace, and reflect the diversity of people and human experiences that form our country to stay relevant in the 21st century. Our current board reflects the many professions involved in heritage conservation and the perspectives from most provincial and territorial realities. We need to continue to build on this. I want to focus during this mandate on inviting individuals and organisations that are not traditionally associated with cultural heritage conservation to join ICOMOS Canada and enrich our collective perspectives. ICOMOS Canada can be guided by that diversity to lead sustained national conversations on the practice of heritage conservation. This means that we take these perspectives and knit them together to give body to the 1

2 Canadian heritage conservation experience, as working groups, ongoing discussions, and policy positions. I want to focus during this mandate on stimulating the conversations that are needed to influence policy. ICOMOS Canada can be an international influence by using the outcome of these conversations as models, perspectives, and inspiration for shaping the future direction of heritage conservation. As Canada is about to celebrate its 150th anniversary in 2017, we have an opportunity to reflect on what defines us and engage others in that discussion. At the next ICOMOS General Assembly, Canada may have a vision to share with the world. I want to focus during this mandate on facilitating the collaboration and exchanges that will make it possible for Canadians to have a coherent and meaningful voice on the international scene. Finally, ICOMOS Canada also needs to adapt to the funding environment, its competitive nature, as well as 21st century tools to engage, communicate, and stimulate. The current board, of which I am part, did a tremendous amount of unglamorous work in dealing with financial and administrative matters. While the organization is not completely stabilized, it is beginning 2015 on a surer footing. We now need to turn our attention to better funding and better communication. I would like to focus during this mandate on finding practical and effective tools for this organisation, that relies so much on volunteer dedication, to thrive. ICOMOS Canada can look with pride on its past accomplishments and its members continue to play a crucial role on both the national and international conservation scenes. The next few years will build on that and offer a course for the 21 st century. Objectifs du mandat Toutes ces expériences m ont apprise l importance d une approche holistique du patrimoine, du rôle du gouvernement et des communautés dans la conservation du patrimoine, et de la révision régulière des bonnes pratiques en réponse aux nouvelles informations et perspectives émergentes. ICOMOS Canada est une organisation qui est forte lorsqu inclusive, signifiant que nous nous devons d écouter les perspectives multiples qui reflètent la diversité des cultures et des expériences humaines, de les accueillir et de les refléter pour demeurer pertinents pour l avenir. Notre conseil d administration actuel reflète certaines des nombreuses professions impliquées dans la conservation du patrimoine et les perspectives diverses émergeant de plusieurs des réalités provinciales et territoriales. Il est important de continuer à bâtir sur cette lancée. J aimerais durant mon mandat en particulier inviter les individus et organisations qui ne sont pas traditionnellement associés avec la conservation du patrimoine culturel à se joindre à ICOMOS Canada et à enrichir nos perspectives collectives. ICOMOS Canada bénéficierait d être guidé par cette diversité afin de mener des conversations nationales sur la pratique de la conservation du patrimoine. Ceci offrirait l opportunité de saisir ces perspectives pour établir des liens entre elles et exprimer de manière cohérente l expérience canadienne en conservation du patrimoine, sous forme de groupes de travail, discussions soutenues, et positions de principe. J aimerais mettre l emphase durant mon mandat sur les moyens de stimuler les conversations nécessaires pour influencer les politiques. Le conseil d administration actuel, auquel j appartiens, a accompli un travail imposant et peu glorieux pour s attaquer aux défis financiers et administratifs. Quoique l organisation ne soit pas encore complètement stable, celle-ci débute l année 2015 dans une position plus solide. Il est nécessaire de s attarder maintenant à de meilleures approches de financement et de communication. J aimerais me concentrer durant ce mandat sur le besoin d identifier de meilleurs moyens pour permettre à l organisation de s épanouir, au delà de l effort consenti par ses bénévoles. ICOMOS Canada peut être fier de ses réussites passées et de l apport significatif de ses membres sur la scène nationale et internationale. Les prochaines années continueront de bâtir sur cet héritage et d offrir une vision pour le 21 e siècle. 8 CANDIDATURES TO FILL THE 4 VACANT BOARD SEATS / 8 CANDIDATURES POUR COMBLER LES 4 SIÈGES VACANTS AU CONSEIL D ADMINISTRATION Janet Baker, M.E.De Janet is currently Senior Culture Analyst for the Province of Saskatchewan. Her professional experience has centred on policy, planning and education for tourism, culture and community. Janet holds a Master of Environmental Design in sustainable community tourism development in Mexico, and pursued doctoral study on tourism design in Thailand. She has been a professor of cultural tourism and worked for governments as a recreation and cultural planner. Her work in heritage conservation has involved assessments of buildings and streetscapes, membership on the committee to establish Mainstreet in Saskatchewan, and strategic planning for heritage structures such as the University of Regina College Avenue Campus and the film Soundstage in Regina. Janet would like to give her experience and skills to ICOMOS to contribute cultural policy perspectives to the heritage conservation milieu. Actuellement, Janet est l analyste Senior de la Politique pour le ministère de la Culture dans le gouvernement de la Saskatchewan. Hilary Grant Serving as an ICOMOS Canada Board Member would give me the opportunity to combine my educational background in heritage and museum studies (Carleton University, University of Cambridge) and my experience in program and policy development and review (Government of Saskatchewan, Johnson-Shoyama Graduate 3

4 School of Public Policy) at the national and international level. I am committed to the fruitful exchange of ideas, as is demonstrated in my organizing local and national conferences and symposiums. Currently working in Saskatchewan, I am in what many would consider a heritage poor periphery, but would like to bring lessons learned from the region to the epicenter of heritage development. Born and raised in Newfoundland and an emerging professional (under 30 years of age), I would also bring geographical and age diversity to the board. Rosa Milito Rosa Milito has Specialist Conservation Architect (SCA) accreditation in the Royal Institute of British Architects (RIBA) Conservation Register. She also holds a Doctoral Degree in Architectural and Landscape Heritage from La Sapienza University of Rome, together with a Master of Architecture. She currently works as Heritage Coordinator for +VG Architects (The Ventin Group Toronto Limited) and sits on the Toronto Preservation Board. Her professional experience includes working as Conservation Architect and Planner in London (UK), Dublin (Ireland) and in Italy where she implemented and managed a complex heritage urban program for the conservation of an historic centre near Naples, showcased at the RUN, a national urban exhibition in Venice. Her academic experience includes teaching History and Theory of Architecture, where she engaged the students to implement theoretical conservation principles within their design studio projects. Her interest in contributing to the preservation of our built cultural heritage has led her to be actively involved with ICOMOS and with the recently formed ISCES. Her experience across diverse countries has broadened her heritage conservation perspective. She looks forward to the opportunity to serve on the ICOMOS Canada board to contribute to enhancing the culture and practice of conservation in Canada. Son expérience professionnelle comporte des travaux en tant qu architecte et urbaniste du patrimoine à l international: Londres (UK), Dublin (IR), mais aussi en Italie, où elle fut chargée du complexe projet de préservation urbaine d un centre-ville historique proche de Naples. Le projet fut alors retenu pour être présenté en vitrine du RUN, exposition nationale d urbanisme de Venise Son expérience académique comprend l enseignement de l histoire et la théorie en architecture, période durant laquelle elle encouragea ses élèves à appliquer les principes théoriques de sauvegarde du patrimoine à leurs projets d atelier. Son intérêt et son envie de contribuer à la préservation de notre patrimoine culturel et bâti l ont poussé à participer activement au sein d institutions comme ICOMOS, ou la plus récemment formée ISCES. Son champ de vision quant à la question du patrimoine s est élargi grandement grâce à ses expériences à l étranger. Elle attend désormais avec hâte l opportunité de pouvoir servir le conseil Canadien de l ICOMOS, et pouvoir contribuer activement à l amélioration de la culture et des pratiques de conservation au Canada. 4

5 Jim Molnar I wish to sit on the Board of ICOMOS Canada to maintain it as a strong organization working to improve the disciplines of heritage conservation in Canada. I have a Ph.D. in Anthropology and work for an archaeological consulting firm in southern Ontario. I have also worked for Parks Canada as a manager in the national office, contributing to the HSMBC s plaque program, developing heritage policy, and managing the conservation labs. My areas of interest are landscapes of all kinds, tourism, World Heritage and archaeology. Rock art is a particular interest. Lisa Prosper I would like to contribute to the Board in their ongoing work to establish ICOMOS Canada as a viable and meaningful organisation for heritage professionals in Canada. I am particularly interested in helping to foster the exchange of ideas between national and international forums; developing connections with other groups working in the area of Aboriginal cultural heritage; and continuing to contribute to the Connecting Practice initiative between ICOMOS and IUCN. I have a BA in art history and an MA in heritage conservation both from Carleton University and am the current Director of the Willowbank Centre for Cultural Landscape. My specific area of interest is cultural landscapes and Aboriginal cultural landscapes. Tatum Taylor Hello all, My name is Tatum Taylor, and I am a writer and heritage planner currently based in Toronto. I received a master s degree in Historic Preservation from Columbia University and have worked for nearly three years at ERA Architects, a firm which specializes in architecture, heritage conservation, landscape architecture, and cultural planning. My experience has included a two-year term of active participation on the board of the Architectural Conservancy of Ontario. Since attending the ICOMOS General Assembly in Florence last November, I have enjoyed engaging in frequent discussions on cultural landscape as a member of ICOMOS Canada s National Conversation working group. As an American immigrant, I have found my understanding of heritage practice to be challenged and deeply influenced by the Canadian perspective, and I believe ICOMOS Canada is at the 5

6 vanguard of sharing this crucial perspective with the world. For these reasons, I am very interested in joining the board of ICOMOS Canada. Je suis titulaire d une maîtrise en conservation de l Université Columbia et, depuis trois ans, je travaille à l agence ERA Architectes Inc, un cabinet qui se spécialise dans l architecture, la conservation du patrimoine bâti, l architecture de paysage et l aménagement urbain. Durant les deux dernières années, je siège sur le conseil d administration de Architectural Conservancy of Ontario avec un engagement actif. En novembre 2014, j ai assisté à l Assemblée Générale d ICOMOS à Florence. Marie-Andrée Thiffault Après un baccalauréat en architecture de l Université de Montréal, j ai complété une maîtrise en Conservation du patrimoine à la même institution. Sur le plan professionnel, j ai acquis une expérience passionnante et diversifiée. Tout d abord, en pratique privée chez les architectes FGMDA de Montréal où j ai participé à des projets de restauration de bâtiments sur la Colline parlementaire à Ottawa. Mon cheminement professionnel m a ensuite amenée vers la gestion du patrimoine. En tant que Responsable du site patrimonial de l Île d Orléans, mon rôle est de veiller à la conservation et à la mise en valeur du site patrimonial, conjointement avec le ministère de la Culture et des Communications du Québec. Je crois que mon dynamisme et mon expérience sont des atouts pour une organisation telle qu ICOMOS Canada. After graduating from a bachelor's degree in architectural design, I then completed a master's in heritage conservation at Université de Montréal in Professionally, I have gained experience working, at first, at FGMDA Architects in Montreal, where I participated in building restoration projects on Parliament Hill. Since 2013, I am responsible of heritage at the historical site of Ile d Orléans. My role is to supervise the conservation and the cultural heritage of the site together with the Ministry of Culture and Communications of Québec. Whether it is about heritage restoration, cultural landscape conservation, municipal by-laws, community development or site construction, we intervene in every step towards the preservation of Ile d Orléans. I believe my enthusiasm and experience are both assets for the organization and I would greatly enjoy becoming more involved in ICOMOS Canada. Paula Thorogood, B.A., RPCA Paula Thorogood is interested in enhancing her skills in policy and process within ICOMOS, and increasing her exposure to national and international heritage opportunities. Paula is about to assume a supervisory role, managing archaeological permitting on behalf of the province of British Columbia. Her team ensures work complies with legislated and regulatory requirements. She represents British Columbia s Archaeology Branch in numerous intra-government initiatives. Paula possesses a highly specialised knowledge of archaeological resource management. As a consultant, she directed archaeological projects of various kinds and scopes throughout British Columbia; she also has archaeological experience in New Zealand and Fiji. 6

Depuis une vingtaine d années, Georges se consacre également à l enseignement. Il a notamment dirigé l atelier final du baccalauréat en architecture sur le thème de l intervention en milieu patrimonial, d abord à l Université McGill puis à l Université de Montréal. Georges a présenté ses recherches historiques ainsi que certains points de vue sur sa pratique dans le cadre de colloques et de publications d organismes réputés. Georges Drolet has worked in the field of heritage conservation for more than 25 years, both as an Architect (B.Arch./ McGill University) and as an Architectural Historian (MAH / U.VA and Courtauld Institute), within the firm of Fournier Gersovitz Moss Drolet & associés. Currently involved in the conservation of major historic buildings in Montreal, Ottawa and Toronto, his responsibilities range from heritage evaluation to architectural design. Over the last 20 years, Georges has also been teaching. Most notably, he led the final B.Arch. studio on architectural integration within historic contexts, first at McGill University and then at the Université de Montréal. Georges has presented his historical research as well as conservation practice topics at symposia and in journals of reputable organisations. Nancy Oakley Nancy Oakley is the Executive Director of the Yukon Historical & Museums Association. A graduate of the heritage conservation program at Carleton University's School of Canadian Studies, Nancy has been involved in the heritage field in a variety of professional and volunteer capacities related to museums and interpretation, public history, heritage planning and advocacy. Nancy is passionate about sharing the stories of conservation with others, and has guest lectured in courses, presented to local, regional and national audiences, published articles, and organized conferences, workshops and other events on a variety of heritage topics. Nancy is currently a Director of the ICOMOS Canada National Committee, and maintains a heritage blog at Michael McClelland Michael McClelland is a founding principal of ERA Architects Inc., a firm that specializes in heritage, whether it is built architecture, landscape architecture or planning. He has served one term on the ICOMOS Canada board. Michael has served on numerous boards including the Toronto Society of Architects, the Ontario Association of Architects, the Association for Preservation Technology International and the Canadian Association of Heritage Professionals. He is a Fellow of the Royal Architectural Institute of Canada and editor of 7

8 publications on heritage such as Concrete Toronto and the Ward the Life and Loss of Toronto s First Immigrant Neighbourhood. She holds a Bachelor of Interior Design, Master of Architecture and Master of Landscape Architecture from the University of Manitoba. She holds a Ph.D. from the University of Calgary, studying aspects of cultural spaces in Alberta. She taught as a sessional instructor at the University of Manitoba, Faculty of Architecture and University of Calgary, Faculty of Environmental Design. Patricia is currently working as the Provincial Heritage Architect for the Province of Saskatchewan and is the administrator of the Architectural Conservation programme. Robert studied architecture at Nova Scotia Technical College (Dalhousie University), has a B.A. from St. Francis Xavier University, and earned a Masters in Environmental Design (Planning) from the University of Calgary. Prior to establishing Heritage Collaborative Inc., an Alberta based heritage planning consulting firm, Robert worked for sixteen years as a Historic Sites Officer for the province of Newfoundland and Labrador. Robert has also developed and taught a technicians level diploma course for museum and heritage workers. He is looking forward to serving on the Board Directors of ICOMOS. bob@heritagecollaborative.com Claudine Déom Claudine Déom est professeure à l'école d'architecture de l'université de Montréal depuis 2006 où elle coordonne le programme de maîtrise en Conservation de l environnement bâti. Ses enseignements et ses recherches portent sur la conservation de l architecture industrielle et sur l attribution de valeurs aux édifices et aux espaces publics urbains À ce titre, elle est responsable des recherches effectuées en partenariat avec la Commission scolaire de Montréal (CSDM) à propos de l architecture des écoles dans les quartiers de la ville. Claudine Déom is Professor at the School of Architecture at the Université de Montréal since She is the coordinator of the Master s in Conservation of the built environment. Her courses and areas of research include the conservation of industrial architecture and the process of attributing heritage values to public buildings and spaces. 9 Barbara Hogan Barbara Hogan is the Manager of Historic Sites with Yukon government and is responsible for the preservation, planning and management of historic resources throughout Yukon, including First Nation and Yukon government co-owned and co-managed historic sites. She works closely with communities and First Nations providing entry level training in heritage preservation. Barbara has more than twenty years experience working as a consultant and ten years in the public sector. Barbara has a diploma in heritage conservation, cultural resource management from the University of Victoria. Barbara has spent much of her heritage career focussing on the research and recording of industrial landscapes, historic mining sites and historic transportation corridors. Hired by Yukon Government in 2003, Barbara represented Yukon and provided northern perspectives on Historic Places Initiative working groups. barbara.hogan@gov.yk.ca Ève Wertheimer has been working as a conservation architect for over 10 years both in the private and public sectors, namely with the Heritage Conservation Directorate at PWGSC, and more recently as the Manager of the Heritage Program at the National Capital Commission. Ève has been a member of ICOMOS for many years, and has had the opportunity to regularly attend the organization s national activities, as well as several of the international general assemblies. She holds a bachelor in architecture from the Université de Montréal, a master from the Raymond Lemaire Center for Conservation in Leuven, Belgium, and is currently back in school, pursuing a PhD at the Canada Research Chair in Built Heritage, at the Université de Montréal. Ève Wertheimer travaille comme architecte en conservation depuis plus de dix ans, tant dans les secteurs privés et public. Elle a notamment été à l emploi de la Direction de la Conservation du patrimoine à TPSGC et, plus récemment, gestionnaire du programme du patrimoine à la Commission de la capitale nationale. She holds a Ph.D. in Canadian History from the University of Toronto, and began her career with Parks Canada as a research historian. She contributed to the development of a renewed Cultural Resource Management Policy for Parks Canada, and provides advice to Agency-administered historic sites and parks on identifying, conserving, managing and sharing the heritage value of cultural resources, whether buildings, historical or archaeological objects, or landscapes. Danielle Hamelin est conseillère principale avec la Direction de la planification des investissements à Parcs Canada. Elle a complété son doctorat en histoire canadienne à l Université de Toronto, et commença sa carrière à Parcs Canada en tant qu historienne. Elle a contribué au développement d une Politique sur la gestion des ressources culturelles renouvelée pour Parcs Canada, et elle fournit des conseils aux lieux historiques et parcs administrés par l Agence sur l identification, la conservation, la gestion et le partage de la valeur patrimoniale des ressources culturelles, soit les bâtiments, les objets historiques ou archéologiques, ou les paysages. danielle.hamelin@pc.gc.ca Allan Killin practices architecture in Toronto. Over his 25+ years experience, ten with Goldsmith Borgal & Company Ltd Architects, he has served as project architect on award winning urban adaptive reuse and restoration projects that include National Heritage Sites, with much of that time in construction. He has authored numerous studies and reports on building envelope and restoration, including a 9

10 2008 paper on traditional masonry pointing. A member of various professional and other organizations, including ICOMOS, INTBAU, CAHP, CaGBC, OBEC, and TSA, he maintains a keen interest in education, community and architectural sustainability, and traditional building. I am presently member of the ICOMOS Canada board. allan@akarchitect.ca Gerry McGeough is the UBC University Architect and steward of the built environment and landscapes for UBC s three campuses. His responsibilities include leading integrated planning and design of campus precincts, infrastructure, buildings and public realm. In his work, he is beginning to see the convergence between regenerative sustainability and cultural landscape management practices. He also serves on the NCC Advisory Committee on the Official Residences of Canada. Prior to his start at UBC, Gerry had 21 years of professional heritage practice as the Senior Heritage Planner for the City of Vancouver, adjunct professor with the University of Victoria Cultural Resource Management Program and an architect specializing in infill and adaptive-reuse projects in Montreal. He has an Architectural degree from McGill University (1986) and a Master s Degree in Real Estate Development from Columbia University (1992). gerry.mcgeough@ubc.ca Christophe Rivet has been working in heritage conservation as an archaeologist, a policy analyst, a planner, and a project manager for fifteen years. He contributed to archaeological research projects in France and the Republic of Georgia, urban archaeology projects in Montréal, and research at national historic sites in Atlantic Canada. In 2001, he joined Parks Canada as a policy analyst. From 2003 to 2006, he led the development of archaeological site conservation standards for the revised Standards and Guidelines for the Conservation of Historic Places in Canada. In 2006, he moved to Nova Scotia to become a planner. From 2007 to 2012, he was Project Manager for the nomination of the Landscape of Grand Pré to the World Heritage List which was successfully inscribed in Since 2012, he has also been developing and delivering a heritage conservation course for the University of Victoria. Christophe joined ICOMOS in He has been active in the organization over the years both nationally and internationally.
