Les objectifs spécifiques atteints à la fin du projet seront les suivants : création d une plateforme destinée à l amélioration et à l harmonisation de la formation des managers et du personnel des clusters axés sur la recherche. Such competences as the mentioned above are not defined yet in the EU. Learning modules will be developed and tested. They will be based on the specific RDC needs and will provide the necessary skills and competencies for successful RDC planning and implementation in six countries of Europe. The main innovating elements of the proposed project are: -Development of key competences and common educational standards for RDC training -Development of e-based learning modules for RDC managers and staff based on the specific RDC needs -Networking of RDC trainers -A new area for vocational training advance that will offer a starting point for further transfer of practices in a specific VET field The long-term objective of the InnoSee project is the enhancement of life-long learning, exploitation of the Competence framework and Curriculum on research-driven clusters training, better quality of research-driven clusters proposals submitted to authorities managing the EU funds, improved planning, implementation and coordination of related projects. The specific objectives achieved at the end of the project will be: Created platform for harmonized and improved quality of education of research-driven clusters managers and staff. The concrete aims achieved during the project implementation encompass: -Elaborated and harmonized content of individual modules within the Curriculum for training of research-driven clusters manager in languages of all participating countries. -Documented teaching and training methodologies in Tool Kit for individual modules. -Pool of quality trainers in different topics, specialized on the various content and methodology of training modules. -Courses are tested and included in portfolio of participating educational institutions in each participating country. -Created quality brand mark for harmonised training. Description: The project contributes to the development of quality lifelong learning, and to promote high performance, innovation and a European dimension in systems and practices in the field of research-driven cluster management by focusing on the identification of needs and development of a platform and training tools for the specific target group of research-driven cluster managers and staff as well as broad dissemination and exploitation of project results. The project aims to create training platform and tools that will improve the knowledge and skills of the current and potential research-driven clusters managers and staff. Thus it will support their training and further training activities in the acquisition and the use of knowledge, skills and qualifications to facilitate personal development, employability and participation in the European labour market of innovative and high-added value jobs. 2

3 Information sur le projet Formation pour des Clusters axés sur la recherche (InnoSee) ( LLP BG The project builds upon the existing knowledge at national and EU level of cluster management training and augments it by developing training materials with harmonized European context corresponding to the specific needs of the research-driven cluster managers. Thus the project supports improvements in quality and innovation in vocational education and training systems, institutions and practices. The project facilitates the development of innovative practices in VET other than at tertiary level by concentrating the partners' efforts on the specific needs of research-driven cluster managers and staff. Research-driven clusters bring together different organisations with a different perspective for cluster development and VET requirements that are brought together and addressed by the project. Europe 2020 flagship initiatives confirmed the need of systematic training and tools towards cluster management excellence and best practices. The project is focused on specific aspect of working life - research-driven clusters - in order to make VET more responsive to "whitecollar" labour market needs. It aims to improve sectoral identification of RDC, anticipation of skill and competence needs and their integration in VET provision. Research-driven clusters are a major lever to foster EU competitiveness in the knowledgebased economy and to achieve a smart, sustainable and inclusive economy. Project activities will contribute to the establishment and successful operations of the research-driven clusters by providing targeted and modern VET training. This deliverable includes a detailed description of the content of all project activities, deadlines for their implementation, responsible partners, number of experts from each partner for every task, ways and deadlines for current reporting to the lead partner of the specific WP and to the coordinator, etc. - Monitoring plan.the contents of the plan are the envisaged monitoring activities and their time schedule, the identified evaluation indicators. The responsibilities of all partners regarding the implementation of the monitoring plan are also going to be described in it. - Methodology for needs assessment.the methodology will elaborate on important areas of competences of research-driven cluster managers including leadership capacity, team management, knowledge about strategy development tools, innovation management tools, importance of tasks and duties regarding internationalization issues of research-driven clusters and training in international context, attitudes towards methods and organization of research-driven cluster managers training. -Competence Framework for Research-driven Clusters Management. Partners will create their own language version of the Competence Framework with the content applied commonly by all of them; -Training Toolkit for Research-driven Clusters.Teaching content will be developed following the requirements of Competence Framework. Methodological guidelines will be added to Tool Kit for trainers and will compile best practice from partners and take into account views of the institutions represented in the Steering Committee and 3

These guidelines will be linked to individual topics and will take into account different types of participants (related to level of education in the field, practical experience). - Pool of Trainers on Research-driven Clusters.Pool of trainers from all participating countries. Each partner will have trainers (or a trainer) to be able to cover at least three modules of training Tool Kit. The list of trainers related to training institutions will be published on websites of individual partners as well as project website; -E-learning platform.e-learning platform will allow flexible course management, robust security and useful communication between teachers and trainees in order to make the learning process effective and border-less. It will be structured according to methodology of WP 5. Developed training materials in Training Tool Kit will be uploaded on elearning platform. After pilot testing translated training materials will be updated on e-learning platform; -Logo.The logo will be used at all training materials, displayed at websites of partners and the project website. It will be a symbol for promoting courses in the field of research-driven clusters by all the members; -Website.The web site will be one of dissemination tools, launched by the project coordinator and supported in the native languages of the partners; -Project Brochure.Project Brochure will be available in English. It will provide basic information and contact details on the network of research-driven clusters and trainers; -Exploitation strategy.the strategy is composed of 2 parts general one, comprising the process of exploitation during the project lifetime methodological frame, tools for impact assessment, mechanisms for revision and optimization of results, and specific parts, related to each of the implementation WPs; -Analysis of the state of play.each project partner will perform a desk research in its own country concerning the state of research-driven clusters, cluster managers profiles, existing training services for improving their skills and good practices. It is a product of in-depth comparative analysis of the good practices in researchdriven clusters Description: It contains findings about persons, involved in cluster management and overall coordination of cluster organizations, profile of cluster managers and their teams (education, experience, etc.), identified research-driven clusters stakeholders, important tasks and duties of researchdriven cluster managers. Attention will be focused on perceived important skills and areas of competence for the work of research-driven cluster managers. Feasibility and effectiveness of the existing training practices, degree of consistency between them and the needs of the target groups will be outlined. All partners participate in the preparation of this deliverable and it will be the grounds for developing the methodology for the research-driven clusters' needs assessment.
